Characteristics of Contactor's Defect Liability was too many discussed. But it's not clearly defined yet. Because recent Government Construction Projects are very complex and executed through long time, too many conflicts were appeared related to Contactor's Defect Liability. Therefore to analyse and to resolve the conflicts legal aspects of Contactor's Defect Liability stated in Civil Law and Government Contract Act was systematically compared. The result of this research is as follows : (1) Characteristic of Contactor's Defect must be regarded as a breach of Contract and be an incomplete contract implementation. (2) To decide the range of Damage, Characteristic of Defect must be regarded. (3) Contactor's Defect Liability must be effectual from the day of delivery. (4) Retainage must be added to secure the completion during the Contract Period and Defect Repairing Liability must be omitted in the Contract performance Security.

Trust in government agencies is closely related to accountability. The key strategy to increase public accountability is to document the processes and outcomes of their key tasks and policies adequately. The purpose of this study is to suggest a redesign of the records appraisal policy to enhance the accountability of government agencies. Applying the newly introduced concept of appraisal in ISO 15489-1: 2016, the relationship between accountability and appraisal is articulated and the problems of records appraisal systems in terms of accountability are analyzed. Based on this analysis, it suggests the principles for reforming the appraisal policies well as the redesign of the current disposition authorities as a key tool for appraisal, and the introduction of records disposal freeze system.

This study aims to analyse the actual condition of the ebook services and propose the improvements of ebook services for children in the Korean public library. For this purpose, the current condition of the ebook services in the public libraries were analyzed and categorized by three criteria. Secondly, the ebook use analysis was conducted using PCs and mobile devices in terms of access to ebook library site, searching method, contents type and viewer, lending process, and user help. As a result of the analysis, several issues such as the difficulty in access to ebook site, the complexity of setting and usage depending on the file format, the insufficient user guide, the relatively lower quality service than the commercial's, and the lack of retrieval functions specialized for the ebook were presented. The improvement plan for the ebook services, especially for children in the public library was suggested.

The purpose of this research is to investigate the current situation of national and international e-book ecosystem, reveal a conflict and suggest the improvement strategies regarding e-book lending service in public libraries. For this, an extensive research was conducted concerning overall e-book issues and reveled the criteria for each sectors. The relationship and different view between publishing and library sector were presented. Then, the five public library e-book lending principles, developed by foreign national or international library associations, were analyzed. The seven main principles were derived and mapped to the current practice of publishers. As a result, the possible countermeasures of the Korean public library were suggested, particularly in terms of the mission of public library, development a standardized lending model, and the revision of law.

Although Public Construction Works in Korea have been executed according to Government Contract Act, and nature of contract is very complicated. So it is difficult to define liability for the defects. Therefore the studies on the defective performance and contractor's defects liability were remained one of the non-cultivated virgin land. As a result, contract privy waive the right to claim or generally resolve the problems. Therefore domestic and overseas liability for the defects was investigated and liability for the defects, under and after construction, on the defective performance and defects, was analysed. With a literature research, contractor's defect liability was systematically analyzed, problems were defined and resolution of the problem were suggested item by item in this study.

2020년은 급격한 인구감소, 고령화, 대도시 인구집중 등 우리나라의 인구구조변화가 급격하게 진행되는 것을 보여주는 해였다. 2020년 주민등록인구수가 처음으로 감소하였으며, 2020년을 기점으로 수도권 인구가 비수도권 인구를 추월할 것으로 전망되었다(통계청, 2020.6). 인구감소, 도시인구 집중화 외에도 1-2인의 소규모 가구 증가 등의 인구구조변화도 진행되고 있다. 이러한 인구구조 변화는 우리나라의 잠재적 경제성장률 등 국가경제뿐만 아니라, 지역별 물이용 변화 등 다양한 공공서비스 수요패턴 및 관련 재정 등에도 영향을 미친다. 이는 공공서비스 공급 및 관련 인프라 유지·관리에도 영향을 미치게 된다. 특히 중소지역의 공공서비스 사업의 경우, 인구감소로 인한 공공서비스 수요 및 관련 재정수입의 감소로 사업의 지속가능성이 크게 약화 될 수 있다. 따라서 인구구조변화가 공공서비스 수요에 미치는 영향을 분석하여, 관련 인프라시설의 유지·관리에 미칠 영향을 진단해 볼 필요가 있다. 이에 본 연구에서는 인구구조 변화가 공공서비스 중 물관리에 어떠한 영향을 미치는지 정량적으로 분석해보고자 하였다. 이를 위해 160개 지방자치단체의 2006~2018년까지의 패널 자료를 구성하여 인구구조 변화 특성 중 인구 규모 변화, 소규모 가구 수의 변화, 인구 연령대 변화(고령화)가 물이용 변화에 미치는 영향을 회귀분석을 통해 중점적으로 분석해보았다. 본 연구의 인구구조 변화에 따른 공공서비스 이용변화에 대한 정량적 분석결과는 공공서비스 운영·관리 시 참고할 수 있을 것이다.

안전관리는 건설사업의 시공과정 중에 발생 가능한 유해, 위험으로부터 인명을 보호하는 것이며, 건설사업의 주제는 발주자로서 발주자 역할의 극대화는 효과적인 건설재해 방지의 관건이다. 건설프로젝트의 발주자, 설계자, 감리자, 시공자, 협력업자 등 다수 참여자의 장기간에 걸친 공동작업으로 이루어지는 건설공사의 특성을 고려할 때, 기존의 건설안전관리체제로는 건설공사에 수반되는 이와 다양한 유형의 사고를 방지하기 위한 근본적인 처방으로는 미흡하며, 건설산업의 총체적인 안전수준의 향상을 통한 시설품의 생애주기 전반에 걸쳐 안전성을 확보할 수 있는 근원적인 안전관리제도의 구축이 요구되고 있다. 실태조사 결과 공공발주자와 민간발주자의 안전의식 및 안전관리실태에는 격차가 크며, 대다수 발주자의 안전관리에 대한 책임의식이 미흡하며, 민간발주자의 경우가 훨씬 열악한 것으로 나타났다. 정부 감독기관의 발주자에 대한 안전책임 부여도 소극적이다. 발주자 안전관리가 미흡한 원인과 이의 촉진 방안에 대한 도출이 필요하다. 발주자에 대한 접근 방법의 홍보를 통한 책임의식의 고취, 발주자를 위한 안전관리매뉴얼 등 안전관리 도구의 제공, 법령을 동한 명확한 책임의 부여, 발주자가 책임을 이행할 수 있는 자질있는 안전전문가의 활용이 긴요한 것으로 사료된다.

전 세계의 인구와 도시가 점점 증가함에 따라 매년 각종 범죄를 비롯한 사건사고와 가상이변, 홍수, 지진 등과 같은 자연재해가 증가하고 있다. 따라서 공공의 안전과 재난상황에서 구조를 위한 새로운 통신의 필요성이 급증하게 되었다. 모바일 광대역 공공안전(Public Safety) 통신은 여러 지역에서 다양한 사고와 재난이 발생하였을 때, 응급현장에서의 지시나 관리의 책임을 지는 기관에서 사용하는 전파통신을 의미한다. 이를 활용하면 더욱 효율적이고 체계적으로 공공의 안전을 위협하는 상황에 대한 대응능력을 향상시킬 수 있을 것으로 보인다. 따라서 관련 시장 역시 급격히 성장할 것으로 전망되고 있다. 본고에서는 모바일 광대역 공공안전 통신시장의 규모와 흐름을 살펴보고 공공안전과 재난구조 활동의 발전을 위한 무선통신망 구축의 방안에 대해 살펴보고자 한다.

월간 <건축사>가 지난 3월 21일 함인선 광주광역시 총괄건축가를 만났다. 그는 인터뷰를 통해 의무가입 시대를 맞아 건축사 윤리 확립을 위한 윤리강령 제정, 신뢰 기반의 공공건축 설계공모 심사 도입 및 건축 인허가 제도에 대한 평소 생각을 전했다. 또 건축계가 의무가입 건축사법 시행과 새 정부 출범 등 변화의 시기를 겪는 상황에서 좋은 건축을 위해서는 건축사에 대한 사회적 신뢰를 더욱 두텁게 해야 한다는 뜻을 전했으며, 공공건축 설계공모에 대해선 명목적 공정성에 집착하기보다 심사위원 재량을 강화하고 문제가 생길 경우 책임을 확실히 묻는 '신뢰 기반 심사제도' 도입 필요성을 강조했다. 또한 현행 건축심의 관련 건축물의 성능과 디자인에 관련된 사항은 건축사 재량에 맡기고 공공성에 대한 것을 심의 대상으로 삼는 방향으로 제도가 개선돼야 한다는 생각도 밝혔다. 함인선 총괄건축가의 저서로는 '구조의 구조', '정의와 비용 그리고 도시와 건축', '건물이 무너지는 21가지 이유' 등이 있다.

Purpose: The purpose of this study was to find out how the administrative paradigm of the times affected the public sector's fire. Method: For this purpose, we investigated the New Public Management (NPM). In addition, the reasons of fire accident of Boryeong thermal power plant were analyzed in the limited values of NMP. Result: In theoretical investigation, the 3 values (managerial accountability, efficiency, expertise) of NMP and evaluation criteria were drew out. In investigation on reasons of fire accident, the improvement of accountability and expertise was insufficient due to the emphasis of the efficiency based on the introduction to free market by neoliberalism in public sector. Conclusion: In conclusion, we confirmed that the values of NMP were limited to forcingly apply to the public sector. This study is expected to contribute basic research references to fire administration theory.
