The purpose of this paper is primarily to examine models of collective decision-formation and decision-making. The goal is to propose a model of decision-formation and decision-making that is appropriate for a democratic society. Habermas distinguishes these models of decision-formation and decision-making by liberal, republican, and deliberative political models according to their justification types. Axel Honneth, on the other hand, is divided into three models of liberalism, proceduralism, and republicanism. I want to divide the model of possible decision-making in democratic society into three, that is, the model based on force, the model based on procedure, and the republican model. This distinction will identify the characteristics of each decision-making model and this confirmation will help us find the best decision-making model for a democratic society. In the end, I will combine the republican model with the procedural model. For this synthesis, I will also propose three conditions in modern society. I will argue that the three conditions of collective intelligence, active freedom, and horizontal networks are necessary.

The purpose of this study is to examine the arguments about the conceptualization and the assessment of mental capacity and legal competence concerning the adult guardianship. Based on these literature reviews, the author analysed Mental Capacity Act 2005 of United Kingdom. The act conceptualizes legal competence as a concept dependent on a specific decision, time, and environmental support or convenience. According to the act, the assessment of the legal competence shall be made with ensuring the person all the viable supports and environmental conveniences. And it appears that the hierarchical assessment system of the act assures that the more the decision is important the more professional and more formal assessment shall be used. Based on these findings the author suggested several implications for the legislation of a new adult guardianship act in Korea.

기존의 절차 지향 프로그램을 이해하고 유지.보수하기 위해서는 많은 비용이 필요하다. 이러한 절차 지향 프로그램에서 객체/클래스를 추출한다면 프로그램을 이해하고 유지.보수하는데 많은 비용을 절감할 수 있을 뿐 아니라, 객체 지향 프로그램으로 변환하는데 많은 도움이 된다. 본 논문에서는 객체/클래스를 추출하기 위한 절차와 구조를 제시하였다. 객체/클래스 추출기는 Clustering Engine, Stochastic Refinement and Decision Engine, Domain Modelling와 Comparison and Intergration Engine의 4부분으로 구성된다. 이러한 과정을 거치면서 기존의 연구 방법과는 다르게 가중치 주는 기준, 다중 객체 후보, 통계적 방법으로의 정재와 결정, 요구사항의 의미적 관점에 기초한 방법을 사용하였다.

해상교통안전진단제도(이하 제도)의 고도화를 위하여 제도 및 법적 체계의 개선을 실시하였다. 하지만, 사업자를 비롯한 관련기관들은 제도 체계에 대한 인식 부족으로 제도를 규제로 보는 인식이 늘어나게 되었다. 따라서 본 연구에서는 사업자를 비롯한 관련기관들의 제도에 대한 이해도를 높이고, 제도에 능동적인 참여를 유도하기 위하여 제도의 프로세스 분석을 실시하게 되었다. 프로세스 분석은 개정된 해상교통안전진단 시행지침 중 "제2장 안전진단 및 안전진단서", "제3장 안전진단서 제출 면제사업 및 의견서 작성"의 안전진단항목 결정절차, 안전진단서의 제출 및 사전검토 절차, 진단면제의견서 검토절차에 대하여 실시하였다. 이는 제도의 교육자료 및 가이드북의 내용으로서 활용할 예정이다.

홍수피해를 최소화하기 위한 수공구조물의 적정 규모 결정을 위해 사용되는 홍수빈도분석에는 통계적 분석절차에 따른 불확실성이 포함된다. 따라서 불확실성이 포함된 범주 내에서 가장 적절한 설계홍수량(design flood)를 결정하는 과정은 수공구조물의 최종단계에서 중요하게 다루어져야 하는 부분이나 이를 제시한 연구는 많지 않다. 비용-편익 분석기법을 홍수빈도분석 절차에 도입하여 구성되는 총 기대비용함수(total expected cost function)는 설계홍수량 중 최적 설계홍수량(optimal design flood)를 결정하기 위한 새로운 접근방식이다. 이 절차는 UNCODE(UNcertainty COmpliant DEsign)로 명명되어 사용된 바 있으나, 국내에서는 아직 적용 결과가 소개되지 않고 있다. 따라서 본 연구에서는 UNCODE의 수학적 구성 절차를 소개함과 함께 북한강수계에 위치한 수력발전댐(화천댐, 춘천댐, 의암댐, 청평댐)의 년최대유입량을 사용하여 최적 설계홍수량을 산정하고 이 결과를 기존 홍수빈도분석 결과와 비교하였다. 불확실성이 고려된 총 기대비용함수로부터 확률분포함수들(Gumbel 및 GEV)의 모수를 추출하는 과정에서 Metropolis-Hastings 알고리즘을 사용하여 불확실성의 범위를 추정하였으며, 비용-편익 분석기법에 사용되는 비용 및 피해함수는 수학적 구성의 편의성을 위하여 1차 선형함수로 가정되었다. 4개의 발전용댐, 2개의 확률분포 및 2개의 재현기간에 대하여 최적 설계홍수량의 중앙값이 기존 홍수빈도분석 절차에 의해 산정된 설계홍수량보다 일정 정도 큰 값으로 산정됨을 알 수 있었다. 향후에는 본 연구에서 적용된 절차를 간단한 수식형태로 함수화하여 발전용댐 운영의 실무업무나 하천기본계획의 수립 등에 있어 비용-편익분석 기법의 적용성을 높이기 위한 연구가 진행될 필요가 있을 것으로 판단된다.

The immigration procedure at airports is vital to making passenger and cargo transport faster. The rapid procedure of immigration could be an important determining factor when passengers select an air transport company, one that should have high satisfactory in terms of their service level and efficiency. Therefore, the advanced airport makes it easy for customers and their cargo to proceed. The coordination between authorities related to the Korean international airport is not satisfactory for customers. This paper analyzes the factors necessary to enhance the airport immigration procedure with the movement of aircrafts, passengers, cargo, and post, using the CK(Cook and Kress) model of DEA(Data Envelopment Analysis). From this study, the author found that research and development will be needed to improve the immigration procedure, especially on facilities and their operating systems. There are needed, also, performance indicators and a continuous monitoring system.

비디오의 주행계의 안정성은 비디오 품질의 중요한 요소로서 이에 영향을 주는 인자들은 다양하며 여러 인자들이 복합적으로 작용하여 비디오 테이프의 주행상에 영향을 준다. 본 연구에서는 D전자회사의 비디오 주행경로의 변동을 최소화하기 위하여 어떠한 인자를 제어하는 것이 필요한지 주요 인자의 선정문제를 회귀분석을 이용하여 결정하는법, 선정된 인자의 최적수준 조합을 결정하는 문제를 해결하는 절차와 부품의 조립허용공차의 선정절차를 제시한다.
