The purpose of this study is to propose the performance measurement model for open big data platform. In order to develop the performance measurement model, we have integrated big data reference architecture(NIST 2018) with performance prism model(Neely et al. 2001) in the platform perspective of open big data. Our proposed model consists of five key building blocks for measuring performance of open data platform as follows: stakeholder contribution, big data governance capabilities, big data service capabilities, big data IT capabilities, and stakeholder satisfaction. In addition, our proposed model have twenty four evaluation indices and seventy five measurement items. We believe that our model could offer both research and practical implications for relevant research.
As the need to establish a big data system for rapid provision of big data and efficient management of resources has emerged due to rapid entry into the hyper-connected intelligence information society, public institutions are pushing to establish a big data system. Therefore, this study analyzed and combined the success factors of big data-related studies and the specific aspects of big data in public institutions based on the measurement of environmental factors for establishing an integrated information system for higher education institutions. In addition, 19 measurement items reflecting big data characteristics were derived from big data experts using brainstorming and Delphi methods, and a plan to successfully apply them to public institutions that want to build big data systems was proposed. We hope that this research results will be used as a foundation for the successful establishment of big data systems in public institutions.
With the growing interest in the 4th industrial revolution and big data, various policies are being developed for facilitating the use of public open big data, which are leading to a wide range of added values created from use of such data. Despite the expanded requirements for public data disclosure and the legal system improvement, however, the use of public open big data is still limited. According to the literature review, there are studies on policy proposals for the government guiding directions for public open big data, but there is a lack of studies that handle the issue from the users' viewpoint. Therefore, this study aims to analyze the public open data ecosystem in Korea and to analyze public open big data through interviews with the providers (the government and public institutions) and users (private sector companies and citizens). This way, the study finds inhibition factors and facilitation factors, draws out issues and suggests solutions through a causal relationship analysis between each factor. Being a research on finding measures for facilitating both public big data release and use, this study has theoretical implications. In the meanwhile, the derived issues and alternatives provide practical implications also for stakeholders who are planning to facilitate release and use of public open big data.

In recent years, there have been tries to open public data from various government agencies along with publicization of public information for the public interest. In other words, various kinds of electronic data generated and collected by the public institutions as a result of their work are opened in the public portal sites. However, users who use it are limited in their use of big data due to lack of understanding of data format, lack of data processing knowledge, difficulty in accessing and managing data, and lack of visualization data to understand collected and stored data. Therefore, in this study, we propose a big data collection, storing and visualization platform that can collect big data provided by various public sites using data set URL and API regardless of data format, re-process collected data using XML structure.

Today, record management has become more important in management as records generated from administrative work and data production have increased significantly, and the development of information and communication technology, the working environment, and the size and various functions of the government have expanded. It is explained as an example in connection with the concept of public records with the characteristics of big data and big data characteristics. Social, Technological, Economical, Environmental and Political (STEEP) analysis was conducted to examine such areas according to the big data generation environment. The appropriateness and necessity of applying big data technology in the field of public record management were identified, and the top priority applicable framework for public record management work was schematized, and business implications were presented. First, a new organization, additional research, and attempts are needed to apply big data analysis technology to public record management procedures and standards and to record management experts. Second, it is necessary to train record management specialists with "big data analysis qualifications" related to integrated thinking so that unstructured and hidden patterns can be found in a large amount of data. Third, after self-learning by combining big data technology and artificial intelligence in the field of public records, the context should be analyzed, and the social phenomena and environment of public institutions should be analyzed and predicted.
With the development of the big data environment, public institutions also have been providing big data infrastructures. Public data is one of the typical examples, and numerous applications using public data have been provided. One of the cases is related to the employment insurance. All employers have to make contracts for the employment insurance for all employees to protect the rights. However, there are abundant cases where employers avoid to buy insurances. To overcome these challenges, a data-driven approach is needed; however, there are lacks of methodologies to integrate, manage, and analyze the public data. In this paper, we propose a methodology to build a predictive model for identifying whether employers have made the contracts of employment insurance based on public data. The methodology includes collection, integration, pre-processing, analysis of data and generating prediction models based on process mining and data mining techniques. Also, we verify the methodology with case studies.

The value of Big-Data which is a main factor of the fourth Industrial Revolution enhances industrial productivity in private sector and provides administrative services for nations and corporates in public sector. ICT-developed countries are coming up with Big-Data application in public sector rapidly. Especially, when it comes to social crisis management, they are equipped with pre-forcasting system. Korean Government also emphasizes Big-Data application in public sector for the social crisis management. But the reality where the overall infrastructure vulnerability reveals requires preparation and operation of measurement for social problems. Accordingly, we need to analyze Big-Data application problem and benchmark the precedented cases, thereby, direct policy diversity. Hence, this paper proposes the roles and rules of E-government analyzing problems from Big-Data application. And we did the multidimensional analysis based on various perspective like file format and present condition of public data. To complete this work, we constructed Data Warehouse based on the other countries' evaluation index case. Big data refers to dataset whose size is beyond the ability of typical database software tools to capture, store, manage, and analyze. And now it is considered to create the new opportunity in every industry. The purpose of this study is to develop of big data services in public library for improved library services. To this end, analysed the type of library big data and needs of stockholders through the various methods such as deep interview, focus group interview, questionnaire. At first step, we defined the 16 big data service models from interview with librarians, and LIS professions. Second step, it was considered necessity, timeliness, possibility of development. We developed the final two services called on 'Decision Support Services for Public Librarians' and 'Book Recommendation Services for Users.'
