  • This study attempts to analyze estimating process and the level of information performing literature review and questionnaire and identify phased influence factors on construction cost using phased information of project and suggests framework of approximate estimation model at the planning and design stage. This paper suggests phased influence factors on construction cost and framework of approximate estimation model for integrated project cost management.

법령과고시 - 정부시설공사 계약예규 개정

  • 기획재정부와 행정안전부는 계약 예규를 개정하고 지난 4월 2일부터 시행에 들어갔다. 기획재정부는 이번 계약예규 개정을 통해 등록기간 3년 미만 업체가 공동수급제에 참여할 경우 만점기준을 완화했고, 1억 이상 3억 미만 전문공사의 경우 만점기준이 발주금액에 대한 '3년 실적의 1/2배 이상'에서 '평가면제'로, 3억 이상 50억 미만 전문공사의 경우 '3년 실적의 2배 이상'에서 '1/2배 이상'으로 평가방법을 완화했다. 또한 발주기관에서 공공공사 예정가격을 산정할 경우 반드시 최신 표준품셈을 사용하도록 의무화했으며, 적정 노무비 보장 심사 강화 방안으로, 최저가낙찰제 공사에서 업체가 제출한 노무비가 발주기관에서 산정한 노무비의 80% 미만일 경우 탈락된다. 기획재정부는 이번 개정으로 시공경험이 부족하지만 기술력 등이 우수한 신설 중소 업체가 공공공사에 참여할 수 있는 기회가 늘어날 것으로 기대하고 있으며, 최저가낙찰 시 과다한 노무비 삭감 등으로 인한 건설 근로자 소득감소 및 내국인 건설업 기피 등을 막을 수 있을 것으로 기대하고 있다. 한편 행정안전부는 이번 계약예규 개정을 통해 지방자치단체 입찰 및 계약관련 예규를 현행 11개에서 2개로 통합했고, 지자체가 발주하는 50억원 이상~100억원 미만의 공사의 경우 참가자격 적격심사 항목 중 자산회전율 평가를 삭제했으며, 신용평가 등급을 완화해 지방 중소기업들의 입찰 참가 기회를 확대하기로 했다.

  • The objective of this study is to calculate road user costs that caused by the expansion work of metropolitan arterial highway and to analyze the costs that affect economic feasibility evaluation. "Taerung~Guri IC" section of Bukbu Expressway was selected as a case study. As a result, it shows that these costs could be a factor for determining economic feasibility for some projects. However, decreased capacity and free-flow speed are seriously different as period, type, length and traffic volume of work zones. These factors that decrease traffic capacity and free-flow speed should be deeply researched in the future.

  • BIM(Building Information Modeling) technologies should be applied for the construction life cycle to maximize its efficiency, but the utilization for the construction phase has been significantly lower than that for the planning and design phase. Recently, some of BIM techniques such as 3D design review, 4D schedule management and so on are being introduced for efficient managing to the big national construction projects. In this study, the utilization plans of BIM are presented for the construction phase of civil engineering facilities. The methods of utilization of BIM are discussed for each type of construction, and the techniques applied to the Seoul Subway Lot No. 919 are analyzed for checking the applicability and usability. In particular, a web construction management system based on BIM can help field engineers, headquarters and contractors to use BIM more effectively, and it can be extended to maintenance phase for more efficiencies.

  • The purpose of this study is to present both problems and improvement plans on the bidding system of the Korea National Housing Corporation, which orders apartment houses professionally. For data gathering, this study used data from electronic procurement system from 2001 to 2005. The research method of this study is to analyze the data categorized into four types: changes of ordering and contract price ration, the lowest-pricing bidding system, and permanent projects by grades. As a result of the analysis, the amount of ordering is biased in favor of particular level. Finally, this study present following improvement plans: 1) screening system and the lowest-pricing bidding system need to be supplemented, 2) the contract price ratio and the amount of ordering should be controlled, and 3) the improvement of PQ and the introduction of the list of Qualified companies by types need to be presented.

A Study on Normal Project Period for Parking Lot of Aged Apartment Housing (노후 공동주택 주차장 리모델링 공사 표준공기 설정에 관한 연구)

  • Recently, interest in remodeling apartment houses has been increasing due to problems such as a lack of parking spaces for old apartment houses. However, no method was suggested to predict the construction period of the apartment remodeling project. Unlike general apartment new construction, apartment remodeling construction involves demolition or reinforcement work, so a realistic remodeling construction period calculation plan differentiated from the existing construction period should be proposed. Therefore, this study intends to present a model for deriving the construction period of the underground parking lot of the apartment remodeling construction. Each construction period was calculated based on 19 activities of underground parking lot remodeling work through review of previous studies and expert advice. Activity's workload data and productivity data were derived to calculate the construction period, and the number of inputs and equipment inputs by Activity were determined to correct the productivity data. The construction period of Activity was calculated using the derived data, and the criteria for calculating the overlapping period for each Activity were presented to enable realistic construction period and scheduled schedule. As a result of predicting the accuracy of the construction period through the verification of the case complex, it is expected that it will be possible to predict the approximate construction period of the underground parking lot of the apartment remodeling construction in the future.

  • 건설공사 표준안전관리비 계상제도는 '88년도에 도입되어 시행되고 있는 제도이다. 그러나 건설업에 종사하는 사람들 대부분의 이해부족으로 사용에 혼란이 있고 또한 사용 잘못으로 인해 불이익을 당하는 경우가 종종 있어 안타까움을 더하고 있다. 이에 필자는 이러한 제반 문제를 해결하는 데 다소의 도움이 되고자 표준안전관리비의 이해를 위한 해설과 사용방법 및 벌칙에 관한 사항을 정리해 보았다.

  • Subway stations have a characteristic that the facilities in the ceiling should be checked, replaced and expanded frequently. The new installation of supports (steel anchors) for new facilities and workers moving-around in the ceiling result in the damage in the ceiling finish material and concrete structure which also result in construction cost increase. In addition, the noise, vibration and dust generated during the work harm the station environment. There are civil complaints on these which give difficulty to ceiling works. Accordingly, this study suggests a ceiling frame construction method that considers the convenience, economy and efficiency of ceiling work by improving the support installation method for facilities in ceiling.
