  • The purpose of this study is to investigate the current characteristics of healthcare and welfare policies in Japan focused on the related policies in 2000's. In Japan, with the perspectives of entering the super-aged society by 2005 and the movement of all of the baby boom generation into the elderly generation by 2015, more rapid progress to the aging society is expected. From this situation, Japanese government has developed diverse elderly-oriented strategies such as "structural reform of social security", "nursing care system" and "gold plan 21" in 2000's. However, most of the related researches targeted the period to early 2000's, excluding the papers about the individual policies. Recently in our country, many related policies have been developed such as the enforcement of "long term care insurance system for the elderly" by 5 year period reevaluations and the preparation for 2nd step of "Plan for Ageing Society and Population"(2011~2015). At this moment, the investigation on the related policies of Japan could give appropriate references to us, a late starter of aging society.

  • Super aged society, Japan actively uses Information Communication Technology(ICT) as one of solving methods for various social problem. Especially, for Korea where soon will become super aged society, it would be meaningful to examine the current policy trends and utilization of senior support using ICT in Japan. This study explores the policy trends and utilization of senior support using ICT in Japan through literature review, and then proposes some suggestions as follows. Opportunities for practical use of ICT should be widened in the field of senior support, and efforts are needed to build an information linkage network between institutions for senior support because linkage between care sector and medical sector is important for the elderly support. Besides, simplification of paperwork and easing of burden of care providers or workers in the field should be sought by development and dissemination of various robots. Moreover, the spread of technology for emotional support and stability should be actively pursued by using ICT.

  • The purpose of this study is to prepare basic data necessary for the development of services or systems that can enhance the accessibility of health and medical services or enhance the efficiency of health and medical use of senior citizens by identifying factors for predicting health and medical use behavior of senior citizens in Incheon Metropolitan City through the Korea health panel data(version 1.5). Through the structural equation model established through the SPSS and AMOS, it was confirmed that the predisposing factors, health behaviors and needs factors had significant direct and indirect effects on the use of health care services. Since the imbalance in demand and supply of health and medical services is more severe than in other regions, the results of this study can be used as basic data when checking whether the current health and medical system in Incheon Metropolitan City can operate effectively in an aged society and discussing how to provide health and medical services to the elderly in Incheon.

The Association between Types of Usual Source of Care and Medication Adherence among the Elderly (고령자의 상용치료원 유형이 복약순응에 미치는 영향)

  • This study investigates the effect of types of usual source of care on medication adherence among the elderly. Using the Korea Health Panel Survey in 2017, this study includes 3,623 elderly people 65 years of age or older taking prescription drugs for treatment of chronic diseases. The type of usual source of care was considered in three aspects: whether having a usual source of care or not, whether having a regular site only or having a regular site and doctor, size of the regular site. The types of usual source of care are heavily associated with medication adherence. Compared to those who have no usual source of care, those who have a regular site only are 1.4 times, and have both regular site and doctor are 1.8 times more likely to comply with the medication guidelines, respectively. The finding shows usual source of care has a positive effect in improving medication adherence of the elderly. The results can provide an evidence for policies for effective management of chronic diseases and efficient use of medical resources.

  • 한국사회는 전통적인 대가족제도가 급속히 해체되고 저 출산 및 고령화로 인한 고령층의 1인 가정의 수가 급속히 증가하고 있는 추세이다. 고령자 1인 가구에 대한 다양한 서비스와 고도화가 필요한 이유이다. 본 연구에서는 1인 가정을 대상으로 IoT 기기를 통한 다양한 PHR 생체 신호와 환경정보을 수집하고 수집된 정보를 바탕으로 건강상태를 모니터링하는 시스템을 제안한다. 제안하는 시스템은 의료기기에서 제공되는 개방형 PHR 데이터의 융합으로 정보 분석 및 예측능력을 강화하고 고독사 상황파악 및 방지 프로그램을 이행할 수 있는 기본 인프라을 구축하고자 한다. 또한 중장년층의 미래에 대한 불확실성을 제거하고 사회복지서비스의 확대를 위한 정책적 과제의 논의적 목적을 가지고 있다. 본 연구의 결과물은 사회 소외 계층에 대한 서비스 확대와 국민의 의료환경 개선에 도움이 될 것으로 사료된다.

  • The purpose of this study is to derive periodical characteristics of the policy for the elderly in Japan by investigating the changes of social security system. The target period of 1946~2000 in Japan was divided into 3 periods for the understanding of periodical characteristics in the focuses of medical, welfare and pension system for the elderly; establishment of concept for the social security and welfare of Japan(1946,1950), appearance of social security system and the elderly problem(to late 1960's), infra construction for aging society(to late 1980's), development and reappraisal of practical policy for the elderly(to late 1990's). It is expected that this paper could provide basic data for the elderly-related policy making in our country.

  • 일본의 총인구는 1991년 10월1일 현재 1억 2,404인이나 증가를 계속하여 2011년에는 1억 3.044만인으로 피크에 달하게 되어 그 후 감소를 계속하여2125년에는 1억 2,581만인이 된다. 일본은 평균수명 80세의 세계최장수국으로 21세기에는 국민4인에 1인이 65세 이상의 노인이라고 하는 본격적인 고령화 사회를 맞이하게 된다. 이러한 일본의 고령화는 세계에서도 예를 찾아볼 수 없는 빠른속도로써 75세 이상의 후기 노년인구의 비율은 한층 높아져갈 전망이다. 이러한 고령화사회를 국민이 건강하고 보람을 느끼며 활력있게 살아가도록 하기 위해서는 고령자의 보건.복지.분야에 있어서의 기반을 정비해야할 필요가 있다. 이를 위해 일본은 보건.복지.의료분야에 걸친 종합적인 대책을 세워 갖가지 정책을 추진해 나가고 있다.

A Study on the Current Situation and Distinct Features of the Housing Welfare Policy for the Elderly in Canada (캐나다의 고령자 주거복지정책의 현황과 특징에 관한 연구)

  • Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.

A Study on u-Care Service for the Health and Safety of the Elderly Living Alone (1인 가구 고령자의 건강과 안전을 위한 u-Care에 관한 연구)

  • Korea is experiencing a rapid increase in the number of elderly living alone accompanying the aging society problem, a nd is making efforts to solve the problem through the policy of 'living alone u-care service'. The purpose of this study is to propose a better u-Care service improvement method by applying new technology to improve the user experience of ucare service for the health and safety of the elderly living alone. First, the improvement of u-Care service for elderly livin g alone by applying IoT technology. It provides remote monitoring service using health information data measured through wearable device, and transmits personal health status to medical institution by using personal device such as smart phone, so that remote medical consultation or telemedicine can be connected in the future. Second, improvement of u-Care service through consideration of emotional stability of elderly living alone as well as simple safety and health care through applica tion of emotional service robot technology.It is expected that it will be able to help independent living of one person's elde rly person in the future by providing caring function service to existing u-care service providing service.

  • Confronting rapid population ageing, Japanese government proposes various types of regional comprehensive care programs for elderly people. In particular, the Japanese government and local governments are making efforts to ensuring long-term care workforce. Among others, the government is pursuing measures to secure specialized manpower in various ways 1) Construction of infrastructure, 2) Loan system for long-term care worker, 3) Inflow of long-term care staff for foreign students, etc. Also, universities have trained numerous community care specialists through research centers for health care, social welfare, and specialized education. Korea is also expected to explode the demand for long-term care worker at the rapid rate of aging, and it is necessary to actively discuss measures to cope with it.
