  • 오늘날 기업이 당면하고 있는 과제는 제품수명이 단축되고, 제품의 종류가 다양화 되면서 단위 제품량이 줄고, 노사분규, 임금인상, 작업환경개선의 요구등 제반문제가 대두되고, 시장성은 더욱 치열해지면서 소비자의 상품에 대한 요구사항이 복잡해지는 경향이 뚜렷하다. 이에따른 생산방식은 얼마나 많은 양을 생산하는가에 촛점을 둔 규모의 경제개념에서 얼마나 다양한 종류의 제품을 효율적으로 생산할 수 있는가에 촛점을 맞춘 범위 의 경제개념으로 전환된 다품종 소량생산체제로 변화하고 있다. 본 연구는 자동차용 Brake system의 Caliper 조립에 있어서 자동화 Line 개발에 성공하여 실용화하고 있는 Line에 대하여 기본적인 구상과 개발기술 및 실용화 결과에 대하여 고찰하였다.

  • 일본은 최근 몇 년 동안에는 기존의 대규모점포법을 폐지하고 마찌쭈쿠리(마을 조성) 3법을 제정하여 지역 상권 및 경제 활성화에 대한 지원을 추진해 왔다. 그럼에도 불구하고 일본에서 중심 시가지 활성화 시책의 효과가 가시적으로 나타나고 있지는 않으나, 향후 고령화 사회가 가속화함에 따라 컴팩트한 중심시가지를 활성화하는 것은 지역 경제 활성화에 필수불가결한 정책으로 인식되고 있다 .일본은 기존의 지원 방식이 무차별적이었다는 진단에 따라 지자체의 계획에 대해 우선 순위를 정하고 선택과 집중 원리를 적용할 계획이다. 우리나라의 경우, 중소유통업에 대한 지원정책은 재래시장에 대한 지원 방식 위주로 진행되어 왔으나, 향후 지역 상권 활성화 방향으로 전환하는 것이 바람직할 것으로 판단된다.

  • 건설 안전관리는 건설업을 행하는 과정에서 발생하는 사고 나 재해의 발생 원인과 예방을 위한 관리 대책을 수립하여 인명과 재산을 보호하기 위한 모든 활동을 말한다건설현장의 안전사고는 근로자에게는 육체적 8정신적 고통과 노동력의 상실에 따른 경제적 부담이 발생하며 기업 입장에서는 생산력의 저하와 비용의 증가=국가로서도 사회 경제적 손실이 발생함으로 효율적이고 실질적인 안전관리 대책이 반드시 필요하다건설공사가 대형화=복잡화=고층화 및 대규모 지하 굴착과 같은 고난도의 작업이 많아짐에 따라 작업 환경의 특수성과 작업 환경상 높은 위험을 갖게 되었다.

Scale and Scope Economies and Prospect for the Korea's Banking Industry (우리나라 은행산업(銀行産業)의 효율성분석(效率性分析)과 제도개선방안(制度改善方案))

  • This paper estimates a translog cost function for the Korea's banking industry and derives various implications on the prospect for the Korean banking structure in the future based on the estimated efficiency indicators for the banking sector. The Korean banking industry is permitted to operate trust business to the full extent and the security business to a limited extent, while it is formally subjected to the strict, specialized banking system. Security underwriting and investment businesses are allowed in a very limited extent only for stocks and bonds of maturity longer than three year and only up to 100 percent of the bank paid-in capital. Until the end of 1991, the ceiling was only up to 25 percent of the total balance of the demand deposits. However, they are prohibited from the security brokerage business. While the in-house integration of security businesses with the traditional business of deposit and commercial lending is restrictively regulated as such, Korean banks can enter the security business by establishing subsidiaries in the industry. This paper, therefore, estimates the efficiency indicators as well as the cost functions, identifying the in-house integrated trust business and security investment business as important banking activities, for various cases where both the production and the intermediation function approaches in modelling the financial intermediaries are separately applied, and the banking businesses of deposit, lending and security investment as one group and the trust businesses as another group are separately and integrally analyzed. The estimation results of the efficiency indicators for various cases are summarized in Table 1 and Table 2. First, security businesses exhibit economies of scale but also economies of scope with traditional banking activities, which implies that in-house integration of the banking and security businesses may not be a nonoptimal banking structure. Therefore, this result further implies that the transformation of Korea's banking system from the current, specialized system to the universal banking system will not impede the improvement of the banking industry's efficiency. Second, the lending businesses turn out to be subjected to diseconomies of scale, while exhibiting unclear evidence for economies of scope. In sum, it implies potential efficiency gain of the continued in-house integration of the lending activity. Third, the continued integration of the trust businesses seems to contribute to improving the efficiency of the banking businesses, since the trust businesses exhibit economies of scope. Fourth, deposit services and fee-based activities, such as foreign exchange and credit card businesses, exhibit economies of scale but constant returns to scope, which implies, the possibility of separating those businesses from other banking and trust activities. The recent trend of the credit card business being operated separately from other banking activities by an independent identity in Korea as well as in the global banking market seems to be consistent with this finding. Then, how can the possibility of separating deposit services from the remaining activities be interpreted? If one insists a strict definition of commercial banking that is confined to deposit and commercial lending activities, separating the deposit service will suggest a resolution or a disappearance of banking, itself. Recently, however, there has been a suggestion that separating banks' deposit and lending activities by allowing a depository institution which specialize in deposit taking and investing deposit fund only in the safest securities such as government securities to administer the deposit activity will alleviate the risk of a bank run. This method, in turn, will help improve the safety of the payment system (Robert E. Litan, What should Banks Do? Washington, D.C., The Brookings Institution, 1987). In this context, the possibility of separating the deposit activity will imply that a new type of depository institution will arise naturally without contradicting the efficiency of the banking businesses, as the size of the banking market grows in the future. Moreover, it is also interesting to see additional evidences confirming this statement that deposit taking and security business are cost complementarity but deposit taking and lending businesses are cost substitute (see Table 2 for cost complementarity relationship in Korea's banking industry). Finally, it has been observed that the Korea's banking industry is lacking in the characteristics of natural monopoly. Therefore, it may not be optimal to encourage the merger and acquisition in the banking industry only for the purpose of improving the efficiency.

Estimate on Economical Optimum Scale of Public Livestock Manure Treatment Plant (가축분뇨 공공처리시설의 경제적 적정규모 설정)

  • The objective of this study was to estimate the optimum scale of PLMTP (Public Livestock Manure Treatment Plant) for the efficient management of public sector by long-run cost function. An economic analysis was performed using the survey of 52 PLMTP records collected by Ministry of Environment in 2007. The main results obtained in this study can be summed up as follows. The optimum scale under given environmental conditions turned out to be $180{\sim}200m^3$/day which is almost $1.5{\sim}1.6$ times of the average scale of sample plants, $146m^3$/day. This gap between the optimum and current scale suggests that there remains the possibility of further expansion of scale.

  • It has been seriously difficult to create demand of modular construction because Korean modular method has been considered as container house or lightweight steel house. Actually, barrier factor of modular construction for activation was difficult to produce modular continuously in factories based on stable amount of demands. So, this research found successive factors of modular construction and proposed the method of demand creation through a plethora of case analysis by building types. In addition, this research found the scale of modular potential market. Owners will be able to use this strategy that is proposed in this research when they make a decision about construction system. Also, the modular construction can make potential market in Korea. As a result, modular system producer can make their business strategies and make continuous demand by conjugating the method of creating demand for modular construction which is proposed in this research.

The Comparative Study on the Efficiency of Kunsan Port (군산항만의 효율성 비교연구)

  • By using data envelopment analysis(DEA) this research measures the efficiency of Korea's seven middle-sized seaports and their Malmquist productivity from 1998 to 2007. Under the assumption of CRS(constant returns to scale) and VRS(variable returns to scale), seaports' ranking of efficiency are measured. Kunsan Port is confirmed as a middle-performed port in the various measurements. Important finding facts are as follows. 1)Kunsan Port has the efficiency level from 53% to 57% of efficient ports' level under the assumption of CRS and VRS. 2)In terms of average efficiency level, the gap among these 7 seports' efficiency levels has been widened during the period from 1998 to 2007. 3)Kunsan Port has shown the characteristics of DRS more frequently in terms of returns to scale. 4) Kunsan Port's average total factor productivity has been lower at the rate of 0.7% during the period from 1998 to 2007. 5)Kunsan Port has shown technical progress at the rate of 3.1% in this period. In future research the more and better data will be expected to improve the understanding of Korean seaports' efficiency characteristics.

Estimation of the Monetary Loss Scale of Low-income Freight Truck Owner under the Environmental Zone (환경지역 운영에 따른 영세 화물 차주의 경제적 손실규모 추정)

  • The positive effects of the air quality improvement policy have revealed sufficiently such as 3.3 trillion won of social benefits under the Environmental Zone in five years(K. Choi, 2009). In case of low-income freight truck owner, however, could be burdened with the requirement likes emission decreasing equipment. Eventually, restraint of running in the Environmental Zone would be affected their livelihood seriously. After estimating the scale of low-income freight truck owner for three alternatives with Road Freight Transport Center data, this study calculates decreased VKT to estimate the scale of monetary loss. In the result, decreased income amount of low-income freight truck owner under the restricted running estimated 6.1 trillion won during 5 years, quite exceeding 3.3 trillion won of the positive benefits as improving air quality, which means the necessity of immediate countermeasure. In other words, even though the governmental policy aimed benefits for the majority, the result implies that the total monetary losses of the minority could be exceed against the positives, therefore analysis should be considered carefully before the policy becomes effective.

  • Most q the domestic container terminals are inferior to throughput q container. The reason why they have the difference between the handling capacity q planed quay and its real. By putting into quay handling equipment, the productivity of quay can be improved, waiting rate q the ship can be lowed. This paper suggests more resonable terminal construction, throughout comparing with previous construction way, improved handling capacity and the economical efficiency of equipment costs, labor costs, construction costs, operation costs on change of terminal size by adding the equipment.

국내 과학기술 연구개발 현황 및 전망

  • 1960년대 경제개발 5개년 계획의 시작과 함께 우리나라 과학기술의 발전을 위한 투자가 본격화되었고, 과학기술 혁신이 정부정책의 가장 중요한 시책으로 부각되었다. 지난 40 여 년간 우리나라 과학기술은 선진기술의 모방에서 출발하여 효율적으로 단계별 성장을 거치면서 2000 년대에는 세계수준의 지식 및 기술을 창출할 수 있는 토대가 마련되었다. 본 발표에서는 한국과학기술의 현주소와 향후 전망을 분석하여 국내 연구개발의 방향을 조명해 보고자 한다. 1982년 특정연구개발사업을 시작으로 국가적 차원에서 목표설정 및 연구개발 자원을 전략적으로 집결하여 다양한 국가 연구개발 사업들이 수행되어 왔다. 그 후 20여년이 지난 현재 20개 부처에서 200 여개의 국가 연구개발사업이 추진되고 있으며, 이러한 연구개발사업의 성과로서 DRAM, TFT-LCD, CDMA 등 첨단 분야에서 세계 최고 수준의 국제경쟁력을 갖춘 기술들이 다수 확보되었다. 주력 산업인 IT산업, 자동차, 철강, 조선, 섬유 등도 기술혁신에 의한 국제 경쟁력 강화로 수출이 확대되면서 우리 경제의 견인차 역할을 하고 있다 최근 10년간 연구개발 투자규모는 3배 이상 증가하여 2000년 기준으로 세계 8위의 투자규모를 달성하였으며, 민간의 연구개발 투자 비중도 크게 늘어나 민간주도형 연구개발체제로 전환되게 되었다. 2001년에 이르러서는 총연구비 투자규모가 15조 이상으로서 이는 전체 GDP의 ∼3% 에 해당되는 수치이며 선진국 수준에 육박하고 있음을 짐작 할 수 있다. 지식기반사회를 선도하여 국가 경쟁력을 높이기 위해 정부는 연구개발 투자를 계속 확대할 정책을 시도하고 있으며 창의적 과학기술인력의 양성 체제 구축 및 효율적인 활용에도 적극 투자하고 있다. 과학기술부는 과학기술혁신의 중추적 역할을 담당하고 있으며 현재까지 20,000여개이상의 과제를 수행하여 국가경쟁력 강화에 크게 기여하여왔다. 정부는 국내외 과학기술 환경변화가 심한 21세기를 맞이하여 새로운 기회와 도약을 위하여 과학기술 중심국가 건설이라는 새로운 비전을 제시하게 되었다. vision 2025를 통해 2025년까지 21세기 첫 4반세기 동안 과학기술 경쟁력을 세계적인 수준으로 끌어올려 과학기술에 기반을 둔 선진국 진입을 실현하고자 다양한 정책적 대응을 물색하고 있다. 세계 시장규모, 전략적 중요성 등을 토대로 한 10대 산업을 육성하기 위하여 과학기술부는 기술수요조사를 바탕으로 49개 주요기술을 도출하여, 과학기술 일류 국가 실현, 국민소득 2만불 달성이라는 국가적 슬로건을 내걸고 “차세대 성장동력” 창출을 위한 범정부차원의 기획과 연구비의 집중투자를 추진하고 있다.
