건설공사를 발주하는 공공기관은 대표이사 직속의 안전전담부서를 구성하고 있으나 순환보직 형태로 인력을 배치하여 안전보건에 관한 전문 지식이 부족하며, 여러 부서에서 안전관리 기준을 제정하거나 활동을하여 안전관리 체계에 혼선을 주고 있다. 또한 관리감독자들은 회사의 안전관리 기준을 제대로 인식하지 못하여 안전관리 활동이 원활하게 이루어지지 않고 있다. 건설공사를 발주하는 공공기관의 안전관리 활동수준을 향상하기 위해서는 안전관리 조직, 안전관리 체계, 위험성평가에 대한 개선의 노력이 필요하다.

Recently construction companies' capital condition has been aggravated due to low profit, fierce competition and market contraction. For this reason, the companies rely on public construction projects that protect construction fee by regulations. Despite these regulations, problems regarding progress payment are constantly happening. Also, insufficient analysis on interaction between contractors makes policy making difficult. Thus, in this study, interaction between contractors are quantitatively determined according to delay of application and payment based on current public construction regulations on construction stage. A system dynamics model is used, which analyzes the problems based on an interaction between contractors, and solutions for progress payment application and payment delay are suggested according to the research results.

Conflicts in public construction projects lead to increase social costs as well as construction costs and schedule delay. Therefore, it is important to evaluate the conflict in construction project and find appropriate solutions based on previous cases. In this research, the conflict factors and criteria for evaluating conflict are derived and 30 cases are evaluated by 11 conflict experts. Using k-means clustering, the cases are clustered by three clusters. The cases were analyzed according to the characteristics of each cluster and labeled as 'NIMBY and harmful facility conflict cluster', 'environmental and pollution conflict cluster', and 'PIMFY and small conflicts'. In the future, when conflict occurs in the public construction projects, the conflict can be evaluated using this clustering and the characteristics of the conflicts can be found. As a result, it will be helpful to mitigate the conflict quickly and effectively by looking for previous cases that are suitable for resolving the conflict through appropriate clusters.

Estimated construction cost is an important index to secure an optimal budget which needs to go into construction projects in the previous of basic design phase. In order for public institutions to calculate the estimated construction cost, the cost per unit area of public buildings is used. However, the current calculation method of the estimated construction cost in public buildings is impossible to reflect the characteristics of many facilities and combinations. The purpose of this study is to develop an estimation model in the previous of basic design phase for the elementary, middle and high school facilities. it is expected that it is possible to estimate the construction cost of the elementary, middle and high schools in a reasonable and reliable manner through the estimation model developed in this study.

Public rental housing is constructed, owned, and managed by the public sector. The public institution for the public rental housing controls the whole building life cycle from the construction to the demolition. The construction company for the house built for sale is strongly interested in the cost for the initial investment, while the public institution is more focused on the maintenance cost for the preservation of the buildings Nevertheless, the maintenance cost of the public rental housing has been only managed as the accounting factor without the systemic research and analysis on the actual condition. This paper shows how expenses are related to the degree of obsolescence and presents the differences of the maintenance costs by the housing area and expenditure trends (vs time) of the maintenance costs, through analyzing time series data of public rental housing maintenance cost. Further, this paper helps understanding the causes of the differences of the maintenance costs by housing areas and characteristics of the expenditure trends. After all, this paper contributes to the improvement of the reliability and the practicality for the Life Cycle Cost modeling and the maintenance cost estimating.

국토해양부는 공공공사 건설근로자에 대한 임금체불을 방지하기 위해 '건설근로자 노무비 구분관리 및 지급확인 지침'을 마련하고 지난 1월 1일부터 시행에 들어갔다. 이에 따라 공공건설공사 현장의 원수급인은 매월 하수급인이 고용한 근로자를 포함한 모든 건설근로자의 실제 근무내역을 작성해 발주자에게 노무비를 청구해야 한다. 또한 발주자는 원 하수급인이 건설근로자에게 실제 지급한 임금 지급내역을 확인한 뒤 같은 달 청구된 노무비를 지급하고, 이어 원수급인은 하수급인의 노무비 전용통장으로 이를 지급해야 한다. 아울러 발주자와 원수급인은 '노무비 알리미 서비스'를 통해 노무비 지급 사실을 해당 건설근로자에게 문자 메시지로 통보함으로써 임금지급 절차가 진행되고 있음을 사전에 근로자들에게 알려줘야 한다.

This study aims to propose a set of improvement devices for construction dispute resolution clause of public improvement project in Korea. To do so, the study addresses the system and procedure of construction dispute resolution in domestic and overseas, and reviews precedent cases, specifically focused of a selective arbitration case. In public sector's initiated contracts, the absence of c)aim procedure clause is unable to response to the claims in timely manner, and the ambiguity of clause o( selective arbitration make it difficult to resolve a dispute by arbitration. Thus, in this study alternative dispute resolutions are explored as a way to resolve various construction disputes of public-initiated project in developed countries.

토지보상관련 법을 관장하고 있는 국토해양부는 "국토기본법" 제24조의 규정에 따라 용지보상 등을 포함한 국토의 계획 및 이용의 주요시책에 관한 보고서를 매년 정기국회의 개회전까지 국회에 제출하여야 한다. 이 보고서에는 국가보상에 관한 주요통계자료가 포함되는데 이러한 공공용지의 취득 및 손실보상 실적은 보상관련 정책의 수립과 제도개선 및 부동산정책 등에 중요한 기초 자료로 활용되고 있다. 하지만 90여개 기관을 대상으로 9개 양식을 수작업으로 취합하다 보니 시간소요 및 통계오류 등이 발생할 소지가 있어 국가통계의 신뢰도가 저하될 소지가 있다. 이에 정확한 보상통계자료 제공 및 업무의 효율성 제고를 위해 공공용지 취득실적 집계 자동화방안을 제시하고자 한다.
