Since democratic transition in the early 1990s, constitutionalism is getting more important for democratic consolidation in Africa. Using Afribarometer data set, this paper explains influences on public confidence in judiciary. High levels of public trust in judiciary is a necessary condition for judicial system to work effectively in emerging democracy. Unlike existing studies focusing on the function of judiciary and legal procedures, this paper is interested in the relationship between how ordinary Africans perceive the attitudes of the chief executive toward judiciary, the rule of law, and judicial corruption and their confidence in judiciary. The results show that those who think that the chief executive is likely to respect the constitution and the judiciary, that the law applies to everyone equally, and that there are few corrupt judicial personnel are likely to show high levels of confidence in judiciary. This study argues that the tension between laws and politics have a significant influence on transitional justice in emerging democracy.

As modern society changes toward knowledge based society, the patent policy and professional manpower need to be changed because interest and importance about patent, trademarks, intellectual property right and copyright of business secret are increasing. In order to facilitate trading of the technology developed in the private sector and to promote the business, the Act of technology transfer and commercialization promotion is prepared. In the law, the article 14 says that who have expertise on commercialization of the technology transfer can be registered as a technology trader to the Minister of Knowledge Economy. For the purpose of finding improvements of the technology trader's registration system, comparison method was studied. Technology trader compare with licensed real estate agent which is similar with it in terms of trade. There are several results from this study by followings. The unique tasks of technology traders should be specified for increasing authority of technology transfer expert. Manual criteria of post management should be prepared through registration certificate management agency which operated by charging. In addition, The announcement document should be prepared carefully for necessity of announcement and registration criteria of technology trading business. These improvements are enable to motivate trading market and impact to expand the base of technology marketing and technology transfer-commercialization.

Big Data is strictly positioning one of method to deal with problems faced with mankind, not an icon of revolution in future anymore. Application of Big Data and protection of personal information have contradictoriness. When we weight more to usage of Big Data, someone's privacy is necessarily invaded. otherwise, we care more about keeping safe of individual information, only low-level of research using Big Data can be used to accomplish public purpose. In this study, we propose a method to anonymize Big Data collected in order to investigate the problems of personal information infringement and utilize Big Data and protect personal. This will solve the problem of personal information infringement as well as utilizing Big Data.

This paper seeks to analyze how the welfare state has developed both in the Kim Young Sam government and in the Kim Dae Jung government. Among other things, the two governments share some similarities: compared to the previous authoritarian governments, both of them enjoyed a high level of democratic legitimacy; the two were under pressure to win the elections to acquire and remain in power; and finally, the two tried to strengthen welfare system. But there exist more critical differences. The Kim Dae Jung government was a minority government, while the Kim Young Sam government was a majority one. Compared to the latter one, the former came to power in an extremely bad economic condition. Fortunately, however, the Kim Dae Jung government was able to enjoy a relatively high level of state autonomy resulting from an exceptional situation of foreign currency crisis. In addition, it was more reformist in policy orientation and had a more open cooperative network with civil society. All these differences added up to produce remarkable differences with regard to the improvement in welfare development. Especially, it is noted that the Kim Dae Jung government was very successful in several respects: provision of national minimum, integration of national medical insurance, development of productive welfare system, and final1y increase in welfare spending. Recently, criticisms from the opposition party, the press, and middle and upper class people mount against the Kim Dae Jung government which has made significant mistakes in instituting the separation of medical and pharmaceutical businesses. However, the important improvements in welfare institutions and programs by the Kim Dae Jung government need to be maintained to deal with all the negative effects of a naked market economy. They must also be sustained to keep alive democracy that Korean people have fought for nearly half a century.

This study aims to investigate effects of brain-based learning. 27 primary studies were selected through rigorous search process and analyzed through meta-analytic methods. Research findings are as follows. First, the total effect size was .67. Second, the effect of dependent variables was academic achievement, cognitive domain, and affective domain in order. Third, with respect to types of cognitive domain, the effect was self-regulation, creativity, competence, communication, and research ability in order. Fourth, the effect of affective domains was sociality, learning interest, and subject attitude in order. Fifth, regarding development of cognitive ability, the effect size was combined, brain training, learning environments, and right brain activities in order. Sixth, the effect of learning activities was memory improvement and attention enhancement in order.

실내공기오염 문제가 미국, 유럽, 일본 등 선진국을 중심으로 고조되면서, 최근 국내에서도 이 문제에 대해 적극적으로 논의되기 시작하였으며, 정부관련기관 및 연구기관을 중심으로 대책마련을 위한 관계법령의 정비 및 연구가 활발히 진행되고 있다. 그 구체적인 법령으로 작년(2003. 5. 29)에 환경부에서 고시한 "지하생활공간공기질관리법개정안(다중이용시설 등의 실내공기질관리법)"을 들 수 있으며, 이 법안에서는 실내공기질 유지기준 및 권고기준, 실내 공기질 공정시험법 등에 대해 공고하고 있다. 또한 건축자재에서 발생하는 오염물질에 관해서도 규정을 하고 있다. 이에 국내에서도 생산된 건축자재에 대해 포름알데히드, TVOC 방출강도를 평가, 등급화 하는 인증제도가 도입되어 있으며, 평가/분석을 실시하는 인증시험기관도 이미 몇 군데 지정되어 있는 상태이다. 학회 조직의 구성과 운영에서 민주적이고 자율적 방식을 선택하고 있음은 물론이며, 조직의모체로써 본부를 두고 필요에 따라서 국내외 지역에 지부 또는 지회를 두어 설립목적의 학술활동을 수행하는 형태가 일반적이다. 동굴의 지역적 분포 특성과 동굴마다의 고유한 특징을 고려할 때, 동굴학회의 특성상 각 지역 지부의 필요성은 절대적이라고 하여도 지나침이 없으며, 따라서 이에 대하여 우리 학회가 추구하는 동굴의 효율적 관리와 보존 방안으로 동굴관리정보시스템(CMIS) 구축을 위한 노력 경주와 그 기반형성의 지역 조직구성을 공고히 하는 일은 매우 의미 있는 일중의 하나이다. 그러므로 세계적인 화산동굴 유산을 지니고 있는 제주지역 조직구성이 모범이 될 수 있도록 강조하며, 그 추진을 희망하여 요청한다.
