동북아시아지역에서 인천국제공항이 최고의 허브공항으로서 역할을 위해서는 무엇보다도 환승율에 대한 연구가 필요하다고 판단된다. 인천국제공항은 2005년도에 3,054,485만명의 환승여객을 처리하여 환승율은 11.9% 를 기록하였는데 이는 동북아시아의 경쟁허브공항의 환승율인 30-40%와 비교해보면 공항경쟁력이 상당히 뒤쳐진다고 할 수 있다. 이러한 약점을 보완하기 위하여 여러 가지 관련 인자들을 검토하는 것이 중요하다고 판단되어지는데 그중에서 인천국제공항의 비행편최소연결시간(MCT)을 개선하는 것이 필요하다. 이러한 문제를 개선하기 위해서는 항공기 스케줄, 항공사 배치, 게이트 배정방법, 수하물처리, 여객 동선 등이 함께 검토되어야 할 것이다. 그러나 이러한 인자들에 대한 세부적인 분석이 단기간에 걸쳐 해결되는 문제가 아니기 때문에 본 연구에서는 외국 허브공항의 MCT 수준, 관리방법, 국외사례 등을 고찰해 보고 동북아시아에서 허브공항을 향한 인천국제공항의 환승율 제고차원에서 정책적 방안을 제시하고자 한다.

정부는 그동안 항공정책을 수립하고 시행함에 있어서 '항공운송'과 같은 경쟁력 있는 부문만을 특정하여 중장기적인 발전전략을 수립하여 온 것이 사실이다. 지방공항은 처음부터 물적, 인적 자원을 수송하는 규모나 주변 환경여건에 있어 국제공항을 따라갈 수 없는 일정한 한계를 가지고 있다. 지방공항의 적자문제를 국제공항의 목표치에 두는 것 자체가 이치에 맞지 않기 때문이다. 그러므로 지방공항은 국제공항과는 다른 관점의 항공 정책이 절대적으로 필요하다. 국가전체의 운송기능 향상을 위한 종합적인 대책도 지방 공항에 적용할 필요가 있지만 지방 공항 고유의 지방자치단체와의 협력을 통한 특색 있는 공항 역할을 재정립하는 것도 필요한 것이다. 한편 항공 스포츠의 역사는 60여년에 이르고 있으나 정부 관련기관의 관심 부족과 활성화 하려는 의지부족으로 여전히 침체되어 있는 것이 사실이다. 그런데 본 연구에서 항공 스포츠의 특징상 공항과의 연계성을 검토하여 보니 상당히 긍정적인 Win-Win 전략이 될 수 있을 뿐 아니라 지방공항과 항공 스포츠 양자가 실제 활성화될 수 있는 공항정책이 구체화될 수 있음을 알게 되었다. 다만 항공 스포츠에도 종목이 다양하므로 지방공항의 특성상 적정한 스포츠 항목과의 연계가 요구된다. 그리하여 본 연구는 항공 스포츠를 활용한 지방공항 활성화 방안으로 항공 스포츠에 적합한 지방공항 요건을 접근성, 안전성, 편의성으로 나누어 검토하고 지방공항과 접목 가능한 항공 스포츠를 제시하고자 하는 가설을 설정하였다. 더 나아가 항공 스포츠를 통한 지방공항 활성화의 기대효과로서 지방공항의 활성화, 지방연계산업의 활성화, 지방공항의 발전 가능성에 대한 가설을 설정하였다. 본 논문은 지방공항 활성화를 위한 전략체계를 항공스포츠 동호인 즉 조종자들의 기지선택 요인을 중심으로 실증분석을 통하여 정리하였고, 일반인들의 인식과 전문가 의견을 토대로 지방공항의 활성화를 위하여 항공스포츠와 전략적 제휴를 하고자 할 경우 관련기관들이 고려할 부분과 운영체계 개선방안을 제시함으로써 구체적인 정책적 제언이 될 수 있도록 하였다.

지난 2001년 3월 말 개항된 인천국제공항은 대규모의 현대화된 시설을 갖춘 첨단공항이지만 일부 시설은 수용 목표 연도인 2005년보다 훨씬 빨리 그 용량이 포화상태에 이를 것으로 전망되고 있다. 특히 44개에 불과한 탑승구는 개항과 동시에 첨두시간의 수요에 미치지 못하여 항공기가 원격주기장에 대기하는 경우가 발생하고 있다. 탑승구와 원격주기장을 합한 전체 주기장 60개도 2002년에는 포화상태에 도달할 것으로 예상되어 현 인천국제공항 1단계시설의 처리능력 향상을 위한 시설별 용량 불균형 해소 방안이 시급히 요청되고 있다. 이 연구에서는 현 인천국제공항의 시설별 용량을 점검하고 조기 포화가 예상되는 시설을 밝혀낸 후 2002년부터 건설에 착수하는 2단계 건설계획의 투자방향을 제시한다. 아울러 현재의 인천국제공항이 안고 있는 시설과 운영상의 문제점을 분석하고 이를 보완 또는 개선할 수 있는 정책방향을 제시한다.

미국의 항공운송산업 규제완화법(Airline Deregulation Act of 1978)에 의한 미국의 항공운송산업 자유화 정책은 미국의 국내 항공운송 시장의 환경을 철저한 경쟁의 원리가 적용되는 자유경쟁 시장으로 변화시켰으며, 국제 항공운송 시장에도 자유경쟁의 원리가 점진적으로 도입되는 계기를 마련하였다. 항공운송산업 자유화 정책은 항공사의 운송 시장 환경뿐만 아니라 그들이 이용하는 공항의 경제 환경에도 많은 변화를 가져왔다. 자유화가 공항의 경제에 미친 영향을 연구하기 위하여, 자유화 이후 공항에서 시장 합리화 (Market Rationalization)의 원리가 적용 되었는 가를 조사하였다. 이를 위해 (1) 자유화 이후, 공항료(Airport Rates and Charges)와 공항에서의 활동량 (the Volume of Activity) 간에 유의한 상관 관계가 존재하는 가의 여부 (2) 자유화 이전과 이후를 비교할 때, 각 Hub Class별 공항료의 수준에 있어 유의한 변화가 있는 가의 여부에 대한 통계 분석을 실시하였다. 상관분석의 결과, 자유화 이후, 공항료와 공항에서의 활동량 간에 유의한 상관 관계가 존재한다는 결론을 채택하는 데 실패하였으며 또한 일원 분산 분석의 결과, 자유화 이전과 이후를 비교할 때, 각 Hub Class별 공항료의 수준에 있어 유의한 변화가 있다는 결론을 제시할 수 없었다. 미국의 항공운송산업 자유화 정책이 미국 공항 경제에 미친 영향에 대한 본 연구는 현재 경제규제완화를 실험하고 있는 우리의 경제 정책에 좋은 참고자료가 되기를 기대한다.

In this article, we verified to influence on the performance through performance management system and public enterprise management evaluation implementation degree by the airport policy and leadership. Data collected from 533 employees of Incheon International Airport Corporation and Korea Airports Corporation. Sample extracted with a simple random sampling. Data analysis adopted structural equation modeling. The results of this research found that airport policy and leadership are the key variables influencing airport performance. This research verified a significant mediation effect on the public enterprise management evaluation implementation degree. Thus, this research assert that positive proposals for airport policy and insightful leadership must be taken. This paper explores new view in the public enterprise management evaluation research and offers practical help to researchers and practitioners in providing a direction for airport performance.

This study analyzed the repeated causes of policy failure focusing on Yangyang International Airport cases. Yangyang International Airport, which opened in 2002, was built with about 360 billion won, but it is considered as a representative example of policy failure of local airports. According to the policy failure theory, the failure factors of Yangyang International Airport are anlyzed by rationalistic, political, and environmental complexity viewpoint. The results are as follows. First, from a rationalist point of view, Yangyang Airport failed to achieve the policy goal of securing passengers and revitalizing local economy, This is due to the pressure of politics and the lack of geographical infrastructure. Second, the failure of the stakeholders to resolve conflicts in the flow of politics can be seen as the conflict between the airline and the airport, and the failure to reconcile conflicts between the government and the airports on the low cost airline permits and subsidies. Third, from the viewpoint of environmental complexity, Yangyang International Airport can be regarded as a failure to adapt to environmental changes such as the opening of nearby expressways and railway lines, and the sharp decline of Chinese tourists. This study sugeests the establishment of an independent organization that can prevent unreasonable business promotion by politics in the case of large scale national projects, the linkage with the surrounding infrastructure and related businesses in the case of transportation facilities such as airports and railways, and institutionalization of cooperative governance for coordinating conflict among stakeholders.

제주공항은 슬롯 증대사업을 통한 정시성 개선 노력에도 불구하고 항공 교통량의 확대에 따른 혼잡도의 증가가 지속되고 있다. 제주공항 혼잡도의 근본적인 해소를 위해서 추진되고 있는 신공항 건설이 여러 가지 사유로 지연되고 있으며, 실제 건설계획이 확정되더라도 정상적인 공항 운영까지 상당 기간의 시간이 소요될 것으로 예상된다. 따라서 제주 신공항 건설이라는 대규모 신규 투자와는 별개로 신공항 개항 전, 기존 제주공항을 운영하면서 혼잡도를 해소할 수 있는 중단기적 대안을 마련할 필요가 있다. 이에 국토교통부와 한국공항공사는 제주공항에 소형기보다는 최대이륙중량 100톤 이상의 대형항공기(통상 270석 이상 공급) 투입을 유도하는 착륙료 감면 조치를 시행하였으며, 최초 착륙료 10% 감면에서 추가 활성화를 위하여 착륙료 20% 감면으로 확대하여 운영 중이다. 항공사는 착륙료 감면 비율 상향을 통해 대형기 투입에 따른 실질적인 비용이 절감된다면 상기 정책에 적극 동참하게 될 것이다. 본 논문에서는 제주공항에서 실시 중인 착륙료 감면율 확대 조정이 항공사의 대형기 배정에 미치는 효과를 분석하여 정책의 실효성을 고찰하였으며 이에 따른 개선책을 제시하였다.

The purpose of this study verify to influence the effect of the 4th industrial revolution recognized by airport operators on the airport management system and the moderator effects of convergence and leadership between these influence relationships. Data collected through a survey of airport operators using simple random sampling at six international airports in Korea. Data analysis performed using Structural Equation Modeling. The research results found that the 4th industrial revolution had a positive effect on the airport management system. Also, moderator effects of convergence and leadership found significant statistically. In this paper, we asserts that it should be reconstructed the airport management system as a system suitable for the era of the 4th industrial revolution. This paper provide theoretical data and directions for empirical research to airport researchers, and implications for airport enterprise managers and airport policy planners. The findings of this study are particularly helpful for international airports that have adopted the technologies of the Fourth Industrial Revolution.

2020년 7월 정부는 포스트 코로나 시대를 선언하며, 한국판 뉴딜 정책을 발표하였다. 한국판 뉴딜은 디지털인프라 구축, 비대면 산업육성, SOC 디지털화를 기본방향으로 내세웠으며 빅데이터, 인공지능(AI), 사물인터넷(IoT) 등 4차산업 핵심기술의 육성방안을 제시하였다. 최근 인천공항은 한국판 뉴딜 정부정책에 부응하기 위해 인천공항 K-뉴딜 프로젝트를 추진 중이며, 세부 전략과제로 자산관리의 디지털전환을 위한 IoT기반 스마트 자산관리시스템을 구축 중이다. IoT기반 스마트자산관리시스템은 인천공항에 위치한 실내외 이동형 자산에 대해 끊김없는 위치정보를 제공하는 시스템으로 기존 시스템(RFID) 대비 약 4억 원의 인적, 물적 자원을 절감하는 효과를 나타낼 것으로 예상된다. 본 논문에서는 IoT기반 스마트 자산관리시스템의 핵심기술인 실내외 연속측위 스마트 트래커와 네트워크의 구성, 저전력 위치정보 제공방법을 제시한다.

The purpose of this study is to understand the effect of airport staff's attachment and participation to Incheon International Airport on satisfaction through mediating effects of development support and negative perception. This paper surveyed airline staff who worked at airport and conducted an empirical analysis based on survey results. This is because the effect of community members' attachment on satisfaction has been reviewed quite substantially. However, there has been insufficient research on the effect of attachment and participation on satisfaction through mediating effects of development support and emotional perception. According to empirical analysis, it was found that the participation of airport staff had a significant positive effect on satisfaction. In addition, support for development projects has also been proven to have a mediating effect. Following the empirical research results, this paper suggested implications for the 5^th development project at Incheon International Airport.
