지난 2011년 3월에 출범한 제8대 집행부는 정해돈 회장을 비롯한 회원사 모두가 한마음으로 노력한 결과 괄목할 만한 사업성과를 거두었다. 특히 설비건설업계의 오랜 숙원사업인 공공공사 분리발주 확대 법제화를 위해 각고의 노력을 기울인 끝에 국가계약법 시행령이 개정되어 올해 1월 1일부터 시행에 들어간 성과는 1994년 법 제정 이후 20년 만에 일구어낸 아주 값진 성과로 평가되고 있다. 또한 녹색건축물조성지원법 시행령에 '국토부 장관이 5년마다 기계설비 발전정책을 수립하도록 의무화'한 조문 신설로 향후 기계설비 발전계획을 정부 차원에서 수립할 수 있게 되었다. 이와 함께 건설산업 공생발전위원회를 통한 주계약자 공동도급 확대와 저가하도급 심사제도 개선 등 불공정하도급 거래 관행 개선으로 회원사의 경영환경을 크게 개선시켰다. 본지는 2011년 3월부터 2014년 2월까지 제8대 집행부의 사업실적을 점검해 본다.

As a construction project in urban area tends to be high-rise and huge, the importance of the project's underground work, in terms of the cost and the schedule, is gradually increasing. It's extremely significant to choose a proper filing method, at the stage of underground work. However, in piling work many change orders have been occurred since a piling method is experientially selected based on uncertain information and many earth factors to consider. It has effects on the cost and the schedule of the project. In this study, we have suggested a decision model for piling method that can be used to determine and verify the suitable piling method in design and pre-construction phase of a project. Based on historical data, a neural network model has already proven to be efficient. The tests of the model for selecting a suitable piling method have progressed exactly with the data of 150 piling works which were done room 2000 to 2004 in Korea. The optimization or the developed neural network model has progressed with the data for teaming. The validity of the neural network model has been verified.

A new and extendable highway should be planned and budgeted by estimating the total construction cost on the basis of the precise cost data. However, the demolition or disjointing cost could not reflect construction site condition sufficiently because it was simply estimated by multiplying the highway structure installation cost by the regular ratio($10\~70\%$) specified in the Korea Standard Estimate. The regular ratio for estimating of demolition and disjointing cost was calculated by not actual construction cost data but subjective experiences of field manager. Therefore, the reliance of the estimated demolition or disjointing cost has been declined. The primary objective of this study is to purpose the standard for estimating proper demolition or disjointing cost of relevant items through various site analysis and survey, and to investigate on the propriety of ratio-unit price method for estimating demolition and disjointing cost.

The contract price of successful bidders in domestic public work projects has dropped significantly under lowest bidding process. Furthermore, compared to the U.S. and Japan, the bids are substantially lower. The increasing trend for domestic construction companies to bid projects without considering markup or expected profit, with the purpose of gaining experience for future similar work, has contributed to the overall dumping in bid prices. The government has implemented controls in hopes of reducing the price dropping trend but these have yet to work in the market. This study determines the level of significance of the contract price of the successful bidder in domestic public works projects and identifies factors that cause bid-dropping by comparing to those of the US and Japan. By mirroring advance countries' rules and regulations to prevent an abnormally low bidder, recommendation are provided to keep unrealistically low bidders from winning the work.

The importance of cost management in early stage has been increasing due to market change and competition severence in construction industry. Because the adjustable budget is only 20% after finishing design stage, the critical decision is made in the early stage. However, in the early stage, the design information is not enough to make crucial decision. Therefore, this research suggests the predicting method on the purpose of accurate cost estimation. The parametric estimation is appropriate for the early stage, especially it has the strength of rapidity in cost estimation. This research analyzes 84 actual data of public apartment on the scale of $11{\sim}15$ stories, and then performs the correlation analysis between cost and influence factors. After eliminating the parameters which causes the problem of multicollinearity, this research derived the formula through the multi-regression analysis.

In 2009, the Korean international construction industry showed a great performance, totaling 49.1 billion of contract and then this achievement has been considered a key milestone presenting that the international construction industry is one of the primary export industries of Korea. However, because of the construction firms' equalized levels of technology and price competitiveness, the competition among bidders is becoming more intensive. Moreover, this changing market circumstance leads construction firms to apply for bidding with the lowest price that could not meet the expected profitability of a project. Therefore, to develop various strategies based on project characteristics becomes one of the critical capabilities that construction firms should possess. Based on these motives, this study is aimed to investigate associations among number of bidders, contract award rate, profitability on international projects. For the correlation analysis, a set of data is structured by collecting all projects ranging from 1993 to 2009, excluding projects funded by official development and domestic funds. The number of bidders were grouped depending on project characteristics such as market regions, project types, bidding types, and order organization types. As the result of correlation analysis, contract award rate increases as the number of bidders increase, but the relationship between the number of bidders and profitability is negative. Understanding the correlations among variables can be employed in developing strategies to improve construction firms' competitiveness in the international construction market.

This study aims to provide basic data for high-quality street tree management by setting reasonable management items and appropriate unit prices by reviewing the adequacy of current street tree management. Currently, street tree management items, except for street tree pruning, use general landscape tree quantity per unit for the street tree management quantity per unit. KEPCO (Korea Electric Power Corporation) applied pruning items from standard electric production infrastructure and carried out the activities at an average unit price of 51% lower for heavy pruning and 39% lower for light pruning than the standard estimate. This was judged to be a level that could not maintain or increase the quality of street tree management. It was determined that an appropriate standard unit price for street tree management was necessary. To improve the quantity per unit for the proper management of street trees, it was necessary to review costs in the field. However, due to the absence of data on actual construction costs in the domestic landscape field, detailed items of the US RSMeans Building Construction Cost Data (RSMeans) were reviewed, and the actual construction costs were calculated by applying personal domestic expenses. As a result, the standard of the estimated unit showed a good ratio of 107% for heavy pruning of street tree pruning compared to the actual construction cost, but light pruning was underestimated with a 59% ratio. Shrub pruning was 82%, weeding was 92%, tree fertilization was 87%, and windbreak wall installation was 91% under-engineered. In addition, it was also confirmed that the watering by sprinkler trucks and chemical spraying were over-designed compared to the actual construction cost at the rates of 118% and 124%, respectively. Due to the specificity of the street trees, the increase in personal expenses and the input cost of equipment, such as road safety controls, were judged to be the main cause of the underestimation of items. Therefore, it is necessary to add items related to street trees and general landscape trees to the landscape maintenance items of the standard of the estimated unit.

IMF이후 건설 물량은 감소하고 있는 경향이나 재해율은 그다지 감소하지 않고 있고 여전히 중대재해는 계속 발생하고 있는 추세이며, 건설업체에서는 안전관리에 대한 비용을 더욱 아끼려 하고 있어 비용절감을 위해 재해예방을 위한 안전시설 비용이나 안전활동 비용을 투자하지 않고 있다. 따라서, 본 연구는 노동부에서 현재 시행하고 있는 건설현상 페트롤점검의 실태를 조사ㆍ분석하여 문제점을 도출하고 효율적 운영방안을 제시하는 것으로 하였다. 현행 페트롤점검의 실태조사를 위하여 페트롤점검의 관계담당자인 전국의 노동부 지방노동관서 근로감독관, 한국산업안전의 각 지역본부 및 지도원 기술직원, 페트롤점검 대상 건설현장 관계자에게 각각 설문조사지를 배부하여 실태를 조사하고 분석하였으며, 또한 노동부의 최근년도인 1999년, 2000년도의 재해발생통계 및 페트롤점검 실적자료, 대한건설협회의 최근 년도별 건설공사 수주금액, 공사규모별 현황 및 외곽의 건설현장 페트롤점검사례를 수집하고 분석하였다. 이러한 실태조사 등 수집된 자료분석 및 각종 참고문헌 연구를 통하여 4가지 문제점을 도출하였으며 각 도출된 문제점에 대하여 효율적인 개선대책을 제시하였다.

대한설비건설협회 대전∙충남도회(회장 성열구)와 대한설비공학회 대전∙충청지회, 한국설비기술협회 대전∙충청지회 등 설비관련 3개 단체가 공동으로 지난 10월 24일 한국에너지기술연구원 국제회의실에서 ‘2006년도 추계 학술강연회’를 개최했다. 이날 강연회에서 특히 대한설비건설협회 김경회 상임이사가 발표한「설비건설 관련법령 개선방안」을 통해 건산법 개정 현황과 대한설비건설협회의 노력 등을 자세하게 설명함으로써 참석자들의 박수갈채를 받았다. 또한 대한설비건설협회 황영환 부장은「적산제도 현황 및 정책방향」을 통해 실적공사비제도의 추진배경과 운영방향, 공공 건설공사 예정가격제도, 예정가격 결정기준 등을 자세하게 설명하여 참석자들의 이해를 도왔다. 본지는 이날 발표된 내용 중「설비건설 관련법령 개선방안」과「적산제도 현황 및 정책방향」을 게재한다.

건설산업 참여주체 사이의 고질적 문제들을 해소하고 건설산업의 재도약을 지원하기 위해 지난 1년 동안 운영해 왔던 건설산업 공생발전위원회(이하 공생발전위원회)가 하도급대금 지급보증제도 개선 등 많은 성과를 남기고 지난 10월 19일 제7차 위원회를 끝으로 활동을 마무리했다. 정해돈 대한설비건설협회 회장은 공생발전위원회 위원으로 참여하며 설비건설업계의 애로사항을 역설하고 ${\bigtriangleup}$공공공사 저가하도급심사제도 개선 ${\bigtriangleup}$하도급공사대금의 지급실적 점검 및 부당특약유형 확대 ${\bigtriangleup}$하도급대금지급보증서 보증약관 개선 및 발급감독 강화 ${\bigtriangleup}$주계약자 공동도급 대상범위 확대 ${\bigtriangleup}$산업재해 은폐에 대한 제도개선 등을 건의한 결과 저가하도급심사제도, 하도급대금 지급보증제도 등의 제도가 개선되었다. 특히 저가하도급 심사제도와 하도급대금 지급보증제도 개선 성과는 그동안 건설협회가 강력히 반대했으나 정해돈 회장을 비롯한 제8대 집행부가 똘똘 뭉쳐 일궈낸 성과라 더욱 의의가 크다. 본지는 공생발전위원회의 지난 1년간 활동을 점검해 본다.
