An Analysis of the Policy Effect on the Change of Application Standard of Floor Area Ratio for Land Covering Two or More Zoning Area - Focused on Gangnam-gu - (둘 이상의 용도지역 등에 걸치는 대지에 대한 용적률 적용기준 변경의 정책적 효과분석 - 강남구를 중심으로 -)

  • The ministry of land, Infrastructure and transport has revised the "National Land Planning and Utilization Act" in 2012. As a result, the regulation of floor area ratio for land covering two or more zoning area has been changed. This study conducted an analysis of the policy effects of changes in the criteria for the application of the floor area ratio by revising the "National Land Planning and Utilization Act". Land covering two or more zoning area means a street side commercial area and street side residential area that is generally understood. This study analyzed the policy effects in Gangnam-gu which has relatively large areas of street side commercial area and street side residential area. The 468 office building transaction cases were analyzed in Gangnam-gu from 2007 to 2017. The result shows that the office building, which has received incentive for policy changes, reported a 19.08% rise in price compared to the one that did not. It means that the economic effects of change of application standard were significant. The existing policy also served as a restriction on land use by landowners, which in turn contributed to the devaluation of the asset's intrinsic value. Therefore, this study may have contributed to the rational use of land and to provide an empirical basis for the change in policy to be assessed for its intrinsic value.

Classification of Natural and Artificial Forests from KOMPSAT-3/3A/5 Images Using Artificial Neural Network (인공신경망을 이용한 KOMPSAT-3/3A/5 영상으로부터 자연림과 인공림의 분류)

  • Natural forests are un-manned forests where the artificial forces of people are not applied to the formation of forests. On the other hand, artificial forests are managed by people for their own purposes such as producing wood, preventing natural disasters, and protecting wind. The artificial forests enable us to enhance economical benefits of producing more wood per unit area because it is well-maintained with the purpose of the production of wood. The distinction surveys have been performed due to different management methods according to forests. The distinction survey between natural forests and artificial forests is traditionally performed via airborne remote sensing or in-situ surveys. In this study, we suggest a classification method of forest types using satellite imagery to reduce the time and cost of in-situ surveying. A classification map of natural forest and artificial forest were generated using KOMPSAT-3, 3A, 5 data by employing artificial neural network (ANN). And in order to validate the accuracy of classification, we utilized reference data from 1/5,000 stock map. As a result of the study on the classification of natural forest and plantation forest using artificial neural network, the overall accuracy of classification of learning result is 77.03% when compared with 1/5,000 stock map. It was confirmed that the acquisition time of the image and other factors such as needleleaf trees and broadleaf trees affect the distinction between artificial and natural forests using artificial neural networks.

A Macro Analysis of Technology Billionaires : A Retrospective Approach of Technology Commercialization (기술업 억만장자 거시분석 : 거꾸로 보는 기술사업화 관점에서)

  • This study analyzes the technology billionaires with the combination of technology commercialization studies and billionaire research. However, we will not discuss individual billionaires, but discuss the general features of technology billionaires. This study assumes that the answers to the technology commercialization studies are in the technology billionaire researches. In other words, unlike the technology commercialization studies so far, it can be said that it is a retrospective approach of technology commercialization to see the process and the beginning from the result. The conclusion of this study is as follows. First, technology billionaires are in the middle rank among industries, but their wealth is the best. Second, in the technology sector, four 20s are self-made billionaires. It is a matter of securing technological opportunities, not a long training and preparation. Third, the determinants of technology billionaires are population size and venture capital investment. This means technological efforts and sufficient market conditions are the basis for the development of technology billionaires. Fourth, only high income is not the determinant of technology billionaires. There are many small countries that are very rich but can not utilize technology. Technology billionaires can appear in countries with a minimum of US $ 20,000, unless the country has a huge population such as China and India. Sixth, technology billionaires in the diversified business, classified as Chaebol in low-income countries become scarce in the countries over the US $ 40,000. Billionaires will increase rapidly from the mid-2000s. However, this is not explained by the income increase effect. The world's income increase has been slowing since the 1980s. The market economy effect of the socialist countries is not the reason, because it is limited to some socialist countries. Ultimately, the main reason is the new technology opportunity called the IT paradigm.

Evaluating the Criteria and Weight Value for Ecological Network Connectivity of Baekdudaegan Mountain Range on Taebaeksan National Park (태백산국립공원 백두대간 생태축 연결을 위한 평가항목 및 가중치 설정)

  • This study conducted a hierarchy analysis based on a questionnaire survey of experts in park management, ecosystem survey, and ecological environment planning to establish evaluation items and a weighing value of each item to develop ecological connectivity in Baekdudaegan mountain range neighboring the Taebaeksan National Park using the AHP approach. We selected four high-level evaluation indexes and 13 low-level evaluation indexes through literature review and interview with the people in the field and calculated weights for each question through the consistency analysis. The analysis showed that increasing the ecological value was the most important item with the index of 0.474 among the high-level evaluation items, followed by the mitigation of human-nature conflict at 0.247, participation by local residents at 0.165, and the economic perspective at 0.114. Among the low-level evaluation indexes, the movement route of wildlife was the highest at 0.116, followed by the connectivity of landscape ecological patch at 0.112, and functional habitat at 0.099. The comparison of the evaluation items in each working group and the weight factors showed that the movement route of wildlife was the most important at 0.116 in ecosystem survey, the functional habitat was the most important at 0.110 in park management, and the regional preservation and distribution of resources was the most important at 0.123 in ecological environment planning. The results of this study is useful to identify evaluation items for developing ecological network with a diverse source of the actual environmental data in the Taebaeksan National Park.

A Study on Korean Seafarers Public Image based on the Q-methodology (Q 방법론을 활용한 우리나라 선원 직업 이미지에 관한 연구)

  • Korean seafarers have played a key role throughout the country's history and economic development. They have been a major source of foreign remittance into the nation as well as a pivotal sector in emergency logistics during war times. However, the current number of Korean seafarers in decreasing due to low job attractiveness and retention rate onboard. This is a major problem for the national and international shipping industry as youth seem not to be interested in working onboard for long periods of time. The purpose of this study is to 1) determine what the public opinion about seafarers in Korea is and 2) find out what factors mostly stand out in the public opinion about seafarers profession. The paper suggests that three main types of opinion groups emerged. The first type is labeled as 'high risk, high workload and high stress' as respondents recognized a high possibility of accident onboard and, at the same time, acknowledged that seafarers can be fatigued and stressed. The second type was named as 'Dangerous, Dirty, Difficult', as seafarers' image was mainly associated to fishing vessels and not to merchant and passenger ships. The third type recognized that the social position of the seafarers was low due to 'low social recognition'. The study suggests that all three types have a negative image of seafarers' job. Based on the results of this study, it is necessary to establish various policies and marketing tools to improve the negative job image linked to seafarers by the public opinion. If the public image of seafarers can be improved and attractiveness rose, it is expected a higher number of seafarers will pursue and keep a career at sea.

Concept Analysis of Frail Elderly based on Walker and Avant's Method (Walker와 Avant 방법에 근거한 허약 노인 개념 분석)

  • The purpose of this study is to clarify the concept of the frail elderly and to obtain theoretical evidence. The research method was conducted using the basic principles for conceptual analysis of Walker and Avant(2005). As a Result of a review of the literature about how to utilize the concept of a frail elderly, frail elderly might be in the intermediate state of health and disease. They can be defined as physically vulnerable in the sarcopenia, inflammation, insulin resistance, and preceding advanced disease, lead to hospitalization, falls, disability, and death. The attributes were physiological, psychological, and socio-environmental and economic factors, so they had multidimensional factors. They were required the assist daily living of another person. Also, their attributes had decreased the amount of recovery time and degree, and exhaustion. The attributes of frail elderly consisted of these facts: dynamic process, multidimensional factors, dependency, vulnerability. The frail elderly was a dynamic process that involves the possibility of change to health and disease, and include physical, mental, cognitive, and social environmental factors. In addition, the frail elderly was difficulty in daily life, physical vulnerability and difficulty in adaption. In conclusion, frail elderly as defined by the results of this study will contribute to the foundation of health care systems, including community visiting nursing to understand the level of frail elderly and systemic management to do not go into long term care.

A Study on the Recognition and Needs Analysis of Community Residents to Reuse Closed Schools as Library (폐교 시설의 효과적인 도서관 활용을 위한 폐교 발생 지역 주민의 인식 및 요구 분석에 관한 연구)

  • This study conducted a demand analysis for the operation and management of closed schools, the direction of future use of closed schools, and the utilization of closed schools, among local residents expected to play a key role in the successful use of closed libraries. According to the study, residents in areas where schools actually occur may actively consider the use of closed schools when they are lacking in the number of libraries in the region or when they hope to remodel their schools as libraries, given that they are positive about future use of closed schools and that remodeling them is more economical in terms of cost than building new libraries. The current awareness of the use and operation of closed schools remains at a normal level, so it is deemed necessary to improve the direction of the promotion, operation and recycling of closed schools in the order of promotion, operation and physical aspects by grouping obstacles to the operation and management of closed schools. In addition, the current status of cultural facilities and the demands of local residents are met in terms of the types of use of closed school facilities, and it means that closed schools can be used in a relatively easy-to-access location based on their location, while libraries can be used as a space for cultural facilities that are different from the existing public libraries, exhibition halls, and eco-friendly libraries.

An Investigation on Data Needs and Data Reuse Behavior in the Field of Social Sciences (사회과학 분야 연구자의 데이터요구와 데이터 재이용 행위에 관한 연구)

  • In today's increasingly data-intensive academic environment, data is becoming the foundation of academic communication as a research outcome rather than a research by-product. However, there is a limit to guaranteeing actual data reuse only by expanding the data supply or securing accessibility. In order to overcome this, it is necessary to understand the data reuse behavior and data needs in-depth. Therefore, this study attempted to identify the major data reuse behavior and data needs among researchers. To this end, the authors of KCI papers among the data reuse documents of the Korea Social Science Data Archive (KOSSDA) for the past 3 years were targeted. An in-depth interview was conducted with 12 researchers who accepted the interview. As a result, factors considered when reusing data were personal, economic, technical, and social aspects, and it was found that the data itself was used or contextual information of the data was used depending on the purpose of data reuse. The path to acquiring data is a web-based source of information, and a path through informal communication can also be found. In terms of the data needs, it was found that they prefer English, the United States, and institutional producers. Also they have a clear preference for quantitative data from an interviewer-filled interpersonal interview survey method, rich metadata along with raw data, and data that contains identification information. However, due to the lack of confidence in the value, it is negative for the use of data with controlled access and use, and it is difficult to confirm a clear preference because there is no similar data available for selection in terms of size and freshness.

The Short-Hours Part-Time Jobs in Korea (한국의 초단시간 노동시장 분석)

  • This article is an exploratory study on the recent growth of short-hours part-time work in Korea. The short-hours part-time work has been rapidly growing among low-educated women over sixty, particularly among bereaved or divorced women, contrary to the expectation of the government that encouraged the part-time work by means of work-family balance for working mothers or middle-aged women who experienced career interruption. The short-hours part-time jobs are concentrated in social service industry, mostly elderly care service jobs, and their working conditions are extremely poor, mostly low-wage jobs with no social insurances except for health insurance. In this study, we discuss why the short-hours part-time work has grown so fast in Korea since the mid 2000s. Using various governmental statistics, we examine the effects of the labor demand and supply situations during the time period, the legal context that is related with the exempt clause of the labor law, and the institutional context related with the government's public job creation projects for the elderly. We suggest some public policies needed to slow down the growth of the short-hours part-time jobs and to elevate their working conditions.

The Attitude Change of the Downstream Cambodian Government on the Development of Hydropower Dams in the Mekong River: The Background and Influential Factors (메콩강 수력발전댐 개발에 대한 하류국가캄보디아 정부의 태도 변화: 그 배경과 영향 요인)

  • The conflicts among nations surrounding international rivers are intensifying as worldwide water shortage is getting worse. The Mekong River is a representative trans-boundary river in Southeast Asia shared by six countries, China, Myanmar, Thailand, Laos, Cambodia, and Vietnam. As the economy grows, hydroelectric power has become a major power supply source to meet the increasing power demand of the these countries. However, the construction of dams on the Mekong River is controversial because hydroelectric power in the river upstream has a negative impact not only on the whole river ecosystem but also on residents' life around downstream, in particular. In order to understand the controversy arising from international rivers, it is necessary to take into account different positions of countries sharing it. However, studies on the position of a specific country to Mekong hydropower have been conducted mainly focusing on China and Laos. Therefore, this study tried to study the position of Cambodian government which is located downstream of the Mekong River and is likely to bear costs rather than to gain benefits from hydroelectric power generation. What is the attitude of the Cambodian government to the hydroelectric development of the upper Mekong and what is the reason for that? The study confirmed the Cambodian government's support for dam construction on the Mekong River. It also figured out influential factors on the formation of such a position as follows: 1) economic asymmetry with China, 2) power dependency and geographical asymmetry in Laos, and 3) importance of hydroelectric power in Cambodia.
