Research Data Management of Science and Technology Research Institutes in Korea (국내 과학기술분야 연구기관의 과학데이터 관리 현황)

  • As the recent research environment and research paradigm have become data-driven, Open Science, based on openness and sharing of public research results, has emerged as a global agenda for scientific research. National policies for sharing and re-use of research data from publicly-funded research are in effect globally. Therefore, in Korea, it is urgent to build policies and infrastructure for sharing and re-use of research data. In this paper, we investigate the current status of research data management of science and technology research institutes in Korea. We conducted in-depth interviews with researchers from 22 research institutes belonging to the National Research Council of Science & Technology, and 20 universities in Korea, asking about terms of creation management utilization of research data, willingness to share data, and needs for sharing and re-use of research data. From these interviews, we drew implications for open research data and future directions.

  • This study aims to discuss the paradigm shift of the right to know and to analyze the government 3.0 policies of the Park Gun-Hae's administration. The study analyzes the preceding researches on the rights to know and freedom of information. It also defines the concept of the right to know in both broad and narrow senses. Furthermore, the history of people's right to know is analyzed and divided into three different stages. Then, the outcomes and limitations of government 3.0 during Park Gun-Hae's administration are explored. As a result, the study discusses the dangers and the future tasks of government 3.0 in terms of quality, gathering, and security of public information.

  • The study aimed at exploring a direction of development of the conceptual model for organizing public digital records. First, it started with reviewing the possibility of item-oriented records and archival organization, then analyzed RIC-CM developed by ICA EGAD. Second, it investigated the hierarchies of the classes and descriptive information applied to public digital records, as well as showed the necessities of transition from paper-based model to digital-based one. Based on these, it studied to seek possibilities for organizing public digital records not by record groups but by items. Finally, this study proposed the direction of development of the next generation conceptual model for organizing public digital records.

  • 본 논문에서는 정보통신부와 정보통신연구진흥원에서 개발하여 구축한 e-DURE시스템(정보통신부 산하/유관기관용 표준업무관리시스템)의 설계와 구현시 반영된 정보교환 및 동기화 방안을 연구하여 구체적으로 기술하였다. 정부와 산하기관의 구조와 업무처리방식을 반영하여 시스템을 설계하였고, 축적되는 데이터의 실시간 공유를 위해 Web Services와 SOAP 프로토콜을 사용하여 정보를 교환하였다. 또한, 데이터의 정확성을 향상시키기 위해 유효성 검증 모듈을 설계/개발하였으며, 패키지 및 ASP시스템에서 포털시스템으로 전송하는 데이터의 오류를 찾아내어 필터링하고 동기화해 주는 방안을 구현하였다. 본 연구를 통하여, 기관간 공유하고자 하는 데이터가 실시간으로 유통되었으며 데이터의 정확성이 유지되어 업무 프로세스의 획기적인 개선이 이루어졌다.

A Study on Standardized Metadata Elements to Manage e-Mail Records (이메일기록관리를 위한 메타데이터 표준요소선정에 관한 연구)

  • The purpose of this paper is to develop standardized metadata elements of e-mail records with respect to international standards based on analyzing the Australian Government Email Metadata Standard(AGEMS) elements and Korean Records Management Metadata Standard including e-mail records. To achieve the goal, we investigated and analyzed ISO15489 and ISO 23081 which are the international standard related to records and metadata of records. Second, a case study related to the features of e-mail records produced in public institutions in Korea was performed. Third, we made a comparative study of Australian Government Email Metadata Standard(AGEMS). With the results, we proposed mandatory and optional metadata elements for managing e-mail records. Also, the DTD of proposed metadata elements were developed. The proposed metadata elements of e-mail was applied to e-mails which were produced from a administrative information system of a local government in Korea.

  • As the foundation for the Fourth Industrial Revolution, blockchain is becoming an essential core infrastructure and technology that creates new growth engines in various industries and is rapidly spreading to the environment of businesses and institutions worldwide. In this study, the characteristics and trends of blockchain technology were investigated and arranged, its application to the records management section of public institutions was required, and the procedures and methods of construction in the records management field of public institutions were studied in literature. Finally, blockchain technology was applied to the records management to propose an archive chain model and describe possible expectations. When the transactions that record the records management process of electronic documents are loaded into the blockchain, all the step information can be checked at once in the activity of processing the records management standard tasks that were fragmentarily nonlinked. If a blockchain function is installed in the electronic records management system, the person who produces the document by acquiring and registering the document enters the metadata and information, as well as stores and classifies all contents. This would simplify the process of reporting the production status and provide real-time information through the original text information disclosure service. Archivechain is a model that applies a cloud infrastructure as a backend as a service (BaaS) by applying a hyperledger platform based on the assumption that an electronic document production system and a records management system are integrated. Creating a smart, electronic system of the records management is the solution to bringing scattered information together by placing all life cycles of public records management in a blockchain.

  • In domestic public works, there are several problems in the measurement of payments based on the bill of quantity, which doesn't match with the activity progress rate, heavy paper works and complicated procedures. It can be classified formal and simplified method. By using the simplified method, it can be solved many problems by summarizing the procedure, but is not generally used. This paper proposes a payment method by progress measurement for specified activity based on WBS(Work Breakdown Structure) verifying efficiency which reduced cost account and advanced work on payment compare to method of domestic public works using the data about construction of eco-river. This method will be an important contribution on being a base for cost-schedule integrated management which were verified and also improving efficiency on measuring payment.

  • The need for the records management of administrative information dataset has led to a broad consensus among archivists and has been continuously studied. In the meantime, information technology has greatly advanced, and the development and redevelopment of information management systems have been increasing. Nevertheless, dataset management in information management system has not been practiced in public organizations. This is because it is supposed that no practical management plan exists. From the point of view that practical dataset management methods should be based on the reality of dataset creation and management environment, this study investigates various active datasets in working administrative information systems. The examples and the information drawn from the examination are expected to contribute to dataset management planning. Moreover, the research methods can be utilized in further studies.

  • 최근 사람 간 소통채널인 소셜미디어는 매스미디어 중심의 정보유통의 흐름을 바꿔놓으며 기업, 공공기관 등에서 가치를 찾는 핵심자원으로 관심을 받고 있다. 재난관리도 기존의 정부중심 대응에서 벗어나 소셜미디어, 즉 소셜 빅데이터를 활용한 국민 참여형 재난관리의 필요성이 대두되고 있다. 본 논문에서는 재난관리를 위해 실시간 소셜 빅데이터를 모니터링하는 시스템인 국립재난안전연구원의 소셜 빅보드(Social Big Board)를 소개하고, 이 시스템의 재난이슈 탐지의 정확성 향상을 위해 새롭게 개발된 재난유형별 관련도에 기반한 재난이슈 탐지기법을 설명하며 실험 및 평가결과를 제시하고자 한다.

  • 공문서는 정부가 제정한 공문서 표준 DTD 및 XML 문법에 따라 작성되고 있으나, 일반 문서와 동일하게 정부의 디렉토리시스템에 문서 단위로 저장 관리되고 있다. 그러나 구조 정보를 포함하고 있는 XML 문서를 보다 효과적으로 활용하기 위해서는 논리구조 단위로 정보를 저장 관리할 필요가 있다. 본 논문은 XML로 작성되는 공문서의 특성을 파악하여 데이터베이스로 저장할 때 적합한 모델을 제안한다. 대부분의 공공기관이 사용하고 있는 관계 데이터베이스시스템(RDBMS)을 사용하였고, 데이터 중심과 문서내용 중심의 성격을 동시에 가지는 공문서의 특성을 고려하였다. 제안하는 저장 모델은 메타데이터를 표현하는 부분은 정적인 테이블을 사용하여 구조정보와 내용을 함께 저장하고, 문서 내용 중심의 본문 부분은 분할하지 않고 저장하는 변형된 분할 저장 방식이다. 제안하는 저장 모델을 활용하면 기존 RDBMS로 개발된 여러 응용 시스템과의 연동이 가능하고, XML 데이터 저장/검색을 위한 새로운 데이터베이스시스템의 구입 없이 XML 전자문서를 효율적으로 관리할 수 있다는 장점이 있다.
