While overall crime has been on the decline since 2009, voice phishing has rather been on the rise. The government and academia have presented various measures and conducted research to eradicate it, but it is not enough to catch up with evolving voice phishing. In the study, researchers focused on catching criminals and preventing damage from voice phishing, which is difficult to recover from. In particular, a voice phishing prediction method using the Fraud Detection System (FDS), which is being used to detect financial fraud, was studied based on the fact that the victim engaged in financial transaction activities (such as account transfers). As a result, it was conceptually derived to combine big data such as call details, messenger details, abnormal accounts, voice phishing type and 112 report related to voice phishing in machine learning-based Fraud Detection System(FDS). In this study, the research focused mainly on government measures and literature research on the use of big data. However, limitations in data collection and security concerns in FDS have not provided a specific model. However, it is meaningful that the concept of voice phishing responses that converge FDS with the types of data needed for machine learning was presented for the first time in the absence of prior research. Based on this research, it is hoped that 'Voice Phishing Damage Prediction System' will be developed to prevent damage from voice phishing.
The Korean economy successfully overcame the macroeconomic downturns driven from the Asian financial crisis in a very short period of time. The economic shock, however, generated a variety of social problems, one of which was the increase in felonies (homicides, robbery, rape, and arson), or degradation of public safety. We argue that the Korean criminal policy has not been effective to ameliorate the rising trends in crime caused by the financial crisis. In order to substantiate this claim, we assess the effectiveness of criminal policy: policing, sentencing, and corrections. First, there has been resource shortage in policing since the 1997 financial crisis. For the past ten years, the investment of human resource and budget in the police has been virtually stagnant, as well as in prosecutors' investigation activities. The insufficient resource allocation in policing caused a huge decline in arrest rates and prosecution rates. Second, the Korean judicial system has not increased the severity of punishment. Comparing the pre- and the post-financial crisis period, the average length of prison sentence by the courts has declined. Given the degrading in the quality of crime and the decreasing amount of inputs into the policing and prosecution, the government should have increased the severity of punishment to deter crime. Third, we found that the government hired more officers and allocated larger budget into prison and probation. However, it is difficult to suggest that the increased level of resources in correctional programs have been effective in preventing released prisoners from committing future crimes. This is because the number of repeat offenders convicted of more than a third offense increased dramatically since 1997, pushing felonies upward. In sum, the government organizations failed to respond respectively or to make coordinated actions, eventually causing a dramatic increase in crimes. This research brings explicit policy implications. In order to prevent possible additional degradation of public safety, the government must put more efforts into increasing the effectiveness of policy and to investing more resources into said policies. We also emphasize the importance of the institutional mechanisms which foster policy coordination among the Police, the Prosecutor's Office, the Ministry of Justice, and other relevant government organizations.

This paper proposes a method of analyzing unrecognizable numbers of license plate images, which are degraded by various factors such as low resolution, low light level, geometric distortion, and periodic noise, to name a few. With existing vehicle license plate recognition methods, it is difficult to recognize license plate if images are not recognizable in the pre-process of removing degradation factors. Although images of license plate have not been improved to be recognizable in the pre-process, the proposed method makes it possible to recognize numbers of license by distorting pre-saved reference images of license plate numbers same as sample plates, and by assuming likelihood ratio using statistical methods. The proposed method also makes it possible to identify suspect vehicle license plate under unstable light conditions and with low resolution images that are unrecognizable by the naked eye. This method has been used in real criminal investigation to recognize numbers of license plate of criminal vehicle, and has proved to be useful as criminal evidence through experiments under various conditions.
- Turfgrass insect pests and natura.l enemies for biological control were investigated to develop pest management effectively in golf courses at several golf clubs. Twenty eight insect pest species of 10 families in 6 orders were collected from golf courses. The zoysiagrass mite, Eriophyes zoysiae and root-knot nematode, Meloidogyne incognita were also collected from zoysiagrass. White grubs of several scarab beetles and cutworms (Agrotis spp.) damaged seriously at most surveyed golf clubs. In addition, bluegrass webworm (Crambus sp.), Japanese lawngrass cutworm (Spodoptera depravata), scale insects, Tipula sp., and ants (Camponitus japonicus, Formica japonica, and Lasins japonicus) damaged turfgrasses directly or indirectly in golf courses. The entomopathogenic nematodes, Heterorhabditis spp., Steinernema glaseri, and S. longicaudum, entomopathogenic fungi, Beauveria bassiana and Metarhizium anisopliae, and milky disease, Paenibacil/us popil/iae were isolated from white grubs or turfgrass soil as microbial control agents. Besides, dipteran predators, Cophinopoda chinensis, Philonicus albiceps, and Promachus yesonicus and hymenopteran parasitoid, Tiphia sp. were also collected. The P. yesonicus was the most active in golf courses. The root-knot nematode, M. incognita was found from Zoysia japonica, Z. matrella. and Cynodon dactylon.
Fruit piercing moths were collected at every other at orchaed(16.5ha) planted with plum, peach and pear, and surrounded by forest in Gyeongnam province from jun to September in 1987. Four black light (BL) traps were lightened to attract the moths from sunset to sunrise and sweep net was also used to catch the moths on fruit and around fruit trees from 22 to 23 o'clock, 20 minutes per fruit tree species. Forty-one species, including 15 primary piercing species(PPS) and 22 secondary piercing species (SPS), from 3 families were collected and identified as fruit piercing moths. Among them, 16 species are newly recorded as fruit piercing moths in Korea. O. emarginata, L. juno, P. stuposa, C. lata and O. excavata were diminant species of PPS, comprising 86.7% of the whole PPS. Dominant species of SPS were A. ipsilon, M. turca, S. retorata, A. livida and T. oldenlandiae, comprising 80.5% of the whole SPS. The ratios of PPS to the whole fruit piercing moths collected by BL traps and net were sweep 15.2% and 79.7%, repectively. By sweep net L. juno, P. stuposa, and O. emarginata was also captured in a large numbers on peach, C. lata was on plum, and S. retorata was on pear.
Financial Intelligence Unit Law doesn't include investigation on important cases that could influence the security and existence of the nation that are the core jobs of national intelligence agency. So the agency has a difficulty to investigate the international crime of North Korea and other security incidents. It is also difficult to catch an international crime organization working in Korea. It also produces problems such as difficulty in investigating the illegal leak of strategic materials and investigating people related to illegal funding to international terrorism. So it is urgently needed to revise Financial Intelligence Law as soon as possible. Foreign intelligence agencies use the information of financial intelligence unit in many different ways. National Security Agency of China and Australian Security Intelligence Organization freely use the information of financial intelligence unit based on their own laws and systems. Central Intelligence Agency and Federal Bureau of Investigation of USA and Secret Intelligence Service and Security Service of Britain request financial intelligence units to supply them with the information of financial intelligence unit. But the national intelligence agency of Korea isn't able to approach to FIU and can't share the FIU information with foreign intelligence agencies. To solve the problem, they should revise Financial Intelligence Unit Law so that national intelligence agency can receive or request information from Korean Financial Intelligence Unit.

A random chat application is a type of social dating application that helps people find a lover or spouse by randomly connecting and providing services such as text, voice and video chat. Recently, there has been globally a rapid increase in its use due to the fact that it provides people to quick and convenient encounters at low cost. However, it is used as one of method to prostitute or to trade drugs and become a cause of violent crimes due to various criminal occurring after actual meeting between app users. For this reason, a random chat application is likely to provide proof of prostitution or drug trade and clues to arrest rape, kidnapping and murder suspects. Thus, it is necessary to analyse random chat applications from the viewpoint of digital forensics investigation, but there is no related research at all. Therefore, in this paper, we analyzed artifacts of 6 Korea random chat application's user behaviors; Ranchat, AngTalk, SsumgThing, DaTalk, EveryTalk and Sail. As a result, we found that it is remain on mobile device that time and contents of message transmission/reception, sender/receiver, friend profile and user account creation time when user is using the applications.

The black cutworm, Agrotis ipsilon (Hufnagel), is an important crop pest worldwide that feeds more than 80 plant species including cabbage, potato, maize, wheat and bean, and this moth is a typical pest attacking underground parts of crops. It has been known in farm booklets that the larvae of A. ipsilon overwinter in the soil in Korea, but no definitive data exist yet. This study was conducted to evaluate that the specific appearance time of A. ipsilon observed actually in the field could be explained when we assumed that this pest overwinters in a form of larvae or pupae. Degree day-based phenology models were applied for tracking forward or backward to find the predicted developmental stage which developed at a specific stage found in the field. As a result of the analysis, it was confirmed that an initial population could be established in a group that does not overwinter as larvae or pupae in Korea. In other words, the appearance of adults in early March to April could not be explained by the presence of domestic overwintering populations. Populations that overwinter as larvae or pupae in Korea were able to emerge as adults in June to July at the earliest. Therefore, the group of adults appearing in early spring is highly likely to be a population that migrated from outside Korea. Taken together, it was estimated that the colony of A. ipsilon in Korea would be formed by a mixture of a migrant population through long-distance migration and a overwintering population.

Cyber attacks are increasing worldwide, and attacks on personal privacy such as CCTV and IP camera hacking are also increasing. If you search for IP camera hacking methods in spaces such as YouTube, SNS, and the dark web, you can easily get data and hacking programs are also on sale. If you use an IP camera that has vulnerabilities used by hacking programs, you easily get hacked even if you change your password regularly or use a complex password including special characters, uppercase and lowercase letters, and numbers. Although news and media have raised concerns about the security of IP cameras and suggested measures to prevent damage, hacking incidents continue to occur. In order to prevent such hacking damage, it is necessary to identify the cause of the hacking incident and take concrete measures. First, we analyzed weak account settings and web server vulnerabilities of IP cameras, which are the causes of IP camera hacking, and suggested solutions. In addition, as a specific countermeasure against hacking, it is proposed to add a function to receive a notification when an IP camera is connected and a function to save the connection history. If there is such a function, the fact of damage can be recognized immediately, and important data can be left in arresting criminals. Therefore, in this paper, we propose a method to increase the safety from hacking by using the connection notification function and logging function of the IP camera.
The preliminary investigative activities by the police officer play a critical role in identifying the cause of death in unnatural death investigations. The failure to secure the crime scene leads to the destruction of significant evidence, which results in the difficulty or impossibility to identify the cause of death. In order to prevent this jeopardizing crucial evidence, and to identify the level of preliminary investigation on the scene, this research is conducted and analyzed with questionnaires of 300 police first responders and 100 detectives. As a result, it was disclosed that there is a possibility for first responders to fail to ensure scene security, scene observation, and canvass interviews. Besides, when medical personnel have no choice but to contaminate the crime scene in order to save lives, it is necessary for them to take photos and to take proper actions before they enter the scene. The importance of scene-control education cannot be emphasized enough in order to prevent media from entering and destroying the evidence. Through research of actual conditions of unnatural death cases which occurred in Kyongbook Province for last five years, the statistics regarding a few different types of death were analyzed as follows. Evidence that homicide, suicide, accidental death, and disaster deaths have increased year by year. Therefore, it is deemed necessary for the government to take multilateral policies to reduce them, and for police to reinforce their investigative skills. Further, the insufficient number of autopsy facilities and forensic pathologists, only 13% of the deceased (1,237 cases) have had an autopsy conducted to identify the cause of death for last five years. The other, 87.3% (8,496 cases) of the deceased, were handled through simple postmortem examination. The significance of this percentage is that there is still the possibility not revealing the cause of unjust deaths. Therefore, it is necessary to furnish police agency with the reasonable amount of funding for autopsies and maintaining enough forensic pathologists.
