세계화는 정치, 경제, 사회, 문화 전반에서 중요한 시대적 흐름이 된 지 오래이다. 특히 고등교육 영역에서의 세계화는 국가의 경제발전과 과학기술발달 그리고 고급 인력자원 양산을 위한 핵심 사안이다. 세계화의 선도 국가인 미국이 교육 영역의 세계화 진행과정에서 고등교육을 어떻게 국제화하였으며, 어떠한 고등교육 정책과 전략으로 세계화를 추진하였는가를 고찰해 보는 것은 우리나라 고등교육 세계화 정책에 유용한 시사점을 제시해 줄 수 있다.

This research examines the effect of globalization of Korean economy on small and medium-sized entrepreneurial firms. When Korea underwent the Asian economic crisis in 1997, it reconstructed Korean venture industry and had helped fuel venture firms' rapid growth. Therefore, this study shows the changed structure of Korean economy and the change of venture ecosystem due to the Asian financial crisis. In spite of a favorable turn of the industrial structure toward venture firms, their globalization level is reported still being low. In this study, we also examine how the Korean economy's globalization affects to the venture environments, focusing on the degree of Korea venture's globalization and role of venture capital. This study indicates that the globalization of Korean economy has played a positive role in the growth of the venture firms. However, with the growth of venture firms, small and medium venture companies have received relatively little focuses in Korean economy because the government policy of economic development has been oriented to large companies for several decades.

The author made two major arguments in this paper based on a case study on Songdo Free Economic Zone in South Korea. First, the state power is still being maintained when looking at the development process of the project. Planning and development has been mainly on the hands of government officials. The project reflect the logic of the state rather than the market. And the government tries to manage globalization through Songdo project. Second, even though globalization did not bring about the decline of the state, it changed the state's approach on spatial issues. Songdo is an articulate expression of pursuit of efficiency over equity with the rise of the globalization wave. Songdo also leaves the Korean state a task for consensus-building concerning liberalization.

세계화가 사회적 불평등을 심화시키고 있지만 이에 대처하는 개별 국가의 능력은 오히려 약화되고 있으며, 그 결과 노인인구층의 복지여건이 악화되고 있다는 것이 종래의 일반적인 인식이다. 본 논문은 이러한 일반적 인식을 재검토하는데 목적이 있다. 검토작업은 다음 네가지 영역에서 이뤄진다. 첫째, 세계화에 대한 상이한 개념정의와 시각을 검토한다. 여기에는 노령층에 대한 복지급여를 잔여적 급여로 전환시키는데 있어 핵심적 역할을 행하고 있는 주요 국제기구의 활동을 중점 논의한다. 둘째, 세계화가 개별 국가에 미치는 영향이 일률적이라는 시각을 재검토하기 위해 세계화에 대해 서로 다르게 반응한 미국과 유럽방식을 비교한다. 셋째, 세계화가 노령화 정책에 미치는 영향에 대해 논의한다. 넷째, '사회적 삶의질'이란 개념을 통해 노인계층의 복지수준은 경제적 성장보다 사회적 급여에 더 큰 영향을 받게 됨을 보여 주고자 한다.

Globalization of economy has a significant impact on the organization of economic Space. This paper examines the concepts of globalization and localization, major trends of the changes in the organization of economic space in the Pacific rim, and the major processes of the changes. Intra-regional trade and foreign direct investments have increased considerably in the Pacific region with the progress of globalization during the last decade. Due to the Progress of globalization of economy in the Pacific rim, some growth triangles have extended their agglomeration area beyond the national boundaries and several new industrial districts have developed. The reorganization of the economic space in the Pacific rim has been resulted from industrial restructuring of NIEs, spatial division of labor along the commodity chains, and the formation of industrial networks within the region. The ‘cooperative network strategy’has been suggested to minimize the negative effects of glocalization and for the sustainable development in the Pacific rim.

국민소득 2만 불 시대를 달성하는 선진국 대열로 나아가기 위해서는 첫째로 세계화에 맞는 시장 경제법과 제도.규율.관행 들을 개선하고, 둘째 이를 뒷받침하는 윤리 도덕 정신이 가능하도록 국민 모두가 노력하고, 셋째로 법 제도를 지키게 하는 법치주의가 시행되어야 할 것이다.

This paper tries to explore the impact of economic globalization on social capital accumulation. To investigate direct effect, we build a model and derive a proposition which can explain the relative decline in social capital brought about by market expansion. Besides direct effect, we also explore channel effect through democracy, government size, education attainment, and inequality. We estimate direct and channel effect of globalization using cross section of 65 countries data time period 1980-1999 using three-stage least squares(3SLS). Results are in line with predictions and clearly support that globalization significantly and negatively affects social capital accumulation. Channel effect also shows that globalization has a negative effect through aggravating income inequality while it has a positive effect through higher education attainment, higher level of democracy and larger government spending. Such a net negative channel effect reinforces our prediction. As a robustness check we estimate other sets of data and the result strongly supports our theory.

본 연구는 경제의 정보화와 기술발달에 의해 등장한 전문정보서비스산업을 사례로 하여 세계화-지방화의 경향하에서 공간적 발달 경향을 고찰하였다. 산업의 세계화가 가속화되고 지역간 경쟁의 심화되는 추세 속에서 전문정보서비스 산업은 특정 장소가 제공하는 입지요소에 더욱 민감하게 될 것임을 시사한다. 유연적 전문화의 가설과는 달리 이 산업이 특정지역에 뿌리내리게 되는 요체는 특정 지역과 세계적 차원의 연결 및 통합의 원활함에 달려있다. 세계도시와 같은 양호한 입지조건을 갖춘 지역은 여타 지역을 배제하고 집중을 지속시켜 나가는 경향을 보여 준다.

This paper is to provide an analysis on the European Globalisation Adjustment Fund(EGF) program and the study of European Member State. Established in December 2006, the EGF was originally intended to help workers who were affected by redundancies resulting from globalisation. The EGF at present also provides support to workers who were made redundant as a direct result of the global financial and economic crisis. In general, EGF measures are defined as assistance actions for job search, training, upskilling, outplacement, business start-up, etc. The paper focuses on the cases implemented by EGF for redundant workers harmed by globalisation and by a direct result of the global financial & economic crisis, and also focuses on the statistical portrait of the EGF 2007-2011. In addition, the paper provides criteria & implications of the EGF in the changing international economy. Finally, we could learn the importance of the EGF program through the analysis in this paper. With criteria & implications of the EGF program, the effective application to keep workers in employment or help them back into jobs would help us get over difficulties.

오늘날 경제의 세계화는 기술혁신 및 고도정보화를 동시에 수반하면서 기업간, 지역간, 국가간 경쟁을 가속화시키고 있다. 특히 세계화 과정에서 중앙정부의 역할은 축소한 반면, 지역(region)이 가진 역할과 중요성이 새롭게 부각됨과 동시에 경제활동의 주요단위로 등장하고 있다. 그러나 지역의 역할이 중시되는 것은 지역이 세계경쟁의 단위가 되었다는 것만이 아니고, 산업환경이 유연적 생산체제, 지식기반경제로의 변화로 지역의 의미와 기능이 종래와는 달라졌기 때문이다. (중략)
