생산의 해외전개와 산업 재구조화: 창원 지역의 사례

  • 이 글은 한국의 대표적인 기계산업 집적지인 창원 지역에서 최근 급증하고 있는 제조업 해외직접투자의 유형과 그것이 지역 산업에 미치는 영향을 탐구하고 있다. 분석은 생산의 해외전개가 지역 고용에 '어떠한' 영향을 '어떻게' 미치는지 그 기제와 문제점을 조명하는 데 주안점을 두고 있다. 창원의 해외직접투자는 대기업뿐만 아니라 중소기업이 투자 주체가 되어 중국을 중심으로 한 아시아지역을 대상으로 급속도로 늘어나고 있다. 해외직접투자는 지역제조업체들을 글로벌 생산네트워크로 편입하고 사회적 분업체제를 개편하고 있다. 해외투자의 급증으로 지역내 투자는 부진하나 그럼에도 불구하고 산출과 고용이 성장세를 유지하고 있고, 지역수준에서 제조업 공동화가 발생했다고 할 수는 없다. 그러나 저임활용을 겨냥한 생산의 해외전개 추세가 지속된다면 업종별 공동화의 우려가 현실화될 가능성이 있다. 생산의 해외전개는 원하청기업간 관계에서 기술력이 부족한 중소하청업체들에 대하여 단가 인하의 압력을 가중시키고, 노동자들에게는 고용불안, 임금 등 근로조건을 저하시키는 방향으로 사회적 분업의 개편을 가져온다.

Analysis of the Impact on the Re-Employment of the Persons with Disabilities (장애인의 재취업에 영향을 미치는 요인 분석)

  • The objective of this study is to find out what factors affect the persons with disabilities who want to seek jobs again and to propose the policy for the re-employment support for the persons with disabilities based on the results of analysis. The disabled employment panel data were analyzed for this study. This study used a logistic regression analysis. This study tells that factors which affects the re-employment of the persons with disabilities are gender, education, chronic disease status, and the help of others in daily life status, employment discrimination experience, and the type of employment. From the gender perspective, whereas men are in favor of re-employment in the clerical work, women are in favor of re-employment if they don't have a spouse or receive employment services. Through these analysis, it is proposed that policies for the specific female employment support and for the promotion of the entry into decent jobs, measures for the elimination of job discrimination and linkages with the employment of the persons with disabilities and medical/health sector.

  • 요오드나 세순 같은 핵종들은 고용해도 핵 종들로서 사용 후 핵연료 내 피복관 이나 연료 결정 경계면에 위치하고 있다가 고준위 방사성폐기물 처분 후 지하수가 용기를 부식시키고 용기 내부로 침투하면 고용해도를 가지고 유출된 후 공학적, 천연 방벽을 통해 최종적으로 유출되게 된다. 본 연구에서는 한국원자력연구소에서 개발한 MASCOT-K글 이용하여 고용해도 핵 종들이 조화 유출과 고용해도 유출할 경우 유출 량을 평가 분석해 보았다. 평가 결과 요오드와 같은 고용해도 핵 종인 경우 전체 핵 종 재고량의 최대 10%만이 고용해도 유출을 하지만 그 영향은 조차 유출에 비해 훨씬 중요한 것으로 판명되었다. 이러한 결과를 바탕으로 현재 국내 고 준위 처분 환경에서 보수적인 시나리오로 주목받고 있는 우물 굴착 시나리오를 대상으로 우물까지의 거리 등 입력 자료의 불확실성을 평가해 보았다. 36,000 톤의 사용 후 핵연료를 처분 대상으로 했을 때 성능 평가 결과는 현재 처분 개념이 안전함을 입증한다.

The Effect of the Minimum Wage on Employment Using Instrumental Variable (도구변수를 이용한 최저임금의 고용효과)

  • This study analyses the effect of a minimum wage on employment by using the government's progressiveness as an instrumental variable. The Ordinary Least Squares regression (OLS) can result in upward biased employment effect due to the endogeneity among variables. Therefore, it is necessary to analyse the casuality that removed endogeneity between variables by using proper instrumental variables. The analysis using instrumental variable shows that the growth of the increasing rate of the minimum wage reduces employment. The negative effect of employment depending on the increase of minimum wage corresponds with the predictions of Neoclassical Economics.

Analysis of Employment Effect of SMEs According to the Results of Technology Appraisal for Investment (투자용 기술평가 결과에 따른 중소기업의 고용효과 분석)

  • The purpose of this study is to confirm whether the current technology appraisal model for investment, which is designed to identify high-growth SMEs in sales, which is one of the characteristics of gazelle companies, has the possibility of expanding employment effects. For SMEs classified as technology investment adequate firms(TI1-TI6) through technology appraisal for investment between 2016 and 2018 were targeted. At this time, the employment effect was analyzed by dividing the absolute employment effect and the relative employment effect. As a result of the analysis, it was confirmed that the technology appraisal items for investment defined as innovation characteristics did not have significant explanatory power for the absolute employment effect. However, for the relative employment effect, among innovation characteristics, technicality(TC) was found to have significant explanatory power, and this is because the item appraised based on future growth potential. In particular, the relative employment effect is meaningful in terms of the actual employment effect, and the conclusion is drawn that the current technology appraisal model for investment is an appraisal model with the possibility of expansion in terms of employment effect.

Changing Industrial Structure and Employment of Older Workers (산업구조의 변화와 고령인력의 고용)

  • This article investigates the patterns of workforce aging in each industry, and examines how changing industrial structure affected the labor-market demand for and employment security of older workers in Korea. The relative size of the industries that are major employers of older workers has relatively declined since 2001, resulting in a decrease in labor-market demand for aged persons. Changes in industrial structure that occurred during the last decade have also brought an overall deterioration in the extent of employment security of older workers. These results suggest that the economic environment surrounding policies aimed at encouraging the employment of older workers is not entirely favorable. This paper also points out that policy makers need to consider that employment conditions of older workers are highly heterogenous across industries.

  • This study examines the mediating effect of Organizational Citizenship Behavior in the relationship between Job Insecurity and self-reported Job Performance. 207 employees from 4 Railroad Organizations (Korail, Seoul Metro, Incheon Metro, Metro 9) are selected as the main target of this study. Based on advanced researches, hypothesizes are developed and according to received questionnaires, SPSS 18.0 is used for testing empirically. Result shows that with Mediating variable OCB, Job Insecurity is negatively associated with self-reported Job Performance. And because OCB is complete mediating in the relationship between Job Insecurity and self-reported Job Performance, actually, OCB is shown to play a very important role in Job Insecurity.

  • This study examines the relationship of disability acceptance, interpersonal skill with job satisfaction to improve the job satifaction of the disabled in wage work. The study also examines the moderated effect of employment type and the mediated effect of interpersonal skill. the research used data from the 2nd wave of the Panel Survey of Employment for the Disabled(PSED) in Years 1-4(2016-2019), AMOS 22 was to analyze the paths between variables. The result of the study are as follows. First, The job satisfaction of the disabled in wage work differed significantly in educational background, age group, and working period. But, there was no significant difference in gender. Second, disability acceptance has been shown to have a significant positive effect on job satisfaction. Third, interpersonal skill have been shown to have a positive mediated effect in the relation between disability acceptance and job satisfaction. Fourth, the relation between disability acceptance and job satisfaction revealed that employment type have a negative significant moderating effect. Based on the result, Welfare practices for disability acceptance, interpersonal skill, and employment were proposed in order to promote job satisfaction for the disabled.

Analysis of Employment Effect of the Minimum Wage Using Time Series Data (시계열 자료를 이용한 최저임금의 고용효과 분석)

  • We analyze the effect of the minimum wage on employment using time series data forr groups of individuals most affected by the minimum wage: young males (18 to 24 years old), young females (18 to 22 years old), old males (60 years and older) and old females (60 years and older). Our findings are as follows. First, a unit root test says that the variables like minimum wages and employments are non-stationary variables and they have cointegrational relations each other. It says that in this case, VEC is more suitable than OLS or VAR. Second, an increase of the minimum wage is found to have a weak but persistently negative effect on employment.
