World Interest and Activities on Marine Litter (해양쓰레기의 전 지구적 관심과 실행)

  • After the UN General Assembly on 2006, Interest on the marine litter has rapidly increased internationally. The UN sub-organizations, UNEP/Regional Seas, FAO(Food and Agriculture Organization of the United Nations) and OC(Ocean Conservancy) as a one of world NGO had been tackled to collect information and prepared world reports related on marine litter, recently, those are published. Through the 10years experience of Korea's policy on marine litter since 1999, it is re-evaluated as a roll model internationally. In this paper, brief introduction of structure and function of Korea's authorities which are responsible for or are involved in the marine litter issue as well as the National Marine Litter Management Basic Plan which is established in 2008, has been provided. This paper also included the structure and roll of the marine litter initiative center in the plan. Change of the paradigm of action plan on marine litter in Korea already had been started.

  • 세계무역기수(WTO) 출범으로 국내 건설산업은 그 동안의 제도적인 보호막과 안주에서 벗어나 앞선 기술력과 자본력을 갖고 있는 외국의 선진건설업체들과 경쟁해야 하는 국제화 시대를 맞이하게 되었다. 국내 건설산업이 기술수준이나 경영능력면에서 해외선진업체에 비해 뒤떨어져 있는 상황에서 건설시장 개방은 선진건설업체의 국내시장의 잠식 등 부정적인 예상을 줄 것으로 예상된다. 그러나 장기적으로 국내 업체의 해외시장 진출 확대, 산업구조 합리화, 기술개발촉진 등 긍정적인 영향도 클 것으로 기대된다. 따라서 정부 및 업계는 시장개방에 대응하여 외국 업체에 의한 국내시장 잠식의 최소화, 국내 건설업체의 체질 강화 방안을 하루속히 강구하여 국제화 시대에 대비해야 한다. 즉, 외국 건설업체들의 국내시장 진출에 따른 관련 제도의 합리적인 정비, 국내 업체의 선진화를 위한 기술개발투자 확대, 경영혁신 및 경쟁력 제고, 해외건설 시장 진출을 위한 금융지원 등 입찰, 계약제도의 개선, 국내 제반여건을 시급히 마련해야 할 것이다. 여기세 소개되는 신기술$\cdot$신공법은 지난 3월 28일부터 4월 1일까지 독일 프랑크프르트에서 개최된 $\ulcorner$ISH기자재박랍회$\lrcorner$에 출품된 것으로서 우리나라 실정에 어느정도 맞고 앞으로 개선 발전이 요구되는 사항으로 자재 생산업체와 설비업체 공동으로 지속적인 연구와 기술개발을 할 경우 건설시장 개방과 국제화 추세에 대응하는데 크게 도움이 되리라 사료된다.

  • 본 연구는 국내사업체 수에서 87.9% 이상을 차지하고 있는 소상공인들의 창업과 경영애로 분야에서 가장 시너지효과가 크다고 보여지는 소상공인 조직화부분에 대하여 실증적 연구를 실시하였다. 본연구은 소상공인 조직화를 위하여 소상공인 조직화를 프랜차이즈, 공동브랜드, 업종별 협회, 시 군 구에 등록된 상인회로 구분하였다. 소상공인들의 내적인 면에서 경영전략 선정에 있어서 어떠한 가치관을 가지는 지에 대하여 국내 최초로 군집분석에 의한 실증적인 분석을 시도하였다. 연구결과 소상공인의 인구통계적인 유형에서 성별, 학력, 연령, 업종별로 유의한 조직화 인지와 조직화 효과 그리고 최종적인 경영성과에 차이가 있음을 밝혀냈다. 또한 소상공인들이 경영전략 가치관에 대하여 군집분석을 실시한 결과 가격경쟁지향과 마케팅경쟁지향, 무개념 경영등 3가지 유형의 프로파일을 도출할 수 있었다. 이러한 소상공인 조직화에 대한 프로파일 도출과 조직화 인식도에 따른 경영 성공과 실패의 상호관계에 대한 연구 결과가 의미하는 바는, 향후 정부에서는 소상공인에 대하여 시설 개선과 현대화 사업 추진 못지않게 조직화 개발과 같은 조직관리에 대한 경영현대화 사업에 더욱 많은 노력을 경주하여야 하는 필요성을 밝혀 주었다.

A Study on the Problems and Improvements of the Management System for Foreign Seafarers Boarding Korean Ocean-Going Vessels (우리나라 외항상선에 승선하는 외국인 선원 관리제도의 문제점 및 개선방안에 관한 연구)

  • This study investigated the current status of the management system for foreign seafarers boarding Korean ocean-going vessels and analyzed the problems and suggested measures for improvement through the survey of shipping companies, ship management companies, crew manning companies and related associations. The conclusion is summarized as follow. First, it is necessary to reorganize and apply the collective agreements or the laws applicable to the foreign seafarer separately in regard to the foreign seafarer related laws and collective agreements applied in the same way as the Korean seafarer. Second, it is necessary to change the decision-making to shipowner in deciding on the number of foreign seafarers employed by the Korean ocean-going vessels or if the decision-maker remains the same, the relevant laws must be clearly defined pertinent to the decision-maker. Additionally, the number of foreign seafarers should be applied for each position and ship's type. The third is to expand the recognition arrangement for certificate of ships' officers to Eastern Europe and Asian countries to expand the range of options for hiring foreign seafarers. The fourth is to prevent the waste of administrative manpower by simplifying complicated and unnecessary administrative procedures from hiring and boarding of foreign seafarers. The fifth is to establish a systematic training and education system for foreign seafarers in cooperation with related shipping companies and government authorities, associations and so on. This study will contribute to providing a more efficient and systematic management of foreign seafarers boarding Korean ocean-going vessels.

Advances in Hospice and Palliative Care in Japan: A Review Paper

  • Over the past decade, hospice and palliative care in Japan have progressed rapidly under the national policies supported by the Cancer Control Act. The numbers of palliative care units/inpatient hospices, hospital palliative care teams, and clinics with a home hospice function have been steadily increasing. The increasing numbers of physicians, nurses, and pharmacists have been certified as specialists in palliative care by national associations. Collaborative efforts have been made to standardize and disseminate educational programs and training opportunities in undergraduate, postgraduate, and continuing medical education. Research activities in Japan have markedly contributed to the growing body of evidence, especially in the fields of terminal delirium, terminal dehydration, palliative sedation, care for dying patients, prognostication, communication, psycho-oncology, and regional palliative care programs. This review focuses on major palliative care settings, specialty, national associations, education, and research in palliative care in Japan.

Study on the Construction of Information Infrastructure for the Cooperation of Public and Private Pension Schemes in Korea (한국 공사연금제도 협력을 위한 정보인프라 구축 방향)

  • This study scrutinizes the necessity and cases of the public and pension cooperation and tries to present the way of construction of information infrastructure for the pension systems suitable for Korea. The developed countries have recently been focusing on strengthening the multi-pillar pension system, while pension education and information services have emerged as an important element of the pension cooperation. The frame of the multi-pillar-pension system in Korea has already been constructed, but it is not substantial. Especially bad information on the pension system has seriously hindered the consolidation of the pension system. In order to solve this problem, we analyzed cases of public-private cooperation systems in Iceland, New Zealand, Netherlands, and Sweden. In order to build a basic infrastructure for construction pension cooperation in Korea, it is necessary to promote information exchange and cooperation among pension organizations and to improve the pension portal of NPS 'My Pension'. In addition, this study suggests establishing an association of private and public pension schemes, which manages the integrated information and education of pension systems.

In about Solution for Improvement in the Private Security Sector research (민간경비 구성요인에 따른 개선방안에 관한 연구)

  • This research aims to provide a solution for the improvement of private security according to the change in criminal environment. The main cause of crime can be found in the anti-functional dimensions including value set disorder, social phenomenon variation, information-based, globalization and urbanization. In this environment, the private security sector has dramatically increased in a quantitative viewpoint, but it is insufficient in a qualitative viewpoint. This paper recognized this problem and demonstrates a solution for improvement through classifying elements of private security into relevant legislation, education institutions, security companies and security associations. The analysis result is a follows: First, motivation and satisfaction rate of escort and security related major has shown to be high. However, respondents evaluated the guard educational institution negatively. Second, the motivation of entering into the private security sector for internal staffs has shown to be positive and sound. However, the job satisfaction rate has shown to be low due to excessive competition, negative perception of occupation and low earning. Third, respondents gave an average mark to the Security Association's management and operation. In addition, the mutual-aid project received the same mark. Negative feedbacks were given to the protection of member's interest and to association operation and policy, while positive feedbacks were given to the degree of member's cooperation towards association policies.

Comparison of Response Systems and Education Courses against HNS Spill Incidents between Land and Sea in Korea (국내 HNS 사고 대응체계 및 교육과정에 관한 육상과 해상의 비교)

  • As the type of Hazardous and Noxious Substances(HNS) becomes various and the transport volume of HNS increases, HNS spill incidents occur frequently on land and the sea. In view of various damages to human lives and properties by HNS spills, it is necessary to educate and train professional personnel in preparation for and response to potential HNS spills. This study shows the current state of response systems and education courses against HNS spill incidents on land and the sea to compare those with each other between land and sea in Korea. Incident command system on land are basically similar to that at sea, but leading authority which is responsible for combating HNS spills at sea is changeable depending on the location of HNS spill, as it were, Korea Coast Guard(KCG) is responsible for urgent response to HNS spill at sea, while municipalities are responsible for the response to HNS drifted ashore. Education courses for HNS responders on land are established at National Fire Service Academy(NFSA), National Institute of Chemical Safety(NICS), etc., and are diverse. Education and training courses for HNS responder at sea are established at Korea Coast Guard Academy(KCGA) and Marine Environment Research & Training Institute(MERTI), and are comparatively simple. Education courses for dangerous cargo handlers who work in port where land is linked to the sea are established at Korea Maritime Dangerous Goods Inspection & Research Institute(KOMDI), Korea Port Training Institute(KPTI) and Korea Institute of Maritime and Fisheries Technology(KIMFT). Through the comparison of education courses for HNS responders between land and sea, some recommendations such as extension of education targets, division of an existing integrated HNS course into two courses composed of operational level and manager level with respective refresh course, on-line cyber course and joint inter-educational institute course in cooperation with other relevant institutes are proposed for the improvement in education courses of KCG and KOEM(Korea Marine Environment Management Corporation) to educate and train professionals for combating HNS spills at sea in Korea.

Application of Seawater Plant Technology for supporting the Achievement of SDGs in Tarawa, Kiribati (키리바시 타라와의 지속가능발전목표 달성 지원을 위한 해수플랜트 기술 활용)

  • Pacific island countries, including Kiribati, are suffering from a shortage of essential resources as well as a reduction in their living space due to sea level rise and coastal erosion from climate change, groundwater pollution and vegetation changes. Global activities to solve these problems are being progressed by the UN's efforts to implement SDGs. Pacific island countries can adapt to climate change by using abundant marine resources. In other words, seawater plants can assist in achieving SDGs #2, #6 and #7 based on SDGs #14 in these Pacific island countries. Under the auspice of Korea International Cooperation Agency (KOICA), Korea Research Institute of Ships and Ocean Engineering (KRISO) established the Sustainable Seawater Utilization Academy (SSUA) in 2016, and its 30 graduates formed the SSUA Kiribati Association in 2017. The Ministry of Oceans and Fisheries (MOF) of the Republic of Korea awarded ODA fund to the Association. By taking advantage of seawater resource and related plants, it was able to provide drinking water and vegetables to the local community from 2018 to 2020. Among the various fields of education and practice provided by SSUA, the Association hope to realize hydroponic cultivation and seawater desalination as a self-support project through a pilot project. To this end, more than 140 households are benefiting from 3-stage hydroponics, and a seawater desalination system in connection with solar power generation was installed for operation. The Association grows and supplies vegetable seedlings from the provided seedling cultivation equipment, and is preparing to convert to self-support business from next year. The satisfaction survey shows that Tarawa residents have a high degree of satisfaction with the technical support and its benefits. In the future, it is hoped that SSUA and regional associations will be distributed to neighboring island countries to support their SDGs implementations.

A Study on development of personal protection service (신변보호업무 발전방안에 관한 연구)

  • The purpose of this study is to find the development of the personal protection business plan based on the problem that guards are now aware of personal protection service. In order to achieve the objectives of this study, we analyzed the data after expert survey and interview conducted by seven experts engaged in personal protection services more than 15 years. The guard who perform personal protection service proposed a development plan of personal protection services as follows. First, the current education system for new employees' training is required to improve the educational program of 40 hours in subjects related to personal protection duties by reorganization Second, the personal protection service training for guards also appropriate to switch to 8-hour training program for three months through an educational organization controlled by country. Third, the personal protection guards should be proceeding the practical programs required in the field and quality education in the different section by competent and professional instructors. Fourth, it should be revised Regulating that on the site of collective civil petition including in Events related to events across the board in the security services law. Fifth, there needs to be a change of recognition between police and private security firms, and to be set up the organization for supervision of management by police and private security firms jointly. Sixth, there needs to be organized a subcommittee which is consisting of experts in each task on Korea Security Association, and founded Korea Personal Protection Association for development associated with the personal protection service and to protect the rights of personal protection guards.
