A Study on logistics Performance Index andSupply Chain Tracking Data during the Covid-19 Pandemic (Covid-19 팬데믹시기 물류성과지수와 공급망 추적 데이터에 대한 고찰)

  • The Covid-19 pandemic has had a significant impact on global logistics and supply chains, leading to major discrepancies in logistics performance across countries worldwide. Through an examination of logistics performance index and supply chain tracking data, this study aimed to identify the changes in global supply chains and logistics environments during the pandemic. The analysis of the logistics performance index showed that overall, countries around the world, especially developed nations, showed improvements in metrics such as customs and border management efficiency, the quality of trade and transport infrastructure, capability and quality of logistics services, and cargo tracking abilities. However, the competitive pricing feasibility of international transportation and the on-time delivery frequency of goods saw a decline due to the pandemic's effects. The supply chain tracking data revealed that ports in Asian countries demonstrated high processing efficiency. In contrast, the U.S. and European countries took comparatively more time. Particularly for air cargo, parcels, and express shipments, the U.S. showed relatively longer processing times, leading to logistical delays. In conclusion, during the Covid-19 pandemic, Asian countries maintained relatively high efficiency in their logistics and trade environments. Conversely, the U.S. and some European countries showed delays and decreased efficiency in various metrics. In the future, efforts should be made to address delays and congestion, namely, the deceleration of logistics processes.

Several Concepts of Industrial Innovation Policy and their Weights in Diverse Countries: Policy Implications for Korea (산업혁신정책의 주요 담론들과 그 정책목표의 국제 비교: 한국에의 시사점)

  • This study first reviews the evolving literature on industrial innovation policy and thereby identifies three main goals of such policy. The first goal is traditional industrial policy aiming growth of existing and future industries, the second goal is sustainable development and quality of life, and third goal encompasses the issues related to supply chain and economic security. Then, the paper evaluates industrial innovation policy goals of the five economies (United States, China, Germany, Japan, and Taiwan) in terms of the relative weights given to each goal by each economy, and derives implications for Korea. The United States emphasizes economic security and supply chain stability amid its rivalry with China. In contrast, China focuses more on traditional industrial policies but has recently begun to consider supply chain and economic security. Germany and Japan tend to give similar weights to each of the three goals. Taiwan follows this trend with a new and additional emphasis on economic security given the rising threats from China. For Korea, economic security may not be the top priority, unlike the two super-powers. Instead, it seems more appropriate for Korea to follow Germany or Japan to prioritize supply chain stability and technology sovereignty, and, at the same time, fostering future growth industries must be still an important goal. Further, the concept of economic security for Korea should include promotion of defense industry and food security.

A Study on the Relationships Among Absorptive Capacity of Employees, Organizational Citizenship, SCM performance, and Intention to Innovate (조직 구성원의 흡수능력, 조직 시민 행동, SCM 성과 및 혁신의도 간 연관관계 연구)

  • Organizational citizenship behaviors(OCB) are discretionary behaviors of employees, which go beyond that which is required, and are known to be contributing factors of organizational performance. When a supply chain management(SCM) system is implemented, organizational knowledge concerning the global standards, process innovation and key performance indicators(KPI) is also spread out across different, disconnected silos, thus increasing the absorptive and innovative capacity of employees. Therefore, OCB may be an important antecedent to successful operation of supply chain. This paper examines the causal relationships among absorptive capacity of employees, organizational citizenship, SCM performance and intention to innovate in global manufacturing corporations in Korea. Empirical results from 122 survey responses indicate that the organizational citizenship affects the level of SCM performance and absorptive capacity, which, in turn, influences SCM performance. As expected, SCM performance has been found to affect intention to innovate, but absorptive capacity has no impact on intention to innovate. As a conclusion, the academic and practical implications of these findings are discussed.

  • The army of republic of korea have been continued to transform their logistics support system structure for better efficient logistics support system in preparation for the future environment. Logistics system has supply network structure which is connected by various units and supply network structure received attention as a factor of success of supply network. Many researchers have continuously researched inventory management, transportation or economy factors for supply network, but such a study on the one in military supply network structure analysis is still slower than the study of analysis of other factors until now. In this study, we identify military supply network structure influence factor by application of social network analysis method which is used broadly and analyze co-relationships between supply network structure influence factor and valued APL(average path length) as a criteria of efficiency of military supply network. By this study it has value of military supply network influence factor identification for the better military supply network fabrication.

  • 최근 도시발달과 인구증가로 인하여 수자원의 중요성이 더욱 커지고 있으며 이를 효율적으로 이용하고자하는 노력은 계속되고 있다. 또한 전 세계가 가뭄과 홍수 등 물과 관련된 재해를 예방하기 위하여 지속적인 수자원계획관리가 이루어지고 있으며, 특히 댐은 수자원의 효율적인 관리와 안정적인 용수공급을 위하여 건설된 것으로서 유역의 수문특성에 따른 변동성이 고려되어야 한다. 따라서 댐의 최적운영을 위해서는 정확한 강우 예측과 이에 따른 유입량 예측이 선행되어야 하며, 유입량 예측을 위한 강우-유출과정을 모형화 하여야 한다. 그러나 모형화에 따르는 복잡한 과정과 수문자료의 비선형성과 비정규성으로 인하여 많은 오차가 발생할 수 있다. 본 연구에서는 이러한 문제점을 개선하기 위하여 임하댐 유역에 신경망 이론을 강우-유출모형에 수학적으로 모형화 하였으며, 이를 통하여 효율적인 댐 운영을 위한 유입량 예측기법에 관한 기초연구를 수행하였다.

  • The curtain wall engineering of local high-rise buildings consists of many phases such as design, curtain wail design, manufacture, procurement, construction and facility management, each of which also involves many' actors such as architect, curtain wall consultants, manufacturers, contractors, and facility managers. Moreover, the method for controlling the C/W process of each participant is needed. Eliminating wastes and problems existed in the C/W process can be more effective. What is more, it is necessary to improve the efficiency of the current process and to strengthen the competence through application of SCM to the C/W life-cycle. In addition, it is important that a ]ot of information transfer smoothly and share through information system. Therefore, this study aimed to propose the scope of application and the improvement directions in applying Supply Chain Management concept.

  • Integrated Social Welfare Management System is an information system that comprehensively manages information and services regarding diverse welfare benefits provided by the government. It is designed to improve efficiency of social welfare administration and the service delivery system. The system is found to have significantly contributed to efficiency of the welfare delivery system by reducing the workload of public officials who are responsible for welfare administration in local governments and changing the way they work for the better. This study analyzes the costs and benefits of the Integrated Social Welfare Management System and describes what it has achieved for the provider and recipients. The system has enhanced efficiency of the welfare delivery system and enabled case management, the function social welfare public officials are supposed to do. Ultimately, the system will play a key role in building a consumer-centered welfare administration environment in the future.

  • POSCO has been chosen as the most competitive steelmaker in the world, for the 4th year in a row. It's potentials and key success points lay at technology innovation as well as effective partnerships with suppliers and customers. Partnership with suppliers is based upon the effective supply chain management. While ERP system supports the standard business work flows, the biggest impact on business performance is created by exceptions and variability. A SCM Advanced Planning System reduces the amount of exceptional situations, helping to keep business in a standard mode of operation. A case summary on SCM Advanced Planning System of POSCO as well as its impact on firm performances is presented. As a supplement to this case study, we also investigate the employees' perceived level of SCM-related factors, including information sharing, collaboration, incentive system for suppliers and their impacts on SCM performances. As a conclusion, the practical implications of these findings are discussed.

  • In RFID-based SCM, The traceability and product information is the important target data. In this paper, efficient items traceability model and the integrated model of the product between RFID network and GDS(Global Data Synchronization) network are studied. Information consists of the dynamic data generated from RFID network and static data generated from GDS Network. The integrated model will provide the interoperability between 2 kinds of networks.

  • 물류 고도화를 통한 기업 생산성 확보 및 생존 경쟁력 강화를 위해 기존의 공급망 관리(SCM) 기술에 RFID 기술을 융합함으로써 물품자동 인식, 물류정보 교환 및 추적 등의 지능화 서비스를 온라인상에서 실시간으로 제공할 수 있는 기술이 적용되고 있다. 하지만 물류정보 동기화 기술 개발 측면에서는 물류정보의 단순 가시화 시스템 개발 수준에 머물고 있는 것이 현실이고, 본격적인 확산을 위해 수집된 데이터 오류 검출 및 보정이라는 물류정보 동기화 기술 개발로 물류 시스템 운용 비용을 절감할 수 있다면 그 파급 효과가 매우 클 것이다. 지금까지는 RFID 인프라 기술 개발에 집중해 왔기에 물류정보 동기화 기술은 아직 초기 연구 단계에 머무르고 있다. 본 논문은 RFID 기반 공급망 상에서 발생할 수 있는 물류정보 동기 오류를 검출하고 보정할 수 있는 물류정보 동기화 알고리즘을 설계하고, 향후 공급망의 변화 및 확장 등의 이유로 알고리즘을 효율적으로 수정 보완할 수 있는 비즈니스 룰엔진 기반의 아키텍처를 구현하여 글로벌 물류 기업에 적용하고, 그 결과를 분석하여 물류정보 동기화 알고리즘과 구현 아키텍처의 효율성을 증명하였다.
