  • Since 2015, the Korea Expressway Corporation has provided predicted travel time information, which is reproduced from DSRC systems over the extended expressway network in Korea. When it is open for public information, it helps travelers decide optimal routes while minimizing traffic congestions and travel cost. Although, sutiable evaluations to investigate the reliability of travel time forecast information have not been conducted so far. First of all, this study seeks to find out a measure of effectiveness to evaluate the reliability of travel time forecast via various literatures. Secondly, using the performance measurement, this study evaluates concurrent travel time forecast information in highway quantitatively and examines the forecast error by exploratory data analysis. It appears that most of highway lines provided reliable forecast information. However, we found significant over/under-forecast on a few links within several long lines and it turns out that such minor errors reduce overall reliability in travel time forecast of the corresponding highway lines. This study would help to build a priority for quality control of the travel time forecast information system, and highlight the importance of performing periodic and sustainable management for travel time forecast information.

  • Scientific literacy has long been as one of the key goals of science education, and using scientific inquiry in school science has became an important objective to be achieved. The processes of scientific inquiry consist of proposing/developing inquiry question, designing and conducting investigation, collecting, analyzing and interpreting data, and communicating the results. However, most students experience mainly collecting and transforming data in inquiry processes in science class and they are barely exposed to the opportunities of proposing/developing inquiry questions. Middle school earth science preservice teachers participated in this study (N=36) and their abilities of developing inquiry questions were surveyed. Participants' abilities of developing inquiry questions were investigated whether they were enhanced with activities using the Inquiry Questions Development Guide (IQDG). Also, this study was interested in whether there was any relationship between abilities of developing inquiry questions and designing inquiry investigation. The results of this study were as follows; first, the level and preciseness of inquiry questions and its preciseness developed by participating teachers were enhanced after experiencing IQDG. In addition, teachers' dominating inquiry question-types were two: one is a 'relationship-inquiry question' in which students could discover the relationship between results found in the given experimental situations and the other one is a 'why-how inquiry problem' in which students could explore a cause or a process that results in the outcomes. Finally, the higher level of and preciseness the of inquiry questions were identified as an important factor the determined teachers' abilities of designing more logical investigation. A process of proposing/developing inquiry question was identified as one of the most important processes contributing to a success of scientific inquiry investigation.

  • Structural instability and damage are caused by frost heave during the winter when atmospheric temperature maintains below $0^{\circ}C$. Frost heave is the most representative engineering characteristics of frozen ground and there are various frost susceptibility criteria. Frost susceptibility criteria can be roughly divided into three categories. First, frost susceptibility is determined from particle size distribution, which is practically useful and many countries are adopting. In this paper, several particle size distributions (PSDs) are applied to the frost susceptibility criteria but PSD seems to be not enough to determine whether soils are frost susceptible. Second, it is judged from laboratory frost heave testing results. Laboratory frost heave tests were performed with newly developed thermal controlled triaxial cell and the reliability of frost susceptibility criteria is evaluated. New testing apparatus and method are suitable to meet the existing frost susceptibility criteria. Third, it is compositive frost susceptibility criteria envelope including the particle size distribution, soil classification, and frost heave test. The compositive frost susceptibility criteria envelope should be supplemented based on additional data on various soil types.

  • In emerging technologies, innovation processes are dynamic in that the government needs to regularly review its policies to resonate with rapid technological advancements, changing public needs, and evolving global trends. In the 1990s, the Internet grew at an explosive rate, but many applications were constrained due to security concerns. Public Key Infrastructure (PKI) seemed to be the fundamental technology to address these concerns by providing security functions. As of 2017, PKI is still one of the best technologies for electronic authentication in an open network, but it is used only in limited areas: for user authentications in closed networks and for server authentications within network security infrastructure like SSL/TLS. The difference between expectation and reality of PKI usage is due to the evolution of the Internet along with the global adoption of new authentication policies under the Internet governance in the early 2000s. The new Internet governance based on the cooperation between multi-stakeholders is changing the way in which a government should act with regard to its technological policies. This paper analyzes different PKI policy approaches in the United States and Korea from the perspective of path-dependence theory. Their different policy results show evidence of the rise of the Internet governance, and may have important implications for policy-makers in the current global Internet society.

  • Recently, as the social interest increase has been focused on new renewable energy system to build-up sustainable urban planning system, the related studies have been actively conducting. As well as in other areas, the construction area, which accounts for over 40% of the total energy consumption, clearly showed this tendency. Whereas, various landscape facilities applying renewable energy equipments have been manufactured and installed, systematic study available for planning and designing is rarely found in Korea. This study is expected to contribute to the landscape planning and designing by quantifying the energy-efficient and economic advantages of the renewable energy system for landscape facilities. For this purpose, the analysis on the energy-efficiency and economic values under the scenario that the current fossil power supply for the streetlights in urban parks in Seoul, Daegu, and Incheon were replaced by photovoltaic power generation were performed through RETScreen$^{(R)}$ a clean energy simulation program based on the NASA Satellite Meteorological Data. As a result, the generated power and the economic values vary depending on the climatic features of the appointed cities. This study will be used to build up the effective decision-making in applying the clean renewable system to the plan and design of landscaping.

  • Objective : The purpose of the research is to investigate Korean occupational therapists' awareness of Evidence-Based Practice(EBP), basis of clinical decision making, barrier factors of EBP execution. Methods : Form December 2009 to March 2010, 500 questionnaires were sent out to clinical occupational therapists and 160 questionnaire which are returned by the therapists were analyzed through descriptive statistics. Results : There are more female respondents than male. More than 90% of them had less than 5 years experience. Most of respondents hadn't experienced education concerning EBP(76%), and the education is not periodically conducted(55%). Moreover, treatment was being tailored based on subjective judgement. On the other hand, the degree of recognition showed that the professionalism of occupational therapists can be improved through EBP(96%), and be helpful to make clinical decision(88%). Most of the therapists answered that guaranteeing enough time to search the basis of treatment(90%) and participating in the education course(92%) is needed to make EBP applicable. This result shows that while the application rate of EBP is low, the recognition rate of EBP is high, which means it is necessary to revitalize EBP education program. Conclusions : In order to provide quality service, education course and instructor training program is needed. We should also make a great effort to offer evidence-based education to occupational therapy students. Furthermore, EBP has to be carried out to improve the professionalism of occupational therapists, and the research about education program and its effect has to be executed.

  • An extracellular inulinase from Penicillium sp. which isolated from soil sample was purified to a single protein th-rough ammonium sulfate fractionation, DEAE-Sephacel ion exchange chromatography and Toyopearl HW 65 F gel filtration. The temperature and pH for the enzyme reaction were around 6$0^{\circ}C$ and 4.0, respectively. The enzyme was stable at 3$0^{\circ}C$-5$0^{\circ}C$ and in the pH range of 4 to 5. $CuCl_2$, $HgCl_2$ and EDTA inhibited the enzyme activity strongly. By contrast, $MnCl_2$ and $CaCl_2$ activated the enzyme activity. The molecular weight of the purified enzyme was esti-mated to be 77,000 dalton by SDS-polyacrylamide gel electrophoresis. The Km values of the enzyme for inulin were calculated to be $2.2\times10^{-3}$M. TLC analysis suggested that purified enzyme is exo-type inulinase. The NH2-terminal amino acid sequences of the purified enzyme was determined to be $NH_2$-X-Glu-Ser-Tyr-Thr-Glu-Lys/Leu-Tyr-Arg-Pro.

  • When a geometric size of moonpool and an inflow velocity are determined based on the similarity of Froude number, Reynolds number is depending on the scale ratio of moonpool geometry. It means that different characteristics of flow fluctuations in moonpool can be observed depending on the scale ratio of moonpool even though Froude number is the same. In the present study two dimensional numerical simulations were performed to investigate the influence of scale ratios on the flow characteristics inside the moonpool. The inflow velocity at several scale ratios was determined to keep Froude number constant. A periodic response was observed in a small size of moonpool while a large moonpool showed complicated fluctuations with various amplitudes and frequencies, which made it difficult to distinguish the statistical steady-state response from the temporal responses in the case of large moonpool. The similarity of Froude number gave rise to a spectral characteristic which was inversely proportional to the square root of scale ratios ($f_{0.5}{\approx}{\sqrt{2}}f_1{\approx}2f_{2.0}$) but a low frequent occurrence of strong vortex ($f_{2.0}=0.07$)which is observed inside the large moonpool was characterized depending on scale ratios.

  • Recently, the installation of submarine power cables is under consideration due to the increase of electric power usage and the development of the offshore wind farm in island areas, including Jeju. In order to protect power cables installed on the seabed, it is necessary to calculate the burial depth based on the characteristics of anchoring, dragging and fishing, etc. However, there is no design standard related to the size of target ships to protect the cables in Korea. In this study, we analyzed the design standards for the protection of domestic submarine pipelines similar to submarine cables, and developed the risk matrix based on the classification by emergency anchoring considering the installation environment, then designed the size of target ships according to the cumulative function scale by ship size sailing through the sea concerned. Also, we linked marine accident conditions, such as anchoring, dragging, etc. and the environmental conditions such as current, sea-area depth of installation etc. to the criteria of the protection of submarine cable, and examined the size of specific target ships by dividing the operating environment of ships into harbor, coastal and short sea. To confirm the adequacy and availability of the size of target ships, we verified this result by applying to No. 3 submarine power cables, which is to be installed in the section from Wando to Jeju Island. This result is expected to influence in the development of a protection system for submarine cables and pipelines as well as the selection of anchor weight according to the determination of burial depth.
