A Study on a Roadmap for Establishing Spatial Information in the North Korean Region through Analysis of National Infrastructure Priorities - On the Premise that the North Korean Region is Accessible - (국가인프라 우선순위 분석을 통한 북한지역 공간정보구축 로드맵 연구 - 북한지역 접근가능을 전제로 -)

  • This study collected and analyzed case studies related with the use of spatial information in North Korea to prioritize construction and required supporting processes in order to propose a short-term and long-term road map for the establishment of spatial information in North Korea. Recent research cases related to the prioritization of spatial information development were analyzed, and priority for the construction of infrastructure was derived based on the interconnectedness and relationship of national infrastructure. Due to the inaccessibility and remoteness of North Korea, all of the five studies determined priorities according to questionnaires and consulting of refugees and knowledgeable figures by expert groups. In summary, priority was given to unarmed and transborder areas, major cities, special zones, and development zones, while in terms of facilities, priority was given to power communication, railroads, water and sewage architectural buildings, roads, and dams. In the case of prioritizing the establishment of national infrastructure for the unified Korean Peninsula, the development of major areas, ports, and the related city-level spots to develop a line that promotes the sharing of routes such as transportation networks, water, and energy, thus leading to a scenario involving the development of cotton at an urban and national level.

  • 국가지리정보체계의구축및활용등에관한 법률(이하 NGIS법)에 따라 국가GIS의 효과적인 구축 관리 및 활용을 위하여 기본지리정보가 구축되고 있다. 기본지리정보는 국가공간정보기반으로서 기본이 되는 데이터이며, 법적 근거에 따라 중첩활용이 가능해야 한다. 따라서 본 논문에서는 기본지리정보 중첩활용성 제고를 위하여 지리정보 중첩활용에 대한 수요를 조사 및 분석하였다. 설문 응답자는 민간기업이 38.2%로 가장 많았으며, 교육기관, 정부투자기관, 연구기관, 중앙행정기관, 지방자치단체의 순으로 조사되었다. 기본지리정보 활용목적은 기술관련 업무용으로 가장 많이 사용하였으며, 연구관련 업무용, 부가가치생산용의 순으로 나타났다. 기본지리정보 활용 우선순위는 교통분야가 가장 높았으며, 지적분야, 공간영상분야, 지형분야의 순으로 나타났다. 기본지리정보 상호간 중첩활용수요는 교통분야가 가장 높고, 지적분야, 공간영상분야, 지형분야의 순으로 나타났다. 기본지리정보 상호간 중첩활용 수요에 있어서도 '교통-시설물' 중첩활용수요가 가장 높았으며, '행정구역-교통', '행정구역-지적', '행정구역-시설물' 등의 순으로 나타났다. 기본지리정보 중첩활용을 위한 요구사항을 1순위부터 5순위까지 조사한 후 가중치를 부여하여 합산한 결과 데이터품질이 가장 높았으며, 데이터포맷, 데이터모델, 데이터구축지침, 데이터생산사양의 순으로 나타났다. 이러한 수요조사 결과를 기반으로 향후 기본지리정보 중첩활용성을 제고하기 위한 시범구축 등을 수행하여 사용자의 수요를 만족시킬 수 있는 상호호환성이 확보된 기본지리정보의 공급이 요구된다.

  • 과거 시간, 인력, 비용절약 등의 능률 우선과 양적 팽창의 성장 추구에 의하여 개발자체가 우선순위를 갖게 됨에 따라 유지관리분야는 그 중요성이 인정받지 못하고 소홀히 대하여 왔다. 하지만 건설이 일정 수준에 도달하면서 건설과 유지관리는 동등한 비중을 갖게 되며 복지 사회로 접어들면서 개발보다는 유지관리부분이 더 중요하게 인식되었다. 본 연구에서는 건축물의 유지관리를 위한 전문가적 정보시스템을 Mobile GIS를 적용하여 구축함으로서 기존의 건축물 유지관리업무의 한계성을 벗어나 현장에서 직접 데이터를 검색, 저장, 관리하여 신속하고 경제적으로 건축물을 모니터링 할 수 있는 방법을 제시하였다. 본 시스템이 구축되어 응용분야에 적용되면 급변하는 현장 상황에 적절하게 대처가 가능하며, 실시간 데이터 베이스의 갱신과 구축이 가능하게 될 것이다.

  • In order to support effective decision-makings related to greenery planning, this study construct a fundamental database about greenery information for Seoul metropolitan area using GIS and Remote Sensing. Greenery evaluation index consists of ecological/ environmental, utilization, social condition value which are used to determine the development priority of undevelopment parks. These indexes will also be utilized for the green area conservation classification for Seoul metropolitan area. This study is a part of previous project called "Management Policy of the Total Amout of Greenery", which was conducted in Seoul Development Institute.Institute.

  • 우리나라는 현재 개발되어 적용되고 있는 홍수피해잠재능(Potential Flood Damage, PFD) 산정방법은 잠재성요소(인구, 자산, 사회기반시설, 도시화율)와 위험성요소(홍수피해액, 확률강우량, 외수방어능력, 댐 및 저수지, 내수방어능력)로 산정 후 지역평가를 통해 그룹(A,B,C,D)별로 평가하고 있다. 하지만, 홍수피해잠재능(PFD) 산정인자가 많아 자료조사 및 구축에 많은 시간이 소요 되며, 인자별 다양한 공간적 범위로 인해 실무 적용에 어려움이 있다. 또한, 소구역 단위 평가로 인해 하천의 침투 특성을 반영하지 못하여 하천 주변의 중요도 평가가 미흡한 실정이다. 이를 위해 본 연구에서는 중요도 분석 인자 단순화를 통해 자료 조사 및 구축 시간 단축과 더블어 위험성요소를 내포하는 홍수위험지도 사용을 통해 작업을 간소화하고, 하천 주변까지 고려하여 중요도 평가하는데 목적이 있다. 본 연구에서는 낙동강권역을 대상으로 홍수위험지도 및 중요도 분석 인자(인구, 자산(공시지가), 시회기반시설(도로,철도), 도시화율(시가화지역)) 공간정보를 구축하였고, 점수할당법에 의한 인자별 중요도 분석 및 상관성 분석을 통해 피해우선순위를 분석하였다. 분석결과, 인구·자산(공시지가) 인자가 높은 구역이 대체로 사회기반시설 연장 및 도시화 면적이 높게 나타났으며, 하천의 치수단위 구역별 중요도 분석시 인구·자산(공시지가) 두가지의 인자로도 치수안전도 결정에 활용이 가능할 것으로 판단된다.

  • Standards are essential to facilitate the efficient use of GIS data. International Standards such as ISO TC211's 19100 series and various technical specifications from OpenGIS Consortium are some of the examples of efforts to maintain the interoperability among GIS applications. This paper aims to provide the effective policy directions that can increase the use of GIS standards by providing the comprehensive list of priorities in developing GIS standards. This paper reviews the current status of the use of GIS standards in the field and analyses the use pattern. Also this paper examines the need for revision of the existing standards and new standardization efforts based on the current status of International Standards. Based on the analysis of the use pattern of the current GIS standard, this paper suggests a policy directions which emphasizes the need for more efforts in standardization of geographic information services standards and more coordination among all standard-related stakeholders in government and industry.

Utilizing Spatial Big Data for Land and Housing Sector (토지주택분야 정보 현황과 빅데이터 연계활용 방안)

  • This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

  • In 1995 of May, the Ministry of Construction and Transportation (NOCT) developed the First Nation-wide Master Plan of GIS. It is set up in response to an increasing and various demands on spatial informations. Until now, a set of diverse projects related to spatial information have been proposed and executed. However, cost-benefit analysis of investment and decision making for alternatives have not been carried out appropriately because scientific evaluations for obtaining efficiency and economical validity of investment have been deficient. Optimum decision making for projects based on itemized priority order using effect or cost of proposed alternative plan is a fundamental expedient for demonstration of propriety of projects and enhancement of efficiency of investment. From such understanding, this paper applied the analytic hierarchy process (AHP) technique to the cost required to construct a GIS so that analyze the weight of each cost factor.

  • This study analyzes the key factors of 3D spatial information in accordance with the establishment of aerial and ground equipment fusion, and the quality improvement solutions are delivered from the preference survey. Furthermore, it investigates the factors affecting the quality of the individual technical elements through the establishment of three-dimensional spatial information. It is for identifying the priority which needs to be improved, and this data will be used to identify the evaluation for factors, the technology development and its application. For this purpose, the presence or absence of equality is judged by the quantitative techniques through the preference survey of the gap between the experts of spatial information and survey and the general users who have experiences on 3D spatial information.

Development and Application of National Environment Atlas Using Environmental Spatial Information (환경공간정보를 활용한 국가환경지도시스템 구축 및 활용 방안)

  • Unlike traditional environmental problems, current environmental problems occur due to by complex reasons. These complexities highlight the importance of precise spatial based analysis and expeditive use of environmental information when an environmental problem arises. However, the traditional environmental information has many problems because they are mainly numerical based and scattered in various systems. To overcome these problems, providing integrated environmental spatial information is important. Thus, a research was conducted on establishing national environment atlas system and its implications for policies. Firstly, this study selects 275 out of 2,701 materials and information from Ministry of Environment and related organizations. Secondly, total 64 thematic maps specific business support are Produced to support establishment and implementation of environmental policies. In addition, the produced thematic maps are privatized. Thirdly, the study analyzes total 17 systems and environmental thematic maps of Ministry of Environment and relevant organizations to connect the information on the business support thematic maps. As a result, 1,314 applicable spatial information and 39,331 applicable database based on spatial information based are selected, and a standardization plan is established. Fourthly, the study suggests a stepwise implementation plan for developing a national environment atlas system. The development of national environment atlas system will help establishing an environmental policy based on more relevant and accurale information.
