Due to the dramatic development of the Internet, the ICT market has changed from a voice based services to data based services. Substitution and complementary dynamism has emerged from communication technology services such as the Internet, mobile phone, and telephone. This paper analyses diffusion patterns of communication technologies such as the Internet, cellular phones, and telephones in different country groups. We estimate modified logistic growth model using time series data for the years 1975-2002. As a result, it is possible to categorize country groups according to the patterns of diffusions. This research creates essential information to forecast demand for new services based on incumbent services as well as provide information on strategies for entering the network industry.

Recently scholarly information service institutes as well as public institutes have provided their holding resources to the other institutes and end users in order to reuse the information and create new value. Information providing subjects should stipulate the dissemination policy of digital contents for ensuring its consistent and efficient service. This study aims to establish the dissemination policy of digital contents for scholarly information service institutes focusing on NDSL. This study researches and analyzes the cases of the digital contents service policy and the dissemination policy to draw main components of the policy for NDSL. As a result, this study suggests goals and objectives, target users, coverage, dissemination methods, requests, agreement and MOU of utilization for the dissemination policy of NDSL.

과학기술 분야 학회에서 발생되는 고급 학술정보는 산업ㆍ경제적 측면에서 그 효용 가치가 매우 크다. 따라서 국가 경쟁력 강화를 위해 전략적 차원으로 첨단과학기술정보를 디지털화하여 부존자원화 하고 효율적인 서비스체제를 구축하는 것이 매우 중요하다. 이러한 일련의 과정을 수행하는 것이 학술정보관리시스템이다. 한국과학기술정보연구원에서는 학술정보관리를 위하여 관계형 DB와 KRISTAL-II 기반의 관리시스템을 개발하여 운영하고 있다. 하지만 시스템에 종속적인 메타데이터의 형식과 복잡한 관리 프로세스 그리고 다양하지 못한 검색 서비스 제공과 같은 단점을 가지고 있다. 본 논문에서는 데이터의 저장관리와 빠른 검색을 제공하는 KISTI의 최신 IRMS인 KRISTAL-2002만을 사용하여 새로운 학술정보관리시스템(ACMS)를 설계하고 구현하였다. 또한 ACMS는 학술정보의 처리를 메타데이터의 표준인 XML을 사용함으로써 데이터의 유효성 검증과 타 기관의 상호대차 및 원문 교환을 손쉽게 하였다.

The purpose of this study Is to analyze and describe the characteristics of the information needs and information seeking behavior of ST information users of the KISTI. Questionnaires were distributed to the ST information users in the academic, industrial, and scientific sectors via mail. The role of the KISTI as the specialized information source and intermediary for other institutional information sources as well as individual users and the need for improving the strategies for customer-based services and collection development were evaluated. Major findings include the need for a more comprehensive effort to collect, preserve, and communicate the ST information resources. the need for much broader collection of journals and conference proceedings to provide the documents "on demand" for users, and the need to improve DDS in general.

The purpose of this study is to examine the meaning and status of the current service of academic libraries in the aspect of its supporting roles for academic courses. The research methods include an examination of model cases from the U.S.A. and Hong Kong and also an electronic questionnaire survey of 32 academic libraries in Korea(67% response rate). With the result of the research analysis, this study aimed to provide optimal administrative plans in e-learning environment.

2015년부터 우편번호를 대체하는 국가기초구역번호를 기반으로, 기존 읍면동 구분을 국가기초구역으로 대체하여 도서관에서 지역분포 분석 서비스를 제공하는 방안을 모색하였다. 기존에 제공하던 법정동 기준의 지역 구분은 균일한 크기의 지역 구분이 쉽지 않아 이를 행정동 기준으로 전환하고, 이 경계를 바탕으로 국가기초구역에 최대한 일치하도록 구역을 설정하여 기존 읍면동 체제와 크게 어긋나지 않으면서 새로운 국가기초구역제도를 조기에 활용할 수 있도록 하였다.

Korea Institute of Science and Technology Information (KISTI) is the national information center that has collected, analyzed and managed Science and Technology information resources comprehensively since 1962. KISTI has conducted several researches and made "KISTI Information Resources Development Policy" in order to select overseas S&T core journals. This paper aims to develop overseas S&T core journals that have not distributed in the country as the part of this effort. This paper analyses the documents requested to KISTI and delivered from overseas information centers for the last 6 years. This paper selects overseas S&T core journals based on the domestic request through conducting journal usage analysis, citation analysis, and cost effectiveness analysis.

The data-driven research environment is rapidly changing. Accordingly, domestic university libraries are also preparing to establish and operate research data management services to support university researchers. This study was designed to propose a research data management service to support researchers in science and technology specialized university libraries. In order to propose the service, 11 universities specializing in science and technology were selected from overseas and domestic universities and their research data management services were analyzed. Key categories were derived from analysis results, research data management, electronic research notebooks, and RDM training. In particular, the 'research data management' category included DMP, data collection, data management, data preservation, data sharing and publishing, data reuse, infrastructure and tools. And it consists of RDM guides and policies. The results of this study will be helpful in introducing and operating research data management services in science and technology specialized university libraries.

국가연구개발사업의 성과제고가 과학기술계 주요 이슈로 부상되면서 사업의 경제적 성과창출에 초점을 둔 기술이전 및 사업화에 대한 요구가 높아지고 있다. 국가연구개발사업에 대한 종합적인 서비스를 제공 하는 NTIS는 국가연구개발성과를 부가가치 창출로 연계시킬 수 있도록 지원하기 위해서 우수유망기술정보 서비스를 도입하였다. 우수유망기술정보는 국가연구개발과제에 대한 최종평가 결과가 우수한 과제의 연구성과(기술) 중 기술이전·사업화의 가능성이 있거나 후속연구를 통해 기술이전 사업화가 가능한 기술을 칭한다. NTIS에서는 2008년부터 우수유망기술정보 DB를 구축하였고 관련 서비스를 제공하고 있다. 본 논문에서는 우수유망기술정보서비스와 관련된 국내외 현황에 대해서 조사하였고 그에 따른 시사점을 제시하였다. 국가연구개발사업에 대한 대내외 환경변화 및 공익적인 사업성격을 고려하여 NTIS 우수유망기술정보서비스의 활용과 관련한 현황을 파악하였고, 개선점을 도출하였다. 더 나아가서 향후 효과적인 활용을 위한 방안을 도출하였다.

Nowadays, due to an explosive increase in information, information filtering is very important to provide proper information for users. Users hardly obtain scholarly information from a huge amount of information in NDSL of KISTI, except for simple search. In this paper, we propose the service, PIN to solve this problem. Pin provides the word cloud including analyzed users' and others' interesting, co-occurence, and searched keywords, rather than the existing word cloud simply consisting of all keywords and so offers user-customized papers, reports, patents, and trends. In addition, PIN gives the paper classification in NDSL according to keyword matching based classification with the overlapping classification enabled-academic classification system for better search and access to solve this problem. In this paper, Keywords are extracted according to the classification from papers published in Korean journals in 2016 to design classification model and we verify this model.
