미래창조과학부는 공공기술 기반 기술창업을 가속화 하기 위해 2016년부터 '연구소기업'의 설립을 촉진하고 이에 대한 지원을 강화하고 있다. 이에 본 연구는 공공기술 기반 기술창업 활성화의 문제를 진단하고 이에 대한 글로벌 관점의 성공기술창업플랫폼을 제안하는 것이 목적이다. 본 연구는 공공기술 기반 기술창업의 성과 창출궤적으로 제시되고 있는 공공기술-제조- -BtoB-글로벌의 라인 중 글로벌 관점에서 공공기술 기술창업기업의 성과창출을 도모할 수 있는 방안에 대해 전문가 인터뷰조사와 사례조사등을 통해 연구를 수행하였다. 연구결과, 공공기술기반 기술창업인 연구소기업등은 질적인 성과 즉 성공적 회수사례를 창출하기 위해서는 현재의 양적인 성과에서 벗어나 창업초기 신규창출형 연구소기업에 대한 민간벤처투자가 활성화되고, 혁신적인 사례창출을 다수하기 위해서는 글로벌 성과창출이 요구됨을 도출하였다. 특히 본 연구는 이에 대해 공공기술 기술창업의 문제를 배태한 성공창업 솔루션 플랫폼으로"Inbound" 글로벌플랫폼을 제안하고 있다.

올해 초 한국 전자정부가 유엔에서 연속 세계 정상수준으로 평가 받았다. 이는 지난 20여 년간 약 20여조의 예산을 정보화 부문에 투자한 결과라 해도 과언이 아니다. 다른 한편에서는 그동안 국가정보화를 추진하면서 기투자한 정보자원에 대한 운영부담이 가중되고 있다. 이제 정보자원들을 어떻게 관리하고 활용할 것인가는 공공부문에서 중요한 현안이 되고 있다. 이는 주위 환경변화에 따른 정보자원의 의미와 가치를 재점검할 필요성과 바뀐 상황에 맞게 체계화가 필요한 시기임을 시사하고 있다. 본 고에서는 이러한 문제의식을 갖고 공공부분의 정보자원관리에 대한 전반적 상황에 대한 개관과 함께 대응방안을 제시하고자 한다. 이를 위해서 지금까지는 정보자원을 조직 활동을 위한 투입요소의 시각에서만 접근했지만, 향후는 조직 활동 수행에 필수적인 정보자산의 개념으로 접근해야 할 필요성이 있다. 이를 위해 공공부문 정보자원관리에 대한 제반현상을 문서중심으로 조망하고 이에 따른 대응방안을 살펴보고자 한다. 이 연구결과는 정보자원 관리와 관련된 업무 및 연구를 할 때 정책적 시사점으로 참조하거나, 향후 실증적인 관련연구를 위한 기초자료로 활용되기를 기대한다.

지난 10월 13일 오후 2시, 서울 삼성동 코엑스 홀에서 'ESCO 우수투자사례 발표회'가 열렸다. 지식경제부가 주최하고, 에너지관리공단이 주관하며 ESCO 협회의 후원으로 ESCO 우수투자사례 발표회가 치러졌다. 이번 행사는 우수 ESCO 수여식과 함께 공공기관과 민간부문, 산업체 등의 에너지사용자에게 ESCO 투자사례 홍보 및 정보제공을 도모하기 위해 마련되었다. 올해 우수 ESCO 기업으로 삼성에버랜드(주)와 LIG엔설팅(주)이 선정되었으며, 우수 ESCO 수여식을 시작으로 이재우 실장(에너지관리공단 자금운용실)의 인사말이 이어졌다. 이재우 실장은 인사말을 통해 "2010년 1,350억 원이었던 ESCO지원자금이 2011년에는 6,000억 원 규모로 크게 확대되고, ESCO사업이 더욱 성장할 수 있도록 정책적 지원이 이뤄질 것"이라고 전했다. ESCO 우수투자사례 발표에 앞서, 이희송 소장(클린턴 재단)은 '해외 ESCO 사업 추진현황'과 관련하여 클린턴 재단(CCI)의 에너지효율 건물개조 프로그램을 소개하였다. 이어 삼성에버랜드(주)의 이명진 차장이 산업부문 에너지절약 투자사례인 (주)케이피케미칼 폐열회수 열교환장치와 제일모직(주) 증기재압축장치를 발표하였으며, LIG엔설팅(주)의 김영준 차장이 산업체 공정개선 투자사례인 카프로 제3공장 락탐증발농축시설 교체 설치에 대한 ESCO 우수사례를 소개했다.

과거 정부, 공공기관, 기업 등 모든 분야에서 에너지절약보다 성장을 중시하던 때, 기업들은 과감한 투자를 통해 고속성장을 거듭해 왔다. 하지만 최근 세계 각국의 경기침체로 인한 불황, 금융위기, 고유가 등 여러 어려움이 가중되면서 기업들은 예전의 성장지향적인 정책보다는 안정을 도모하면서 발전할 수 있는 여러 방법에 대해 모색하기 시작했다. ESCO사업은 새로운 생존방식을 찾던 기업들에게 보다 쉽게 에너지절약시설에 투자할 수 있도록 길을 열었으며 기업은 이를 통해 생산원가를 낮추고 온실가스를 저감하는 등 부수적 이익도 톡톡히 얻게 되었다. ESCO사업이 국내에 도입된 지 21년째에 접어든 지금, ESCO는 어떻게 발전되어 왔고, 또 얼마나 변화해 왔을까. 에너지관리공단 박경빈 실장과 함께 ESCO에 대한 이야기를 나누어 보았다.

Since the specifications of public services in broadcasting-telecommunication convergence environment are not standardized, the public services should be developed and presented by each IPTV service provider, and therefore it is worried that public organizations and IPTV service providers may invest in the public services redundantly, which are managed inefficiently. To resolve those problem, in this paper, the service and network interfaces among multiple public organizations and multiple IPTV service providers and the interactive VOD-type public service providing system of one source multi-use based on ACAP-J are proposed. The proposed system can be utilized in the standard platform of the evolved new public services. And the used technologies can be utilized as a guide for the development of new services.

Public institutions invest about half of the information protection budget annually to introduce information security products and information protection services in order to prevent cyber terrorism and establish organizational security. However, research on whether introduced information security products has a positive influence on improving the information security level of the actual institution is in an incomplete state, and accordingly, There are problems such as the measurement of the investment effect of the information security product introduced in the organization and the difficulty in selecting the optimum information security product that the agency actually needs. In this paper, prior research will conduct research on the influence of the introduction of information security products on the improvement of information security level of organization through analysis of operational data of inadequate information security products, and based on the research results, It would be useful to use it for information security practices such as optimal product selection and internal security policy formulation through validation of the introduction of information security products of public institutions.

In empirical evaluations of public projects and public provided goods, MCDA(multicriteria decision-making analysis) has helped decision makers with an adequate policy decision-making tool since it allows taking into account a wide range of assessment criteria. As a tool for decision-making of conflict management, MCDA has demonstrated its usefulness in many public projects such as road, dam and harbor construction. In this study, to use this merit of MCDA, dam project assessment indicators from points of social, economic, environmental and practical views are developed based on sustainable development of water resources, and weighting factors are also estimated by means of questionnaire survey. In order to decide project investment rank, developed evaluation indicators are applied to 6 existing dams under investigation for a rehabilitation project. In addition to, it is recognized that the project practicability has become more important indicator as well as environmental and social issues. This is because cooperation and support from a local government and people are regarded as one of the most important problems in public projects recently.
