This study aims to provide enhanced management strategies for information disclosure deliberative committees in the Government 3.0 era. It confirms that there has been no progress on the committees' management since the implementation of the Government 3.0 policies. On the contrary, certain retrogression aspect on the committees have been discussed. The study suggests the four alternative strategies as follows: First, the committees should be held regularly and exercise their authority for referring to discussion. Second, it must be configured that outside committee members are more than internal committee members. Also, there should not be any restriction so that external members can be a chairman. Third, the committee meetings should be in the face-to-face form in principle. The documentary deliberation could only be allowed if issues are repeated and they are similar. For this type of deliberation, the procedure and schedule should be established and complied to. Fourth, for the effective operation of the information disclosure system, department and staffing in charge are required.

This study aims to identify the work process of records managers under the Freedom of Information Act (FOI). In particular, it attempted to reveal the problems and difficulties that record managers encounter during FOI work. To do this, this study conducted in-depth interviews with 11 records managers who were in charge of records management and FOI work, and the accumulated data were subjectively analyzed. The study discussed the relationship between records management and FOI and emphasized the need for procedural improvements of the act to alleviate psychological pressure on records managers and help them focus more on the records management process itself.

인터넷의 급속한 확산과 전세계 통신서비스의 확장으로 인해 세계는 정보의 공유와 다양한 삶의 변화를 가져오고 있다. 교통수단의 발달로 전세계가 일일생활권에 접어들었다면 인터넷과 통신수단의 발전으로 인해 세계는 동일문화권을 형성하고 있다. 주체할 수 없이 수많은 정보와 서비스속에서 사고 있지만, 아직도 좀더 편리하고 안전한 정보의 공유와 윤택한 삶을 영유하기 위한 많은 문제점이 있으며, 이러한 발전 속에서 더 많은 문제점들이 나타나고 있는 것이 현실이다. 또한 이러한 문제점들을 해결하기 위한 다양한 해결책들이 쏟아져 나오고 있다. 본 고에서는다루게 될 내용은 전체적인 공개키 기반구조를 살펴보고 이를 디지털 위성방송 한정 수신 시스템에 적용한다. 공개키 기반구조에 대해서는 인터넷에서 사용자를 인증하기 위한 X.509 인증서에 대해 살펴보고, 인증서를 이용한 서비스에 대해 살펴본다. 또한 최근 각 나라별 공개키 기반구조 표준안의 진행 상황을 알아보고 IETF PKIX 표준안으로서 공개키 관리 프로토콜, CRL CRL 확장, 인증서, 그리고 인증서 확장에 대해 살펴본다. 곧 실현될 디지털 위성방송의 유료화 서비스는 가입자 인증과 서비스에 대한 접근 통제가 가능해야 한다. 따라서 가입자에 대한 관리부분에 공개키 기반구조를 적용함으로써 가입자에 대한 인증과 서비스 및 접근 통제를 가능하게 한다.

This study aims to shed light on the relationship between information official disclosure and records management in the local government's authority regulations. To that end, analyzed 337 local autonomy laws found in ELIS and the Ministry of Office of Legislation. As a result, it found a link between the 'Public Records Act' in terms of 'records preservation (making minutes)', 'information disclosure procedures for transferred records,' and claims receiving department. 'Record keeping (written minutes)' was similar to that of the 'Public Records Act,' and the 'Claims Receiving Department' mentioned 'Record Management Department.' However, the 'Claims Reception Department' had a strong characteristic of the civil service department, and the 'Public Record Act' did not specify the clause in terms of 'minutes of the minutes.' 공개 키 암호 알고리듬은 사용자의 공개키가 그 사용자와 대응되는지 를 확인할 수 있는 방법이 필요하다. 이를 해결하기 위해 사용자들이 신뢰할 수 있는 인증기관에서 각 사용자의 공개키의 확인서를 발급한다. 그러나 비밀키의 노출, 사용자의 자격의 박탈 및 유효기간의 만료 등으로 인하여 확인서를 취소하여야 할 경우가 있다. 따라서 각 사용자는 상대방의 공개키가 유효한 것인지를 확인하여야 한다. 본 고에서는 지금까지 제시된 공개키 확인서의 취소 여부를 확인하는 방법들을 분석하고 효율적인 방법을 제시한다.

공개 소프트웨어의 도입은 기업의 경쟁력을 강화하고 생산성을 제고하는 측면에서 최근 각광받고 있는 솔루션이다. 이러한 공개 소프트웨어의 도입은 적절한 근거 및 도입에 대한 안정성과 비용절감에 대한 정량적인 평가가 이루어지지 않았기 때문에 공개 소프트웨어의 확산에 장벽으로 작용하고 있으며 합리적인 소프트웨어 선택에 대하여 제약을 받고 있다. 따라서 공개 소프트웨어 도입에 대한 적절한 근거를 제시함으로써 공개 소프트웨어 도입시 발생되는 다양한 문제를 고려하여 효과적으로 도입할 수 있도록 정책을 제안하였다.

최근 정보처리기술의 비약적인 발전은 소셜미디어를 통해 생산되는 종합정보의 처리를 용이하게 하였으며 광역적 의사소통을 가능하게 하였다. 이와 같은 기술의 발전을 재난관리에 적극 활용하려는 움직임이 확산되고 있으며, 이는 국내외의 여러 사례들을 통해 그 필요성이 입증되고 있다. 본 연구에서는 국립재난안전연구원에서 개발한 실시간 소셜 빅데이터 모니터링 시스템인 '소셜빅보드(Social Big Board)'를 활용하여 대상 기간 동안의 지역별 위치공개 트윗 현황을 조사하였다. 이를 위해 전체 재난 안전관련 트윗 중 위치정보공개 트윗을 대상으로 분석을 수행 하였으며 그 결과, 분석기간에 따른 전체 트윗과 지역별 위치정보공개 트윗은 재난상황의 발생과 피해규모에 따라 발생의 정도가 다르게 나타나는 것을 확인하였다. 향후, 재난 안전과 관련된 위치정보공개 트윗의 지속적인 모니터링 수행을 통해 신뢰성 있는 재난 대응체계 구축이 가능할 것으로 기대된다.
