The Effect of Non-regular and Female Employment Rate on Total Fertility Rate(TFR) in OECD Countries (비정규직 고용률과 여성 고용률이 출산율에 미치는 효과: OECD 국가를 중심으로)

  • This study aimed to analyze effects of non-regular employment rate and female employment rate on fertility rate in OECD county. We adopted dynamic panel model after classifying OECD county to high and low fertility rate. The results of analysis showed that the higher non regular employment rate, the lower female employment rate, and the lower economy growth rate decrease fertility rate especially in low fertility rate country. While, only the higher house rental decrease in high fertility country. This results indicate that low fertility country including Korea should improve a labor policy such as strengthening employment security and encouraging female employment to increase fertility rate.

The Effect of Firm Characteristics on the Female Employment Ratio (기업특성이 여성고용비율에 미치는 영향)

  • This study examined the effects of the firm characteristics of the manufacturing industry on the female employment ratio. Three hypotheses regarding female employment ratio, were tested for 5,729 firms that could use financial data among the firms listed on the KOSPI from 2011 to 2019, in terms firm size, listing period, and foreign ownership. Follwing the analyses, three hypotheses were mostly adopted. It was found that as the size firm and foreign ownership ratio increased, the female employment ratio increased in the number of regular and permanent contract employees, fixed-term employees, and total employees. As for the listing period, the higher the value, the lower the female employment ratio in the number of regular and permanent contract employees, fixed-term employees, and total employees. These research results may be used as basic data for gender equal employment policies such as Affirmative Atcion for Gender Equal Employment.

The impact of external workers on the employment performance (간접고용이 고용성과에 미치는 효과)

  • This paper explores the impact of the external workers on employment performance in Korea, using Workplace Panel Survey (WPS). I find the use of external workers, e.g., temporary agency workers, in-subcontract workers, and contract workers, is mainly negatively related with employment performance. Especially the use of in-subcontract workers and contract workers is negatively related with the job creation rate of standard workers and the net growth rate of internal workers. The results show the existence of a substitute effect between the use of internal and external workers.

Determinants for the Employment of the Disabled: Focusing on Differences by Age Group (장애인 고용의 결정변인: 연령집단별 차이를 중심으로)

  • This study aims to overcome the limitations of prior studies that have failed to take into account the impact of psycho-social factors on the employment of people with disabilities as well as the differences in employment by life stage. This study employs a research model that includes psycho-social factors along with human capital to examine how the determinants of employment differ for the disabled by life stage. The analysis in this study takes the form of logistic regression, using data from the fifth wave of the Korea Welfare Panel Survey. Analysis results show that the employment probability of young people with disabilities is significantly associated with their experience of discrimination, with their chance of employment decreasing when they have more experience of discrimination. Middle-aged people with disabilities are more likely to be employed when they have a lower level of education, a better health condition and a higher level of labor ability. For the disabled elderly, their labor ability is the only factor affecting their possibility of employment; they have a higher chance of getting a job when they have a higher level of labor ability.

The Job Creation Effect of Government R&D Expenditures in Korean Manufacturing Sector (정부연구개발투자의 제조업 고용창출효과에 관한 실증분석)

  • The objectives of this paper are to analyze the effect of government R&D expenditure on employment in the Korean manufacturing sector in which employment is rapidly declining. According to the results of our empirical analysis, government R&D expenditure decreases the level of employment in Korean manufacturing sector in short term period, but it has positive effect on employment by compensation effect in the middle and long term period. Second, the effect of private R&D expenditure on job creation is three times larger than that of government R&D expenditure. Third, costs of labor and capital has negative effect on employment. This study is believed to help understanding the relation between R&D expenditure and employment, and providing policy implications of how to plan and manage government R&D expenditure as a tool of job creation.

The Achievement of The Employment-oriented Welfare State (고용중심 복지국가의 고용과 재정 성과)

  • This study explores the effectiveness of employment-oriented welfare state by analyzing the mediating role of employment rate on the relationship between public welfare effort and fiscal soundness. Notably, this study considers the quality of employment into the analysis: part-time work, involuntary part-time work and low-wage work in analysis. The data sample consists of 18 OECD countries which initiated employment-oriented welfare strategy after the crisis of welfare state. An analysis was conduct based on Baron & Kenny(1986)'s method and panel two-stage model to handle the endogeneity problem. The results show that while the high level of public welfare effort negatively affects the fiscal soundness if it contributes to boosting employment rates, it has positive effects on the fiscal soundness. However, when the incidence of involuntary part-time employment and low-wage employment is high, the mediating impact of employment rate on the fiscal soundness disappears. This study argues that unless the quality of employment is taken into consideration, the positive effect of employment-oriented welfare state strategy to improve the fiscal soundness is not fully guaranteed.

Impacts of Employment Continuity on Life of the Elderly Participating the Senior Employment Project (노인일자리의 고용유사성이 참여노인의 삶에 미치는 영향)

  • This study started from a question about the causal relationship between employment continuity and quality of life of the elderly participating the Senior Employment Project. Based on Continuity theory and Similarity Model, this study investigated that direct impacts of continuity of employment on depression and life satisfaction and indirect impacts on depression and life satisfaction through job satisfaction and self efficacy. The study was designed as a social survey research. Data from 700 participants of the senior employment project was analyzed. The results revealed that only continuity of type of employment directly impacted on life satisfaction, and continuity of salary and expressed importance on continuity of employment indirectly impacted on depression as well as life satisfaction through self efficacy.

법정근로시간 단축이 실근로시간, 고용, 실질임금에 미친 영향

  • 1989~91년과 2004~7년에 이루어진 법정근로시간 단축이 실근로시간과 고용, 실질임금에 미친 영향을 분석했다. 통상적인 회귀분석과 벡터오차수정 모형을 병행해서 추정한 결과 확인된 사실은 다음과 같다. 첫째, 법정근로시간 단축으로 실근로시간과 월근로일수가 감소했다. 법정근로시간을 10% 단축할 때 실근로시간은 8.0% 감소하고 월근로일수는 3.0% 감소했다. 둘째, 법정근로시간 단축에 따른 실근로시간 단축은 고용증가로 이어졌다. 근로시간을 10% 단축할 때 단기적으로는 고용증가 폭이 미미하지만, 장기적으로 취업자는 8.5%, 노동자는 13.1% 증가했다. 셋째, 실근로시간 단축으로 시간당임금은 증가했다. 즉 실근로시간이 10% 단축될 때 시간당임금은 장기적으로 13.3% 증가했다. 그러나 월임금총액은 유의미한 영향을 받지 않았다.

Current Situation of Employment and Factors Affecting the Job Maintenance of Women with Disabilities (여성장애인의 고용현황 및 직업유지에 영향을 미치는 요인)

  • The purpose of this study was to investigate current situation of employment and factors affecting the job maintenance of women with disabilities. The second Panel Survey of Employment for the Disabled(PSED) and the third PSED are used to investigate current situation of employment and factors affecting the job maintenance of women with disabilities. We analysed whether women with disability who were employed in the second PSED maintain employment in the third PSED. The results showed that women with disabilities had lower wages(p<.001) and higher non-regular work(p<.001) than men with disabilities. Also, women with disabilities experienced more consideration of job(p<.05) and working time(p<.001) than men with disabilities. The job stability among job satisfactions of women with disabilities was higher than men with disabilities. The factors affecting the job maintenance of women with disabilities were health status(p<.05), wages(p<.05), consideration of job(p<.05).This study suggested that the health status, wages, consideration of job were needed to consider when establishing employment policy for women with disabilities.

Determinants of Employment by Company Size (중소기업과 대기업의 고용 결정요인)

  • This study analyzed the determinants of employment of regular workers by firm size by merging statistical office survey(2006~2015), The results are as follows. First, as a result of the panel regression analysis, the labor income distribution, operating profit, sales, and R & D variables significantly increase employment, while the outsourcing cost, wage, capital intensity, and temporary employment decrease. However, wage variables of firms with minimum wage did not have a significant effect. Second, as a result of estimating the determinants of employment for regular workers by firm size, the variables of labor income distribution as a key variable had a significant positive impact only on SMEs, and the outsourcing cost ratio had a significant negative impact on both SMEs and large corporations. Third, as a result of estimating employment decision factors of SMEs and large enterprises by industry classification, both labor share(+) and outsourcing expense(-) are significant only in manufacturing industry, The higher the distribution ratio, the higher the employment rate, and the higher the cost of outsourcing, the lower the employment of regular workers. Employment impacts were greater for both SMEs. Therefore, it is necessary to strengthen policies on labor income distribution, operating profit, sales, R & D investment, etc., which are analyzed as having a positive influence in order to constantly employ regular job positions at the enterprise level. As the impact on employment varies depending on the size of industry and type of industry, it is necessary to adopt a job policy for each characteristic.
