Global Convergence for Healthcare ICT Services (헬스케어 ICT 서비스의 글로벌 컨버전스)

  • It may be summarized to four kinds of innovation through global convergence, and the convergence of adjacent areas according to mega-trends in medical services market and actively introduced ICT technologies, public and private partnership. Health care is no longer a local industry, it is becoming Global Convergence. In the case of developed countries, it is increased to income levels, the development of new medical technologies, while the increase in specialized medical services and need of aging population. It increases migration of foreign medical personnel, geographical proximity and choice of the best medical technology, regardless of the cost. The increasing demand for high quality yet relatively low foreign prices of medical services. Hospitals are especially spread of international certification such as the US JCI standards. Hospital exports are being evaluated and opened the way for the export industrialization as ICT convergence hospital that can be exported to the fusion-related technologies more efficiently. Current local hospital has already reached saturation, globalization of Korean hospital is being the time necessary. Thus, unlike a strategy for each country, as well as technology transfer it is also possible, such as total exports provided the building, medical equipment procurement, local medical personnel (doctors and nurses) selection and training, PR and marketing. In the current medical law and need to be revised prospectively maintained for publicity and abroad, there is a need for further legal dragons and actively support a more flexible policy on the application of national law overseas medical services.

  • 미국의 개인정보보호 정책은 시장의 자율규제에 입각하여 소비자의 권리를 보호하는 것에 초점을 맞추고 있다. 관리되는 법률로는 연방정부기관이 보유하고 있는 개인정보에 관한 보호법규인 1974년의 프라이버시법(Federal Privacy Act 1974)과 각 주단위로 규정된 프라이버시권 관련 법률들이 있다. 현재 공공과 개인을 아울러서 총괄하는 법은 존재하지 않지만 다양한 영역별로 접근 방식을 택하여 세부적으로 공공, 금융, 통신, 교육, 의료, 비디오 감시, 근로자 정보 등 각 영역별로 제정하여 시행하고 있다. 본고에서는 미국의 개인정보보호 법제 현황에 대해 살펴보았으며, 최근에 국내에서도 수행기관이 지정된 개인정보영향평가에 대한 내용을 분석하였다.

A Planning Study on the Improvement of Public Hospital Patient Room based on the Understanding of User - Focused on the Case Study of District-Based Public Hospital in Korea (사용자 이해에 기반한 공공병원 병실환경 개선에 관한 계획적 연구 - 지역 거점 공공병원의 사례연구를 중심으로)

  • Purpose : This purpose of this study is to make a better public hospital patient room to reflect the views of the patient. Methods: Survey to examine patient experience on healing environment in public hospital have been conducted for the data collection. 229 open-ended answers have been analysed statistically by MS Excel program. Results : 1) If there is no toilet space in the six-patient room, installation of toilet in the patient room is necessary. 2) The most Frequently used patient furnitures are necessary to accomodate the patients needs. Depending on the patient condition, installation of a portable or fixed the room furniture for the convenience to the using furniture. 3) According to the flow of modern times, wireless internet access is required to install of expand the space. Also be used to establish a regulations of internet space. 4) To create healing environment infection free environment should be provided. 5) Need for improvements of patient room for relatives of patient. It is necessary to secure a comfortable space to stay. 6) Separation is needed among the patients through therapeutic classification. Implication : In order to provide a better patient room environment, it is necessary to reflect the patient's opinion.

A Study on the Universal Design for Public Sports Facilities to Promote Daily Life Sports of the Persons with Disabilities - Focused on the Public Sports Facilities in Seoul (장애인 생활체육 활성화 방안으로서 공공생활 체육시설의 유니버설디자인 적용에 관한 연구 - 서울시 공공생활체육시설을 중심으로)

  • Purpose: Sports activities for life are an opportunity to fulfill the basic desire to be healthy and participate in society of the individual level, and it is also the realization of the trend of living together with persons without disabilities and persons with disabilities at the level of social inclusion. I try to propose to improve sports participation of persons with disabilities from the point of view of 'Universal Design.' Methods: Firstly, analysing of previous studies which to classify the barrier free certification standards to universal design's 7 principles and which to investigate public sports facilities. Secondly, reanalyzing, based on UD 7 principles, the raw data of the research results of public sports facilities in Seoul. Thirdly. then, I suggest the improvement plan to promote public sports facilities for all the people including persons with disabilities. Results: The results of this study are that although the facilities have the basic accessibility, there were some inconveniences in using the facility for the elderly and the disabled. So I suggest a few method to improve the public sports facilities from the perspective of universal design : 1) Needs to expand 'Bandabi Sports Center' as a sports facilities for sports activities for life of all of people, 2) Needs to improve accessibility of existing public sports facilities and to raise awareness for the persons with disabilities and universal design, 3) Needs to produce 'UD guidelines' for the sports facilities.

  • The research was conducted with the purpose of providing effective safety and quality control system for assistive products for handicapped those are used extensively. Assistive products couldn't be classified independently due to collision with the act of medical device and lack in legal basis. The issues about safety and quality have been solved by other legal frames on a case by case basis. We couldn't find any abroad case of independent safety and quality control policy. For the practical solution, this article suggested hybrid classification system mixed with existing policies. Each classified branches are allocated to the appropriate policy of safety and quality control so those are ease of understanding and prospect. And also a delicacy process was suggested not to leave off any assistive products. Through these suggests of the improvement it is expected that blind areas of safety and quality control for assistive products for handicapped could be solved and identity of assistive products could be established to provide product safety for handicapped and boost relevant industries.

  • Big data technology has been rising as a leading technology in the healthcare paradigm. As a world-class big data nation including National Health Insurance data, Korea has been focused on health policies and sustainability through database forecasting and policy establishment. So the need for education of big data by public officials in healthcare sector is increasing. However, there has not yet been National Competency Standards(NCS) or education modules, in this study, healthcare big data education module and content have been developed for the public servants with confidence.

  • With the occurrence of the 4th Industrial Revolution, environmental change is happening in the healthcare industry as overall flow of Industry heads to ICT-based business environment. Healthcare Industry, which has the characteristic of public goods, is requiring a reliability and continuity of healthcare industry, however, the introduction of security is being delayed due to the problem of compatibility and extendability of existing system. Accordingly, in this research, we have built a section and role for stakeholders to be concerned in order to induce, analyze and introduce a needed security technology for rapidly building a security system in a smart healthcare environment. We have suggested a possibility of extendability regarding a multi-dimensional effort of stakeholders for establishing a healthcare security system.

  • Purpose: Numerous researches about healthcare buildings have been performed however, they were mainly focused on convenience or healing condition for medical treatments. The hospitals consume energy and generate $CO_2$ as twice as the residential or commercial buildings do(Lim, et al., 2010a:154). The public regional hospitals are especially in serious conditions. They are more than 20 years old in average. Energy efficiency and environmental friendliness in the public regional hospitals are far behind ones in private sectors. Even though the ministry of health & welfare is supporting renovation of the builidngs and enhancement of the facilities every year, it is not integrated including sustainibility. In this study, we investigates current conditions of the regional public hospital in envrionment-friendly standpoint, especially focused on Chungcheong Province area Hospitals. Methods: we investigates current conditions of the regional public hospital in envrionment-friendly standpoint, especially focused on Chungcheong Province area Hospitals. The study was executed by qualitative and quantitative evaluations with site inspection, drawing analysis and interviews. Results: Through this study, we found that the Chungnam regional public hospitals can be environmentally improved by management plans and programs. Implications: Based on this analysis, Korean Green Building Certification for healthcare facilities will be developed in near future.

Research Records Management in Regional Public Hospital: Focusing on the Cases of Institutional Review Board (IRB) of Incheon Medical Center (지방의료원의 연구기록관리: 인천광역시의료원 임상연구윤리위원회(IRB) 사례)

  • The Incheon Medical Center Institutional Review Board (IRB), a department that reflects the characteristics of Incheon Medical Center, a medical and public institution, was established in 2013. IRB contributes to performing its role as a local accountable care hospital and protecting researchers and subjects by proving the ethics of research conducted at the medical center. So far, IRB has reviewed a total of 80 research proposals for human subject research and human-derived material research, and it currently exists as an independent department directly under the president of the medical center. This paper aims to explain the registration and preservation of IRB-related records, the maintenance of the Records Management Standard Table and related regulations, and archives, as well as to present limitations and improvements in the disclosure, utilization, and classification of records.

  • On rationale for government intervention is the failure of competition in the market. Health care markets are characterized by such unique aspects as information asymmetry, prevalence of insurance, and cost-increasing competition based on the adoption of costly medical technology. Therefore, government policy to guarantee a sufficient number of providers in markets may not lead to socially beneficisal outcomes such as higher quantity and lower price. This paper examines the unique nature of health services and its implications for competition, the evidence that competition may not reduce health care ex[enditures, and policy tools that government can use to encourage competition which contributes to supporting a sustainable health care system.
