A Feasibility Study on the Relocation of Public Library to Multicultural Library: Focusing on Wando-County Library (공공도서관의 복합문화도서관 이전 건립을 위한 타당성 연구 - 완도군립도서관을 중심으로 -)

  • The purpose of this study is to investigate and analyze the feasibility of relocating and building the Wando-gun Library into a multicultural library. For this purpose, the results of policy and economic feasibility, including locational feasibility, related laws, high and related plans, and surveys were examined. As a result of the analysis, it was found that policy feasibility was secured and economic feasibility was insufficient, but it is judged that some of it was secured because the ripple effect was calculated by the occurrence of social benefits. The results of this study can be useful data to prepare for a project to promote the construction of a library as a multicultural space.

The Effect of Car-Free Pedestrian Street Policy on Urban Vibrancy Using Synthetic Control Method (통제집단합성법을 활용한 차 없는 거리 정책의 도시 활력 증진 효과 분석)

  • In line with increasing interest of climate change and pedestrian rights, the city of Seoul has been implementing car-free pedestrian street policies. The government and the private sector agreed to introduce carfree streets, expecting to increase the urban vibrancy and attract customers in the streets. However, studies that empirically analyze the effects of the policy are insufficient, and there are no studies that reevaluate the car-free pedestrian street policy after the COVID-19 outbreak. Therefore, this study evaluates the car-free pedestrian street policy at the commercial street, the Jongno 52-gil, using the synthetic control method. As a result of the analysis, it was found that the car-free pedestrian street policy was valid for enhancing urban vibrancy. Also, it was found that proper time interval is required to assess the policy since the peak increase of policy was observed in 3 months after the policy implementation. However, less than a year, the increase of the de facto population density on the Jongno 52-gil was revealed to be insignificant. In addition, the Jongno 52-gil was more vulnerable in the decrease of the de facto population density in the COVID-19 period than the synthetic control region. The results of this study suggest that long-term population inflow measures and flexible counterplan to contagious diseases are necessary in the car-free pedestrian street policy.

The Effect of Public Service Motivation on Job Satisfaction and Perceived Job Performance: Focusing on the Mediation Effect of Person-Organization Fit (공공봉사동기가 직무만족 및 인지된 직무성과에 미치는 영향: 구성원-조직 적합성의 매개효과를 중심으로)

  • The purpose of this study is to identify the direct effects of PSM on job satisfaction (JS) and perceived job performance (PJP) in public institutions and to identify indirect effects of the mediator. In particular, we define the person-organization fit (POF) used as the mediator as the fitness of the personnel system and identify the influence of POF in the relationship between PSM, JS, and PJP. The questionnaires used in this study were conducted for the members of Changwon Public Health Center and empirical analysis using structural equation modeling was conducted and the following results were obtained. First, PSM in the integrated public service organization has a positive effect on JS and PJP. Second, PSM shows that JS and PJP of organization members are improved through mediating effect of POF. It can be concluded that PSM can improve JS and PJP through institutional fit between members and organizations.

An Action Convergence Research to Improve Evaluation Index of Pneumonia Adequacy in Regional Public Hospital (지역거점 공공병원의 폐렴 적정성 평가 지표 개선을 위한 융복합 실행연구)

  • This is an implementation study towards the development of a strategy to improve the pneumonia adequacy evaluation index of regional public hospital and to confirm its effectiveness. One physician, eight nurses, one computer room staff, and one nursing professor working at a regional base public hospital located in N city participated in this study from March to October 2021. An implementation study was conducted based on the conceptual model of Zuber-Skerritt & Fletcher. The stages of planning, implementation, evaluation, and reflection were operated in two cycles, and the effectiveness was evaluated in the second and third quarters. Compared to the pneumonia adequacy evaluation index in 2019, all indicators reached 100% of the standard target in 2021. The results of this study therefore infer that to provide higher quality medical services in the future, it is necessary to apply medical quality improvement activities through practical research under multidisciplinary participation and cooperation and to review the applicability of clinical sites.

  • The purpose of this study is to prevent enactment of regulations on the basis of fragmented claims by stakeholders about e-government business regulations, and to rather decide whether to introduce regulation by quantitative methods based on cost-benefit analysis. To this end, a quantitative regulatory analysis model is to be prepared based on the policy objectives to be pursued when preparing e-government regulations. First, for regulating e-government business, the policy objectives to be pursued were derived large and small categories by applying the Delphi technique. The importance of each policy objective item was then set by applying the AHP technique. Also, based on this analysis model, the appropriateness of the existing e-government regulations was analyzed. As a result of the analysis, many of the regulations partly met the objectives discussed at the time of enactment, but negative effects were also observed in terms of overall efficiency and consumer benefits.

  • This study aims to investigate empirically the structural relationships among the components of data governance and their impacts on data integration and data-based administration. Through literature review, various definitions, typologies, and case studies of data governance were examined, with the definition of data governance from a public policy perspective developed and applied. The study then analyzed the data from a survey conducted by the Korea Institute of Public Administration on the use of public data policies and confirmed that organizational factors play a mediating role between institutional and technical factors, and that institutional and technical factors have statistically significant positive relationships with data fusion and data-driven administration. Based on these results, interest and investment in the improvement and development of the legal system in data governance from the institutional, technical, and organizational perspective, clarification of means and purposes of data technology, interest in data organizations and human resources, and practical operation can be achieved. Policy implications such as the development of an effective mechanism were presented.

Impacts of Low User and Project Management Risk on IT Project of Public Sector: The Moderating Effect of User Knowledge (사용자 및 프로젝트 관리 위험 감소가 공공부문 IT 프로젝트 성과에 미치는 영향 : 사용자 지식의 조절효과)

  • We tried to do research on main views(risk and knowledge-based) and propose user knowledge as a factor to be managed in order to strengthen the performance. This study empirically analyzed the user-related and project management risk that affect the IT project performance, and verified user knowledge as a moderating variable. The survey was conducted for respondents who have experience on IT Project of public sector and data were analyzed by Smart PLS 3.0. The results show that low user-related and project management risks have a positive effect on performance. In addition, user knowledge has been shown to enhance the impact of two risks on performance. These findings are meaningful in that they emphasize the importance of user knowledge in public-sector IT projects, as well as the repeated verification of integrated research results.

The Effects of Public Service Motivation on the Innovative Behavior of Public Officials : With a focus on the mediating effects of ethical leadership and the moderating effects of organizational culture (공무원의 공공봉사동기가 혁신행동에 미치는 영향: 윤리적 리더십의 매개효과와 조직문화의 조절효과를 중심으로)

  • This study aims to examine the mediating effects of ethical leadership and the moderating effects of organizational culture in relation to the impact of public service motivation on innovative behavior by public officials. This research utilizes data from the 2021 Public Employee Perception Survey conducted to public officials by the Korea Institute of Public Administration. Public service motivation had a positive effect on innovative behavior and ethical leadership, while ethical leadership had a positive effect on innovative behavior. In addition, ethical leadership mediated the relationship between public service motivation and innovative behavior. Under organizational culture, hierarchical and innovative cultures exhibited moderating effects. The policy and practical implications of these findings are as follows. First, it is important to build ethical leadership in order to retain the national competitiveness of public officials and encourage innovative behaviors that can adapt to changes at public organizations. Second, the competition rate for public service examinations has fallen recently. This may be interpreted as an unfavorable perception of public service bureaucracy among the MZ generation. Consequently, in line with the changing times, the organizations of public officials must adopt to a future-oriented, innovative culture. Third, it is necessary to explore alternative methods for developing an innovative culture, such as giving greater flexibility and autonomy through transfer of authority to public officials who address the public directly.

A Study on the Factors Quality Evaluation of the Drinking Water Service in Incheon Metropolitan City (인천시 상수도서비스 품질평가에 관한 연구)

  • This study is to evaluate the public drinking water service systematically, to improve customer satisfaction level, also overcoming the limitations of the existing method often relying on the satisfaction measurement subjectively. Thorough the rigid quality control of the service and its effect on civil affairs administration, we conclude that quality of the public service has an influences on the customers' satisfaction, which play a role to intensify the confidence and support of the civil administration by its appropriate management. Thus quality control management itself has its own value in that the satisfaction and confidence of the service result from the quality. The new model can be utilized as a Service Quality Index for the public drinking water service. To enhance the customers' satisfaction and confidence of the water suppliers, it is very useful that they reflect the customers' needs exactly through the service quality control regularly.

Analysis of Operational Competency of Public Culture & Arts Institution (공공 문화예술기관의 운영역량 분석)

  • The main purpose of this Study is to present the means of activation of public culture & arts institutions in the future through analysis of the operational competency of public culture & arts institution. Summary of the results of the analysis of this Study is as follows: Firstly, the variables in the operational competency of the existing public culture & arts institutions are found to be (1)artistic value, (2)convenience and (3)organization management while the performance variable includes (4) operational performance. Secondly, although there is no major difference in the artistic value for each of the public culture & arts institutions, other variables, namely, convenience, organization management and operational performance were found to be different between the institutions. Therefore, it would be necessary to pursue activation of operational performances and industry through differentiation of the contents of the artistic value in order to achieve real progress in the culture and the arts industry in the future.
