Digital transformation refers to the economic and social effects of digitisation and digitalisation. Although digital transformation acts as a useful tool for economic/social development and enhancing the convenience of life, it can have negative effects (misuse of personal information, ethical problems, deepening social gaps, etc.). The government is actively establishing policies to promote digital transformation to secure competitiveness and technological hegemony, however, understanding of digital transformation-related risk issues and implementing policies to prevent them are relatively slow. Thus, this study systematically identifies risk issues of the future society that can be caused by digital transformation based on quantitative analysis of media articles big data through the Embedded Topic Modeling method. Specifically, first, detailed issues of negative effects of digital transformation in major countries were identified. Then detailed issues of negative effects of artificial intelligence in major countries and Korea were identified. Further, by synthesizing the results, future direction of the government's digital transformation policies for responding the negative effects was proposed. The policy implications are as follows. First, since the negative effects of digital transformation does not only affect technological fields but also affect the overall society, such as national security, social issues, and fairness issues. Therefore, the government should not only promote the positive functions of digital transformation, but also prepare policies to counter the negative functions of digital transformation. Second, the detailed issues of future social risks of digital transformation appear differently depending on contexts, so the government should establish a policy to respond to the negative effects of digital transformation in consideration of the national and social context. Third, the government should set a major direction for responding negative effects of digital transformation to minimize confusion among stakeholders, and prepare effective policy measures.

It is essential to build a integrated database (DB) to grasp the present status and various analysis of the economic, social and cultural sectors of local governments and to provide various inquiries on the status data of the local governments according to the purpose of analysis. This study proposed a design method of the integrated DB which can support the inquiry and analysis of the data by the local government. The integrated DB should cover a wide range of heterogeneous data on the economic, social and cultural activities of local governments, and it is necessary to design a schema that can integrate the entire data considering differences between local governments and data elements. The data should be structured in accordance with the characteristics, and it should be possible to inquire related data comprehensively through the search through the keywords. In addition, data retrieval and downloading functions are indispensable for the researcher to easily retrieve data necessary for research purpose and to download and modify data for analysis.

This study tried to analyse the factors to promote sport cooperatives as the solutions to overcome those problems of present sports industry. The results of this study By Using the priorities of AHP on promoting factors of sport cooperative in Korea, could be suggested as follows. In advance, the basic directions were suggested in order of economical, social, cultural, and institutional factors. And next, the promoting strategies were suggested as follows: 1st, setting directions on the essentials of cooperative. 2nd, securement of the finance by business management development and organization ability improvement. 3rd, acquaintance with the basic laws of cooperative and securement of administrative support. 4th, social contribution through cooperation and interaction among cooperatives. 5th, making local communities through constructing networks among cooperatives. 6th, development of business models with membership systematizing and efficiency pursuit.

The purpose of this study is to establish policy recommendations for the promotion of AI service impact assessment based on the definition of impact assessment and analysis of domestic and foreign AI service impact assessment cases. The direction of implementation was analyzed based on the case of impact evaluation promoted in various fields at home and abroad and the case of impact evaluation at home and abroad of artificial intelligence services. As a step-by-step implementation plan, in the first stage, quantitative indicators such as AI level survey-based economic effects are developed, and in the second stage, information culture such as safety and reliability and artificial intelligence ethics described in the Framework Act on Intelligence Information, social, economic, information protection, and people's daily lives are prepared. In the third stage, discussion on detailed metrics and methods will be expanded and impact assessment results will be evaluated. This study requires analysis through various participants such as policy designers, artificial intelligence service developers, and civic groups in the future.

인력은 한 사회에 있어서 자본을 축적하며 자연자원을 개발하고 사회 경제 정치적 조직을 성장시키는 변화요인으로, 인간을 중심으로 하는 사회경제적 자원을 종합적으로 지칭하는 말이다. 이렇게 국가 사회가 필요로 하는 인력을 정부가 적절히 계획하여, 형성시키며, 배분 및 활용하는 문제를 논리적이고 일관성 있게 다루는 것을 인력정책이라 한다. 이러한 거시적이고 대 사회적인 정부의 인력정책은 국민의 건강과 생명을 보호하기 위한 보건의료 서비스를 제공해야 하는 의료인력을 대상으로 하는 경우 그 중요성이 더욱 특별하다 할 것이다. 국민에 대한 보건의료 서비스는 훈련된 보건 인력에 의해서 제공되며, 국가의 인력정책의 결과로 나타나는 보건의료인력 공급의 적합성은 인력의 불균형이라는 개념들을 통해서 검토될 수 있다. 의료인력의 불균형이라 함은 의료인력의 수, 종류, 기능, 분포, 질 등과 의료서비스에 대한 국민의 전체적 요구에 대응하여 정부가 생산하여 채용, 지원, 유시할 수 있는 정부 능력의 한계를 의미한다. 다시 말해서 국민에 대한 의료서비스의 적정화는 잘 훈련된(well qualified) 의료인력이 충분히 공급되어야(adequately supplied) 하고, 또한 적절히 분포되어야(well distributed) 한다는 양적, 질적, 그리고 분포의 세 가지 측면에서 살펴볼 수 있다. 질적, 양적, 그리고 분포의 불균형이라는 범주를 통하여 살펴본 치과기공사 분야의 인력정책에 대한 연구 결과와 개선방안은 다음과 같다. 첫째, 수적 불균형의 면에서 치과기공사의 인력은 1970년대 중반이래 계속 과잉 공급되어 왔으며, 이에 대해 정부는 그동안 소극적으로 대처하므로 과잉공급을 가속시켜왔다. 따라서 이러한 과잉공급을 최소하기 위해서는 치과이용에 대한 수요의 확장, 무면허자의 취업규제단속 및 대학의 치과기공학과 정원 축소 등을 생각해 볼 수 있다. 이러한 외형상의 과잉공급에도 불구하고 현업에 종사하는 실제인력은 수용에 비해 부족한 과소 공급현상을 빚고 있다는 점이 문제이다. 이러한 역설적인 현상을 타파하기 위하여 무면허자의 적발을 위시한 제도적 장치가 마련되어야 한다. 둘째, 질적 불균형은 수적 과잉공급에 의한 취업률 저하로 인한 실력 있는 전문인력 확보의 어려움과 전문 교육인력 및 교육시설의 열악한 조건이 원인으로 지적될 수 있으며, 이에 대한 해결방안으로 적절한 인력수요의 조절과 교육인력 및 시설 여건의 향상이 요망된다. 예컨대 3년제로 되어있는 학제를 4년제로 상향조정하는 방안을 고려할 수 있다. 세째, 치과기공사 분야의 인력분포 불균형은 그다지 심각하지는 않은 것으로 나타난다. 그러나 변화하는 소득수준과 사회환경은 의료인력과 균등한 지역적 분포에 대해 지속적인 관심을 가질것을 요청한다고 할 것이다. 이를 위하여 현재의 공중보건의 제도처럼 치기공 분야의 인력을 무의촌지역에 배치하여 공익요원으로 봉사케 하는 제도를 생각해 볼 수 있다.

소련과 동구라파의 개방과 개혁으로 신문지상에는 냉전의 종식, 동서화합 등에 관한 기사가 심심치 않게 등장하며, 잇따른 미$\cdot$소의 군비감축 발표로 정치적으로나 사회적으로나 세계평화가 구가되는 시기가 도래한 듯한 느낌을 준다. 이러한 변화를 일각에서는 민주주의의 승리라고 말하고 있지만, 구체적으로 분석해보면 동구권의 개방고 개혁은 소비재 경제의 파탄으로 서방국가에 비해 국민 생활이 극심하게 낙후된것에 기인하고 있고, 그 원인은 기술의 상업화가 부재하였기 때문으로 서방과 동구의 현격한 민수용 기술격차가 동구권 변화의 근본적 이유이다. 오늘날 기술경쟁은 총성없는 전쟁으로 묘사되고 있으며, 기술정보는 군사정보 이상으로 중요하게 취급되고 있다. 우리는 상재국가 또는 경쟁기업을 대상으로 한 기술전쟁의 시대에 살고 잇다. 얼마나 우수한 물건을 저렴한 가격으로 생산해서 판매할 것인가 하는 문제가 기업의 생존과 그 나라의 경제를 좌우한다고 해도 과언이 아니다. 소련과의 기계기술 교류는 국내의 취약한 기계 기반기술을 고도화 시키고 부가가치가 큰 첨단 기계기술 분야를 국내 토착화 시킬 수 있는 좋은 기회로서 국내 기술계의 역량을 모아 합심해서 대처해야 할 것이다.

태양광발전은 수소에너지, 풍력발전 등과 더불어 화석에너지를 대신하여 전기생산을 할 수 있는 미래의 무공해 청정에너지 자원으로 주목받고 있다. 태양광 이용은 화석에너지에 비하여 경제성이 미흡하여 보급에 많은 애로가 있었으나 지속적인 연구개발로 인하여 경제성확보에 많은 성과가 있었고 또 환경오염에 대한 대체에너지 개발에 대한 사회전반에 걸친 폭 넓은 이해를 바탕으로 이용분야를 점차 확대하고 있다 우리나라의 태양광 이용은 낙도나 오지의 전원, 고속도로의 전광판 및 비상전화 전원, 산불방지 관측장치의 전원, 주거용 주택에서 전기기기 전원 등으로 이용되고 있다 반면 선진외국에서는 주로 대규모 발전용으로 연구 개발되고 있으며 국가적 차원에서 지속적인 투자가 이루어지고 있다. The origins, definition and research area of information economics are outlined in brief. For the better understanding and discussion of information economics, some important concept that require examination, such as information economy, resources, uncertainty and information value are reviewed in detail. Furthermore, a brief history of model and issues surrounding models are examined. In particular, some applications of models related to social sciences have been investigated since these models hold tremendous potential as diagnostic and test tools in the practical and theoretical work of library and information science.

건설산업이 점차 노동집약적 산업에서 기술집약적 산업으로 전환됨에 따라 요구되는 건설기술인력의 수요가 증가할 것으로 예상된다. 이에 따라 건설기술인력의 효율적인 수급을 위해 기술 인력의 공급량과 수요량을 예측하여 예견되는 불균형 또는 균형적인 소요량을 제시함으써 사회의 투자의사결정에 수반되는 불확실성의 감소, 경제계획수립의 기초자료, 정부의 정책이나 프로그램의 효과에 대한 평가, 인력 확보를 위한 교육$\cdot$훈련체계 수립, 그리고 기업의 합리적 의사결정을 위한 자료로 활용할 수 있는 기준을 제공할것으로 기대된다. 따라서 본 연구에서는 건설기술인력이 수요동향 분석을 위하여 설문조사와 건설업통계조사보고서를 이용하여 건설업에 종사하는 건설업 취업자 추이, 고용구조, 건설기술의 현황을 분석하여 건설업의 종사자 및 기술인력에 대한 추이를 규명하였다. 이러한 분석을 토대로 경제요인을 고려한 건설기술인력의 수요예측모형을 제시하고 이 모형을 사용하여 2000년까지의 분야별 건설기술인력의 수요를 예측하였다.
