이 연구는 유신체제 이후 대외비 문서로 분류되어 학자들 사이에서도 잘 알려지지 않았던 『경찰통계연보』의 자살 통계를 통해 1953년부터 2015년까지의 자살자수와 자살률의 시계열적 변화, 자살원인과 자살수단의 장기적인 변화의 추세를 분석하였다. 자살률의 장기시계열적인 변화를 살펴봄으로써 이 논문은 통계청 자살통계로만 파악했을 때 알려지지 않았던 한국사회 1960~70년대 개발독재시기의 자살률 추이를 분석하였고 이 시기 자살률이 매우 높았음을 논의하였다. 그리고 통계청 자살 통계와 경찰청 자살 통계의 비교 검토를 통해 1999년~2007년까지의 통계청 자살 통계가 수정 보완된 점을 지적하였다. 2000년대 초반 통계청 자살 통계의 급증과 관련한 기존 연구의 분석을 검토하면서 통계 작성의 행정적 변화가 자살 통계에 미친 영향에 대해 논의하였다.

경찰에게 요구되는 사회적 기대는 당시의 현실 사회가 처해진 상황에 따라 상이하다. 한국의 교통은 산업화와 더불어 급격하게 발전해왔다. 현재도 진행되고 있다. 그러나 이러한 전 국토적인 교통환경 변화를 긍정적으로만 이해할 수 없다. 예컨대, 기동성을 갖춘 '위험'을 양산하는 부작용을 파생했다는 측면 등도 부정할 수 없기 때문이다. 현 단계에서 경찰의 차량을 이용한 치안활동의 중요성을 인식할 필요가 비교적 분명하다고 할 수 있다. 본문에서는 경찰차량추격 활동의 정책지원을 모색하기 위한 당면과제로서 관련 통계수집을 위한 콘텐츠 개발을 검토했다.

'21년 전국 20개 해상교통관제센터의 선박통항량, 교신량, 관제정보 제공 등 VTS 운영실적 분석 및 사고현황, 원인 분석을 통한 관제서비스 개선방안을 제시하고자 한다. 또한 해양사고 예방기능 강화를 위해 관제사 경험·직관에 의한 관제에서 빅데이터·인공지능(AI) 기반 첨단관제로의 전환, VTS 운영성과에 대한 공신력 확보 및 첨단관제 기술개발에 활용 등을 위한 VTS 통계관리체계 개산 방안에 대해서도 고찰해보았다.

In this study, I examine whether differences in the levels of job satisfaction and turnover intention exist with regard to the police department size. To accomplish this, a way ANOVA analysis of variance(One-way ANOVA) was conducted. As a result, a significant differences were found in job satisfaction and turnover intention according to the department size and grade. Specifically, first, in the job satisfaction level on the department size, the smaller department size was, the lower job satisfaction level was and the bigger department size was, the higher job satisfaction level was. Second, in the turnover intention level on the department size, the result was not statistically significant. Third, in the job satisfaction level on the department grade, the lower department grade was, the higher job satisfaction level was and the higher department grade was, the lower job satisfaction level was. Fourth, in the turnover intention level on the department grade, the lower department grade was, the lower turnover intention level was and the higher department grade was, the higher turnover intention level was.

Despite the trend and severity of industrial technology outflow crime, little research has been conducted about the effect of police force on that kind of crime in Korea. Consequently, this research preliminarily empirically examined relationship between foreign affairs police forces such as policemen, budget, establishing special investigation unit and the arrest of industrial technology outflow crime due to the limit of related data. Research findings can be summarized as follows. A statistically significant positive relationship was found between foreign police budget and the arrest of crime in the country. On the contrary, foreign police force is not significantly associated with the arrest and occurrence of crime overseas. Based on the result, the effect of the police force such as hardware factors including policemen, budget on the industrial technology outflow crime seemed to be weak. Consequently, considering police alternatives from previous researches, several implications such as reinforcement of foreign police force by increasing personnel and organizational innovation, enriching training program, strengthening the domestic and foreign cooperative network between police and related bodies can be suggested. Also, the improvement of the formal statistics on the industrial technology outflow crime and strenthening public relations can be recommended.

There has been significant research conducted on how to discover various insights through text data using statistical techniques. In this study we analyzed text data produced by the Korean National Police Agency to identify trends in the work by year and compare work characteristics among local authorities by identifying distinctive keywords in documents produced by each local authority. A preprocessing according to the characteristics of each data was conducted and the frequency of words for each document was calculated in order to draw a meaningful conclusion. The simple term frequency shown in the document is difficult to describe the characteristics of the keywords; therefore, the frequency for each term was newly calculated using the term frequency-inverse document frequency weights. The L2 norm normalization technique was used to compare the frequency of words. The analysis can be used as basic data that can be newly for future police work improvement policies and as a method to improve the efficiency of the police service that also help identify a demand for improvements in indoor work.

이 연구는 자치경찰제도 도입에 따른 재난대응 실태를 살펴보고 개선방안을 제시하기 위한 목적의 연구로서 연구의 완성을 위하여 경찰의 재난대응 매뉴얼과 관련 통계자료, 법령 등을 종합적으로 검토하여 개선하는 방안을 제시하고자 한다. 자치경찰제도가 도입됨에 따라 기존의 범죄예방 및 기타 치안서비스 제공 시스템에 많은 변화가 발생하였다. 자치경찰제도는 기존의 중앙통제식 경찰제도에서 벗어나 각 지역의 실정에 맞도록 경찰을 운용하는 방식이다. 이러한 자치경찰제도 도입에 따라 많은 기대와 우려가 공존하고 있는 상황에서 자치경찰제도의 취약점이라고 볼 수 있는 대규모 인력이 동원 상황 발생 시 대응에 대하여 여전히 의문을 가지고 있다. 그 중 대형 대난 발생 시 자치경찰의 역할이 대하여 살펴본 결과, 현재 경찰이 대형재난 발생 시 대형재난 현장에서 2차 피해 예방을 위한 현장 통제 및 추가적인 재난 피해 예방, 요구호자 구조 등의 업무를 수행한다. 그러나, 자치경찰의 경우 대규모 재난에 대응하기가 쉽지 않은 탓에 대형재난에 취약할 수 밖에 없기 때문에 이 연구에서는 대형 재난 발생 시 기본적인 경찰의 재난 현장 통제 및 2차 피해 예방활동과 함께 인근 지역 자치경찰과 협동 재난 대응 활동 및 컨트롤 타워 등 제안과 같은 방안을 제안하였다.

이 연구에서는 경찰의 조직적 특성 중 경찰관서의 규모에 따른 직무만족과 이직의도 수준을 비교 분석하고자 하였다. 경찰관서 규모에 따른 직무만족과 이직의도 수준의 차이를 살펴보기 위해 독립변수는 관서규모와 급지, 종속변수는 직무만족과 이직의도로 구성하여 일원변량 분산분석(One-way ANOVA)을 실시하였다. 그 결과 관서규모와 급지 둘 다 직무만족과 이직의도에서 통계적으로 유의한 수준의 차이가 발견되었다.

이 연구에서는 경찰의 조직적 특성 중 경찰관서의 규모에 따른 스트레스 수준을 비교 분석하고자 하였다. 경찰관서 규모에 따른 스트레스 수준의 차이를 살펴보기 위해 독립변수는 관서규모와 급지, 종속변수는 생활 스트레스, 직무 스트레스, 외상성 스트레스로 구성하여 일원변량 분산분석(One-way ANOVA)을 실시하였다. 그 결과 관서규모와 급지 둘 다 직무 스트레스와 외상성 스트레스에서 통계적으로 유의한 수준의 차이가 발견되었다.

The purpose of the study was to analyze how organizational learning of police officers affects empowerment components as this learning method works as a way to maximize the police organization. In order to achieve the research goal, the study selected a total of 170 police officers on duty in Gwangju Metropolitan Police Agency as a research subject for a month from July 14, 2013 to August 15. The subjects were selected via the random sampling method and were told to participate in a survey of a self-administrated method. A total of 163 (95.5%) references were used for the final analysis. The collected data was processed with SPSS for Win Version 18.0 and the variables were went through Pearson's Correlation Analysis and Multiple Regression Analysis. The results are summarized as follows. First, a hypothesis of "how social demographic characteristics have a different influence on organizational learning and empowerment" was partially confirmed. Second, another hypothesis of "how organizational learning affects empowerment of the members" was adopted.
