Contribution of the Free Learning Semester Programs of Public Library to Local Development: Focused on Cases of Busan City (공공도서관 자유학기제 프로그램의 지역발전 기여 - 부산지역 사례를 중심으로 -)

  • The free learning semester system focuses on the activation of career education of middle school students as an educational policy that links career recognition in elementary school, career search in middle school, and career planning in high school. This system was fully implemented in 2016 and public libraries also provided various programs. This study analyzed the free learning semester system programs of public libraries in Busan city and demonstrated the contribution of local development. As a result, career and job search, career exploration and experience, and information literacy enhancement programs contributed to local knowledge culture, reading culture, learning culture, living culture and leisure culture. However, contribution of reading exhibitions, job experience, information literacy enhancement to the leisure culture and local economy were limited. Therefore, it is desirable that all libraries should add programs related to knowledge ecosystem structure, digital information gap, human healing, social environment issues, future job prospects, and provide information literacy programs.

The Present Stage and Development Strategies for 'One Book, One City' Campaign: A Case Study of 'One Book One Busan' Project ('한 책, 한 도시' 운동의 현단계와 발전전략 - '원북원부산운동'을 중심으로 -)

  • One Book One City' project is regarded as one of the most successful reading promotion campaign conducted by public libraries in this age. The purpose of this research is to analyze the present stage of this campaign in Korea, and to suggest the actual plans to make this campaign successful. To look into deep context and process of this campaign in Korea, I did a case study for 'One Book One Busan' project. After analyzing the strength and weakness of the project, I suggested the strategies for the development of 'One Book One City' campaigns in Korea.

도서관 발전정책 수립에 바라는 바

  • 도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

A Survey of Citizens' Perceptions on Public Libraries in Daegu Metropolitan City (대구 시민의 공공도서관 인식 조사연구)

  • Regardless of area, public libraries should establish its status as the knowledge and information service center, cultural enjoyment and lifelong learning space in close contact with everyday life. To do this, it is necessary to survey the citizen's perception of the public library. In this study, researchers investigated and analyzed the perception of Daegu citizens including the weight and importance of public libraries, library use status and reasons for non-use, reading program participation and reasons for non-participation, and regions that require new library facilities. Based on these results, researchers suggested the measures to strengthen the infrastructure of public library and to increase its use in conjunction with other relevant data, that is, domestic and international researches, related laws, national reading survey, national cultural infrastructure overview, Daegu citizen survey, Daegu city brand perception survey, and the status of public libraries in national and Daegu Metropolitan City.

  • Public policies in regard to developing reading culture programs and the contents, and in running public libraries have been used to overcome existing social issues such as regional self-centeredness and cultural lagging. It means that public libraries are playing an important role to encourage communications within local communities. The purpose of this research is therefore to analyze the concept of local community, and develop reading culture and contents to reinforce the concept. This research also targeted to analyze the required contents in reading culture. Through the case study of "G" city, the research analyzed their citizenship and sense of local community and the requests. As a result, the requited subjects were for economics, unemployment, poverty, aging, and housing order. For the subjects of environment were environment pollution and energy order. For the subjects of human rights, disabilities, and multi-cultural were requested. For the subject of education, school violence, tutoring, and truly teaching were requested. Based on the requirements, 221 items of reading lists, DVD clips, and abstracts are developed as well as 4 programs of reading culture.

  • Until now, healing programs in libraries have provided services under the theme of reading therapy as part of the reading culture program. The purpose of this study is to suggest a way to revitalize healing programs in libraries. This study derives the types and themes of healing activities and analyzes the healing activities in libraries and similar institutions. As a result, first, the healing content to be treated varies depending on the subject, so it should be applied to the library in consideration of this. Therefore, a treatment program was proposed for infants and children (0-13 years), adolescents (14-19 years), adolescents (20-64 years), and old age (65 years and over). Second, it proposed a way to operate healing programs through linkage with institutions such as libraries and medical institutions that were shown as a result of analysis of the healing program.

A Study on Reading Survey for the Establishment of Goyang City Reading Culture Promotion Plan (고양시 독서문화진흥 종합계획 수립을 위한 독서실태 조사 연구)

  • This study was carried out to survey and analyze the actual state of reading in Goyang citizens, and to utilize it as a base data for Goyang City's 2nd 'Reading Culture Promotion Plan'. To do this, including references related to reading survey and the 2021 National Reading Survey questionnaire survey questions, the questionnaires that reflected characteristics of adult and student respondents constructed. Then, the survey of 960 adults and 540 students in Goyang City conducted and analyzed the results, and several useful suggestions deduced for 'Goyang City Reading Culture Promotion Plan'. First, the category of reading materials have to be expanded from the paper media to the various media. Second, the expandation of collections in libraries and the services that will help actually buy books are necessary. Third, various reading programs should develop, and the opportunities for citizens to participate in reading and club activities through online should also be increased. Fourth, the facilities and service environments for activating reading should ensure that the accessibility of everyday life. Finally, among the existing reading culture promotion projects, the 'smart libraries', 'Inter-library loan services', 'reading and cultural programs management', and 'Goyang Book Pay' projects need to be sustained and expanded. This study is significant in that it has investigated the actual reading situation of real citizens and has converged the opinions necessary for setting the direction of the effective 'Goyang City reading culture promotion plan'.

  • This research is a case study of 'One City One Book: San Francisco Reads' (Hereafter OCOB), which is an 'One Book' community reading promotion campaign, sponsored by San Francisco Public Library in California. In this research, the objective of OCOB as 'One Book' program, the characteristics of selected books, and major programs and events from 2005 to 2024 were examined. OCOB, while sharing a typical objective of 'One Book' campaign, which pursues to form a city-wide book club and promote reading and talking about 'One Book' among citizens, selected books which reflected cultural and ethnic diversities of San Francisco and its civic identity. San Franciscans reacted to the efforts of OCOB by actively participating in programs and events and borrowing the selected books. For the past 20 years, OCOB has demonstrated the continuity, consistency, self-reliance, and independence as a 'One Book' program, which pursues to better understand diversities and integrate communities, and is expected to continue as an important initiative, which is a strategic part of 'Cultural Amplifier' and 'Community Catalyzer' for 'Vision 2030' of SFPL.

An Analysis of 'One Book, One City' Reading Campaign : Case Study of Campaigns in Korea and Other Countries ('한 책, 한 도시' 독서운동의 실행단계별 특성의 분석 - 국내외 사례를 중심으로 -)

  • In this study, examined are the characteristics of 'One Book, One City' reading campaigns conducted in Seattle. Chicago, and 'The Big Read', a nationwide 'One Book' campaign, supported by the NEA, in the U.S.A. and Seoul and Cheongju in Korea. Some differences as well as similarities were found in the goal setting, selection of books, strategies for reading and discussion, and programs of these 'One Book' reading campaigns. While, as a mass reading event, 'One Book' reading campaigns in various communities share the goal of promoting literacy and communication through reading and discussion, each 'One Book' campaign seems to show uniqueness in the criteria of book selection, reading and discussion guides, and the activities and Programs. which make up cultural contents.

The Actual Management and Vitalization Plans for Small Libraries in the Jeju Region (제주지역의 작은도서관 운영실태 및 활성화 방안)

  • This study set out to examine the actual management of 21 small libraries in the Jeju region and search for their vitalization plans based on it with a survey among practitioners. For these purposes, the investigator examined the overall real conditions of small libraries in their management and work situations covering their service hours, program management, volunteer activities, facility expansion, exchanges with common public libraries, work-related education, job priorities, promotional activities, and service for vitalization. Based on findings, the study proposed to induce local residents' interest in small libraries, expand reading culture program, secure professionalism of management manpower, recruit more management manpower, expand budgets for the management of a small library, establish a set of criteria for the expenses of management manpower, build a support center for small libraries.
