Real-time fluvial sediment load monitoring method using H-ADCP and support vector regression (H-ADCP와 서포트벡터회귀를 이용한 실시간 하천 유사량 모니터링 방법)

  • 하천의 개발 및 보전 계획을 수립하는 데에 있어 자연하천의 부유사량 및 총유사량을 계측하는 것은 매우 중요하다. 우리나라에서는 매년 국내 자연하천을 대상으로 부유사량을 실측하고 실측 부유사량을 바탕으로 수정 아인슈타인 방법을 적용해 총유사량을 산정하고 있으나 이 또한 홍수기에 국한되어 있다. 가장 일반적인 유사량 계측 방법인 시료 채집에 의한 방법은 많은 노력과 비용을 수반하기 때문에 유사량 관측소와 관측 빈도를 늘릴 수 없는 실정이다. 최근에는 ADCP 음파 신호의 후방산란도가 부유사 농도에 따라 증가한다는 성질을 이용해 부유사 농도 계측에 ADCP를 이용하고자 하는 노력이 계속되고 있다. 이러한 특성을 이용해 본 연구에서는 전라남도 나주시에 위치한 남평교 자동유량관측소에 설치된 횡방향 ADCP (H-ADCP)를 대상으로 서포트 벡터 회귀(SVR)를 적용한 실시간 유사량 모니터링 모형을 제안하였다. 여기서 제시하는 유사량산정 모형은 크게 유량과 초음파 산란도를 입력 변수로 해 부유사 농도를 산정하는 서포트 벡터 회귀 모형과 첫 번째 모형으로부터 산정된 부유사 농도와 흐름 정보를 이용해 총유사량을 산정하는 모형으로 구성되어 있다. 개발된 SVR 부유사량 및 총유사량 산정 모형의 정확도가 결정계수(R2) 기준으로 각각 0.82, 0.90 으로 나타났다. 주목할 점은, 본 연구에서 제시하는 SVR 모형을 이용해 멱함수 기반 유사량 관계식으로는 예측할 수 없는 유사량의 이력현상을 재현해낼 수 있다는 것이다. 본 연구에서 제시하는 H-ADCP 기반 총유사량 모니터링 방법은 기존 자동 유량 관측소 시설을 그대로 이용할 수 있다는 장점이 있다. 따라서 실무 적용 시 낮은 추가비용으로 양질의 유사량 모니터링이 가능할 것으로 기대된다.

  • The purpose of this study is to provide the visual landscape modelling on Josun royal tombs and surrounding. The visual landscape of traditional heritage is illustrated by the main view points of analysis. This analysis examines limited view points and cannot reflect a reality of environments. Nowadays various equipments and methodologies are developed for the visual landscape research. This study used new tools for analysis which are Sketch up (3D simulation) and mini helicopter (UAV). With those tools, this research examines not only view points of the analysis but also axis views and disincentive environments as a complex analysis. First of all, the research examined 3D modelling for the virtual simulation and drew coordinates and routes for the UAV operating. Secondly, UAV followed this routes and took linear and continuous views that are real scenes. As a result, it drew 3D simulation could illustrate and control the changing of environments such as the forest density and seasonal variations. Thus, comparing both of them shows efficiently landscape analysis. Thirdly, the study compared virtual and real landscape. Using this 3D modelling, this paper able to elaborate heritage environment and surrounding which omitted by view point analysis. Although this study has limitation practice and exercise on the field, the results and suggestions contribute to the various historic heritage managements and conservations. Moreover, it helps to explain the complex and dimensional landscape analysis.

Suggestions for the Analysis of Elementary Science Curriculum Achievement Standards in the 2015 Revised Curriculum: Focus on the 'Earth and Space' Domain (2015 개정 교육과정에서 초등과학과 교육과정 성취기준 분석 방법의 제안 -'지구와 우주' 영역을 중심으로-)

  • The purpose of this study is to propose a method for analyzing suitable achievement standards for the nature of science curriculum. This can be done by introducing various analysis methods, as well as using practical examples to analyze the achievement standards that are the starting point for teaching and learning in the 2015 revised curriculum. In this paper, three methods are shown: ① the method suggested by the Gyeonggido Office of Education, ② the method using understanding verbs of backward design, ③ the method using Bloom's revised taxonomy. In addition, we propose a method to analyze the achievement standards of science curriculum utilizing the characteristics of science curriculum. This method takes advantage of the above three analysis methods. After separating the content and performance verbs, subdividing the performance verbs into the performance verbs of six aspects of understanding and restatement of the achievement standards, the restatement of achievement standards enabled the analysis of in-depth achievement standards by linking to a process-focused assessment plan considering the level of thinking by utilizing the two-dimensional framework of Bloom's revised taxonomy. Through this study, I hope that elementary school teachers will develop meaningful teaching and learning methods that utilize the essence of the subject through in-depth analysis of the achievement standards of science as a subject.

A Study on the Feasibility and Operational Directions for Establishing a Specialized Library for Comics and Webtoons in Cheongju City (청주시 만화·웹툰 특화도서관 신규 조성 타당성 및 운영방향에 관한 연구)

  • In this study, we propose the establishment of a specialized comic and webtoon library within the newly constructed library in Cheongju City. The aim is to create the library as the ultimate multi-cultural space, contributing to the enhancement of local residents' information utilization skills and future competencies. To achieve this, we conducted a foundational survey and current status analysis of a comic and webtoon specialized library, based on which we put forward a plan for its development. The research results yield the following outcomes: First, we provide concrete justifications and feasibility for the establishment of a comic and webtoon specialized library in Cheongju City. Second, we offer specific proposals for the vision, mission, roles, and functions of the comic and webtoon specialized library. Based on these research findings, if a comic and webtoon specialized library is constructed in Cheongju City, it has the potential to become a local landmark and serve as a unique cultural and tourist resource. Furthermore, by providing facilities and resources for various information services related to comic and webtoon creation and experiences, it can contribute to nurturing talents that lead the way in future industries.

Analysis of a Cross-cutting Issue, 'Access to Genetic Resources and Benefit-sharing' of the Conference of the Parties to the Convention on Biological Diversity (생물다양성협약 당사국회의의 핵심논제인 '유전자원에 대한 접근과 이익의 공유'에 관한 고찰)

  • Attempts were made to define the elements of debates, impact of decisions of the Access to Genetic Resources and Benefit-sharing(ABS) of the Conference of the Parties(COP) to the Convention on Biological Diversity(CBD) In Korea. Providing policy suggestions to cope with ABS, a cross-cutting issue of the meetings of the COP, was also undertaken. Meetings concerning ABS deal with several key matters such as an international regime, which is a legally binding implementation tool of the Bonn Guidelines, an international certificate of genetic resources' origin/source/legal provenance, and disclosure of origin of genetic resources, compliance measures with prior informed consent of the Contracting Parties providing such resources and with mutually agreed terms on which access was granted. Developing countries, rich in biodiversity and genetic resources, use the CBD as a major tool to maximize their national profits. They demand for national sovereign rights for the genetic resources and indigenous communities providing associated traditional knowledge. At the meetings of the COP, in addition, they requested that developed countries should transfer technologies and provide a financial mechanism for resource conservation to them. On the contrary, the developed countries argue that facilitating access to genetic resources is essential for scientific research and development, and that both Intellectual Property Rights and biotechnology using genetic resources should be protected to maximize their national benefits. Decisions of the COP concerning the Bonn Guidelines and compliance measures with ABS will affect on various socioeconomic fields of Korea, a country which is short of genetic resources. Especially, the importation of genetic resources and land development which might damage genetic resources will be limited seriously. Consequently, overall expenses will increase for the securing genetic resources from the foreign countries and developing biotechnology for conservation and sustainable uses of genetic resources. To minimize the adverse impacts, we endeavor to establish our clear standpoint and to lead the international trends, which are favorable for us. In order to achieve these objectives, government needs i) to proceed researches to lead the international ABS debates actively and to prepare the expected decisions of the future meetings of the COP, ii) to establish a national implementation plan to cope with the ABS and its related decisions, iii) to examine and improve the efficiencies of the national implementation plan with a proper monitoring system, and iv) cope with the other international meetings including the meetings of Trade Related Intellectual Properly Rights and International Treaty on Plant Genetic Resources for Food and Agriculture actively.

A Preliminary Study on Domestic Embracement and Development Plan Regarding UNESCO World Heritage Programme (유네스코 세계유산 제도의 우리나라 문화재 정책에의 수용과 발전방안에 대한 시론적 연구)

  • UNESCO World Heritage Programme was introduced following the adoption of Convention Concerning the Protection of the World Cultural and Natural Heritage by the General Conference of UNESCO in 1972 in order to protect cultural and natural heritage with superb value for all mankind. Despite its short history of less than 40 years, it has been evaluated as one of the most successful of the cultural area projects of UNESCO with 890 world heritage registered worldwide. For systematic protection management of World Heritage, UNESCO, through systemization of registration, emphasis on the importance of preservation management plan, institutionalization of monitoring, and operation of World Heritage Fund, has utilized World Heritage Programme not just as a means of listing excellent cultural properties, but as a preservation planning tool, and accordingly, such policies have had a significant influence on the cultural heritage protection legislations of numerous nations. Korea has ratified World Heritage Convention in 1988, and with the registration of the Royal Tombs of the Joseon Dynasty in 2009, it has 9 World Heritage Sites. Twenty years have passed since Korea joined the World Heritage Programme. While World Heritage registration contributed to publicity of the uniqueness and excellence of Korean cultural properties and improvement of Korea's national culture status, it is now time to devise various legislative/systematic improvement means to reconsider the World Heritage registration strategy and establish a systematic preservation management system. While up until now, the Cultural Properties Protection Law has been amended to arrange for basic rules regarding registration and protection of World Heritage Sites, and some local governments have founded bodies exclusive for World Heritage Site management, a more fundamental and macroscopic plan for World Heritage policy improvement must be sought. Projects and programs in each area for reinforcement of World Heritage policy capacity such as: 1) Enactment of a special law for World Heritage Site preservation management; 2) enactment of ordinances for protection of World Heritage Sites per each local government; 3) reinforcement of policies and management functionality of Cultural Heritage Administration and local governments; 4) dramatic increase in the finances of World Heritage Site protection; 5) requirement to establish plan for World Heritage Site preservation protection; 6) increased support for utilization of World Heritage Sites; 7) substantiation and diversification of World Heritage registration; 8) sharing of information and experiences of World Heritage Sites management among local governments; 9) installation of World Heritage Sites integral archive; 10) revitalization of citizen cooperation and resident participation; 11) training specialized resources for World Heritage Sites protection; 12) revitalization of sustainable World Heritage Sites tourism, must be selected and promoted systematically. Regarding how World Heritage Programme should be domestically accepted and developed, the methods for systemization, scientific approach, and specialization of World Heritage policies were suggested per type. In the future, in-depth and specialized researches and studies should follow.

A Study on the Protection and Management System of the Southwestern Coast Tidal Flat for Inscription in the World Heritage List (서남해안 갯벌의 세계유산 등재를 위한 보호 및 관리체계 연구)

  • The purpose of this study is to establish an effective protection and management system for World Heritage (WH) nomination of Southwestern Coast Tidal Flat (SCTF) by proposing a model of protection and management. SCTF has a potential to become a representative best practice to achieve a sustainable development for human society. SCTF has a potential Outstanding Universal Values (OUVs) for WH nomination, thus a harmony between human and nature for wise use of natural resources needs to be pursued. It is required to present the system of SCTF's protection and management and to analyze present status of the regions in the Tentative List by comparing the case which were already inscribed as WH. For better protection of nominated areas, SCTF should expand an area for protection with additional designation. For the management system, two separate management systems such as the Department of Culture & Tourism and the Department of Oceans & Fisheries need to be reconciled. Because of this overlapping management structure, the management of the nominated sites has been inefficient and long-term management plan is lacking. Therefore, it is necessary to integrate conflicting management system of each local government and make a long-term, integrated management plan. To make an efficient and sustainable protection and management, it is essential to set up a collaboration system by integrating various stakeholders such as central and local governments, academic organizations, local residents, and NGOs. As in the case of Wadden Sea, the combined community system of the stakeholders mentioned above should be established. Because it is essential for local residents to understand a basic concepts for protection and management, it is necessary to establish capacity-building of local people. The protection and management structure should be set up by bottom-up processes, that is the proper structure shoud be based on thorough research on local society as well as thorough communication with local residents to make relevant laws and policies. This study also propose the proper plan for better conservation and management of SCTF.

A Comparison of the Effects of Optimization Learning Rates using a Modified Learning Process for Generalized Neural Network (일반화 신경망의 개선된 학습 과정을 위한 최적화 신경망 학습률들의 효율성 비교)

  • We propose a modified learning process for generalized neural network using a learning algorithm by Liu et al. (2001). We consider the effect of initial weights, training results and learning errors using a modified learning process. We employ an incremental training procedure where training patterns are learned systematically. Our algorithm starts with a single training pattern and a single hidden layer neuron. During the course of neural network training, we try to escape from the local minimum by using a weight scaling technique. We allow the network to grow by adding a hidden layer neuron only after several consecutive failed attempts to escape from a local minimum. Our optimization procedure tends to make the network reach the error tolerance with no or little training after the addition of a hidden layer neuron. Simulation results with suitable initial weights indicate that the present constructive algorithm can obtain neural networks very close to minimal structures and that convergence to a solution in neural network training can be guaranteed. We tested these algorithms extensively with small training sets.

  • This study conducted five day school week as seeking direction for programs and policies that meet the needs of weekend activities want the satisfaction of youth to find out what to investigate. For purpose, actually a lot since five day school week and weekend programs whether or not to participate, hope to weekend programs, weekend activities operating in the way were examined. Findings, for the first five day schol week of youth satisfaction than girls, boys lower was, since five day school week and weekend program participation rates were lower. Most since five day school week in activities with friends, sleep, games or Internet, hobby alone, watching TV, family and activities in order appeared. Young people can study their aptitude to live autonomously in a student-centered curriculum of education is required, arising from a rapidly changing society and human relationships, social problems, to respond to a variety of leisure time, and to participate in the program will be provided an opportunity. Lessons five day school week, increased leisure time of youth, school, and community for the desired program, you will need to plan and operate with local conditions.

GII구축에 따른 정보통신산업의 대응전략 - 산업조직적 시각에서 -

  • 기술혁신과 제도변혁의 와중에서 미국을 위시하여 우리나라, 일본, EU, 싱가포르등 세계 각국들은 경쟁적으로 2010년까지 초고속정보망을 구축할 것을 계획하고 있다. 더나아가서 미국 정부는 세계적인 초고속정보망 (Global Information Infrastructure: GII)을 구축하는 것을 계획하고 있다. GII 추진을 주도하고 있는 미국을 영상, 소프트웨어, 방송, 게임 등의 각종 멀티미디어 서비스의 절대적 경쟁력을 미국에서 뿐만 아니라 GII를 통해 세계시장으로 확대, 보호하겠다는 전략적 의미를 갖고 있다고 볼 수 있다. 미국의 GII 추진전략에 대응하여 일본은 AII 라는 아시아판 초고속통신망 구축과 개방화를 제안하였으며, 우리나라 정부는 APII라는 이름으로 아시아, 태평양지역 국가들을 대상으로 하는 초고속통신기반을 구축할 것을 제시하였다. 한국의 APII전략은 아시아, 태평양 지역 중심으로 한국의 국가적 위상을 제고하는 한편 우리나라 기업의 국제진출을 위한 전진기지로서의 활용측면에서 유효하다는 의미로서 제시하였다. 그러나, 우리나라가 제시한 APII의 청사진은 세계 정보통신시장을 중심으로 볼 때 경쟁력을 갖고 있는 정보통신부분이 반도체이외에는 전무하다는 측면에서 잘못하면 APII라는 전략은 미국이나 일본의 정보통신망 구축에 이용당할 가능성이 높은 무의미한 전략적 의미를 갖고 있는 것으로 보인다. 따라서 본 연구에서는 미국이 구축하고자 하는 GII체제와 병행하여 우리나라 정보통신산업을 육성, 발전시키기 위한 대응전략이 어떤 방향으로 전개되어야 할 것인지를 제시하기 위하여 GII가 갖고 있는 전략적 의미를 산업조직측면에서 살펴보고자 하였다. GII구축으로 인하여 세계의 정보통신 대기업은 초대기업으로 성장할 수 있는 기회이지만 중소기업 역시 대기업으로 성장할 수 있는 기회이다. 따라서 우리나라 정부는 정보통신산업정책을 초고속망 구축위주인 대기업 중심체제에서 중소기업이 참여 가능한 통신기기산업이나 멀티미디어 산업으로의 유인전환을 촉진할 필요가 있다. 다음으로 GII 구축에 따라 정보통신기업의 전략적 제휴 내지 합병이 활발히 촉진되고 있는 상황을 감안하여 볼 때 국내의 통신산업 역시 전략적 제휴 내지 합병이 가능할 수 있도록 정부규제를 완화할 필요가 있다. 그리고 정보통신서비스업체 역시 나름대로 독과점 산업인 통신기기업체내지 소프트웨어 산업으로의 진출이 가능할 수 있도록 상호진출을 허용할 필요가 있다고 본다. 이를 위해서 우리 나라 정부 역시 미국처럼 새로운 통신개혁법을 만들 필요가 있다. 새로운 통신개혁법의 핵심적인 사항으로서 첫째, 통신과 CATV간의 상호진입을 허용, 둘째, 통신사업자가 통신관련 기기산업에 참여할 수 있는 규제완화를 허용, 셋째, 유아단계에 있는 소프트웨어 및 컨테트산업을 육성하는데 산업육성책 수립 등을 적극적으로 추진하여야 할 것이다. 그리고 현재 국내 재벌기업들로 구성되어 있는 기반산업을 지원하는 기술개발 지원체제와 육성정책을 소프트웨어 및 컨텐트의 응용산업으로 개편할 필요성도 제시되며, 이를 위해 범부처 차원에서 소프트웨어 및 컨텐트 육성정책을 지원하는 종합적인 대책을 마련해야 한다고 본다.
