The purpose of this study is to clarify the problems and causes of OSC system of the KCG. In the disaster of sea, the possibility that could expect a reasonable decision making is low. The study has carried out for the different point of view of the problems. The problems have been revealed through the theory and analysis of structural and non-structural aspects for the OSC system, such as inefficient organization system, failure of reasonable decision making, lack of communication with the field. The conclusions of the study have been proposed such as an advanced On-Scene Command system, efficient organization, the training of professional staff, the creating of open organizational culture.

Breaking away from the blind faith of internal military security network, current military security demands strengthening measure on the H/W, controlling measure against information communications within the military, strengthening measure on the linkage point of the military and universal internal networks, legal supplementation, sucurity management ofn the military facilities from outsourcing services supporting the military. By analyzing the danger of military organizations hacking and real hacking cases, policy establishment for strengthening the security on military network hacking, legal supplementation and controlling measure for the outsourcing services are the pragmatic counter measures against military security hacking considering the peculiarities of military rather than the application of physical containment linked with information communications technology on the H/W safety measures.

본 논문에서는 미국·영국의 사례를 통한 정책적 함의를 제시하는 데 그 목적이 있다. 미국의 경우 초기 대응자로서 민간 부문의 중심적인 역할, 공공과 비영리 그리고 민간 부문 조직들의 협력적 대응, 자원봉사자들의 적극적인 참여, 평소 민간 부문에 대한 훈련, 민간 기업의 기민성과 영국의 경우 위기관리를 위한 언론의 협조자 역할, 정부의 언론을 통한 위기관리의 중요성 인식 등은 우리에게 시사하는 바가 크다. 요컨대, 미국·영국의 경우 전 국가적 차원에서의 대테러활동을 위한 민·관 간의 협력적 운영이라는 사실과 더불어 우리나라 대테러 관계기관 실무자들의 민·관 협력 기능의 필요성에 대해 시민의식의 향상, 시민단체와 민간 기업의 사회적 공익 분야 강조, 언론의 역할 정립에 대한 인식이 높아지고 있는 시점에서 대테러시스템 운영을 위해 이들의 역할과 기능이 더욱 확충되는 방안을 모색해야 할 것이다.

This study has aware of the seriousness of public official. and come up with an effective counterplan about public official. This research is a study on previous research on government and officer crime. And understanding is the status about public official. It proposed ways to solve the problem Drunk driving is illegal to drive a vehicle while drunk act. Drunk driving is likely the potential to cause a traffic accident. As a result, drinking and driving is decreasing since the mid-2000s. The cause of the change is to strengthen social awareness, regulations for drunk driving. and public official was decreased. However, it did not disappear. Cause of drunk driving is wrong, such as dinners and cultural distrust of the deputy driving, drinking after misjudgment on his physical condition. public official is a bigger influence. It is a social problem. Personally great damage to organization. Therefore, this study is an analysis of international practices and domestic best practices. Officials drunk driving drunk driving prevention measures are proposed to strengthen preventive measure, it is proposed the organization of internal control measures, union officials supporting the improvement of company dinner.

In Korea, the penetration rate of Internet, telephone and smart devices is reaching the highest level in the world. Cyber financial crimes that exploit such infrastructures continue to evolve. Since the first Voice Phishing crime in May 2006, ten years later, there has been a constant occurrence of Voice Phishing crime. Voice Phishing is a crime in which a victim is phoned for false information to figure out the victim's account number and password. This method of Voice Phishing evolves day by day, and it is difficult to investigate. Most of Voice Phishing is a form of international organized crime that is based in Southeast Asia such as China, and it is not easy to eradicate by international cooperation investigation. The purpose of this study is to investigate the actual situation and case analysis of Voice Phishing crime, and to propose the countermeasures against police Voice Phishing counterplan.

The Maritime Domain Awareness system is a component that is necessary to enhance the awareness of all situations occurring at sea in relation to security, safety, economy, and the environment. To establish a marine situation recognition system that is currently being introduced in major maritime countries after approval by the International Maritime Organization's Maritime Safety Committee in 2010, operational measures should be established. For the purpose of establishing a technological foundation for the efficient construction of a Korean maritime situation recognition system, this study analyzed the status of each system (RADAR, VHF, and V-PASS, etc.) and proposed the application of data and communication standards.

This study examined Korean Public Relations trend and social acceptance in 1960s. It centers on the acceptance conditions of PR concept, corporate PR and governmental PR. It analyzed PR recognition and practical activities of the general corporations, financial institutions and public corporations in dealing with corporate PR. It also analyzed Korean governmental PR through examining the structure of governmental PR system, PR activities in rural communities and the police. In those days, PR concept had been misused to no small degree and not been accepted correctly that the necessity to let people know PR in its proper meaning was raised. Laying emphasis upon the technical side, corporate PR activities had centered on publicity. Especially, at that time, the banks, the insurance companies and the public corporations had perceived the importance of PR and implemented a set of PR activities. It can be said that a special feature in government PR in 1960s lies in the expansion of the public information system and reinforcement of PR policies. Also, PR in rural communities had been doing to give information relating to agriculture technique and to improve the living conditions of the farm area. The importance of PR in police had been on the side of promoting relations with people and improving treatment of the people by policeman.

Our society nowadays sees the increase in damage from crime on lives and properties by leaps and bounds in line with the economic take-off, and as a result, the raise of individual income. When considering such a hike in crime, it is desirable that the police framework be enhanced. However, thanks to the failure to correspond to this, it could be safely said that a good portion of accountability was shifted to the private security industry in regard to security for the people. Accordingly, the request for escort security business is on the increase regarding expansion and improvement about this industrial sector. As such, it is necessary to get the related system rearranged for authority on the part of escort guards, who are directly exposed to numerous crimes. On top of this, dispersion is required for the escort security businesses centralized in the metropolitan area. It is also necessary for the security guard system to be strengthened and disintegrated into details so that the escort security services are available to people in more safe and easily manners than ever before. When the qualification regime is operated based on this refreshed system, the efficient escort security work would be realized. The dichotomy into act on Special Security Guard and act on Security Business should be dealt with once again for integration as an issue on the front burner in the academic area, and through which the escort security market could be fit for the globalization as well. This paper would provide the solution that leads to more professional and efficient results from comprehension of progress situations in reality by starting from the concept on private security to the analysis of the conditions in this industrial sector.

In advanced country, private investigation system is made up of private security and in domestic, there is growing need constantly to introduce private investigation but it is not passed until now in assembly so a messenger office which is run illegally is growing because of demand by subdividing business areas. That is a proof that both the police and private security don't meet demand of public peace to the public. that's why the police has own businesses like a investigation, traffic, intelligence, crime prevention and private security's business areas are limited like a facilities security, escort security, protection of a person, machine security, special security as the Private Security Act. This study attempts to know structural difference between private security system and private investigation system in case private investigation system becomes one of the private security. on some question, respondents reply like that private security and private investigation is very different(71.2%), different(22.4%), average(6.3%), similar(0.0%), very similar(0.0%). the result seems like respondents recognize private security and private investigation as different businesses. In the result of non-quantity analysis, the differences seem like a business character, expense, business scope, public power, scale of organization, object of threat, legislation. In domestic, effort to legislate private investigation system has undergone difficulty since congressman Ha Soon Bong's motion in 1999 and today, congressman Yoon Jae Ok's All Amendments Private Security Act and congressman Song Young Geun's Private Inveswtigation Act are pending in assembly. This study's result is intended for examining difference in exploration between private security and private investigation and then there is going to propose to the policy in case private investigation system is passed in assembly by amending Private Security Act like congressman Yoon Jea Ok's All Amendment Private Security Act.

This study examined the record destruction problem systematically implemented by the Japanese colonial rule during the wartime period, centering on the persistence of the remaining records of Government-General of Chosen. It became clearer to recognize the historical probabilities that the decisions made by the Japanese cabinet were carried out on official documents in the same way throughout the empire, including mainland Japan and colonies. It was also confirmed that a system for disposing of records, such as reduction and organization of public documents, and recycling of paper resources, has already been established against the backdrop of the situation where the war spread and the war situation worsened after the late 1930s. In addition, it was attempted to extract the types and characteristics of documents discarded by the Japanese colonial rule through a review of the regulations on handling secret documents of the Government-General of Chosen and the regulations on the police department. At the same time, it was found that various chiefs (subsidiaries) that could know the status of documents to be retained or the status of preservation according to the governmental regulations revealed that there was no single book, and this was directly related to the massive destruction of official documents by the Joseon Governor-General immediately after defeat.
