Analysis of the major subcontract competence factors of overseas plant construction (해외 플랜트 공사의 주요 하도급 역량 요인 도출 및 분석)

  • In 2012, Korean overseas construction market has achieved 64.9 billion dollars of contract order and its amount has increased since the mid 2000's. However, importance of qualitative growth based on profitability as well as quantitative growth is also emphasized. This study analyzed overseas plant project's subcontract process management which is closely related to cost management as one of the qualitative growth methods. In order to select major subcontract processes, extensive literature review and focus group interview(FGI) were implemented and then professionals with years of experience in the overseas plant projects were participated in the questionnaire survey. The collected data were analyzed by Benefit-Structure Analysis(BSA) model. The findings of this study include: (1) the seven and six subcontract processes are positioned in the area of importance control factor and in the area of maintenance/control factor, respectively; (2) administration capability attainment is needed for the six subcontract processes in the area of importance control factor and sustainable management system is required for the processes in the maintenance/control factor area. The further research will identify key subcontract processes to be managed for overseas plant projects by Korean EPC contractors based on the findings of this research.

A Study on the Performance Prediction Model for Life Cycle Maintenance of Reservoir (저수지 생애주기 유지관리를 위한 성능저하예측 모델 연구)

  • According to the Framework Act on Sustainable Infrastructure Management, which has been enforced since 2020, reservoirs should be managed to minimize life cycle costs caused by aging through preemptive management such as systematic maintenance and performance improvement. For maintenance in consideration of the life cycle, it is essential to derive the end of life due to continuous performance degradation as the common period increases. For this purpose, it is necessary to develop a performance-predicting model for reservoirs. In this study, a reservoir was divided into main complex facilities to develop a model for the maintenance of the life cycle. A model was developed for each facility. For model development, maintenance information data were collected under management by the Rural Community Corporation. The data available for model development were selected by analyzing the collected data. The developed model was used to predict the expected life expectancy of the reservoir in the current maintenance system and the expected life expectancy in the case of no action. By using the developed model, it is expected that it will be possible to support decision making in operation management and maintenance while considering the life cycle of the reservoir.

  • The construction of golf courses has had adverse effects on the natural landscape and delicate ecosystem of Korea. Efficiency in planning and design was necessary to minimize the environmental impact of the original construction. However, the ordinal design methods have limited the data processing by the massive scale of the project of golf course development. Conventional design methods did not have a proper tool for alternative plans on pre-estimation of landscape destruction or minimizing of the environmental impact. Therefore, advanced computerized techniques need to be adapted for golf course design to solve the problems concerning the environmental impacts. Geographic information system (GIS) was applied on the process of geographical data input and analysis through the final outputs. Simulation works by the total database management enable the pre-investigation of the design In view of an assessment of environmental impacts. It is also possible to evaluate plans easily and propose the alternatives properly. Precise quantity calculation of engineering works by computer system should be guaranteed scientific, economic, and environmentally-sound.

  • Currently, Korea government has strongly recommended the storm and flood insurance system to reduce the damage caused by natural disasters. The storm and flood insurance operated by private insurance company is the type of policy insurance. and is supervised by Minister of Public Safety and Security. It is the advanced disaster management system which is able to protect the public interests through unexpected natural disaster by assisting some part of the insurance premium from a central or local government. The main purpose of the present investigation is to build the insurance object GIS DB which should be necessary to calculate the premium rate in the map for storm and flood insurance, and also, to perform GIS analysis. The service model in this study is aimed to general single house, apartment and green house. The service management plan targeting the whole country has been investigated in terms of building DB and service operation.

  • With the size of construction projects getting larger and more complex, the amount of information is increased exponentially. Although there are a lot of construction companies that try to accumulate as-built information from construction sites. it has not been quite satisfactory. This is due to the lack of task information framework that can measure project performance and collect as-built information. Therefore the objective of the paper is to identify the information that can be derived from daily reports and to suggest a unit task information framework to accumulate as-built information.

  • 최근에는 전 지구적으로 이상기후 현상이 빈번히 발생하고 있으며 이로 인해 과거와는 달리 예측하기 어려운 집중호우와 돌발강우에 따른 피해가 증가하고 있는 추세이다. 이러한 이상 강우현상에 의해 하천 및 주변의 내 외수의 수위 상승을 야기하며, 이로인해 제내지의 침수 위험성이 그 어느 때보다 높은 실정이다. 특히, 내수침수의 경우는 외수에 따른 범람보다는 내수배제 불량에 따른 침수 빈도와 범위가 증가되고 있는 상황이며, 이에 대한 대비가 절실히 요구되고 있다. 주기적으로 반복되는 내수침수에 의한 국민의 재산과 인명피해를 최소화하기 위해서는 침수피해 위험도가 높은 지역을 파악 관리하여야 하며, 지역의 주민에게도 지역의 특성을 주지시켜야 한다. 이와 함께 침수 발생시 피해 최소화를 위한 피난 경로와 피난 장소 등을 상세히 제공하여 신속한 재난 대처와 함께 인명과 재산의 피해를 최소화하여야 한다. 침수예상지도는 태풍이나 집중호우에 의한 침수 발생시 제방의 월류 및 붕괴, 내수배제 불량 등으로 인한 예상 침수지역을 강우빈도별로 나타내고, 침수면적과 깊이를 표현한 지도로서 방재형 국토관리의 정책결정과 침수 피해에 대한 대민 홍보의 수단으로 활용되고 있다. 국내에서도 홍수에 의한 피해가 나날이 커지고 국토의 개발에 따른 자연 재해가 많아짐에 따라 홍수에 의한 피해를 최소화하기 위한 노력의 일환으로 침수예상지도의 제작 및 관리 시스템의 필요성이 증대되고 있다. 본 연구에서는 지석천 유역의 태풍 및 집중호우에 의한 과거 침수실적을 조사하여 침수실적도를 작성하 였으며, 내 배수 불량에 따른 홍수빈도, 강우빈도별 침수예상도를 작성하였다. 이를 위해 현재 보편적으로 이용되고 있는 1차원 수리 수문 모델인 미 공병단의 HEC-HMS, HEC-RAS 모델과 내 배수 영향 검토를 위해 한국농어촌공사에서 개발된 GATE 프로그램을 이용하였다. 이렇게 계산된 연구 대상지역의 침수심과 침수면적을 GIS를 이용하여 침수예상도를 작성하였다.

A Study on Economic Feasibility of Highway Maintenance Considering Carbon Amount by Using KPRP (Korea Pavement Research Program) (탄소량을 고려한 도로 유지보수 경제성에 관한 연구: KPRP (Korea Pavement Research Program) 활용)

  • The US Pavement Design method (AASHTO) and HDM-4, a road pavement maintenance decision system, are not suitable for domestic pavement design, construction and maintenance. KPRP(Korea Pavement Research Program) has been developed to reflect Korea's environmental conditions and vehicle characteristics, thereby, extending pavement life. The main objective of this study is to select the best alternative through Life Cycle Cost $CO_2$ (LCCC) calculations among three representative maintenance strategies using KPRP design software since the environment cost resulting from the extended pavement life will also differ. The analysis of this study illustrates that cumulative carbon emissions for 40 years in alternative 2 (Cutting and Overlaying at Year 30) is the lowest option among them, and the basic cost of $CO_2$ emission by various road maintenance and repair work can be used for suggesting an optimal maintenance strategy for highway agency.

Critical Success Factors for Nuclear Power Plant Construction Projects (원전건설의 성공적인 시공을 위한 핵심성공요인(CSFs) 도출)

  • The construction of the first nuclear power plant (Kori #1) in Korea started in 1971, Korea operates 24 nuclear power plants and is constructing 4 in 2015. During about 45 years of construction experience, insufficient studies have been investigated for the identification of critical success factors(CSFs) for nuclear power plant construction. Based on literature reviews and focus group interviews, this study presented a list of CSFs for construction of nuclear power plants. A survey for validating the results of CSFs was conducted with 164 experts. This study indicates that attentions should be placed upon the lowest price-based contract awarding policy, the need for reasonable pricing standard implementation, database development, and deployment for experienced nuclear power plant construction workers, identification and nurturing of competitive subcontractors, and minimization of lag times in construction activities.

  • The regulation of continuous and adjacent development was introduced to prevent unplanned and improper development and to protect environment in green zone and non-urban area that was deficient in infrastructure. Though it has been effective, it was repealed in 2011 by disorderly development problem caused by crafty tricks around restrictions. Alternatively, the Urban Planning Commission is now deliberating on the development permit, but there are still much to be resolved such as improper committee formation and abuse of power, insufficient green corridor preservation, a lack of use of planning information system, discordance between landscape management guidelines in laws, etc. Therefore, we suggest several ideas for improvement of development permit system as follows; intensive deliberation system in the Urban Planning Commission, integrated commission for green corridor prevention, early establishment of urban planning information system, making a development permission guideline to minimize discretional act of the Urban Planning Commission, etc.

Analysis on drinking water use change by COVID-19: a case study of residential area in S-city, South Korea (COVID-19 확산에 따른 상수도 사용량 변화 분석: 국내 S시 주거지역을 대상으로)

  • The COVID-19 started to spread at early 2020 in South Korea and has been threatening our life in many aspects. Countermeasures such as social distancing to prevent COVID-19 spread have brought many changes in our society an human life. In this study, as a part of the COVID-19 pandemic management, drinking water usage change is analyzed to evaluate potential risks on water supply service. We collected hourly water use data of residential area in S city, which is a mid-size city in South Korea, before and after the COVID-19 pandemic. The collected data were analyzed to reveal the changes in total water consumption, water usage weight, and hourly water-demand pattern caused by the COVID-19 pandemic. The case study revealed the noticeable changes in water consumption caused by the COVID-19 pandemic and required more secured and adaptive operation of drinking water system under the pandemic situation caused by infectious disease.
