Conflicts between the Conservation and Removal of the Modern Historic Landscapes - A Case of the Demolition Controversy of the Japanese General Government Building in Seoul - (근대 역사 경관의 보존과 철거 - 구 조선총독부 철거 논쟁을 사례로 -)

  • In recent years, there has been a tendency to reuse 'landscapes of memory,' including industrial heritages, modern cultural heritages, and post-industrial parks, as public spaces in many cities. Among the various types of landscapes, 'modern historic landscapes', which were formed in the 19th and 20th centuries, are landscapes where the debate between conservation and removal is most frequent, according to the change of evaluation and recognition of modern history. This study examines conflicts between conservation and removal around modern historic landscapes and explores the value judgment criteria and the process of formation of those landscapes, as highlighted in the case of the demolition controversy of the old Japanese general government building in Seoul, which was dismantled in 1995. First, this study reviews newspaper articles, television news and debate programs from 1980-1999 and some articles related to the controversy of the Japanese general government building. Then it draws the following six factors as the main issues of the demolition controversy of the building: symbolic location, discoveries and responses of new historical facts, reaction and intervention of a related country, financial conditions, function and usage of the landscape, changes of urban, historical and architectural policies. Based on these issues, this study examines the conflicts between symbolic values that play an important role in the formation of modern historic landscapes and determines conservation or removal, and the utility of functional values that solve the problems and respond to criticisms that arise in the process of forming the modern historic landscape. Especially, it is noted that the most important factor that makes the decision is the symbolic values, although the determination of the conservation or removal of modern historic landscapes has changed according to changes in historical perceptions of modern history. Today, the modern historic landscape is an important site for urban design, and still has historical issues to be agreed upon and addressed. Thi study has contemporary significance from the point that it divides the many values of modern historic landscapes into symbolic values and functional values, evaluates these, and reviews the background social context.

The Method of Selecting Landscape Control Points for Landscape Impact Review of Development Projects (개발사업의 경관영향 검토를 위한 주요 조망점 선정 방법에 관한 연구)

  • The Natural Landscape Rating System was introduced in the amendment of the NATURAL ENVIRONMENT CONSERVATION ACT in 2006. For landscape preservation, the system aims to consider the effects of development projects or plans implemented in a natural landscape on skylines, scenic resources, and view corridors. Currently, a lack of consistency in standards for determining Landscape Control Points (LCP) to assess landscape impact lowers the accuracy and reliability of the assessment results. As the perception of and the impact on a landscape varies, depending on the location of the LCP, it is necessary to establish a reasonable set of criteria to select viewpoints and avoid unreliability in the assessment due to unclear criteria. The intent of this study is to propose an objective and reasonable set of criteria for LCP selection to effectively measure the impact on the landscape from development projects that anticipate a change in the landscape and, ultimately, to suggest basic analysis methods to assess the landscape impact of development projects and to monitor the landscape in the future. Among the development projects affecting natural landscapes, as reported in the statement of the environmental impact assessment, cases of construction of a single building or other small-scale development projects were studied. Four spot development projects were analyzed in depth for their landscape impacts, in order to make recommendations for the LCP selection procedure, which aims to widen the scope of selection according to the direction of viewpoints from the target site. The existing results of analysis based on LCP have limitations because they failed to cover the viewshed of the target buildings when there are topographical changes in the surroundings. As a solution to this problem, a new viewshed analysis method has been proposed, with a focus on the development site and target buildings, rather than viewpoints, as used in past analysis.

  • 이 논문은 '경관'과 '기호'표상에 근거한 지역학흡의 실제를 제시하기 위한 것이다. '경관'과 '기호' 표상은 오랜 역사적인 과정을 통해서 그 지역에서 구성된 지역적인 담론을 보다 구체적인 형태로 보여주는 것이므로 지역정체성 향상에 크게 기여할 수 있다. 오랜 역사적인 과정 속에서 형성된 지역담론은 각각의 시대적인 맥락에 따라 다양한 층위를 지니고 있다. 따라서 지역 담론은 지역의 변화된 모습에 대한 이해뿐만 아니라 오늘날의 지역을 이해하는 데에도 도움을 줄 수 있어 지역학습의 중요한 지표가 될 수 있다. 나아가 '경관'과 '기호'표상은 그 지역 사람들의 생활세계를 구성하고 있는 중요한 요소이므로 학습자의 삶과 유리되지 않는 지역학습을 할 수 있다는 점에서 커다란 의미가 있다고 본다.

  • 본 연구에서는 석파정을 대상으로 소유주의 변경에 따른 시기별 경관변화양상을 살펴보고자 하였다. 연구결과 초기 석파정의 모습은 계류를 중심으로 하는 공간으로 주변의 수림대와 어우러진 자연경관이 확인되었으며, 대원군으로 소유 시에도 그 모습은 대부분 준용되었던 것으로 보이나, 한국전쟁 이후 잦은 소유주의 변경과 서울미술관 정원으로의 귀속에 따른 경관훼손은 원형경관의 복구가 시급히 이루어져야 할 것이다.

A Basic Study for Forest Landscape Fragmentation Monitoring (산지경관 파편화 모니터링을 위한 기초연구)

  • This study proposed a forest landscape (patch) fragmentation monitoring framework using a cadastral forest land dataset and validated the feasibility of such monitoring. The following results were found. First, the forest landscape has fragmented too quickly. Hence, immediate national monitoring and management are required. Second, forest landscape monitoring should be linked to other survey frameworks. Horizontal fragmentation monitoring based on the forest landscape (geographic information system [GIS] polygons) is insufficient to determine ecological processes. Third, precautionary principle regulation to link forest landscape fragmentation monitoring to assessment systems such as environmental impact analysis or disaster impact analysis should follow.

  • This study is quantitative landscape resources evaluation using Google panoramio geotagged photo collections. Panoramio geotagged photos are including the location information and time information. That is the valuation of the landscape resources and time series analysis allows. And Seasonal changes in preference for a particular landscape can be identified. This study used data from the general public has been produced by the Web 2.0 environment. So, the proposed method in this study will be complement the method using surveys and expert.

A Study on the Artistic Development of Rogert Smithson as Means of Investigating His Conceptualization of a Modern Landscape Aesthetics (로버트 스미슨의 작품에 나타난 근대 경관미학의 개념화에 관한 연구)

  • 본 연구는 환경예술운동의 선구자격이며 가장 대표적인 작가로 평가되는 로버트 스미슨의 작품에 대한 연구를 통해 그의 경관미학의 개념화에 대하여 고찰해 보고자 하였으며 궁극적으로 본 연구가 환경예술운동이 현대 조경설계에 미친 영향에 대한 기초 연구라는데 본 논문의 의의를 찾고자 한다. 스미슨의 작품이 조경에서 다루는 경관의 여러 가지 관점을 다루었으며, la국을 중심으로 조경설계에서 공간의 시각적 표현을 시도한 몇몇 조경설계가의 작품배경 또한 환경예술로 불리어지는 일련의 작품군과 작가의 주장에 많은 영향을 받았음에도 불구하고 그의 작품이 조경분야에서 연구의 대상으로 활발하게 다루어지지 못한 것도 사실이다. 본 연구에서는 스미슨의 경관미학의 개념화를 그의 작품을 통해 살펴보았으며, 스미슨의 작품과 조경설계와의 연관성, 그리고 현대 조경설계에 미친 스미슨의 공헌등을 조명해 보았다. 스미슨의 초기작품들은 개발로 인한 환경 및 경관의 남용 혹은 황폐화에 대한 비평적인 관점을 예술적 형태로 묘사한 반면, 후기 작품들에서는 환경 및 경관에 대한 예술적인 조작에 긍정적인 가치를 부여하고자 한 것이었다. 스미슨의 작품이 현대 조경에 미친 가장 큰 공헌은 무엇보다도 경관 및 환경의 변화에 영향을 미치는 수단으로서 예술을 활용했다는 것일 것이다. 환경예술가들의 주장과 그들의 작품이 현대 조경설계에 구체적으로 어떻게 형상화되었는지에 대한 연구는 앞으로 규명되어야 할 부분이라고 판단된다.

Spatio-temporal Change Detection of Forest Landscape in the Geumho River Watershed using Landscape Metrics (경관메트릭스를 이용한 금호강 유역 산림경관의 시·공간적 변화탐지)

  • The purpose of this study is to test the applicability of landscape metrics for quantifying and monitoring the landscape structure in the Geumho River watershed, which has undergone heavy environmental disturbances. Landscape metrics were computed from land cover maps(1985, 1999) for the forest patches. The number of variables were reduced from 12 metrics to 3 factors through factor analysis. These factors accounted for above 91% of the variation in the original metrics. We also determined the relative effects of land development on the changes of forest landscape structure using multiple linear regression analysis. At the forest patches, the conversion of forest to urban areas and agriculture resulted in increased fragmentation. Patch area and patch size decreased. and patch density increased as a result of the conversion of forest to agriculture($R^2=0.696$, p<0.01). The heterogeneity of patch size and complexity of patch shape mainly decreased as a result of the conversion of forest to urban areas($R^2=0.405$, p<0.01). The density of core area and edge showed the tendency increase, but there was no relationship with the conversion of forest to urban area and agriculture The future research will be needed to analyze correlations between landscape structures and specific environmental and socioeconomic landscape functions.

A Study on the Role of Participants in the Suwon Gobuk Market Landscape Agreement (수원 거북시장 경관협정에서 나타난 참여자 역할에 대한 연구)

  • There is growing concern about landscape agreement with regard to a variety of activities within resident-based agreements in Korea. This study aims to investigate the communication method of the agreement contacting process and its essential role as a bottom-up resident-based process. The study site is Gobuk Market in Suwon city, where a resident-based landscape agreement was successfully made. In this study, the author implemented in-depth interviews and a literature review to understand the meaning of the agreement contracting process and participants' opinions regarding the Gobuk Market case. During the landscape contracting process, the level of participation of residents, experts and the government changed. The study found that diverse communication methods, such as training, agreement information sessions and seminars were conducted during the process of the resident-based landscape agreement and it is crucial to construct healthy relationship among stakeholders. Furthermore, the experts' role is crucial in establishing agreement among residents initially. However, as local empowerment and the willingness of local people grow, each stakeholder's role is changed by stage. Therefore the Central and Local Government have the necessary task of providing institutional strategy. This study has offered practical information on how each stakeholder played their individual role within the landscape agreement.

A Study on the Relationship between Visual Preferences and Visitors' Satisfaction in Bukhansan Dulegil (북한산 둘레길 경관선호도와 이용만족도의 상관성에 관한 연구)

  • In nature, to change the consciousness of those who wish to pursue something new, the road is turning function-oriented 'Walking Path' into purpose-oriented 'Walking Trails'. Though 'Walking Trails' is a long linear journey that leads people to see, to feel and to experience while walking on the trail, but considering on the landscape of trails when selecting routes is lacking. Landscapes, which are felt and perceived while walking on the trail, provide a purpose, and can be an important factor to improve visitor satisfaction. However, the study is insufficient in terms of landscape of trails. Therefore, it is the purpose of this study to find ways to help improving visitors' satisfaction in selecting routes, by analyzing the images and preferences of trails landscapes that are visually perceived, by analyzing the correlation between visitors' satisfaction and them. For this study, landscape assessment was carried out after selecting representative landscape photos of BukhansanDulegil 13 sections and landscape images adjectives for landscape assessment. Through the assessment, analyze landscape images of each section, landscape images factors affecting a wish to walk and landscape preferences, relationship between visitors' satisfaction and them. 'Refreshing' image was higher on the path with many trees and less artificial elements; 'urban' image was higher on the path with artificial elements. 'A wish to walk' and 'landscape preference' was higher on the path showed 'refreshing' and 'pastoral' image with many natural elements. Factors affecting 'a wish to walk' were "refreshing-unpleasant", "impressive-ordinary", factors affecting 'landscape preference' were "refreshing-unpleasant", "comfortable-uncomfortable". In addition, landscape preference was found to have a high correlation with visitors' satisfaction.
