A Conceptual Study on Standardization for Drawings on the Basis of Collaboration (협업기능에 기반한 설계도면 표준화의 개념정립에 대한 연구)

  • As construction projects are complicated and large in scale, a collaboration between project participants is getting more emphasized over the last few years. The collaboration tools for participants are various. but traditionally drawings and specifications have played an important role. Especially, though storage form in drawings vary in entire construction lifecycle, drawings are still important as the core factor in latest information technology streams in regard to usefulness and reusability of information. As an attempt to standardize drawings in the public construction based on CALS/EC, this study analyzes user's requirements for drawings qualitatively, and looks into drawings standards in Korea, America and Japan, and each kind of ISO standard for drawings. And this study predicts future-oriented user's requirement for drawings based on Construction CALS/EC, and presents future-oriented direction of development applicable in domestic drawing standard in construction.

  • Many government offices have been proceeding a development of Enterprise Architecture(EA) according to apply Government-wide Enterprise Architecture'. Each office and working-level officials have had a hard time because of no guides related to a EA development method such as the Framework, Standards, Principle, Reference Model, Etc. This paper propose a method for developing e-Government Enterprise Architecture considered a characteristic of public institutes through analyzing existing cases. The method for development e-Government EA includes the EA Performance Management Model to monitor objectively each office's long-term business promotion because the e-Government EA development is a job of long duration and cooperation with many institutes. This method also combines the EA Change Management Activities for the officials to improve general knowledge about EA's idea and EA's value, etc. We show the EA case study of the Ministry of Government Administration and Home Affairs to demonstrate feasibility of our approach. As a result, public offices will carry out their BPR(Business Process Re-engineering) and ISP(Information Strategy Planning) more efficiently based on this EA development method.

  • This paper is a preliminary one for the paper titled "A study on the present condition of preserving and managing public records in Korea and establishment of mid-long term policies about preserving and managing public records" supported by the Joint Research Support Project, 2000-2001 of Korea Research Foundation. This article reviews the present condition of preserving and managing public records at 189 domestic public organizations such as state organizations, companiies, the libraries of universities find colleges, etc., that is, this article researches the amount of public records, facilities and equipments for preserving records, computerization, plans for microfilming records of those organizations in search of a method to preserve and manage public records of Korea in a proper way. The review delivers a synthetic analysis with 7 items including a fact that there is a very small possibility to convert the public records produced and preserved in domestic public organizations into 'information recourses' or to utilize them as administrative or historical records. Tn conclusion, it argues that making a law on preserving and managing public records should be accompanied by posting special staff and budgeting for it And more conclusive remarks regarding 6 other items are made.

  • This research has been accomplished to build up the growth strategies of Kangwon district's small & medium-sized construction firms. For this purpose, we made an investigation of the present situation and status for existing regional small & medium construction firms by analyzing data. Based on the results from this study, the following growth strategies are suggested to gain their competitive advantages. Firstly, most of all, the role of the top manager is the most important factor since most of the top manager for the small & medium-sized construction firms coincide with the owner the firms. Secondly, the specialization strategy is to establish. Above all they concentrate their business capacities on core business. Then, this growth strategy should be based on the selective escalation of functions in order to maintain an appropriate level of construction works. Thirdly, the specialized skills and skilled workers are ensured for competitive advantages. For human resource development, they should train workers to be multi-functioned on the assumption the they could stay at firm until they wish to retire. Finally, the government must also spare no effort to encourage the small & medium-sized construction firms to build up it's competitive power and cultivate it's spontaneous generation power though the reformation of system related whit the small and medium construction industry.

  • This research is to offer a structured yet practical ex-ante evaluation methodology for IT investment. Benchmarking the best practices of four Korean organizations, we try to integrate core processes, relevant measures, and evaluation dimensions into a consistent and wholesome body of evaluating methodology. The best practices we considered encompass a wide range of business enterprises, including for-profit, non-profit, service-oriented, and manufacturing entities. The proposed methodology consists of three stages; the first stage checks the validity of investments by looking into comprehensiveness of planning, willingness to accomplish, justifiable grounds for the investments, overlapping investments, and obstructing risks; the second do so by putting an IT investment into economic, strategic, and technological perspectives; and the last third would produce a unified quantity that summarizes outcome of the previous stages. Incorporating the proven knowledge, guidelines, and quantifying tools, the methodology could make a valuable reference model for IT evaluation practitioners who have been bedeviled by having to going through such ex-ante evaluations.

  • 기술개발자 혹은 기술공급자의 예측에만 의존하는 기술의 가치 추정은 과대평가 또는 과소평가될 우려가 있으며, 정확한 기술가치평가를 위해서는 공급측면에서의 분석과 함께 수요측면에서의 가치평가가 요구된다. 이러한 맥락에서 기술을 사용하게 될 잠재적 수요처를 파악할 필요가 있다. 또한 기술의 잠재적 수요처 파악을 통해 기술개발자들은 수요산업에 보다 적합한 제품을 개발하여 기술 가치를 극대화시킬 수 있다는 점에서 의의가 있다. 본 연구에서는 과학기술부가 시행하는 21C 프론티어 사업의 2단계 주요사업으로 선정된 수자원의 지속적 확보기술개발 사업에서 개발 중인 기술의 수요처 선정을 위한 준비 단계로써 공급지장비용 분석을 포함한 산업연관분석을 사용하여 수자원의 확보 또는 공급지장에 따른 산업부문별 파급효과를 산출하였다. 파급효과의 산업부문별 순위는 용수의 재분배 우선순위의 주요한 참고자료가 될 수 있으나, 공공재인 수자원의 특성과 산업의 특성에 따른 현실적인 제약조건들을 고려해볼 때 직접적으로 기술의 수요처라고 보기는 어렵다. 하지만 파급효과의 순위에 따라 기술의 수요가 발생했을 때 기술의 최대가치가 실현됨은 자명한 사실이며, 개별기술에 대한 사례연구 시에 수요산업의 대략적인 틀을 제시해 줄 수 있을 것이다. 또한, 기술개발자들이 수요처에 대한 인식을 보다 명확히 함으로써, 정부와 산업체를 통해 실용화될 수 있도록 기여할 수 있을 것으로 판단된다. 연구결과 산업연관분석을 통해 수도산업의 수요측면 공급측면 파급효과가 산출되었고, 수도의 공급지장으로 인한 파급효과의 순위는 농림수산품 음식료품 제1차금속제품 순으로 나타났다. 본 연구를 통해 개별기술의 달성가능한 최대가치가 산출되고, 개별기술의 사례연구 시에 설문대상 산업이 선정되어 수자원의 지속적 확보기술의 수요처 선정을 위한 토대가 마련될 것으로 기대한다. 수 있었다. 인공순환에 의한 저감효과가 크지는 않을 것으로 예측된다. 조사 기간중 H호의 현존 식물플랑크톤량의 $60%{\sim}87%$가 수심 10m 이내에 분포하였고, 녹조강과 남조강이 우점하는 하절기에는 5m 이내에 주로 분포하였다. 취수탑 지점의 수심이 연중 $25{\sim}35m$를 유지하는 H호의 경우 간헐식 폭기장치를 가동하는 기간은 물론 그 외 기간에도 취수구의 심도를 표층 10m 이하로 유지 할 경우 전체 조류 유입량을 60% 이상 저감할 수 있을 것으로 조사되었다.심볼 및 색채 디자인 등의 작업이 수반되어야 하며, 이들을 고려한 인터넷용 GIS기본도를 신규 제작한다. 상습침수지구와 관련된 각종 GIS데이타와 각 기관이 보유하고 있는 공공정보 가운데 공간정보와 연계되어야 하는 자료를 인터넷 GIS를 이용하여 효율적으로 관리하기 위해서는 단계별 구축전략이 필요하다. 따라서 본 논문에서는 인터넷 GIS를 이용하여 상습침수구역관련 정보를 검색, 처리 및 분석할 수 있는 상습침수 구역 종합정보화 시스템을 구축토록 하였다.N, 항목에서 보 상류가 높게 나타났으나, 철거되지 않은 검전보나 안양대교보에 비해 그 차이가 크지 않은 것으로 나타났다.의 기상변화가 자발성 기흉 발생에 영향을 미친다고 추론할 수 있었다. 향후 본 연구에서 추론된 기상변화와 기흉 발생과의 인과관계를 확인하고 좀 더 구체화하기 위한 연구가 필요할 것이다.게 이루어질 수 있을 것으로 기대된다.는 초과수익률이 상승하지만, 이후로는 감소하므로, 반전거래전략을 활용하는 경우 주식투자기간은 24개월이하의 중단기가 적합함을 발견하였다. 이상의 행태적 측면과 투자성과측면의 실증결과를 통하여 한국주식시장에 있어서 시장수익률을 평균적으로 초과할 수 있는 거래전략은 존재하므로 이러한 전략을 개발 및 활용할

  • Despite the fact that school facilities are one of the most important public facilities, information about school facilities is not systematically managed. The purpose of this study was to investigate the direction of system construction to provide objective data on school facilities, which is the basic element of school facility policy. In this study, we propose a system construction method to improve the information management procedure of school facility information and school facilities, and suggest a system design direction for providing service that can be practically used.

A Study on the Estimation of Software Development Cost of IT Projects in Public Sector (공공부문 정보화사업의 소프트웨어 개발비용 예측에 관한 연구)

  • As the portion of information systems (IS) budget to the total government budget becomes greater, the cost estimation of IS development and maintenance projects is recognized as one of the most important problems to be resolved for scientific and efficient management of IS budget. Since IS budget makes much effect on the delivery time, quality and productivity of IS projects, the exact cost estimation is also necessary for the successful accomplishment of IS projects. The primary concern in the cost estimation of IS projects is software cost estimation, which requires the measurement of the size of softwares. There are two methods for sizing software : line-of-code approach, function point model. In this paper, we propose a function-point-based model for estimating software cost. The proposed model is derived by collecting about fifty domestic IT projects in public sector and analyzing their relationship between cost drivers and development effort. Since the proposed model is developed by simplifying the function point model that can be used only when detailed user requirements are specified, it can be also applied at project planning and budgeting phase.

  • Software Engineering covers techniques, tools, and methodologies needed to develop, acquire, and manage software in high quality, using appropriate resources. Therefore it can be said that the administration target of software engineering activities is the pursuit of high productivity for production of software in good quality. To do this, they should establish the engineering principle based on engineering theory and concept, and form the effective environment of engineering technology through improving development methods/methodology and tools of software engineering. In addition several guidances related to information system planning, acquisition, development, management, maintenance, and evaluation, etc. must be invented on the basis of software engineering to encourage efficiency of public information business yearly increasing fastand to make sure compatibility and interoperability. Technology, its developing and marketing situation, and standardization status are treated in this paper.

  • 기업들은 정보기술 리스크(IT Risk)에 대하여 어떻게 대처하고 있을까? 금융기관이나 공공기관은 태생적으로 이미 위험관리를 적극적으로 수행하고 있다. 정보기술에 대한 위험관리도 지난 10년동안 전산망 마비, 해킹 사고, 디도스 공격, 고객정보 유출 등을 겪으면서 적극적으로 대응해 왔다. 특히 2011년 농협사태는 IT 성과보다는 IT 보안을 훨씬 중요하게 보는 계기가 되었다. IT 보안 인력과 예산이 대폭 강화되고 망분리 사업이 추진되는 것이 대표적인 사례이다. 하지만 그동안 IT 위험관리는 특정 기술에 대한 사전 대응 및 사후 대응 강화에 집중되었다. 현재 IT 위험관리는 단편적 관리에서 종합적 관리로 전환되고 있다. 최근에 많은 기업들이 전사 차원의 정보기술 리스크 거버넌스(IT Risk Governance) 체계를 구축하고 있거나 구축하는 계획을 갖고 있다. 하지만 아직도 IT보안은 전사적으로 통합되지 못하였으며, IT 위험관리 프로세스는 조직에 내재화 되지 못 하였고, IT 성과관리와 연계성은 고려하지 못하고 있다. 본 논문에서는 IT 관리와 기술을 효과적으로 연계하기 위하여, 그리고 IT 성과와 IT 위험을 균형되게 관리하기 위하여 엔터프라이즈아키텍처(EA: Enterprise Architecture) 활용을 제안하고자 한다.
