Smart City Policy Promotion and Gyeonggi-do Strategy (스마트시티 정책추진과 경기도 광역자치단체 전략)

  • The purpose of this study is to investigate the role of Gyeonggi provincial governments in smart city policy. In order to satisfy the purpose of the study, we closely identified how may local governments(si. gun) have been taking participated in smart city project of the central government, and its characteristics. Then we know the detailed strategies that Gyeonggi provincial governments should do. Gyeonggi-do provincial governments enacted smart city-related ordinances in 2020 and participated in the Smart City Local Council. In the future, Gyeonggi privincial government will propose amendments to the law, review participation in the central government smart city policy project, the "integrated platform construction project of the metropolitan government model", and propel Gyeonggi-do's own smart city policy based on the blind spots of the policy.

  • 본 연구는 지역균형발전과 지역경쟁력강화라는 지역정책 목표의 특징의 이해하고 나아가, 측정지표 획득의 수월성에 중점을 두고 분석하였다. 그 결과 경제분야 지수의 최고치는 경기도가 가장 높게 나타났으며, 다음으로는 충청남로서 경기도의 약 94%를 보이고 있다. 사회분야의 지수에서는 경기도가 전국 광역자치단체 중에서 최고의 지수를 보였으며 다음으로 서울시가 광역자치 단체 중에서 2위를 나타내고 있다. 문화기반시설 지수에서는 제주도가 가장 높게 나타났으며 2위를 차지하고 있는 강원도보다도 무려 58%나 높은 수치를 보였다.

  • 경기도 안산시에 위치한 경기테크노파크(원장 배성열)는 '산업기술단지 지원에 관한 특례법' 에 의거해 현재 광역지방자치단체별로 설립된 전국 16개테크노파크중 하나다. 1998년 개원이후 유망벤처기업의 발굴육성을 비롯,교육 훈련,정보교류, 연구개발 등 중소기업을 위한 지원활동을 펼쳐왔으며 산업자원부 ,경기도, 안산시의 재정.행정지원을 바탕으로 한양대학교를 비롯한 인근 6개 대학을 연결해 경기도 중소기업을 위한 연구지원활동을 하고있다. 현재 59개 중소벤처기업이 입주해 있고 연구개발, 시제품 생산, 품질인증, 위탁생산, 마케팅, 경영컨설팅 등을 지원받고 있다. 경기지역의 명실상부한 첨단지식산업 육성의 요람으로 자리매김하고 있는 경기테크노파크를 찾아가본다.

  • 최근 대도시 지역의 오존오염이 문제가 되면서 중앙정부를 비롯하여 여러 지방자치단체에서 이에 대한 대책을 수립ㆍ시행하고 있다. 환경부에서는 고농도 오존에 대한 긴급처방으로서 '단기대책'과 보다 시간을 요하는 '중ㆍ장기 대책'을 수립하여 제시하고 있으며(환경부, 2000), 서울, 인천, 경기 등의 지자체에서도 오존오염을 주 대상으로 하는 대기질 개선대책을 수립하여 시행하고 있다(경기도, 2000; 서울특별시 2000; 인천광역시, 2000). 그러나, 환경부 및 지방자치단체의 다양한 노력에도 불구하고, 오존경보제가 도입된 1995년 이후 오존주의보 발령횟수와 발령지역이 계속 증가 추세에 있다. An Indicator Analysis for the Development of Regional Balance of Korea (지역균형발전을 위한 각 지역별 특정지표 분석)

  • The purpose of this study is to analyze the development of regional balance of 16 metropolitan councils in Korea, using an indicator index analysis. In each council, 18 indicators of the year 2015 which reflect regional development have been selected to diagnose the performances of the three sectors: economy, social, and cultural infrastructure. For the index of economic indicators, Gyonggi-do records the highest number of the indicators and followed by Chungnam-do which reaches about 94% of Gyonggi-do. The lowest region is Gwangju Metropolitan City which shows only 57% of Gyonggi-do. In the social sector, Gyonggi-do and Seoul City have high indexes while Gyeongsangbuk-do and Gangwon-do show relatively low indexes. This implies that the national economic and social capitals are concentrated in Gyonggi-do and Seoul City. For the index of cultural infrastructure sector, Jeju-do is the highest council and higher about 58% than that of Gangwon-do which is in the second highest level. In particular, the greatest unbalanced sector among the councils is the cultural infrastructure in which Jeju-do is the five times higher than that of Gyonggi-do and Inchon Metropolitan City. As a result, the cultural infrastructure sectors are particularly concerned in establishing the national policy for the development of regional balance of Korea.

  • 수질오염관리 정책이 배출원 관리에서 유역공동체를 중심으로 한 사전 예방적 유역관리정책으로 변화됨에 따라 단순문서에 의한 오염원 자료관리 등의 업무처리체계로는 수질오염총량관리제 실시에 따른 실무지원이 어렵다. 이를 위해서는 수질오염총량관리기술지침에 근거한 하천, 호소 및 오염배출실태자료의 체계적 관리가 필요하며, 유역환경(단위유역, 소유역 등)에 대한 기초정보와 국가수질측정망 자료 및 자치단체 소하천 등의 수질자료의 연계활용이 필요하다. 따라서 경기도에서는 수질오염총량제 시행에 따른 유역관리현황 정보를 구축하고, 국가하천을 중심으로 한 중앙정부의 유역환경정보와 지방하천 및 소하천을 중심으로 한 지방자치단체의 유역환경정보를 통합, 운영함으로써 통합적인 유역관리지원 체계를 구축하고자 한다. 이를 통해 수질측정망 및 수위-유량 등 수문자료와 배수구역도, 단위유역도, 항공사진 등 지리정보를 활용한 유역관리정책 기반을 구축하고, 경기도 및 31개 시 군의 유역관리정책수립 및 시행에 필요한 논리적, 기술적 정보제공 시스템을 구축하고자 한다. 따라서 본 연구는 오염총량관리제도의 의무제 전환이 예측되는 상황에서 향후 광역시도간 광역계획 혹은 경기도내 시군의 오염총량관리계획에 능동적으로 대응하기 위해 경기도 차원의 수질측정망 자료, 오염원 실태조사 자료 및 수위-유량 등 수문자료와 배수-구역도, 토지이용도, 단위 유역도, 항공사진 등 GIS 자료 등을 데이터베이스화하여 경기도내 시 군 환경담당부서의 업무분석을 통해 업무에 활용되는 주요 환경자료에 대한 업무지원체계를 확립하기 위한 수질오염정보화 시스템을 구축하고 그 활용방안을 제시하는데 그 목적이 있다.

A STUDY ON THE CURRENT TRENDS OF BIRTH RATE IN KOREA (최근 한국의 출산율 현황에 관한 고찰)

  • As the current level of birth rate of Korea has dramatically declined, it is obvious that pediatric dentistry will also be affected by this change. This study was performed for the purpose of understanding on the current fertility levels of Korea. The formal data on the number of live births(NLB), crude birth rate(CBR), and total fertility rate(TFR) published annually from the National Statistical Office of Korea from 1992 to 2000 were used as materials for this study. The TFR values from 1990 to 2002 of Korea were compared with those of some western countries with similar history of decreased birth and the CBR values of the metropolitan cities and the capital city Seoul in 2003 were compared domestically, yielding to results as follows. 1. Recent birth rate of Korea was decreased continuously. NLB was about 490,000 CBR was 10.2 and TFR was 1.19. 2. TFR of Korea in 2002 was 1.17, the lowest in the world. 3. There was a large difference in the NLB and CBR between local prefectures and towns of Seoul domestically. Additional population studies and medico-economical studies to exactly predict the demands of pediatric dentistry and proper supplies of manpower in the future was thought urgently required.

Kangwondo's Unemployment Counterplan : Review and Priorities (강원도의 실업대책 : 평가와 과제)

  • The year of 1998 was a very hard time for the most of Koreans. The rate of unemployment, which had averaged between 2 and 2.5 percent for many years, has continued to rise as the industrial production declined from the first quarter of 1998. The seasonally unadjusted unemployment rate recorded high of 8.4 percent in the first quarter of 1999, and the number of the unemployed as 1.75 million. On the other hand, the unemployment rate in Kangwondo used to be smaller than the nation-wide rate. However, this should not be taken as evidence that Kangwondo's economy used to perform better than others, because the participation rate also used to be smaller in Kangwondo than other regions. Anyhow, the unemployment problem is one of urgent issues in Korean society. The purpose of this paper is to overall review Kangwondo's unemployment counterplan and to make priorities about what we have to do against the long-run unemployment. In addition to implementing unemployment countermeasure of the central government, Kangwondo has to devise in itself unemployment counterplan reflecting local attributes.

A Study on Collaborative Digital Information Service for Gyeonggi-Do Public Libraries (경기도 공공도서관 협력형 전자정보 서비스에 관한 연구)

  • Although it is about a decade since public libraries started to provide digital information services, lack of expertise for efficient service operation and restrictions related to copyrights have led to failure to obtain remarkable performances in uses. This study intends to analyze operation cases of domestic and overseas collaborative digital information services, as well as the current status of digital information services of libraries in Gyeonggido, thereby developing a collaborative digital information service model among public libraries on the level of local governments. This research then analyzed collaborative digital information service Web sites and surveys. Based on the analysis result, this study presented support of integrated search of possessed electronic information, Web database (DB), DB on original texts of regional records, online reference services, and mobile platforms as functional factors to embody a successful service model. As a system management road map, an eclectic model combining the merits of centralized and decentralized models was found to be more effective than a centralized or decentralized model in consideration of the characteristics of participating organizations.

Trends and Directions of Management Evaluation of the Public Libraries in Korea (국내 공공도서관 경영평가의 동향과 지향성)

  • Recently, the policies and management of public libraries have been evaluated by the Ministry of Public Administration and Security, the Ministry of Culture, Sports and Tourism of the central government, and Gyeonggi Province in Korea. However, these evaluations do not meet the international trends where simple input-output measures are being overtaken by outcomes calculating broad socio-economic values. Taking these facts into consideration, the main goal of this paper is to analyze the limitations of the recent library evaluation cases and to suggest some desirable directions for the evaluation of the socio-economic values (i.e., impact and benefits) of public libraries.
