Development of Real-Time Forecasting System of Marine Environmental Information for Ship Routing (항해지원을 위한 해양환경정보 실시간 예보시스템 개발)

  • A marine environmental information system (MEIS) useful for optimal route planning of ships running in the ocean was developed. Utilizing the simulated marine environmental data produced by the European Center for Medium-Range Weather Forecasts based on global environmental data observed by satellites, the real-time forecast and long-term statistics of marine environments around planned and probable ship routes are provided. The MEIS consists of a land-based data acquisition and analysis system(MEIS-Center) and a onboard information display system(MEIS-Ship) for graphic description of marine information and optimal route planning of ships. Also, it uses of satellite communication system for data transfer. The marine environmental components of winds, waves, air pressures and storms are provided, in which winds are described by speed and direction and waves are expressed in terms of height, direction and period for both of wind waves and swells. The real-time information is characterized by 0.5° resolution, 10 day forecast in 6 hour interval and daily update. The statistic information of monthly average and maximum value expected for a return period is featured by 1.5° resolution and based on 15 year database. The MEIS-Ship include an editing tool for route simulation and the forecasting and statistic information on planned routes can be displayed in graph or table. The MEIS enables for navigators to design an optimal navigational route that minimizes probable risk and operational cost.

  • Seosan-Daesan Port is the sixth largest port in Korea, and it promotes port infrastructure expansion, regular route development, overseas marketing, and port incentive systems for continuous growth. In addition, the port is planning to open a regular car ferry line to Weihai, China. This study aims to provide useful research data for effective decision making by analyzing the feasibility of opening the Chinese (Weihai) car ferry route of Seosan-Daesan Port. Currently, some car ferry routes that operate between Korea and China are open at Incheon Port, the Port of Pyeongtaek-Dangjin, and the Port of Gunsan. In order to estimate the volume of cargo that will be created when the car ferry route from Seosan-Daesan Port to Weihai opens, this research analyzes the domestic cargo volume from the Chungcheongnam-do region, where Seosan-Daesan Port is located, to each of the regions where the other ports are located. We estimated the volume of cargo that can be transported on the car ferry from Seosan-Daesan Port to Weihai. As a result, by 2020, about 76,000 passengers and about 50,000 tons of cargo could be created. Suggestions were made for policy strategies that would revitalize passenger numbers and secure the cargo volume of the car ferry, along with a discussion of and the port incentive system.

  • Arctic Ocean has rapidly melted due to global warming, by this, commercial ship has been operating through the area. Reason to develop the Northern Sea Route(NSR) even in extreme conditions, the distance than the existing route is shortened, which bring economic benefits. For these reason, the International Maritime Organization(IMO) established safety standards of the Arctic navigation(Polar Code) in order to ensure safe operation in the Northern Sea Route. In this study, it has been described ice types and safety standards of Artic vessel what officer needs to know for safe navigation on the Arctic Ocean. And It was verified by simulation the theoretical knowledge for the safe operation of the Arctic vessel. As a result, it was found that ship needs to reduce speed and analyze ice for safe operation before enter into the ice, it is necessary to enter at right angle to break ice safety and efficiently. Also according to the result of the simulation of navigation entering in ice channel(Lead), it was difficult to change course, it is believed that require emergency training for passing Vessel. In the future, It shall be analyzed precisely under various conditions of scenario.

A Study on Competitiveness and Effect Analysis for Developing a Port Specialized in Northern Sea Route (경쟁력분석에 따른 국내 북극항로 전진기지 구축방안에 관한 연구)

  • Recently, It became possible to transport freights and energy resources via Northern Sea Route(NSR) as global warming has been accelerated. As a result, all countries of the world and Korean local governments have had a struggle to take the advantageous position first in NSR development. However, this extreme competitions might have a negative effect on the national port industry and cause unnecessary social costs and economic losses. Therefore, the main target of this study is to find the most suitable port for NSR using AHP analysis. Most of the data was gained from previous literatures and public statistics and the weight of each factor was calculated by the result of expert survey. As a result, Busan port has the biggest competitiveness, followed by Yeosu Gwangyang, Ulsan and Incheon. From the result, this study suggested 3 possible scenarios. The first scenario specializing Busan port in NSR focuses more on developing the related businesses such as repair of ships, refueling, ship stores trade than attracting the more cargoes. the second is a strategy to make Ulsan port as a hub for energy resources, especially liquid cargo on NSR. the last is a mixed one to assign suitable roles to the ports according to their competitive capabilities.

  • 지속적으로 강화되고 있는 국제 환경규제로, 해운사들은 선박의 온실가스 배출량을 줄이기 위한 노력을 해야 하는 상황에 직면해 있다. 본 연구에서는 총 온실가스 배출량에 대한 제약이 있는 상황에서 복수개의 항로를 운영하는 해운사에서 일 평균 선박 운영비용의 총합을 최소화하는 항로별 최적 선박대수와 운항속도를 결정하는 문제를 다룬다. 이 문제를 풀기위해 라그랑지안 휴리스틱 알고리즘을 개발하고 라그랑지안 쌍대문제를 풀어 최적해에 대한 하한값을 구한다. 제시한 알고리즘의 성능을 평가하기 위해 비용인자들의 값을 달리하면서 랜덤하게 테스트 문제들을 생성하였으며, 실험결과 제시한 알고리즘이 짧은 시간에 최적해에 매우 근접한 좋은 해를 찾음을 알 수 있었다.

  • 북한의 개방을 가속화 시키고, 개방경제 체제로 나가도록 지원하기 위하여는 무엇보다도 해운 항만의 개방이 북한의 대외 개방전략에서 우선되어야 한다고 보여진다. 이를 위해서는 안전한 해상수송로 확보가 우선되어야 하므로 북한의 해운 및 항만의 실태를 살펴보고 안전한 항행여건의 조성을 위한 항로표지를 설치할 수 있는 남북한 협력체계를 구축을 위한 방안을 제안 하고자 한다.

  • Due to the economic growth of China and the geographic advantage that Gunsan and Janghang ports are close to China, recently traffic of China is rapidly increasing and the role of Gunsan & Janghang ports as a gateway port of west coast became more important. There, however, remains that Gunsan and Janghang port still don't equip with enough facilities and strategies to handle increasing traffic. The purpose of this paper is to analyze O/D data of Gunsan.Janghang Port and present the result of O/D as preliminary data. O/D data of Gunsan and Janghang had been analyzed by kinds of general cargoes and from/to China's ports and this paper suggests to the competitive strategies of Gunsan and Janghang port to attract cargoes from/to China particularly.

A Study on the Analysis of Container Distribution channel between Korean Western Ports & Chinese North Ports (북중국 주요항만과 서해안 항만간의 교역 컨테이너 유통경로 분석에 관한 연구)

  • The purpose of this study is to analyze traffic volume between the Korean container ports located at the west coast and northern Chinese ports and then the distribution trend of container between Korea and China. The findings of the study are as follows. First, Container traffic between western Korean ports and northern Chinese ports has been increasing due to an increasing trade volume between both countries and geographical accessibility. Second, Seoul and neighboring area tend to use the trade route between the western ports and northern Chinese because of lower logistics costs and time-saved advantage compared to another ports. Third, the growth of the western ports did depend mainly on the northern China oriented growth. Such a fact could leads to the overlapping investment in port development in Korea and another intense competition among national ports to attract cargoes and liners. Therefore, port development policy considering the characteristics and function of national ports have to be established. and also alternatives and strategies for improving the competitive edge of small and medium sized shipping lines against the opening of shipping market have to be worked out.

  • The recent trend in shipbuilding technology is toward development of highly economical vessels of which construction and operation costs are minimized, whereas cargo transport capacity is maximized. But, most of the vessel which are now operated by some of the nation's shipping companies are uneconomical ones built before oil crisis and consequently the companies are suffering from long-lasted deficit problem. In this paper, derivation study of optimum vessel for multi purpose cargo vessel on south-East Asian trade route is carried out to solve this problem. The Required Freight Rate is used as a measure of merits.
