Purpose: It is the responsibility of public healthcare to respond quickly to infectious disease outbreaks and disasters such as MERS, COVID-19, the Syrian earthquake, and the Miryang Sejong Hospital fire accident. It is very important to secure safe medical facilities and protect lives through emergency medical support and disaster response systems. The purpose of this study is to investigate the safety status of regional medical facilities that play a central role in the event of a disaster. Methods: The target was 41 local public hospitals, including 35 regional medical centers and 6 Red Cross hospitals nationwide. We delivered a questionnaire to 41 medical facilities and collected data from 32 regional public hospitals that received responses. Results: In order to respond to safety accidents, a survey was conducted on infections, falls, patient identification, and incorrect connections for medical accidents, and for in-hospital accidents, a survey was conducted on entrapment, collision, water leaks, falling objects, and crime prevention. For natural disasters, we investigated the response environment for typhoons, floods, and snow damage, and for social disasters, we investigated the response environment for fire, power outages, and radiation damage. Implications: We hope that it will be used as basic data for developing standards and creating hospital facilities and environments that are safe for everyone to respond to various disasters and prevent patient safety accidents in the future.

공적개발원조(ODA)는 개발도상국 공공부문에 제공되는 경제개발, 복지, 빈곤감소가 주요목적인 사업으로 정의된다. 아국은 원조를 받던 국가에서 원조를 하는 국가로 전환된 세계 유일의 국가이고, 국가의 경쟁력에 근거하여 ODA의 양과 질을 급격하게 확대하고 있다. 항로표지는 해양교통의 기본 인프라 시설로서 해양분야의 대표적인 공공부문이며 해양수산부는 최근 필리핀 해양교통시설 마스터플랜 수립사업 등을 제안하는 등 항로표지 분야의 ODA사업도 확대하고 있다. 본 연구에서는 항로표지분야 개발도상국 ODA사업의 발굴에 대하여 연구한다.

경남 하동군은 경제자급구역 지정을 대비한 공공의료기관을 신축하여 소외계층에 대한 다양한 의료서비스 제공과 만성질환 등 신종질병 예방을 대처하고, 민간의료기관에서 기피하고 있는 노인치료, 치매사업, 재활프로그램 등 노인복지서비스 제공을 위한 공공의료기관 신축을 위해 설계경기를 실시한 바 당선작으로는 '태화건축사사무소(조태화) + 미가건축사사무소(이주용)'의 안을, 우수작으로는 '석림건축사사무소(이충호)'의 안을 각각 선정, 발표하였다.

The purpose of this study is to suggest the revision direction of the Korean Child Welfare Law based on the results of the comparative analysis on the Korean Child Welfare Law and the Japanese Child Welfare Law. The main results are: Both laws have only two provisions about children's participation right. The child protective system in Japan secures the swiftness of within-two-months period of temporary protection through the child consulting center, the investigation right by the child welfare worker, publicity, enforcement on the parents' rights, and the network with the nearest child supporting center. Furthermore, those provisions with the notifying obligation by a finder of the child who needs protection and the limit of protection period are guaranteed in order to ensure the effectiveness of law enforcement. However, Korean child protective system functions only as pre-substitutive service. While the provisions for the disability children account for 21.2% of the total Japanese law, there is no provision on that in the Korean law. The Japanese law is substantially different from the Korean law in a sense that it obligates the minimum quality criteria of child service and national financial burden on the child welfare. While the Japanese law clearly stipulates the national responsibility in relation to the degree of the rights, the Korean law does not directly touch upon it. Furthermore, the Japan's law guarantees that not only children but also protectors retain the right to choose and apply for services.

90년부터 시행하고 있는 한국전력공사의 발전소 주변 지역 지원 사업이 사업 시행 8년째를 맞았다. 그간의 사업 시행 결과 발전소 주변 지역의 복지 수준이 크게 향상되었으며, 특히 도로 시설$\cdot$복지 회관 등의 공공 시설 확충과 육영 사업은 지역 주미의 호응 속에 괄목할 만한 성과를 거두고 있다. 근래에 와서는 소득 증대 사업의 집중 지원과 아울러 특별 사업, 사업 자금 융자 등으로 지역 주민의 관심이 더욱 높아지고 있다. 97년 지원 규모는 793억원으로 계획되어 있으나, 97년 1월 13일 지원법 개정으로 지원 규모가 전기 판매 수익금의 1.12$\%$로 확대됨에 따라, 현재 추진중인 지원법 시행령이 개정되면 연간 1,100억원 수준으로 대폭 확대될 전망이다.

한국주택협회는 강원도 강촌 리조트에서 '주택시장 발전방안 모색' 이라는 주제로 워크숍을 개최했다. 지난 4월 6일 열린 이 워크숍에서 주택산업연구원 고철 원장이 국민의 주거 수준 향상을 위한 민간부분의 역할, 서울시정개발연구원 장영희 선임연구위원이 무주택 국민의 주거생활 안정을 위한 공공부문의 역할에 대해 차례로 발표했다. 뒤를 이어 KDI 국제정책대학원 김정호 교수의 사회로 강팔문 본부장(건교부 주거복지본부), 김경환 교수(서강대), 남상오 사무총장(주거복지연대), 박환용 교수(경원대), 원현수 부사장(코오롱건설), 최영진 대표(중앙일보 조인스랜드)가 주제에 관한 열띤 토론을 했다.

This study explores the effectiveness of employment-oriented welfare state by analyzing the mediating role of employment rate on the relationship between public welfare effort and fiscal soundness. Notably, this study considers the quality of employment into the analysis: part-time work, involuntary part-time work and low-wage work in analysis. The data sample consists of 18 OECD countries which initiated employment-oriented welfare strategy after the crisis of welfare state. An analysis was conduct based on Baron & Kenny(1986)'s method and panel two-stage model to handle the endogeneity problem. The results show that while the high level of public welfare effort negatively affects the fiscal soundness if it contributes to boosting employment rates, it has positive effects on the fiscal soundness. However, when the incidence of involuntary part-time employment and low-wage employment is high, the mediating impact of employment rate on the fiscal soundness disappears. This study argues that unless the quality of employment is taken into consideration, the positive effect of employment-oriented welfare state strategy to improve the fiscal soundness is not fully guaranteed.

본 논문에서는 최근 정보통신의 다양한 분야에서 응용되고 있는 USN과 LBS 기술을 이용하여 사회복지 인프라를 위한 서비스 체계화, 상대적 소외계층을 위한 안전체계 구축, 첨단 IT 기술 접목의 복지통신정책 실현, 공공 u-Wellbeing 서비스 시스템 구축을 목적으로 u-Care 서비스 시스템을 설계 구현하였다. 이 서비스는 독거 또는 치매노인, 장애인을 위한 사회복지 서비스로 거주지 실내 활동 현황 모니터링이 가능하며, 초소형 GPS 기반의 위치추적 단말기를 이용하여 실시간 위치정보 및 상태 정보에 이상이 생겼을 시에는 사회복지 관련 기관, 경찰, 119, 가족 등에게 SMS로 자동 발송하는 서비스 방식이다.

재단법인 인촌기념회는 제20회 인촌상 수상자를 발표하고 지난 11일 시상식을 가졌다. 본지는 공공봉사부문을 수상한 대전 평화의 마을에서 김종태 원장을 만나 수상 소감과 함께 원로 사회복지사로서 느끼는 현 사회복지계에 대한 진솔한 이야기를 들어보았다. 김종태 원장은 중앙신학교(현 강남대학교) 사회사업과를 다니다 1957년 고 함석헌 옹이 운영하는 씨알농장에서 공동체 운동을 시작했다. 그는 1967년 홀트아동복지회 일산복지타운 원장을 지내다 1987년부터 아동생활시설인 대전 평화의 마을을 운영하고 있다. 1990년 미국 사우스캐롤라이나대 대학원에서 사회사업복지 과정을 공부하기도 한 김종태 회장은 40년 동안 봉사활동만을 하며 생활시설의 새로운 패러다임을 도입해 전국으로 전파한 공을 인정받아 인촌상 수상자로 선정되었다.

This case study is to identify the role and strategies of think tanks in Britain which have shown institutional initiative in global welfare paradigm such as the establishment of welfare state, Thatcherism, and the Third Way. Fabian Society, Institute of Economic Affairs (IEA), Institute for Public Policy Research (IPPR), and Policy Exchange (PX) were selected for the research, and seven staff members from these think tanks were interviewed while their relevant publications were gathered and analyzed. As a result, the role of each think tank in welfare paradigm change were presented as well as strategic similarities were found: distinguished idea on the relationship between economy and welfare, adherence to independence based on their values, and strategic communication with diverse routs. However, there was also strategic difference between the first round and the second in the history. In the first round between Fabian Society and IEA, building a space for discussion based on new paradigm was the key, while in the second round between IPPR and PX, producing a set of alternative policies was the main task for them. This British example may provide useful implication to Korea, in which political debate on social welfare still just focus on individual pledges competition and the role of think tank is highly limited.
