최근 여름철 강우로 인한 도시시설과 공공시설의 피해가 급증화되고 대형화 되면서 이에 대한 피해를 최소화하여 피해를 최대한 줄이는 객관적인 판단이 필요하다. 특히, 하천정비계획지구의 경우에는 치수사업의 타당성을 판단할 수 있는 경제성분석이 중요하다. 치수사업의 경제성분석 방법을 연구할 수 있는 방법으로는 다차원 홍수피해 산정방법((Multi-Dimension Flood Damage Assessment; MD-FDA)이 치수사업의 경제성 분석을 계량 평가하는 방법으로 주로 사용되고 있다. 다차원 홍수피해 산정방법은 홍수피해 유형과 토지이용을 고려한 침수피해액 산정이 가능한 경제성 분석 방법이다. 본 연구에서는 SG정비계획지구 13개소(축제 및 확폭지구 4개소, 보축 및 하도준설지구 9개소)에 대해 다차원 홍수피해 산정방법을 이용하여 치수경제성 분석을 실시하였다. 치수경제성 분석을 위해 해당지역의 주거지역, 농업지역, 산업지역의 대상자산을 분석하여 자산가치를 분석하고 빈도별 홍수량에 대응하는 침수심과 침수편입율을 추정하여 침수지역의 자산액을 조사하였다. 조사된 자료를 활용하여 사업 시행전후에 대한 직접피해액을 자산피해와 인명피해로 구분하여 치수경제성 대상지구의 홍수규모별 예상피해액을 산정하였다. 그리고 피해액을 근거로 하여 비용편익비(B/C)를 활용하여 최종적인 치수경제성 분석을 진행하였다. 분석결과, 대상지구 3개 지구에서 B/C가 1이상의 값을 가져 사업의 경제성이 높은 것으로 나타났다. 분석결과를 활용하여 B/C가 1이하인 계획지구에 대해서도 치수사업의 일관성 및 지역주민의 안정된 생활보장을 위해 지속적인 사업의 시행이 필요할 것으로 판단된다.

In this study, a GIS-supported system is used to measure the effect of social infrastructure improvements. Benefit evaluation approach is based on two types of approaches -the simple hedonic approach and Rosen's two step approach. The land attribute data for both approaches are efficiently collected and generated in a GIS-supported environment. Moreover, it conveys more objective and correct data. The benefits are estimated on real locations by using GIS. The potentiality of the developed system for practical application has been verified by its application to Joban New Line in Tokyo metropolitan area. By incorporating benefit evaluation routines into GIS, the proposed system will be a useful tool for decision making on the improvements of social infrastructure.

The district units planning suggests not only detailed standards of building as parts of the whole plan in the district but also a guideline of the arrangement, shape and pavement of the public open space, in order to move away from the rigid image of an institution which causes the formal creation of it. This triggered various problems. While the basic plan for adjustment of urban environments(established in 2005) was being reorganized in order to reflect changed conditions of the city center, the sector of public open space was subdivided according to the guidelines of development by district. We conducted a comparative analysis of conditions before and after the adjustment, so as to examine whether or not the reorganized institution is effective for the plan of public open spaces. The analysis showed that there was no remarkable change between the basic plan and the reorganized institution in that items which were not any different from the existing building codes were established due to lack of guidelines related to public open space under the law of urban and residential environmental improvement. Low regulations should set up criteria for establishment from a concrete, effective microscopic aspect appropriate to the significance of public open space by the linking of public open space and the surrounding environment, whereas high regulations such as building codes should specify essential components.

고리 4호기가 지난 4월 5일 국내 최장인 423일간(95. 2. 8$\~$96. 4. 5)의 한 주기 무정지 안전 운전을 달성하고 계획 예방 정비를 위해 정지했다. 이러한 쾌거는 지속적인 설비 환경 개선과 철저한 계획 예방 정비를 통해 기계고장률을 제로화하고, 각종 훈련을 통해 운전원들의 운전 능력과 비상 대응 능력을 향상시킨 결과라 할 수 있다. 국내 최장 OCTF 달성의 성과 의의와 과정을 들어본다.

(고도 정보통신 네트워크 사회형성 기본법(통칭 : IT 기본법))의 기본 이념과 역할에 대하여 서술함과 동시에, 이것에 기초하여 고속 접근이 가능한 인터넷망을 정비하여 세계 최첨단의 (IT 국가)를 지향하는 (e-Japan 전략)에 대하여 살펴본다. 그리고 그것을 구체화하여, 고도 정보통신 네트워크 사회형성을 위해 정부가 신속하고도 중점적으로 실시해야 하는 시책의 전모를 명확하게 밝힌 (e-Japan 중점계획)의 세부사항에 대하여 법적 관련성을 중심으로 살펴본다. 또한 IT 사회에 있어서, 글로벌 네트워크 형성 및 이것을 이용한 전자상거래 등에 관해서는 국가간의 제휴.조정이 불가결하다는 인식을 기본으로 국제적인 IT법의 환경정비에 대해서 다루기로 한다.

현대의 기계기술이 고도화됨에 따라 기존의 시스템과 비교하였을 때, 더 많은 부 시스템들과 연계하여 동작하며, 다양한 센서를 활용하고, 운용의 흐름이 복잡하여 사용자는 시스템의 운용, 정비를 위한 많은 양의 지식을 소화하여야 하며, 작업도중 수시로 크고 작은 실수를 범하게 된다. 이러한 문제점들을 개선하기 위하여 본 연구에서는 기존 장비정비 시스템의 보다 현존감 있는 정비기능을 제공하기 위한 인터페이스로써 증강현실기술을 적용하고자 한다. 본 연구에서는 첫째, 장비정비의 대상이 되는 객체에 3D 가상모델을 합성하고 추가적 정보를 증강하여 사용자에게 작업수행에 대한 예시를 보여줌으로서, 현장에서 실질적인 도움을 받을 수 있게 하였다. 둘째, 장비정비에 대한 도메인 지식을 전문가 시스템으로 구축함으로서, 문제 발생 시 추론을 통한 해결방안을 생성할 수 있고, 이에 대한 세부 작업계획을 생성함으로서 지능적인 정비시스템을 구축하였다.
