LTE는 3GPP Rel-8부터 시작되어 현재 Rel-13까지 진화해오고 있으며 앞으로도 계속해서 진화할 것으로 예상된다. LTE는 단말의 이동성을 제공하면서 단말과 무선 접속 망 사이에 수십~수백 Mbps 급 고속의 패킷 통신이 가능하도록 하는 기술이며, LTE를 이용해서 서비스를 제공하기 위해서는 추가적으로 서비스 기술에 대한 표준화도 함께 고려가 되어야 한다. 공공안전사용기관인 주요 국가 정부를 중심으로 LTE을 공공안전용도로 사용 할 경우 최적 솔루션이 될 수 있음을 인지하고 3GPP 과제 제안을 통해, Rel-12부터 표준화를 시작하였다. 처음으로 표준화를 시작한 기술은 ProSe, D2D 및 GCSE이라는 기술이며, 2015년 3월에 완료되었다. 현재 진행 중인 Rel-13에서는 MCPTT, eProSe, eD2D, IOPS, MBMS_enh 기술에 대한 표준화가 진행 중이며 2016년 3월에 표준 완료 예정이다. 또한 2016년 3월부터는 Rel-14 표준화 기술로 선정된 MCVideo 및 MCData 표준화가 진행될 것으로 예상된다. 본 고에서 공공안전 용도로 특화되어 3GPP Rel-13 및 Rel-14에서 표준화가 진행되고 있는 주요 PS-LTE 기술의 표준화 현황과 계획에 대해 언급하고자 한다.

광대역 통신 기술은 일반 사용자를 대상으로 고속의 데이터 전송 및 고품질의 음성통화와 영상통화 등을 포함하는 멀티미디어 서비스 제공을 위해 발전 중이다. 나아가 국민의 안전과 생명보호를 위한 공공안전 및 재난구조(PPDR, Public Protection and Disaster Relief)를 위한 범국가적 통신망과 원격 감시, 측정, 보고 및 제어 등을 위한 스마트그리드(smart grid) 및 M2M(Machine-to-Machine) 통신을 위한 광대역 통신망 구축이 기대된다. 본고에서는 공공안전 및 재난구조 통신과 M2M 통신 응용을 지원하는 광대역 무선접속 표준화 동향과 기술 개념을 살펴보고자 한다.

The study, on the one hand, reflects the recent social interest in crisis management including user safety and library disaster preparation, and, on the other hand, presents a detailed safety management manual that is a reference for library work sites concerning accidents that may occur in public libraries. The proposed safety management manual consists of safety management elements for the four areas of 'safety management planning', 'safety management for each crisis type', 'information resource restoration', and 'safety management checklist', as well as their detailed sub-categories. This allows each public library site to use the manual to establish safety management plans according to their situation and educate their employees.

최근 드론 및 ICT 융·복합기술은 산업 전반에 걸쳐 새로운 대안을 제시하고 있으며, 종전의 산업은 데이터 생성·가공·활용의 효율성, 경제성, 안전성 등의 장점을 들어 빠른 속도로 관련 ICT와 의 접목을 시도해 왔다. 이를 통해 과거의 기술과 방식에서는 찾아보기 힘들었던 다양한 형태의 결과물을 제시하는 등 데이터 기반의 4차산업혁명이 선도하는 변화가 곳곳에서 일어나고 있다. 국토교통부에서는 2018년부터 중앙·지자체·공공기관 소속직원을 대상으로 드론 조종인력 양성사업을 시작으로 2019년 국방·치안·환경·안전·측량 등 10개 분야에 드론 활용 임무특화교육을 진행해왔으며, 2020년도에는 시설물 점검, 불법행위 추적 감시, 수자원 관리 등으로 교육 분야 추가하는 등 활용범위를 확대해나가고 있다. 경기도 안전관리실(안전특별점검단)에서는 이러한 국가정책의 방향에 맞춰 새로운 기술과 융합을 시도하고자 2020년부터 '드론 등을 활용한 시설물 안전점검 고도화 연구'를 시작으로 절토사면 및 옹벽 등 시설물 안전점검과 하천 및 우수저류지의 유지관리에 ICT 융·복합 기술 및 분석용 S/W 등을 적용하고자 하였다. 본 연구에서는 드론 및 LiDAR 등을 활용하여 하천, 배수로, 우수저류지 등에 대해 공공관리주체가 실시할 수 있는 유지관리점검 및 현황분석 방법에 관한 것으로서 「하천법」, 「자연재해대책법」, 「시설물의 안전 및 유지관리 실시 세부지침」, 「우수유출저감시설의 종류·구조·설치 및 유지관리 기준」 등에서 정한 사항에 대해 적용하였다. 이를 통해 하천, 우수저류지 등 수공구조물의 홍수위 변동성 평가, 홍수조절부 용량검토 등 홍수방어 능력에 대한 유지관리 차원의 공공관리주체 역할을 강화하는 제도적 측면을 검토하고, 드론, LiDAR 등의 ICT 융·복합 기술 활용 확대를 통해 예산절감 및 공공안전 강화에 기여할 수 있을 것으로 판단된다.

사물 인터넷(IoT: Internet of Things)은 세상의 모든 사물들을 인터넷과 상호 연결하여 사람과 사물, 사물과 사물 간에 언제 어디서나 상호 소통할 수 있도록 하는 기술이다. 사물 인터넷의 네트웍 기술은 통신 인프라 (Infrastructure) 가 없는 환경에서 이기종 다양한 디바이스를 연결하는 기술로서 재난복구 및 구조와 같은 공공안전 분야에도 적용할 수 있는 애드 혹(ad-hoc) 형태의 네트웍 기능을 제공한다. 특히, 사물 인터넷의 특성상 저사양(low power) 기기들의 사용이 증가하고 있기 때문에 여러 표준화 단체에서 사물 인터넷 특성에 따른 요구사항을 지원하기 위한 표준화 활동을 활발하게 진행중이다. 본 고에서는 급변하는 통신 기술 환경에서 공공안전 분야에 적용할 수 있는 사물 인터넷 통신망을 이루기 위해 필요한 수많은 기술 중에서 주목할 필요가 있는 RPL과 TSCH 기술에 대해 소개하고자 한다.

2016년 <공공디자인의 진흥에 관한 법률>이 시행된 이래 공공디자인의 필요성은 더욱더 높아지고 있다. 이후 문화체육관광부 주도하에 국토교통부, 행정안전부 등10개 부처는 2018년 5월에 <공공디자인 진흥 종합계획>을 발표하기에 이른다. 이에 해양수산부는 공공디자인개념을 해양공간에 적용하기 위하여 <항만공간의 공공디자인 가이드라인 수립>을 공모하였다. 이러한 맥락에서 해양공공디자인 개념을 적용하는 생활공간 및 도시공간과는 달리 해양에 관련된 독특한 조건의 공간에 적용하는 <해양공공디자인>개념이 필요하다.

Securing safety in the maritime danger zone around the launch site before a launch is a fundamental requirement. If maritime safety is not ensured, the launch is halted or postponed. However, challenges have arisen in the process of securing public safety at sea due to factors such as the increasing population engaged in water leisure activities. These challenges include unauthorized entry of vessels into controlled areas, unauthorized access by water leisure activity participants, and non-compliance with regulations. In this paper, we employed the Delphi/Analytic Hierarchy Process to survey 22 experts, including professionals in launch vehicle development and launch site operation, to identify 10 factors posing threats to maritime public safety. Additionally, we identified five issues that need improvement for ensuring maritime safety. This study verified the consistency of expert opinions and conducted an analysis of importance and prioritization, objectively confirming the necessity for amendments to relevant laws or the enactment of new laws concerning the establishment and control of danger zones around launch sites.

The cloud computing has propagated rapidly and thus there is growing interest on the introduction of cloud services in the public institution. Accordingly, domestic public institution are adoption of cloud computing impose and devise a plan. In addition, more specifically, is building a cloud computing system in the public institution. However, solutions to various security threats(e.g., availability invasion of storage, access by unauthorized attacker, data downloaded from uncertain identifier, decrease the reliability of cloud data centers and so on) is required. For the introduction and revitalize of cloud services in the public institution. Therefore, in this paper, we propose a public key based secure data management scheme for the cloud data centers in public institution. Thus, the use of cloud computing in the public institutions, the only authorized users have access to the data center. And setting for importance and level of difficulty of public data management enables by systematic, secure, and efficient. Thus, cloud services for public institution to improve the overall security and convenience.

최근 국내와 해외에서 재난 사고가 비교적 자주 발생하여 공공안전에 대한 국민들의 관심이 크게 고조되고 있으며, 정부에서는 공공안전과 재난구조 활동을 지원하기 위한 재난통신망 구축을 적극 추진하고 있다. 본고에서는 재난통신망이 민간 상용 무선통신망과 차별화된 특징이 무엇인지 알아보고, 국내외 재난통신망 구축 현황을 분석한다. 그리고 향후 재난통신망의 발전 방향을 제시하고, 국내에서의 바람직한 재난통신망 구축 방향과 지속적인 진화를 위한 대안을 알아본다.
