'Dual Transformation' of Freedom of Information Movements and Civic Participation (정보공개운동의 '이중적 전환'과 시민참여 : <참여연대 정보공개사업단>과 <투명사회를 위한 정보공개센터> 비교를 중심으로)

  • This paper aims-through comparative research on two organizations and use of political process theory-to analyze the historical development of, current issues related to and the characteristics of the new transformation of the Freedom of Information Movements (FOIMs) in South Korea. In the ten years since the Freedom of Information Act (FOIA) took effect in 1998, Korean FOIMs have developed along the following course: 'emergence' (1998), 'expansion and extension' (1999-2004), 'institutionalization and retro-institutionalization-' (2005-2008). Specifically, in the early stage of FOIMs, the Freedom of Information (FOI) department of the People's Solidarity for Participatory Democracy, established in 1998, had led the FOI movement by initiating reform of the FOI institution and advocating an end to old practices. Paradoxically, however, following the institutional progress of FOI under the Roh Moo Hyun government, the vitality of FOIMs seemed to be weakening. And under the Lee Myung Bak government, which is showing regression in both the FOI institution and practices, the 'dual transformation' of the FOIMs is being led not by old groups but by new ones. The Center for Freedom of Information and Transparent Society(CFOI), which was founded in 2008, has journalists, researchers of archival studies, citizens, lawyers and nongovernmental activists as members. Through its blog style Homepage, countless reports are becoming "open to the public" and "share with the public." And its various civic education programs are interactive bridges which enable mutual communication between the Center and citizens. CFOI is expanding the FOI movement in different ways than the traditional activists such as the FOI department of the PSPD department, which worked through methods such as policy proposals, disclosing information litigation, comments and public statements, and hosting forums. CFOI is leading the 'dual process of transformation' of FOIMs, namely the transformation from an 'advocacy' movement to an 'empowerment' movement and transformation of the FOI movement's framework from "open to the public" to "share with the public."

  • With advances of information technology (IT) and the Internet, it became much easier to search and collect information through many different types of web search engine. Such information only restricted to the intelligence services became available to the public, and the increased open source changed the intelligence collection activities of governments. Open Source Intelligence (OSINT) was introduced to organize and analyze the large volumes of information. OSINT is actively used after the 9/11 terrorist attack, and the United States government invest a huge amount of budget to conduct research and develope technology about OSINT. Although many Western countries recognize the importance of OSINT and deal with open source as priority, South Korea has not fully understand the important role of OSINT. Therefore, this study introduces the fundamental principles of OSINT and provides practical examples of OSINT usage. OSINT is an effective source to prevent terrorist attacks as well as a variety of crimes. Extensive discussion and suggestions for future usages are provided.

  • 공개소프트웨어는 우리나라와 같이 몇 개의 다국적 기업의 소프트웨어에 종속된 국가에서 원천기술을 확보할 수 좋은 근원이다. 2007년에 개정된 중학교와 고등학교 정보 교과에서는 7차 교육과정 개편에 없는 내용이 추가되어 공개소프트웨어를 활용할 필요성이 그전에 비해 많이 높아졌다. 이에 본 연구에서는 2009년부터 중학교 1학년부터 단계적으로 적용될 새로운 정보교과의 교육과정을 소개하고, 공개소프트웨어를 활용하는 방안을 제시한다.

  • 최근 이슈가 되고 있는 클라우드 컴퓨팅, 빅데이터, 모바일 등 다양한 분야에서 공개SW 기반 시스템을 도입하여 적용하는 사례가 증가하고 있으나, 수많은 공개SW 중 신뢰성 있는 솔루션을 선택하는 것은 많은 시간과 비용이 발생한다. 이에 공개SW 도입 시 고려해야하는 항목을 도출하여 선정지표를 개발하였으며, 실제 공개SW 도입을 위한 조사 및 선정 단계에서 선정지표를 활용하여 업무 적합성, 성숙도 등을 고려한 최적의 공개SW 선정할 수 있는 기준을 제공하고자한다. 또한 선정지표를 활용하여 WEB, WAS, DB 등 공개SW 솔루션에 대한 평가 사례를 살펴보고, 향후 선정지표를 활용할 수 있는 방안을 제안한다.

  • 공개키 암호 알고리즘은 암호화에 사용되는 공개키와 복호화에 사용되는 비밀키가 서로 다르며, 공개키는 공개되고 비밀키는 비밀로 유지되어 소유자만이 알고 있다. 이러한 알고리즘의 암호화 함수는 한 방향으로의 계산은 매우 쉬우나, 특별한 정보 없이 반대 방향으로 계산하는 것은 매우 어려운 성질이 있도록 하기 위하여 계산상 풀기 어려운 문제에 기반하여 연구되고 있다. 본 논문에서는 정수계획법에 기반한 계산상 풀기 어려운 문제를 이용하여 새로운 공개키 암호 알고리즘을 제안한다. 먼저 정수 계획법에 대하여 소개하고 비밀키와 공개키의 생성 과정을 보인다. 공개키로 이용되는 행렬을 평문에 곱하여 암호문을 만들고 공개키와 비밀키의 생성 과정을 보인다. 공개키로 이용되는 행렬을 평문에 곱하여 암호문을 만들고 공개키와 비밀키를 이용한 복호화 행렬을 이용하여 평문을 복원한다. 이 알고리즘의 키 생성 방식은 기존의 배낭꾸리기 암호 시스템의 방식과 유사하지만 배낭꾸리 시스템의 비밀키에서 나타나는 취약점을 보완하였다.

Analysis of University Information Disclosure Services in the Co-operative Universities for Operating the Information Disclosure System (대학정보 사전공개서비스 운영분석 - 대학정보공시 운영협력대학을 중심으로 -)

  • The research aims to analyze current university information disclosure services in the perspectives of both university records management and services and to recommend ways to improve the current university information disclosure systems and services. The research collects and analyzes various raw data such as laws, guidelines, and manuals of university information disclosure services and the portal site of 'Higher Education in Korea' also known as 'dae-hak-al-ri-mi', and data on each homepage of 40 cooperative universities selected as the research sample. At the result, the research found some limits in the current operation of university information disclosure services: first, the information posted on the university disclosure information system is mostly focused on administrative information rather than information related to research or education within universities. Second, there are the high rate of error and frequent modification in the information posted on the disclosure information system. Third, the menus on both the information disclosure system and homepages of each cooperative university are useless or contents of the menus are empty. The research suggests some solutions to improve these problems: it is required to make up the current legal systems for university information disclosure services and to cooperate all organizations and universities related to university information disclosure services within the united system and rule. Also, it is crucial to attach the metadata of the disclosed information when to post the information to the university disclosure information systems. Finally, it is necessary for each university to employ archivists not only to develop qualified university records to maintain the unique roles and value of universities but also to disclose reliable and authentic information to users and manage the university information disclosure systems effectively and efficiently.

  • 탄소정보공개프로젝트 (The Carbon Disclosure Project, 이하 CDP라 칭함)는 투자자를 대신하여 주요 기업의 온실가스 관련 정보를 공개하도록 요구 하고 공개된 정보에 근거하여 각 기업의 온실가스 관련 리스크를 파악하여 투자 결정의 자료로 이용하고자 하는 영국에 본부를 둔 비영리 민간기구이다. 특히 지난해부터 CDP 한국위원회가 정식 활동을 시작하면서 국내에서도 관심을 끌고 있다.

A Study on the Necessity of a Series of Charges in Information Disclosure for Work Improvement: Comparing the Cases of the United States (정보공개 전담 직렬의 필요성과 업무 개선방안에 관한 연구 - 미국의 사례를 중심으로 -)

  • The objective of this research is to search for measures to properly respond to the greatly increasing demands of complex information disclosure. At present, South Korea makes the deployment of records managers at public institutions mandatory through the Records Act. Records disclosure goes beyond simply deciding on the revelation and private usage of records, and requires the professionalism of institutions such as task knowledge and law-related knowledge. However, most records managers lack professionalism in the task of records disclosure despite achieving such in their regular work of managing records. As a countermeasure for such issues, this research is proposing the introduction of a series of exclusive charges in records disclosure named the Government Information Specialist, which professionally manages the records disclosure of the US government. In addition, to understand the demand of such, surveys and interviews of records managers who undertake both records management and records disclosure tasks at a South Korean public institution was also conducted.

  • This study aims to present the reorganization plan for the effective operation of the Information Disclosure System by researching on problems with regard to the system's actual operation. For that purpose, this study has examined issues by conducting an investigation regarding a survey by personnel in charge of the system as well as the status of the Information Disclosure System in central administrative agencies. By examining the issues presented, a number of problems were identified for which this study suggests plans for solutions. The solutions proposed in this study are as follows: a) all agencies must establish a department dedicated to information disclosure and improve their system to meet any increase in the amount of work by flexibly allocating human resources according to the workload, b) a uniform and standardized operation guide must be created, c) education programs with regard to the original Information Disclosure System should be expanded, and d) so on.

  • With the development of the Internet and Information Communication Technology, there has been an increase in the amount of Open Source Intelligence(OSINT). OSINT can be highly effective, if well refined and utilized. Recently, it has been assumed that almost 95% of all information comes from public sources and the utilization of open sources has sharply increased. The ISVG and START programs, for example, collect information about open sources related to terrorism or crime, effectively used to detect terrorists and prevent crime. The open source information related to the cyber attacks is, however, quite different from that in terrorism (or crime) in that it is difficult to clearly identify the attacker, the purpose of attack, and the range of damage. In addition, the data itself of cyber attacks is relatively unstructured. So, a totally new approach is required to establish and utilize an OSINT database for cyber attacks, which is proposed in this paper.
