  • 여러해 전부터 선박의 생산실적이나 생산성 관련 자료를 기록하고 보완하는 작업을 꾸준히 개선토록 노력해온 결과중 중요한 것 하나는, 선박의 여러 가지 설계 검토과정에서 충분히 활용할 수 있는 함축성 있고 믿을만한 형태의 생산정보를 제공해줄 수 있게 되었다는 것이라고 말 할 수 있겠다. 이러한 자료들은 생산계획상 각 단계(stage)에서의 작업량, 예상재료비와 인건비의 산출등이 포함될 수 있으며, 선박이나 해상구조물의 전반적인 설계방법론(design methodology)을 개선코자 한다면 ''생산지향적 설계(Design for Production)''의 근간이 되는 선박건조전략(build strategy), 구매정책(purchasing policy)과 생산기술(production technology)에 대한 폭넓은 지식이 한데 어우러져야 한다. 최근에는 CIMS의 일부분에서 보는 바와 같은 경영관리, 설계 및 생산지원 시스템의 도입으로 이와 같은 설계 프로세스의 추진을 가능케하고 있다. 이와 병행하여 설계를 지원하기 위한 전산기술, 특히 대화형 화상처리기술(interactive graphics)의 발달은 설계자가 선박의 형상이나 구조 배치를 여러 가지로 변화시켜 가면서 눈으로 즉시 확인할 수 있도록 설계자의 능력을 배가시키는데 크게 기여하고 있다. 여러 가지의 설계안(alternative design arrangement)을 신속히 만들어내고 이를 즉시 검토 평가할 수 있는 능력을 초기설계 단계에서 가질 수 있다면 이는 분명히 큰 장점일 것이며, 더구나 설계초기 단계에 생산관련인자를 설계에서 고려할 수 있다면 이는 더욱 두드러진 발전일 것이다. 생산공법과 관련생산 비용을 정확히 반영한 각 가지의 설계안을 짧은 시간내에 검토하고 생산소요 비용을 산출하여 비교함으로써, 수주계약단계에서 실제적인 생산공법과 신뢰성있는 생산실적자료를 기준으로 하여 총 건조비(total production cost)를 최소로 하는 최적의 설계를 선택할 수 있도록 해 줄 것이다. 이제 이와 같은 새로운 설계도구(design tool)를 제공해 주므로써 초기설계에 각종 생산관련 정보나 지식 및 실적자료가 반영가능토록 발전되었다. 본 논문은 영국의 뉴카슬대학교(Univ. of Newcastle upon Type)에서 위에 언급한 특징들을 반영하여 새로운 선박구조 설계 방법을 개발한 연구결과를 보여주고 있다. 본 선계연구는 5단계로 구분되는데; (1) 컴퓨터 그라픽스를 이용하고 생산정보 데이타베이스와 연결시켜 구조형상(geometry)을 정의하고 구조부재 칫수(scantling) 계산/결정 (2) 블럭 분할(block division) 및 강재 배치(panel arrangement)의 확정을 위해 생산기술 및 건조방식에 대한 정보 제공 (3) 상기 (1) 및 (2)를 활용하여 아래 각 생산 단계에서의 생산작업 분석(work content assessment) a) 생산 준비 단계(Preparation) b) 가공 조립 단계(Fabrication/Assembly) c) 탑재 단계(Erection) (4) 각각의 설계(안)에 대하여 재료비(material cost), 인건비(labour cost) 및 오버헤드 비용(overhead cost)을 산출키 위한 조선소의 생산시설 및 각종 품셈 정보 (5) 총 건조 비용(total production cost)을 산출하여 각각의 설계안을 비교 검토. 본 설계 방식을 산적화물선(Bulk Carrier) 설계에 적용하여 구조배치(structural geometry), 표준화의 정도(levels of standardisation), 구조생산공법(structural topology) 등의 변화에 따른 설계 결과의 민감도를 분석(sensitivity studies)하였다. 전산장비는 설계자의 대화형 접근을 용이하도록 하기 위해 VAX의 화상 처리장치를 이용하여 각 설계안에 대한 구조형상과 작업분석, 건조비 현황 등을 제시할 수 있도록 하였다. 결론적으로 본 연구는 설계초기 단계에서 상세한 건조비 모델(detailed production cost model)을 대화형 화상 처리방법에 접합시켜 이를 이용하여 여러가지 설계안의 도출과 비교검토를 신속히 처리할 수 있도록 함은 물론, 각종 생산 실적정보를 초기설계에 반영하는 최초의 시도라고 믿으며, 생산지향적(Design for Production) 최적설계분야의 발전에 많은 도움이 되기를 기대해 마지 않는다. 참고로 본 시스템의 설계 적용결과를 부록에 요약 소개하며, 상세한 내용은 참고문헌 [4] 또는 [7]을 참조 요망한다.

A Study of a Correlation Between Groundwater Level and Precipitation Using Statistical Time Series Analysis by Land Cover Types in Urban Areas (시계열 분석법을 이용한 도시지역 토지피복형태에 따른 지하수위와 강수량의 상관관계 분석)

  • Land-use/cover change caused by rapid urbanization in South Korea is one of the concerns in flood risk management because groundwater recharge by precipitation hardly occurs due to an increase in impermeable surfaces in urban areas. This study investigated the hydrologic effects of land-use/cover on groundwater recharge in the Yeonje-gu district of Busan, South Korea. A statistical time series analysis was conducted with temporal variations of precipitation and groundwater level to estimate lag-time based on correlation coefficients calculated from auto-correlation function (ACF), cross-correlation function (CCF), and moving average (MA) at five sites. Landform and land-use/cover within 250 m radius of the monitoring wells(GW01, GW02, GW03, GW04, and GW05) at five sites were identified by land cover and digital map using Arc-GIS software. Long lag-times (CCF: 42-71 days and MA: 148-161 days) were calculated at the sites covered by mainly impermeable surfaces(GW01, GW03, and GW05) while short lag-times(CCF: 4 days and MA: 67 days) were calculated at GW04 consisting of mainly permeable surfaces. The results suggest that lag-time would be one of the good indicators to evaluate the effects of land-use/cover on estimating groundwater recharge. The results of this study also provide guidance on the application of statistical time series analysis to environmentally important issues on creating an urban green space for natural groundwater recharge from precipitation in the city and developing a management plan for hydrological disaster prevention.

Effects of University Students' Entrepreneurial Passion on Performance through Exploration Capability and Connection Capability (대학생의 기업가 열정이 정보 탐색 및 연계 역량을 통해 창업의지에 미치는 영향에 관한 연구)

  • This study analyzed various factors of influence affecting the will to start a business and established and empirically analyzed a research model to see which factors significantly affect the will to start a business. To this end, we investigated the general characteristics and experiences of individuals, conducted a study on the will to start a business, and analyzed the entrepreneurship passion for startups, the ability to find business opportunities, and the ability to connect with partner companies. The intent to start a business survey was investigated in a recertive style with a 7 point scale, and the reliability and feasibility review were analyzed through the PLS analysis method, which enables the implementation of a measurement model and a structural model. To collect valid data, the survey was conducted using an entrepreneurial curriculum class hours to collect and analyze 421 data. In summary, the results are as follows: First, college students have many opportunities to develop their capabilities through competitions held by universities and support institutions, and by utilizing them, they have no fear of starting a business. Second, the ability of students to discover product clients themselves has been improved by fostering entrepreneurship in the special lectures on startup in universities. Third, it can be seen that it has received various information on startups from support agencies to enhance its commitment to startups. The implications are as follows. First, they should foster entrepreneurship among college students by offering practical oriented courses that can broaden their understanding of startups. Second, it needs to be improved from entrepreneurial enthusiasm to a program that can grow into a company that can collaborate with partner companies and confirm its commitment to corporate establishment and product development and determine market opportunities. Third, it is necessary to establish an ecosystem of start-ups that can carry out systematic planning and performance management as it is weak to carry out projects with will to startups.

Prediction of Potential Species Richness of Plants Adaptable to Climate Change in the Korean Peninsula (한반도 기후변화 적응 대상 식물 종풍부도 변화 예측 연구)

  • This study was designed to predict the changes in species richness of plants under the climate change in South Korea. The target species were selected based on the Plants Adaptable to Climate Change in the Korean Peninsula. Altogether, 89 species including 23 native plants, 30 northern plants, and 36 southern plants. We used the Species Distribution Model to predict the potential habitat of individual species under the climate change. We applied ten single-model algorithms and the pre-evaluation weighted ensemble method. And then, species richness was derived from the results of individual species. Two representative concentration pathways (RCP 4.5 and RCP 8.5) were used to simulate the species richness of plants in 2050 and 2070. The current species richness was predicted to be high in the national parks located in the Baekdudaegan mountain range in Gangwon Province and islands of the South Sea. The future species richness was predicted to be lower in the national park and the Baekdudaegan mountain range in Gangwon Province and to be higher for southern coastal regions. The average value of the current species richness showed that the national park area was higher than the whole area of South Korea. However, predicted species richness were not the difference between the national park area and the whole area of South Korea. The difference between current and future species richness of plants could be the disappearance of a large number of native and northern plants from South Korea. The additional reason could be the expansion of potential habitat of southern plants under climate change. However, if species dispersal to a suitable habitat was not achieved, the species richness will be reduced drastically. The results were different depending on whether species were dispersed or not. This study will be useful for the conservation planning, establishment of the protected area, restoration of biological species and strategies for adaptation of climate change.

A Study on the Planting and Cultivate of Hong Man-Seon(1643~1715)'s 'Salimkyungjae (山林經濟, The Economy of Forest)' (홍만선의 '산림경제(山林經濟)'에서 본 조경식물 재배(종수법(種樹法))와 가꾸기(양화법(養花法)))

  • The results of study on planting and cultivate of Hong Man-Seon(1643~1715)'s 'Salimkyungjae(The Economy of Forest)' the first summative textbook of agricultural skill of South Korea, are as follows. First, 'Salimkyungjae' suggests that one can enrich oneself, eat fruits in fall, enjoy the shade of trees in summer, and enjoy flowers in spring if one plants tree with 10 year plan with knowledge of ecology. Second, the number of plants had increased continuously from the early Chosun Dynasty to the mid Chosun Dynasty. The 52 plants in the book are classified into 31 trees, 8 shrubs, 3 others, and 10 herbs, and 28 of them are fruit trees. Hence, we can see that the book is for the promotion of welfare. Third, planting(transplantation) is the best on January of the lunar calendar, and the second on February, and fertile soil should be added much. Trees must be planted as deep as once it was planted, and buttressed. It will sprout well if it is planted at the depth of one inch, and planting a cutting should be carried out at the early March with 5 inch and finger-thick branches. Grafting is the best when it begins to sprout. Fruit trees will bear many fruits if they are grafted at the direction of South, and fruits will be greater if the trees' branches are cutting off on January. Especially, January was selected for the best season of planting traditionally. Fourth, flower trees are planted or sowed with manure around January and February of the lunar calendar, and it is recommended to replant them into flowerpots with manure when having flower buds around March and April of the lunar calendar. It would bloom earlier when using water mixed with stable manure, and sulfur smoke can be used in order to change the flower color from red to white. Flowerpots would be placed at half shaded lot with being supported by bricks. Pomegranate, gardenia, camellia and four-season flower should be planted after flowers fallen. When flower trees are beside walls, they need to be rotated frequently since their branches all point toward house. Seeds need to be preserved in a sunny hut, where its entrance and ventilating openings would be at south because it is convenient to manage pots. Fifth, insects hidden at fruit trees would be destroyed by torch smoke when roosters cry on New year's day of the lunar calendar. Insects would be decoyed into straw hanged at dawn of Cheongmyeongday(淸明日). Insects on fruit trees would be controlled using sulfur powder to close up holes or sulfur smoke to fumigate. Particularly, it suggests that utilization of fertile soil would be the best solution for growing health plants and preventing pest.

Insect Fauna Status of Nature Reserve Areas in Korea (국내 천연보호구역의 곤충상 현황)

  • This research is insect diversity analysis on the basis of survey results and bibliographies of Hongdo Island, Mts. Seoraksan, Hallasan, Daeamsan & Daeusan, Hyangnobong peak & Geonbongsan nature reserves and Dokdo Protected Natural Area among 10 designated nature reserves. The Mt. Hallasan nature reserve has 1,867 species in 22 orders and shows the highest species diversity. The species diversities of Mt. Seoraksan, Mt. Hyangnobong peak & Geonbongsan, Hongdo Island, Mt. Daeamsan & Daeusan, and Dokdo Protected Natural Area reveal 1,604 species in 19 orders, 704 species in 18 orders, 474 species in 19 orders, 468 species in 16 orders, and 114 species in 11 orders, respectively, in descending order. The order Lepidoptera shows as dominant taxa in Hongdo, Seoraksan, Hallasan, Hyangnobong peak & Geonbongsan, whereas the order Coleoptera as subdominant taxa in these areas. On the other hand, in Mt. Daeamsan & Daeusan, and Dokdo Protected Natural Area, the order Coleoptera appears as dominant taxa whereas the order Lepidoptera as subdominant taxa. The order Ephemeroptera has been shown the highest species diversity in Seoraksan which is reported to 25 species, Odonata in Hallasan to 28, Dermaptera in Seoraksan to 9, Orthoptera in Hallasan to 51, Hemiptera in Hallasan to 175, Homoptera in Seoraksan to 126, Hymenoptera in Hallasan to 183, and Diptera in Hallasan to 206. The species diversity is generally poor in Daeamsan & Daeusan, Hyangnobong peak & Geonbongsan, and Dokdo Protected Natural Area. Maybe this result is caused by the lack of various academic surveys compared to the other areas. It is needed to study systematic academic investigation on insect in the nature reserve areas in Korea, and to plan appropriate management and conservation on natural environment considering biodiversity of each nature reserve area.

A Study on the Directions of Sewol Ferry Tragedy Memorial Park Based on the Analysis on Social Discourse and Recognition Evaluation (도심형 메모리얼파크의 사회적 담론 및 인식분석을 통한 4·16 세월호 참사 추모공원 방향성 제안 연구)

  • The objective of this study is to propose a direction for creating a memorial park for the 250 students victims of the Sewol ferry disaster. To this end, this study first attempted to understand the matters discussed at various levels to create a memorial park and find a way that the park can be built by gathering opinions from the bereaved families and the victims themselves, as well as local residents, and experts. Workshops, competitions, special lectures, and websites, etc, were analyzed. A social discourse analysis methodology was used for systematic analysis, and the analyzed discourse was categorized into 4 types for assessment, and the functions and roles were subdivided into 15 types. To assess the priorities and the adequacy of the discourse, an analytic hierarchy process (AHP) was used among 30 activists, public servants, and experts. Then, a survey was conducted to analyze the perception of the residents (467 participants including the bereaved families) about the memorial park. Based on the results of the analysis, two directions were set for the memorial park. First, is a memorial park to remember the victims in everyday life. It must be a park with various cultural contents instead of a conventional memorial park that is solemn and grave sharing anguish and sorrow. The memorial park for the Sewol ferry disaster must become a space where visitors can naturally encounter and remember the victims. Second, is a park that serves as a catalyst that brings change and innovation to the community. It must be able to bring change to the community with direct and indirect influence. It must serve as an impetus to bring change and innovation to the community in the mid-to-long-term. Having many visitors may also lead to an economic effect. These visitors may not just stay in the park, but even contribute to revitalizing the local businesses. The purpose of this study is to apply the research findings to guide the International Design Competition scheduled for 2020 and serve to establish guidelines for a continuous park management system.

Industrial Policy as a Development Strategy: Cuba' s Experience and Policy Implications (개발전략으로서 산업정책: 쿠바의 경험과 정책적 시사점)

  • This paper analyzes Cuba's market-oriented reforms to alleviate essential problems with socialist countries such as soft budget constraints and incentive problems. It also discuss about effectiveness of industrial policy as a development strategy. The soft budget constraints and incentive problems resulted in the collapse of Soviet bloc and COMECON in early 1990s. After the collapse, Cuban economy suffered a steep dive, and national income tumbling down rapidly. Cuban faced serious shortages of food, gasoline, and other basic necessities of life. To halt and partially reverse economic downturn and dire austerity in the 1990's, the Cuban government made some partial reforms to the inherited Soviet system of cental planningand faced severe shortage in food, energy, and daily necessities. In response to the economic crisis. Cuba introduced economic reforms and implemented industrial policy as a development strategy as long as Cuba maintained a strong socialist country. Cuban government established the economic free zone law and attempted to induce foreign direct investment by implementing export-led industrial policy. Fiedel Castro approved the Law No. 165 "Free Zones and Industrial Parks", in 1996. However, Cuba's ESZ strategy seems to have failed because of the U.S. sanctions, but also because of Cuba's own policies, which do not allow foreign investors to hire workers directly and impose a high implicit tax on wages. By limiting advanced techniques of personnel and organization management, indirect employment can result in lowering work efforts and productivity of workers, and aggravating production efficiency in the ESZs. Another reason to fail comes from the double wage structure due to the double monetary-exchange rate system. Most of the high non-wage costs result from the double exchange rate system. Due to Cuba's imbalanced industry and production structures, concentrated labor force, and urbanization and centralization of agriculture production, the industrial transformation development model suggested by Lewis has not been successful unlike other Asian agriculture-led development model. Cuba has to overcome many difficulties in implementing industrial policy as a development strategy.

Exploring Elementary Teacher's Challenges with the Perspective of Structure and Agency When Implementing Social Action-Oriented SSI Education Classes (사회적 실천지향 SSI 수업을 시행하면서 직면하는 초등 교사의 어려움 탐색 -구조와 행위주체성 관점에서-)

  • As the global climate change emergency is escalating, the need for 'Social Action-Oriented SSI (SAO-SSI) on climate change topics' in science education that can change society through social activity is increasing. By employing sociocultural theory, this study explores the challenges of limiting teacher's agency in implementing SAO-SSI on climate change topics in science education. Data from participant observation for 46 lessons, in-depth interviews with participants, field notes, and teacher reflection notes were analyzed by the structure of into micro- (classrooms), meso- (school), and macro- (Korea society) level. At the micro-level, the teacher's new attempts of SAO-SSI on climate change topics class made it difficult for him to identify students' understanding of climate change, because they have a low sense of perception that climate change is also their problem. In addition, the teacher had difficulties leading students' into an engagement for social action because students were skeptical about the feasibility of planned social behavior by positioning themselves as children or had difficulty in understanding social action and sympathizing with its values. At the meso-level, a school culture that encourages the implementation of a curriculum similar to that of colleagues, it was difficult to implement one's own curriculum. And it was difficult to develop expertise without the support and communications with colleagues who revealed the burden of unfamiliar science topics of climate change. In addition, conflicts arose in the process of implementing out-of-school social actions with the principal's passive support. At the macro-level, the insufficient proper material resources for SAO-SSI on climate change topics class, and negative perceptions on the students' social action in the society were acting as constraints. We offer implications for what kind of structural support and efforts from various subjects in the educational community should be provided to implement SAO-SSI on climate change topics class in science education.

A Study on the Level of Citizen Participation in Smart City Project (스마트도시사업 단계별 시민참여 수준 진단에 관한 연구)

  • Based on the global smart city promotion trend, in 2018, the "Fourth Industrial Revolution Committee" selected "sustainability" and "people-centered" as keywords in relation to the direction of domestic smart city policy. Accordingly, the Living Lab program, which is an active citizen-centered innovation methodology, is applied to each stage of the domestic smart city construction project. Through the Living Lab program, and in collaboration with the public and experts, the smart city discovers local issues as it focuses on citizens, devises solutions to sustainable urban problems, and formulates a regional development plan that reflects the needs of citizens. However, compared to citizen participation in urban regeneration projects that have been operated for a relatively long time, participation in smart city projects was found to significantly differ in level and sustainability. Therefore, this study conducted a comparative analysis of the characteristics of citizen participation at each stage of an urban regeneration project and, based on Arnstein's "Participation Ladder" model, examined the level of citizen participation activities in the Living Lab program carried out in a smart city commercial area from 2018 to 2019. The results indicated that citizen participation activities in the Living Lab conducted in the smart city project had a great influence on selecting smart city services, which fit the needs of local residents, and on determining the technological level of services appropriate to the region based on a relatively high level of authority, such as selection of smart city services or composition of solutions. However, most of the citizen participation activities were halted after the project's completion due to the one-off recruitment of citizen participation groups for the smart city construction project only. On the other hand, citizens' participation activities in the field of urban regeneration were focused on local communities, and continuous operation and management measures were being drawn from the project planning stage to the operation stage after the project was completed. This study presented a plan to revitalize citizen participation for the realization of a more sustainable smart city through a comparison of the characteristics and an examination of the level of citizen participation in such urban regeneration and smart city projects.
