In this paper, the consolidation of ICT basic legislation and ICT special legislation concerning "Ministry of Science, ICT and Future Planning" and "Korea Communications Commission" which came on the back of governmental reorganization in recent years is discussed in the theoretical and practical aspect. Development of "data communication technology" innovatively changed the method of livelihood of mankind, the emergence of network under global dimension provided financial social benefit and posed a challenge and a threat at the same time. Form digital revolution human kind can expect to receive many important blessings. Nevertheless, there are many advantages of development of technology by digital revolution, cyberspace like online media, internet etc. has realistically many problems that must be solved. To maximum positive aspects like the expansion of freedom of expression and creating plan of economy by the advance of transmission technology is needed. And to minimize side effects of informatization is required more. The First, Special Act on ICT has an adaptation in normative standardization to be fit in media convergence beyond convergence of broadcasting and telecommunications. Henceforth, there must be established a legal basis for the achievement of protection of economic evolution and freedom of speech in digital media, information, communication technology and content development. The second, the government action is to accomplish economic development and freedom of information in structural aspect of norm. Therefore minimizing normative problem by reorganization of organization remains clearly unresolved in politics. The third, Special Act on ICT must be basic law covering info-communications field, pay telecommunication and media contents field. The forth, from a technical point of view, net neutrality, conflict of interest for digital content and so on can be fixed easily. Special Act on ICT must not only pursuit of development of industry. Special Act on ICT and pursuit of enhancing quality of life of people and preparing program to promote democratization. From now on, we need to make powerful nation of information& communications technology and in information human rights protection field got to be one step ahead of others with reference to appear all the various aspects must be brought together in the discussion of legislation process of Special Act on ICT.

Recently the systematic change in the fire and disaster prevention administration, which was less studied than other administrative systems, has been in progress. In particular, the fire service demands are increasing and forms are diversified. The first thing you must do is to make up the fire service power according to the fire service demands. Such an allocation results in social welfare satisfaction. The purpose of this study is to investigate the determinants of fire service force. And this study investigates that fire service demand is affected by socioeconomic factor. To do this, this study reviews fire service force, the fire service demand, socioeconomic factor and financial factor. And this study sets up four hypotheses based on the theoretical backgrounds and the past research. The statistical method used for the verification of hypotheses are multiple regression analysis and structural equitation analysis. The analysis showed that fire service demand and financial factor were positive significant variable for fire service power. But socioeconomic factor was a negative significant variable. Also the analysis showed that social factor was a positive significant variable and economic factor was a negative significant variable for fire service demand.

메타버스 서비스란 '가상', '초월' 등을 뜻하는 영어 단어 '메타(Meta)'와 우주를 뜻하는 '유니버스(Universe)'의 합성어다. 현실세계와 같은 사회.경제.문화 활동이 이루어지는 3차원의 가상세계를 의미한다. 코로나 상황 속에서 비대면 소통의 수단 중 하나로 주목받으며 업무, 친목, 각종 행사 등 다양한 분야에서 활용되고 있다. 2022년 신년 사업 계획에서 메타버스 단어가 들어가지 않은 곳이 없다고 한다. 그만큼 핵심 키워드로 떠오르고 있다. 즉, 메타버스는 현실을 초월한 가상의 세계로 스마트폰, 컴퓨터 등 디지털 미디어에 담긴 세계를 뜻한다. 세상은 점차 바뀌어 가고 있다. 글로벌 통계 전문 업체 스태티스타는 2021년 307억 달러(약 35조 3265억 원) 규모이던 메타버스 시장 규모가 2025년에는 약 2969억 달러(약 341조 6428억 원)까지 커질 것으로 예측하였다. 현재 시장에서 통용되고 있는 메타버스에 대한 정의는, '현실세계의 사회·경제·문화적 활동이 유사하게 실현되거나, 현실에서 제공하지 못하는 경험을 제공하는 3차원 디지털 가상공간'으로 요약된다. 2021년의 메타버스는 더 이상 상상의 영역이 아니며, 현실세계 영역으로 침투하고 있는 것이다. 현실세계와 연결되는 가상세계, 실재감을 느낄 수 있는 가상공간이 점점 현실이 되어가고 있다. 1990년대 처음으로 등장한 메타버스 개념이 2020년대에 재부상 하였는데, 과거의 메타버스보다 몰입감과 실재감 있는 경험을 제공할 수 있는 XR 기술의 결합에 대한 기대감 때문이다. 지나온 30여 년간 메타버스가 뜨거운 주목을 받게 된 이유는 기술의 발전에 있다. 초고속인터넷 5G 상용화와 더불어 6G 출현, 가상현실, 증강현실이 일상에 스며들었기 때문이다. 이러한 기술 발달은 현실세계의 물리적 객체와 가상의 객체가 상호 작용할 수 있는 혼합현실까지 발전시키는 촉매제가 되었다. 여기에 지난 2년 동안 전 세계를 강타한 코로나19로 인해 비대면, 온라인 서비스가 확산되면서 메타버스는 개념이 아닌, 우리 일상의 한 부분으로 인정받게 되었다. 현재 우리 사회는 과거에는 불가능하다고 생각했던 사회적 거리두기, 재택근무, 온라인 수업 등을 진행하면서 이렇게도 사회가 돌아갈 수 있다는 것을 점차 느껴가고 있다. 더불어 현재 코로나로 인해 멀게만 느껴졌던 메타버스 세계를 반강제적으로 경험하고 있기도 하다. 이처럼 본 고에서는 최근에 나타난 메타버스를 이해하고 방송미디어(계)와 접목된 유형과 기술적, 서비스 사례를 파악하고, 주요 기업들의 추진 방향, 주요 시사점 및 결론으로 도출해보았다.

Information Technology (IT) has contributed much to Korea's economic growth and has helped the innovation of social paradigm. It helps the improvement of productivity, efficiency, convenience and communication, and also helps the critical changes of life style. IT convergence with other technologies or industries has appeared and it promotes new changes and innovations. In major countries, including Korea, the resources and capabilities has focused selectively into this new industry. In this paper, we try to develop advanced national strategy for this new industry. Finally, we suggest some Empowerment Factors of IT Convergence industries in Korea based on experts' survey results.

본 논문은 3개 기초자치단체 지역주민들을 중심으로 이들 지방정부의 투자우선지출 순위에 관한 지역주민의 의식을 분석해 보았다. 이러한 분석은 근본적으로 지방정부의 공공지출을 통한 투자사업 활동이 지역주민의 선호순위와 일치하는지를 검증해보기 위한 선행연구로서의 의미를 가지고 있다. 지역에 따른 행정기능별 우선지출 순위분석에서 볼 때 일반행정부문의 경우 세지역 모두 기획조정분야에 가장 큰 우선지출을 요구하고 있고 산업경제 부문의 경우 지역특산물생산과 지역공단육성에 큰 관심을 보이고 있으며 사회복지부문의 경우 쓰레기처리 및 폐기물관리 등에 우선적인 관심을 보여 생활환경의 정비에 큰 관심이 있는 것으로 분석되었다. 지역개발사업의 경우 도시계획 및 도시정비사업이 그리고 민방위부문의 경우 재난관리와 화재예방의 부문에 특히 우선지출의 관심을 보이고 있었다. 지방자치단체의 공공지출에 영향을 미치는 주요요인들은 주민참여도, 정부.기업관계, 정치적 연계, 기획과 예산구조, 공공투자 재원보조, 등으로 구성되어 있으나 각 요인별로 구성변인에 따른 지역주민간의 인식은 다르게 나타남을 알 수 있었다. 이상과 같은 지역주민들의 공공지출형태의 다양성과 여러 기대조건들을 충족시키고 그럼으로써 행정서비스에 대한 지역주민의 만족도를 극대화하기 위해서는 각 지방정부는 그들 지역내 특수한 사회 경제적 여건하에서 새로운 고객관리전략을 수립하여야 할 것이다.

It is the convergence of IT advancement and other areas of technology development, and it promotes and creates new industries. In major countries, including Korea, the resources and capabilities has focused selectively into this new industry. In this paper, we try to study IT integration strategy and technology development trends and to evaluate the level of IT integration capabilities in Korea based on experts survey results. In the conclusion, we suggest some Strategic Recommendations for developing and leading the new IT Convergence industries.

ESG, which stands for Environmental, Social, and Governance, becomes a keyword in managing a company as it becomes an "indicator" that judge companies. Since the environment has suffered so much damage for economic development, it is now to reflect the enormous environmental costs of the future in the management standard rather than the immediate financial benefits at the expense of the environment. Compared to the days when corporate social responsibility (CSR) was discussed, ESG management has improved significantly as it requires practice beyond the declarative level, but the level of consideration for the environmental field is still not high. There may be many backgrounds, but the biggest problem may be the lack of understanding for other fields. Accordingly, this study aims to inform corporates of the need for investment in the environmental field by explaining ESG reviewed in the environmental field and ESG management required in the environmental field. Furthermore, another purpose is to inform them that ESG management is a win-win strategy that can have a meaningful effect not only in the environmental field where investment is received but also in terms of companies by explaining the benefits that companies can gain through this. To reach this goal, this study proposed a method of restoring a damaged ecosystem based on corporate investment, evaluating its effects based on carbon absorption capacity, and using it as a means of carbon neutrality practice as well as ESG management performance of a company.

Impact of Korea train express (KTX) on the regional economy in Korea has been studied by many researchers. Current research is limited in the lack of quantitative research using a statistical model to study the effect of KTX on regional economy. This paper analyses the influence of KTX to the household final consumption expenditure, which is one of important regional economic index, using spatial panel regression model. The spatial structure is introduced through spatial autocorrelation matrix using adjacency of KTX connection. The result shows a significant effect of Korea train express on the regional economy.

This study deals with the credibility of citizens when investing in uncertain project companies, as well as the Social Performance Compensation Project (SIB) and the IT sharing economy. This allows the convergence of the three sectors to address investment inequalities in economic effectiveness and social security. Activates the model of the overall Social Impact Bond (SIB) process that successfully activates the exchange of information. The empirical presentation of the operations and techniques for social IT service finance examines how the innovation ecosystem can be created with social performance and reward projects. The analysis shows that small sharing institutions or citizens can participate directly to create the ability to connect with private investors, identify the possibility of recognizing non-shared barriers to participation, and show the great impact of citizen trust in IT sharing projects in uncertain areas. As a result, for the sake of social sharing and IT cooperation promoted by the City of Seoul, before the project has the ability to design directly, it will be responsible for reliability and safety in the planning of the project. Therefore, non-shared citizens can also participate in the platform that has been effectively constructed and created.

This study criticizes the wave of liberalization, privatization, thoughtless and uncontrolled over-competition in the electronic communication networks area. This criticism is based on the 'transport economics' on one side, the 'network neutrality debate' on the other side. Through these standpoints, this study insists that it needs to deal with a social agenda related to the problems such as unplanned and unbalanced development of electronic communication networks, double/tripple-investment in the communication industry, conflicts among network companies and the decline of public values. Also does this study stress on the new ideas in the electronic communication network policy and planning to manage these problems. Electronic communication networks are converging and their borders are blurred. As a result of these flows, the field of information technology, media and contents is faced with radical changes. These changes could be so critical and complicated that nobody can diagnose their multi-level implications. However, the one thing sure is that we should start from the communication networks to think and control a communication system. Therefore, we should discuss and plan the now-and-future of communication infrastructure and its management. we need not only a market mentality but also a socio-cultural mentality. In this respect, this study does insist that it requires the vision of digital democracy and democratic communication ecology to put the steps toward social communication system.
