우리나라의 평생학습실태에 관한 고찰

  • 최근 우리사회는 제반운영기반이 지식에 의존하고 있고 지식의 폭발적인 증가와 더불어 지식의 생명주기 단축이 매우 빠름을 특징으로 하고 있다. 지식의 중요성은 생활의 곳곳에까지도 영향을 미치게 되므로 많은 사람들이 지식사회에 부응하는 학습의 필요성을 절실히 느끼고 있지만 학습내용이 다양하게 개발되어 있지 않고, 또한 어느 학습에 어떻게 참여할지 모르는 경우도 있다. 교육인적자원부에서는 평생학습과 관련된 $\ulcorner$국가인적자원개발 기본계획$\lrcorner$(2001. 12. 7.)과 연계된 평생학습분야의 구체적 실행계획을 마련하기도 하였다. 본 연구에서는 고령화사회에서의 평생학습에 대한 수요는 계속적으로 증가할 것으로 전망하여 “사회통계조사”의 평생학습 참여실태를 검토하였고 그룹간 유사성 모델을 살펴 본 후 향후에는 평생교육이 어디에 중점을 두어야하는지를 밝혔다.

  • 급격한 고령화 시대에 노년층의 사회참여욕구가 확대되고 있으나 어떻게 해야 하는지를 모르고 있어 지역사회의 사회참여 프로그램에 대한 인지도가 매우 낮고 제도나 프로그램에 대한 접근성이 제한적인 실정이다. 이러한 현상을 반영하고자 가족기능이 해체된 노인을 대상으로 노후 생활지원욕구에 발맞춰 경제적지원, 취업지원, 의료지원, 여가지원 등 각종 복지 서비스를 제공함으로써 보편적이고 일상적인 생활을 영위하도록 지원하고자 많은 노력을 하고는 있으나 이를 원활하게 실시할 수 있는 첫단추의 모델이 부족한 것이 현실이다. 이에 본 논문에서는 노인들의 역할 및 지위 상실로 인하여 가정에서 고립된 생활을 하는 노인을 대상으로 실시하는 프로그램의 첫단추를 열 수 있도록 복지 전문가가 현장에서 비교적 손쉽게 적용할 수 있는 체계화된 모델을 제안함으로 성공적인 노인여가문화에 접근할 수 있도록 하는데 있다.

A Study on Improvement of Laws regarding Welfare for the Aged (노인복지 관련법제의 발전방향)

  • Korea is expected to become an 'aged society' with more than 14 percent of the public aged 65 years or more by 2018. The rapid aging is giving rise to various problems within the society along with falling birthrate in a short period of time. In this context, the role and function of laws on welfare for the aged must be particularly emphasized. Also the Senior Citizens Welfare Act is of great importance as it provides social welfare service on the basis of functional connection with social insurance and public assistance. First, this paper looks into the history of laws related to welfare for the elderly such as the Senior Welfare Act, the Act on Long-term Care Insurance for Senior Citizens and the Basic Old Age Pension Act as well as the findings of earlier studies. In the second place, it will break down such laws by main components aiming to examine details of the laws and questions raised regarding them and to seek ways to achieve improvement with an emphasis on health care, old age income security, housing welfare(assisted living facilities), job security for the aged. The Senior Welfare Act offers substance of social welfare service for the elderly. Income security, health and medical care, welfare measures through long-term care and assisted living facilities, social participation by working are the key elements and all of them should be closely associated to ensure citizens get sufficient public support in their old age. For this purpose, the Senior Welfare Act is under a normative network with laws such as Act on Long-term Care Insurance for Senior Citizens and Basic Old Age Pension Act. Current laws on welfare for the aged including Senior Welfare Act are not sufficiently responsive to the aged society of the 21st century. Income security combined with decent social participation, health and medical care closely connected with long-term care system, efficient expense sharing between government and local government, enhancement of effectiveness of welfare measures can be considered as means to improve current welfare system so that the elderly can enjoy their old age with dignity and respect.

A Study on Fire Safety Management of Social Welfare Facilities (사회복지시설의 화재안전관리에 관한 연구)

  • The fire safety of social welfare facilities increasing at high speed with coming-up of an aging society have been on the rise as a very important social problems. This research paper has analyzed the fire safety laws and standards about the social welfare facilities as a lesson elderly nursing home's fire that occurred in recent years. This research worker have conducted the questionnaire survey including research of the true actual through the fire protection engineers, the professors, the fire facilities managers and the users. This study has proposed the installing of suitable fire protection systems through the law revision, normal maintenance of the facilities, the safety management plan through evaluation about fire protective management and related facilities by the methods of the fire safety management.

  • 현재 대한민국은 고령 사회이다. 매년 노인인구의 비율을 증가하고 있으며 2025년에는 노인인구 비율이 20%가 넘으면서 초고령사회로 접어들 전망이다. 이러한 사회적 특성으로 우리는 많은 노인 문제를 겪고 있다. 그 중 대표적인 문제는 독거노인의 비율이 증가함에 따라 매년 고독사하는 독거노인이 많아지고, 지방의 농가인구 또한 점점 감소하고 있다는 점이다. 본 논문에서는 이러한 사회문제를 해결하기 위해 Flutter를 활용한 애플리케이션 개발을 통해 식물과 IOT 기술을 접목하여 이들에게 도움을 주고자 한다. 독거노인에게는 반려 식물 시스템을 제공하여 이들의 우울증을 완화하고, 지방의 농가인구에 효과적인 스마트팜 시스템을 서비스 함으로써 이러한 사회문제를 해결하는 데 도움을 주고자 한다.

  • The society experiencing the industrialization and urbanization has got over the socio-demographic change. these changes make the number of the population around the world, and this phenomenon is flowing into the whole country. Korea has became a Aging Society since 2000 and will be turned into the aged society by the 2018. therefore, the importance of preparing elderly living life such as silver town is getting emphasized. the purpose of this study is aimed at analyzing the decision elements of the preliminary demanders' intention who selecting Elderly Housing. Based on this study, it was broken down by the type much more. Binary Logistic Regression Analysis of Factors affecting the Elderly housing choices were subdivided. Through this process, improvement and the implications of this study was derived. this study deducts 3 kinds of implications. First, the preference for the development of elderly housing are different with each type of characteristics. Second, the indicators along with the individual characteristics account for the most part of the surface. so the specific investigation for the demand must be required to check the indicators. Third, when it comes to development of urban elderly housing, it requires to have a part of a local government plans securing the land. Fourth, when it comes to development of suburb elderly housing, it is required to arrange the living environment around the suburbs to let user classes living in Gyeonggi-do flow into elderly housing and live their new-life in the suburbs. Finally, when it comes to development of rural elderly housing, a variety of production, leisure and other programs should be made and put into there.

  • The transition into a digital society has been accelerated in many aspects of our everyday social activities, and thereby, the unmanned order and payment system via kiosk has already has been seen commonly throughout the social community. Yet, the majority of the mid-to-elderly population have been experiencing difficulties utilizing this newly emerged unmanned system, resulting in the emergence of digital alienation among those age groups. In regard to this phenomenon, this study is intended to explore ways to improve the digital divide concerning the issues related to the unmanned order payment kiosks. In this process, the study involved close examination of various research perspectives on improving the digital divide and proceeded with the focus on both empirical and literature research on providing education on kiosk utilization. In addition, the study identified the limitations to the current kiosk education and proposed improved kiosk-education software UX that may help curtail the limitations. Through this, one was able to identify areas in which the efficacy of the education applied in kiosk usage and derived new measures that could improve the system. One anticipates having the results of this study put to use as research materials on educational service development to expand the opportunities of kiosk education for those mid-to-elderly age groups who experience a day-to-day digital alienation.

The Effect of Urban Open Space on Outdoor Leisure Activities - Focusing on Whole Residents and the Elderly - (도시 오픈스페이스가 옥외 여가활동에 미치는 영향 - 전체 주민과 노인을 대상으로 -)

  • In terms of quality of life, leisure and health have become important issues with increasing incomes and decreasing working hours in Korea. This study empirically investigates the effects of urban open space on outdoor leisure activities, emphasizing that parks, river banks, and physical activity sites can provide opportunities such as walking, jogging, stretching, and cycling, free of charge to all residents. Based on 2010 sample survey data on leisure activities, multiple regression model as well as hierarchical linear model are estimated, taking account of both individual characteristics on demand and environmental/areal factors on supply side, including open space. Major findings include: first, urban open space significantly increases residents' outdoor leisure activities, second, the effect is more significant for the elderly and third, the effect is more valid for those with relatively low incomes and less education. These results imply that urban open space could be available as a local public good to cope with population aging and to realize health city and social welfare, since this space is not only a leisure place but also public health and welfare facilities.

A Study on Time Allocation in Transition to Old Age -Focusing on the Patterns of Time Allocation among People aged 45 or more- (생애과정 전환기의 생활시간 배분에 관한 연구 -중.고령자의 생활시간 비교를 중심으로-)

  • This study examined how middle-aged and elderly persons allocated their time in overall perspective and whether the patterns were varied by age, socio-demographic factors, and the interaction effect between them. This study analyzed the 2009 Time Use Survey Data (17,096 time-diaries of people aged 45 or more) of the National Statistical Office using tobit regression model. The main results are as follows. First, middle-aged and elderly people gradually decreased paid work times. Second, the patterns of time allocation were varied by age, gender, education level, marital status and household type(Agricultural/non-agricultural). Third, there were interaction effects between age and the socio-demographic factors on paid work time and leisure time. Highly educated or urban persons were likely to have less time in paid work less than other groups with increasing age. And females were likely to have less time in domestic labor and care work than males with increasing age. But they had more time in social and economic productive activities than males. Based on these findings, this study suggests comprehensive approach to analyze the time use of elderly beyond economic working time or leisure time. To establish effective ageing society policy, it is necessary to consider the time allocation of elderly which divided into the social stratification.

Study on Variables Affecting Aging Anxiety: Comparison among Age Groups (노후불안인식 영향요인: 연령집단별 비교)

  • The purposes of this study were to investigate the perceived level of aging anxiety and the variables affecting the perception of aging anxiety by three different age groups and to find out what alternatives should be socially prepared to lower aging anxiety. We used survey data collected from 1,017 adults who are aged 18 and over and the subjects were divided into three age groups: 18-44 age group, 45-64 age group, over 65 age group. ANOVA and multiple regression analysis were performed to answer the research questions. Major findings of this study were as follows: 1) There was no difference in the perceived level of aging anxiety according to each age group, 2) 'perceived elderly stigma' was found to affect the perceived level of aging anxiety in all age groups, 3) 'perceived maximum age possible to work' was influencing the perceived level of aging anxiety in 18-44 age group and 45-64 age group, 4) 'perception of fairness to the operation of social systems' was a statistically significant variable for the perceived level of aging anxiety in the 45-64 age group and over 65 age group, 5) 'perception of age integration' and 'aging-friendly environment' variables had significant effects on the perceived level of aging anxiety only in over 65 age group. Suggestions for reducing the perceived level of aging anxiety have been proposed.
