세계는 지구촌화 하고 있으며 국제경쟁이 치열한 이 시대에 과거 구태의연한 경영방식을 가지고는 기업이 살아 남을 수 없는 것과 같이 1999년도 국방예산이 사상 최초로 마이너스 성장을 한 시점에서 예산이 깎였으니 사업을 줄이는 수밖에 없지 않느냐라고 넘어갈 것이 아니라 이런 때일수록 벤처 정신을 발휘하여 국방 관리의 일대 혁신의 호기로 삼아야 할 것입니다. 이제 우리도 단순한 행정차원의 관리방식을 떠나 소위 과학적 방법에 의한 국방획득 관리를 해야 할 시기가 되었다고 생각합니다

번호 이동성은 기존에 사용하던 전화번호를 변경하지 않고 서비스 제공자, 위치, 서비스 종류 등을 변경할 수 있게 해 주는 능력이다. 이 중 서비스 제공자 이동성은 통신시장의 경쟁을 위하여 가장 먼저 구현되어야 한다. 본 고에서는 ITU-T의 번호 이동성 표준을 분석하여 서비스 제공자 이동성을 지원하기 위한 다양한 호 처리 방식을 각 능력군별로 소개하고, 이들 방식에 대한 장.단점을 비교.분석한다. 또한 ITU-T 번호 이동성의 향후 능력군에 대한 표준화 동향에 대해 소개한다.

터미널의 경쟁력 제고, 터미널 생산성 향상이 중요한 요소라고 할 수 있다. 이러한 생산성에 영향을 줄 수 있는 요인은 다양하다. 그 중 야드 이송장비의 경우, 특정 선석크레인(QC, Quay Crane)에 야드 트랙터(YT, Yard Tractor)가 고정 할당되는 방식에서 다수 QC들의 작업을 처리하는 풀링 시스펨 방식으로 전환으로 터미널 생산성과 YT의 가용성을 높일 수 있다.

This study is intended to grope for a way of strengthening the independent competitiveness of Korean design industry by deducing objective value evaluation factors in design and by closely examining what relation these factors have with the competitiveness of design-specialized company in global markets in order to reinforce the qualitative value system of design, and in order to strengthen the industrial competitiveness of design. First of all, this study defined the objective evaluation factors in design as the quantification of measurement evaluation, the consistency of process, the compatibility of project, and logical persuasiveness, and defined the competitiveness factor in design-specialized company as the reliability and service quality of company, and established a research model. According to the results of test, most of hypotheses were accepted. However, it was understood that the quantification of evaluation didn't have direction effect on the service quality of design-specialized company.

The primary focus of Korea's advertisement policy has been on the securing of stability in the market through building categorical entry barriers whenever a new broadcaster came into the market. But the recent contraction of the advertisement market is pressing the policy makers to lift the categorical barriers to create one large-enough market. This change in the policy and the market, in turn, is triggering heightened competition among drama producers to get advertisements, at times, even at the expense of cost efficiency. The market is supposed to search for its own equilibrium in principle. This means that players, who fall behind, should be left to die out and exit, and the patient policy to let the market function on its own should be institutionalized. Separately, the fee-based public broadcasters should be banned from running advertisements.

본 연구는 중국의 WTO 가입 이후 시장규모 확대에 따라 동북아지역 국가들이 자국의 역할 선점과 경쟁력 확보를 위해 취하고 있는 항공화물운송부문의 시설운영과 전략추진 방향을 살펴봄으로써 우리나라의 항공 화물 운송 산업이 보다 경쟁력 있는 산업으로 역할과 제 기능을 다 할 수 있도록 하는데 목적이 있다. 장래 동북아지역 한 · 중 · 일 3국간 항공화물운송부문의 경쟁은 치열할 것으로 예상되는 반면, 국가 간 협력체제 구축도 필요한 시점이다. 지난 몇 년 동안 3국간은 협력체제 구축을 논의했지만, 가시적인 성과가 없는 현 시점에서 보면 보다 전향적인 발상을 기반으로 하는 접근방식이 필요할 것으로 판단된다. 역내운송의 완전 자유화 특히, 항공화물운송 자유화나 공항 운영 주체들 간 지역 내 제휴를 검토해 볼 필요가 있다. 이와 함께 중국, 일본 등의 공항과 항공화물 운송정보 공유, 기술개발과 표준화, 인적교류, 항공사 유치의 공동노력 등과 같은 제휴를 통해 역내 공항 네트워크를 구축하기 위한 방안은 반드시 협의되고, 추진될 필요가 있는 사안이다. 우리 내부적으로는 21세기를 대비한 보다 구체적이고 실천적인 항공화물운송부문의 ‘master plan' 수립과 함께 항공화물운송 주체인 항공사, 화주, 포워더 등 이용자 중심의 비용절감 방안과 항공화물 기반시설의 차질 없는 추진, 항공화물 정보화 등 편리하고 저렴한 운송체계와 처리절차를 수립이 요구된다.

As the current IEEE 802.11 wireless LAN standard provides the unified channel access procedure for each traffic service without considering its own traffic characteristics, it is difficult to get its differentiated service qualities at IEEE 802.11 wireless LAN system. To solve this limit, IEEE 802.11e standard that can provide differentiated service to each traffic is under preparation. In this study, we implemented IEEE 802.11e EDCA channel access scheme with NS-2 simulator, and showed its numerical results in various system environments with using average delay and throughput as performance measures.

최근 ITU-R에서는 디지털 AM 라디오 방송과 관련하여 DRM(Digital Radio Mondiale)의 권고안을 채택하였다. 본 논문은 표준화된 DRM 방송 방식에 대하여 알아보고, 경쟁 관계에 있는 IBOC(In-Band On-Channel) DSB(Digital Sound Broadcasting) 방송 방식과 비교 분석하여 국내 디지털 AM 방송 방식의 결정과 실용화 전략 수립 과정에 도움이 되고자 한다.
