  • This study focuses on the healthcare sector in Vietnam which is promoting universal health insurance for the achievement of Universal Health Coverage (UHC) under Sustainable Development Goals (SDGs). The purpose of this study is to examine the characteristics of the reform process of the health care system and the law on health insurance through the historical and cultural contexts and its implications from the perspective of development. Based on the three dimensions of UHC - extension of protection for population, provision of various medical services, and financial protection, the current status of the Vietnam healthcare sector is summarized respectively as follows. First, according to the revised Health Insurance law which came into effect in 2015, the mandatory health insurance premiums are calculated based on household units. Second, there is a medical network that can provide preventive and healthcare services centered on primary health care facilities, for example commune health stations (trạm y $t{\hat{e}}$ $X{\tilde{a}}$). Third, out-of-pocket expenditure is still a large proportion although public spending has increased and private spending has decreased since the enforcement of the health insurance law and various schemes. Vietnam is currently striving towards a universal health care system. The development of institutions and systems should be designed in a way that is appropriate for the members of the society rather than efficiency. This article findings shed light on the role of social values, family culture, and informal institutions.

  • In the recent years, malicious codes called malware are having shown significant increase due to the code obfuscation to evade detection mechanisms. When the code obfuscation technique is applied to malwares, they can change their instruction sequence and also even their signature. These malwares which have same functionality and different appearance are able to evade signature-based AV products. Thus, AV venders paid large amount of cost to analyze and classify malware for generating the new signature. In this paper, we propose a novel approach for detecting metamorphic malwares. The proposed mechanism first converts malware's API call sequences to call graph through dynamic analysis. After that, the callgraph is converted to semantic signature using 128 abstract nodes. Finally, we extract all subgraphs and analyze how similar two malware's behaviors are through subgraph similarity. To validate proposed mechanism, we use 273 real-world malwares include obfuscated malware and analyze 10,100 comparison results. In the evaluation, all metamorphic malwares are classified correctly, and similar module behaviors among different malwares are also discovered.

  • Citrus quality is generally determined by its sugar content and acidity. In particular, sugar content is a very important factor because it determines the taste of citrus. Currently, the most commonly used method of measuring citrus sugar content in farms is a portable juiced sugar meter and a non-destructive sugar meter. This method can be easily measured by individuals, but the accuracy of the sugar content is inferior to that of the citrus NongHyup official machine. In particular, there is an error difference of 0.5 Brix or more, which is still insufficient for use in the field. Therefore, in this paper, we propose an AI model that predicts the citrus sugar content of unmeasured days within the error range of 0.5 Brix or less based on the previously collected citrus sugar content and meteorological data (average temperature, humidity, rainfall, solar radiation, and average wind speed). In addition, it was confirmed that the prediction model proposed through performance evaluation had an mean absolute error of 0.1154 for Seongsan area and 0.1983 for the Hawon area in Jeju Island. Lastly, the proposed model supports an error difference of less than 0.5 Brix and is a technology that supports predictive measurement, so it is expected that its usability will be highly progressive.

  • This study collected and analyzed case studies related with the use of spatial information in North Korea to prioritize construction and required supporting processes in order to propose a short-term and long-term road map for the establishment of spatial information in North Korea. Recent research cases related to the prioritization of spatial information development were analyzed, and priority for the construction of infrastructure was derived based on the interconnectedness and relationship of national infrastructure. Due to the inaccessibility and remoteness of North Korea, all of the five studies determined priorities according to questionnaires and consulting of refugees and knowledgeable figures by expert groups. In summary, priority was given to unarmed and transborder areas, major cities, special zones, and development zones, while in terms of facilities, priority was given to power communication, railroads, water and sewage architectural buildings, roads, and dams. In the case of prioritizing the establishment of national infrastructure for the unified Korean Peninsula, the development of major areas, ports, and the related city-level spots to develop a line that promotes the sharing of routes such as transportation networks, water, and energy, thus leading to a scenario involving the development of cotton at an urban and national level.

  • Seamless wireless communication network access technology enables users to guarantee service continuity. Hence, it is necessary for disaster situations in which network service may be interrupted. The Multi-path router is a technology to improve network stability and strengthen field operability, particularly in a disaster environment where network failure can occur by providing high-performance data transmission using multi-communication networks and network security by VPN-based wireless IP. In this paper, a prototype system for an MPR-based wireless communication network was proposed to improve the operation performance for disaster field investigation applications. A comparative experiment was performed on various data transmission performances with the existing single wireless communication network. In addition, another experiment was conducted by measuring the data packet transmission and receiving performance in the existing/new wireless communication system first and then assessing the UDP transmission performance in a single router environment to understand the transmission capability of the new MPR. The experimental results showed that the sending and receiving performance was improved by approximately double that of the existing single wireless communication system. The proposed prototype system is expected to allow users to share and disseminate collected on-site data more quickly and efficiently during a disaster site investigation.

  • Marine planktonic ciliates include two major groups, loricated tintinnids and naked oligotrichs. The study of marine ciliate plankton in Korea began with taxonomic efforts on tintinnids based on the morphology of lorica, a vase-shaped shell. Despite polymorphism in the lorica, it is utilized as a key characteristic in identification of tintinnid species. However, oligotrichs have been studied only recently in Korea due to challenges associated with the observation of ciliary arrangements and the technical development for cell staining. Species diversity and phylogenetic classification of the ciliates have been informed by recent advances in morphological and molecular analyses. Illustrations of the planktonic ciliate in Korea have been published on the basis of taxonomic data of tintinnids and oligotrichs. Planktonic ciliates acting as the major consumers of pico- and nanoplankton as well as the prey of mesozooplankton, has been monitored by spatial and temporal investigations in Korean coastal waters. A practical approach addressing the limitations and potential of marine ciliate studies in Korea is proposed here to improve the data quality of planktonic ciliates, providing an enhanced basis for quality control of ciliate monitoring.

  • This study examined how different types of remote video lectures, which universities are using in earnest now due to the COVID-19 pandemic, impact the academic achievement of learners. Zoom-based remote video lectures were divided into two types-general lecture-centered and group task-oriented-and experimental and control groups were set up accordingly. An achievement test and a questionnaire were conducted to determine how academic achievement differed between these two approaches. The achievement test revealed no significant differences in achievement scores between the two groups. Meanwhile, the questionnaire regarding satisfaction with Zoom-based video lectures indicated that both groups were highly satisfied. Participants in the general lecture-centered type group cited the effect of learning, their instructors' class preparation and attitudes towards the class, and the promotion of participation in learning activities as the causes of their satisfaction, while participants in the task-oriented type group highlighted communication and sharing, the efficiency of group discussions, and the moderate difficulty level of group tasks as the reasons for their satisfaction with the video lectures. Remote video lectures in the untact era are becoming increasingly common, and educators will need to develop various Zoom-based teaching strategies to maximize their efficiency.

  • As the competition among the autonomous vehicle (AV, here after) developers are getting fierce, Korean government has been supporting developers by deregulating safety standards and providing financial subsidies. Recently, some OEMs announced their plans to market Lv3 and Lv4 automated driving systems. However, these market changes raised concern among public road management sectors for monitoring road conditions and alleviating hazardous conditions for AVs and human drivers. In this regards, the authors proposed a methodology for monitoring road infrastructure to identify hazardous factors for AVs and categorizing the hazards based on their level of impact. To evaluate the degrees of the harm on AVs, the authors suggested a methodology for managing road hazard factors based on vehicle performance features including vehicle body, sensors, and algorithms. Furthermore, they proposed a method providing AVs and road management authorities with potential risk information on road by delivering them on the monitoring map with node and link structure.
