정보통신기술이 발달하면서 전자상거래 시장이 성장하였고, 전자상거래 결제수단 및 본인인증 수단으로써 공인인증서 의무화가 도입되었으나, 공인인증서의 호환성, 액티브X. 해킹, 개인정보유출 등의 문제로 인하여 2015년 3월 의무 사용 제도가 폐지되었다. 이에 다양한 전자서명 신기술이 도입될 것으로 예상된다. 따라서 본 논문에서는 전자서명 신기술 도입의 기반을 마련하고자 전자서명 신기술을 분석하고 안전한 전자서명 도입 및 적용방안을 연구하였다.

해상교통안전진단제도의 시행으로, 해상교통에 영향을 미칠 가능성이 있는 모든 건설 사업은 필히 선박운항자 관점에서 그 안전성을 검토하여야 한다. 진단제도의 정량적 평가항목 중에, 선박이 장애물이나 위험지역과의 충돌확률을 평가하는 근접도 평가항목이 있는데, 이는 항로상의 어떤 단면에서의 선박 궤적 분포가 정규 분포를 한다는 가정에 근거하고 있다. 한편, 진단제도의 또 하나의 정량적 평가기법중 하나인 해상교통류 시뮬레이션에서는, 대상 선박들의 예상 항차수로부터 선박을 통계적으로 발생시키는 기법을 사용하는데, 여기에서는 항로상의 특정 지점을 연속해서 통과하는 선박들의 시간 간격이 Poisson 분포를 따른다는 가정을 사용한다. 본 논문에서는 이러한 기본적인 가정들이 적합한지를 고찰하기 위하여, 광양 및 인천항에서 실측한 해상교통현황 조사 결과를 분석하였다.

At the present moment when around 60 years have passed after the introduction of private security, there are security instructor and protection specialist guard as government official recognition qualification. This study discussed problems of secondary performance test system among qualification certification items which have been implement ed as government official recognition qualification since 2013. Current qualification certification for protection specialist guard is composed of primary academic test and secondary performance test. Since it is estimated that it is high time to increase clients' satisfaction and public reliability through strict qualification certification for protection specialist guard. Following improvement plans are intended to suggest. First, it is a plan to divide and diversify difficulties of performance test evaluation events. Second, it is a plan to diversify evaluation criteria of performance test. Third, it is a plan to make criteria for selecting specialized performance test evaluation committee. Fourth, it is a new plan of exclusion system to avoid any relation between performance test evaluation committee and applicants. In this respect, institutional improvement should be followed in order to improve specialty of qualification certification of performance test system for protection specialist guard.

Searching and retrieving information on the Web that define the core-function of Internet IR specialists is one of the activities that practitioners and searchers of LIS fields do exceptionally yell. Various education programs and license examinations for Internet IR specialists have been carried out by many organizations, without consistent monitoring or objective evaluation of those validity and functionality, which community of information professionals requires. This study focused on investigating the current practice of the education and license exam, and identifying problems that hinder the validity of those programs, and alerting the professionals to enhance and expand serious cooperation to keep up with the evolving interests of Internet IR specialists as a great challenge we all(partners, researchers, and policy-makers in government) face.

Private security guard certification system was recognized as a national certification in 12. 2012 after it was first given in 2006 as a civil certification and then became a national test in 2013. Thinking it short of regulations on some of exemptible requirements as well as test-taking age limit due to the certification's specificity, the current researcher tried to present the following improvement plans. First, in taking the test, only the bottom age limit is given with no top age limit, so a regulation on its top age limit needs to be newly made so that it can select those substantially able to protect persons. Second, it can expand some of its exemptible requirements to not only police civil officials, private security guard civil officials but also military civil officials and college graduates who have taken all the courses for its primary test and have career in private security guard. Third, certain validity period can be set by standard of the date when the certification test application is accepted after retirement from related occupations so that they can maximally exert their ability in actual works. Fourth, the exemptible courses of the test must be limited to the primary test only while its hands-on test must not be exempted to meet the requirement of the ability for actual personal protection. In this manner, it's necessary that the personal protection certification system, as a national certificate, should be carefully reviewed to keep abreast with the growing civil protection industry.

According to COSO(2013) "Internal control is a process that is designed to provide reasonable assurance that a firm can achieve its objectives, where differing aspects of internal control can be partitioned into operating objectives, reporting objectives, and compliance objectives." Internal control over financial reporting(ICFR) is focus on reporting objectives and includes that provide reasonable assurance regarding prevention or timely detection of unauthorized acquisition, use or disposition of the company's assets that could have a material effect on the financial statements. Thus, firms with weak ICFR have negative a effect on Firm value because those firms are great likelihood of misappropriation and inefficiency decision. In this regard, this study investigates the association of ICFR with the likelihood of firm failure. Specially, I measure the characteristic of ICFR as disclosures of material weaknesses and operating personnel of ICFR. I identify the likelihood of firm failure as going-concern opinion issued in audit report. As result, I find that a higher probability of firm failure is positively associated with the material weakness in ICFR also I find that a higher probability of firm failure is negatively associated with experience and qualified CPA of personnel in ICFR.

군 무기체계를 연구개발하는 국방과학연구소가 정밀기술진흥대회 참가를 통해 대.내외적으로 공인된 관련기술들을 산업체에 개방 및 기술이전함으로써 국가산업 경쟁력 제고에 기여하였다. 지금은 세계 속의 경쟁력있는 연구소를 목표로 하고 있기 때문에 세계 수준의 첨단기술 및 기술 경쟁력을 확보하기 위해서는 대외적인 각종 정밀기술대회에 능동적으로 참가해야 할 필요성이 증대되고 있다. 따라서 연구소의 주체인 연구원들이 대외의 각종 정밀기술진흥대회에 자발적인 참가를 통해 자체 보유기술에 대한 대.내외 검증과 이로 인한 창의적인 기술개발을 보다 활성화시킬 수 있도록 연구소 차원의 지원과 관련제도의 뒷받침이 절실히 요구된다.

정보통신부의 ‘IT 839 전략’ 중 ‘9대 신성장 동력’에 포함된 지능형 로봇은 이제 막 태동을 시작한 단계이다. 지능형 로봇은 개개의 구성요소들이 결합되어 이루어진 기술 집약적인 완성품으로 로봇 산업을 활성화하기 위해서는 각기 다른 업체에서 개발한 구성요소들에 대한 표준과 인증이 필요하다. 또한 제품의 목표수준을 설정하기 위하여도 인증은 필수 사항이다. 따라서 TTA(한국정보통신기술협회)는 ’06년 8월부터 국민로봇 시범사업에 쓰이는 URC 로봇(지능형 로봇)에 대한 공인인증 시험서비스를 제공할 예정이며 이를 소개하고자 한다.

장례지도사는 임종순간부터 시신처리, 유골개장 등 시신에 가장 근접하여 이를 처리하고 관리 및 통제하는 전문인력이다. 미국이나 일본 등은 시신을 다루는 직업 종사자를 국민의 안정과 건강이라는 측면에서 국가 자격제도 혹은 국가공인 자격제도로 관리하고 있다. 이는 일정한 지식과 조건을 갖춘 자격있는 장례지도사가 시신과 관련시설을 전문적인 지식과 기능으로 관리하고 통제함으로써 각종 질병으로 부터 스스로를 보호함은 물론 이를 방문하는 공중의 위생과 건강을 담보하고자 하는 제도적 역할 때문이다. 이에 우리나라도 역시 장례지도사를 국가적 차원에서 관리하고 통제해야 한다고 생각한다. 더불어 우리나라의 문화에 가장 적합한 표준장례지도사 교육과정의 개발이 시급히 요구된다.

최근 저압 기중차단기(ACB, Air Circuit Breaker)는 고압중전기 공인시험제도 및 저압전기기기 안전인증제도와 같은 강제인중 대상에서 제외되어 해당 성능에 대한 안전 사각지대에 놓여있다는 지적을 받아왔다. 본 논문에서는 현재의 ACB관련 규격 및 성능평가기술을 분석하고, 국제규격과의 비교 분석을 통하여 국제규격에 준하는 성능평가기술 및 규격을 제시하는 방안을 연구하였다. 특히 내년에 제정이 논의되고 있는 ACB관련 KS 규격의 제정 방향 및 KS 심사기준에 대한 진행방향 설정과 연구되어야할 성능평가기술을 제품성능 특성별로 제시하였다. 향후 본 논문의 성능평가기술 및 제안 방향이 KS규격 제정 및 활용에 중요한 근간을 제공할 것으로 기대한다.
