도시$\cdot$주거정비법 문제있다

  • 오는 7월부터 ''도시 및 주거환경 정비법''이 시행되면 공동주택 시장은 크게 변할 것으로예상된다. 이 법은 그 동안 개발지상주의가 팽배해 있던 공동주택 시장을 성장관리 체제로 전환해 관리하겠다는 의도에서 출발했다. 이 법이 시행되면 향후 재건축사업은 도시계획 차원에서 관리가 가능해지고, 그 동안 수많은 사업추진 과정에서 나타난 비리와 잡음이 차단되는 등 운영관리 측면에서 긍정적인 변화를 기대할 수 있게 된다. 하지만 이러한 내부적인 변화에도 불구하고 도시 및 주거환경 정비법의 도입은 공동주택 시장에 여러 가지 문제점을 노출할 우려가 높다.

A Study of the Price Determinants for Public Residential Land Investment - From the Perspective of Land and Market Factors - (택지지구 공동주택용지의 투자가격 결정요인에 관한 연구 - 토지특성 및 시장요인 관점에서 -)

  • The price determinant for land investment depends on the internal information process and subjective decision making by management in general. Accordingly, the systematic frame to determine the feasibility of investment price to the public residential land for multi-housing development by private sector has not been proposed. The purpose of this study is to explore the frame to determine the investment price for public residential land from the perspectives of land attribute and apartment market factor. Multiple regression has been implemented to confirm the eligibility of proposed model. Research findings indicate that the land area, floor area ratio, coverage ratio, location have been identified as the total land cost determinant, and for the determinants for floor area land cost, the ratio of apartment, sale price, rent price, etc, have been identified. This research intends to provide the basis for land providers to predict the land value as a raw material in market and present the indicators for land buyers to review the price adequacy for the investment.

Analysis of Determinant Factors of Apartment Price Considering the Spatial Distribution and Housing Attributes (공간지리적 요인과 주거특성을 고려한 공동주택 가격결정 분석)

  • Because local cities are different from large cities, they need to reflect their own characteristics of housing market. Thus in order to obtain useful implications for the establishing sound housing market in Jinju City, this paper investigated the characteristics of spatial distribution and determinant factors that affect apartment price in Jinju City. GIS representation of the apartments showed that most of old and small apartments were built in 'land readjustment project' areas executed in 1970s. On the contrary, new and large scale apartment complexes were built quite recently and distributed in the western and southern parts of the city. Next, in order to examine the factors which affect apartment price, this paper subtracted firstly several variables from the related studies. However in order to avoid multi-colinearity, variables were summarized by means of factor analysis. Then, setting apartment price as a dependant variable, 12 hedonic price models were established with 33 independent variables. As results, building age, floor area, accessibility to university and hospital, accessibility to arterial road, and stair-type building were turned out to be significant. These results will be used in making the supply and allocation plan of urban facilities and housing. Finally as conclusions this paper emphasized the need of periodic analysis of local housing market and establishing detailed housing information systems.

  • The Korean housing supply have been provided by the Pre-construction sales system. The Pre-construction sales system contributed to large housing supply. But it followed by the market anomaly. Along the housing market is changing to tile market for consumers, it requires new policy and regulations. This market changes and needs to modify the policy make a discussion about introducing the Post-construction sales system. it concerns to change the time to sale. This paper analyzes the present feasibility study and makes a tool to predict construction cashflow considering changed sales point. The sales timing leads to decide the amount of financial costs in the construction project and that cost affects to the feasibility. The accurate cashflow prediction is required for a successful apartment construction delivery.

  • Modular system is a construction method which installs factory-manufactured units on site. It enables to reduce the duration and improve the quality of the construction. Nevertheless, the unit modular system is restrictively applied to domestic market such as barracks, education facilities, low-rise housing. To motivate the application of unit modular system, this study figures out important attributes of the unit modular system in a domestic construction market. Finally this study suggest marketing strategies and influential factors by Importance-Performance Analysis(IPA) based on those attributes focusing on the apartment housing. As a result, Unit modular System in the domestic market has strength on constructability, but it show weakness on usability and economic aspects which are more important in apartment housing market. Thus an improved technology in usability and economic aspects are required to activate the market.

  • 본(本) 연구(硏究)의 목적은 주식시장이론(株式市場理論)에서 개발된 시장(市場)의 중강효율가설(中强效率假設)(semi-strong from of the efficient market hypothesis)을 적용, 서울 강남지역 137개 유형의 아파트에 대한 1983년부터 1988년까지의 분기별(分期別) 매매가격자료(賣買價格資料)를 사용하여 주택매매시장(住宅買賣市場)의 효율성(效率性)을 실증분석하고자 함에 있다. 본(本) 연구(硏究)의 실증분석결과에 의하면 주택투자자(住宅投資者)들이 정부정책의 변화나 아파트 가격에 영향을 주는 공공정보(公共情報)들을 빠른 시일내에 자본화(資本化)(capitalize)하지 못함으로써 주택매매시장(住宅賣買市場)은 재정이윤(裁定利潤)(arbitrage profit)이 상당기간 존재하는 비효율성(非效率性)을 갖고 있는 것으로 나타났다. 이는 주택이라는 재화(財貨)의 특수성에도 원인이 있지만 더 중요한 원인으로는 만성적인 주택수급(住宅需給) 불균형(不均衡)과 공공정보(公共情報)에 대한 투자자들의 이질적(異質的) 기대(期待)(heterogeneous expectation)를 들 수 있다.

A Dynamic Approach for Evaluating the Validity of Boosting Pocliies for Green Standard for Energy and Environmental Design Certification (시스템 다이내믹스를 이용한 녹색건축인증제도 활성화 정책의 실효성 평가)

  • Since 2002, Korea Government has introduced Green Standard for Energy and Environmental Design Certification for reducing GHG emission in building area. However, total number of G-SEED Certification is only around 1% of total number of approved apartment buildings despite the various boosting policies. In this situation, most boosting policies and policy improvement researches are leaning toward the supplier's aspect. However, comprehensive relation and dynamics between consumer and supplier has to be considered because housing market is operated by market participants' mutual interaction. Therefore, this research presents system dynamics models based on decision making analysis of consumer and supplier in G-SEED Certification apartment building market. Then, this research evaluate the validity of boosting policies using the model. The proposed analysis can assist government to make next G-SEED Certification boosting policy.

Evaluating the Performance of a Polygon based Approach to Represent Apartment Complexes in a GIS based Hedonic Housing Price Analysis

  • Currently, GIS has been widely used in the hedonic analyses of urban apartment housing markets in Korea. In those analyses, the apartment complexes are typically represented as the points or the polygons on the GIS maps and the location variables of the analyses are measured based on the points or the polygons. In this study, the relative performance of the point based approach and the polygon based approach in a GIS based hedonic analysis was compared using the apartment housing market data from the north eastern part of the city of Seoul and Davidson and MacKinnon Test. The results from this study indicate two things. First, two approaches can produce substantially different results in a hedonic price model estimation. Second, the polygon based approach produces a hedonic price model which explains the price variations better than the point based approach. These findings suggest that Korean researchers who are interested in improving quality of hedonic price model estimations and use GIS to measure the location variables for hedonic price models should consider using the polygon based approach with the point based approach. This is because the polygon based approach can produce the location variables with the shortest straight line distances and can explain the housing price variations well.

  • As the consumer's consumption standard has raised, occupants' needs for the apartment is diversified and complicated. But the existing mass housing supply method has many problems and it couldn't satisfy the dwellers' various needs and overall expected life span. In order to correspond those needs, construction firms have introduced several method, such as plus option, minus option, on-time option, change up service and so on. The custom-built apartment is more supplementary and it can reflect the consumer's needs to the apartment directly. But after running the custom-built apartment, several problems is revealed. So. in this study, I defined the general idea of the custom-built apartment and then collect the case of the custom-built apartment.

  • As the domestic housing supply problem has been resolved, the apartment construction market has shifted to a consumer-oriented market that wants high quality, and in particular, expectations in the area of finishing quality have increased. Looking at the status of complaints regarding apartment housing defects supplied by Korea Land and Housing Corporation, tile-related complaints are the type occurring the most frequently. While the Ministry of Land, Infrastructure and Transport(MOLIT) is making an ongoing effort to reduce complaints related to defects, through approaches such as drafting amendments to 「Investigation of defects in apartment houses, calculation of repair costs, and standards for determining defects」, the provision of preventive measures has been insufficient. In addition, by reviewing studies, there has been insufficient research to construct a classification system after deriving the characteristics of each type using the qualitative knowledge of experts, various quantitative indicators, and suggesting measures for reduction according to the causes of each type. Therefore, this study will reflect qualitative indicators to use the AHP analysis that makes it easy to identify the relationship between defects by surveying construction experts. Then, by visualizing the weight of 'Possibility of recurrence after repair,' 'Degree of difficulty in repairing defects' and 'Fault frequency' using a radial graph, we will analyze the characteristics of each type of tile construction defect and establish measures for reduction according to the cause. This will improve the quality of the living environment and contribute to the establishment of a system for smooth defect management and reduction of defects in apartment tile construction.
