Aviation safety can be secured through regulations and policies of various areas and thorough execution of them on the field. Recently, for aviation safety management Korea is making efforts to prevent aviation accidents by taking various measures: such as selecting and promoting major strategic goals for each sector; establishing National Aviation Safety Program, including the Second Basic Plan for Aviation Policy; and improving aviation related legislations. Obstacle limitation surface is to be established and publicly notified to ensure safe take-off and landing as well as aviation safety during the circling of aircraft around airports. This study intends to review current aviation obstacle management system which was designed to make sure that buildings and structures do not exceed the height of obstacle limitation surface and identify its operating problems based on my field experience. Also, in this study, I would like to propose ways to improve the system in legal and regulatory aspects. Nowadays, due to the request of residents in the vicinity of airports, discussions and studies on aviational review are being actively carried out. Also, related ordinance and specific procedures will be established soon. However, in addition to this, I would like to propose the ways to improve shortcomings of current system caused by the lack of regulations and legislations for obstacle management. In order to execute obstacle limitation surface regulation, there has to be limits on constructing new buildings, causing real restriction for the residents living in the vicinity of airports on exercising their property rights. In this sense, it is regarded as a sensitive issue since a number of related civil complaints are filed and swift but accurate decision making is required. According to Aviation Act, currently airport operators are handling this task under the cooperation with local governments. Thus, administrative activities of local governments that have the authority to give permits for installation of buildings and structures are critically important. The law requires to carry out precise surveying of vast area and to report the outcome to the government every five years. However, there can be many problems, such as changes in the number of obstacles due to the error in the survey, or failure to apply for consultation with local governments on the exercise of construction permission. However, there is neither standards for allowable errors, preventive measures, nor penalty for the violation of appropriate procedures. As such, only follow-up measures can be taken. Nevertheless, once construction of a building is completed violating the obstacle limitation surface, practically it is difficult to take any measures, including the elimination of the building, because the owner of the building would have been following legal process for the construction by getting permit from the government. In order to address this problem, I believe penalty provision for the violation of Aviation Act needs to be added. Also, it is required to apply the same standards of allowable error stipulated in Building Act to precise surveying in the aviation field. Hence, I would like to propose the ways to improve current system in an effective manner.

It has been often noted as a problem that as there are no objective and clear criteria for the repair cost estimate of persistent defects, when a claim arises in relation to an apartment construction, significantly different amounts of compensation may be given for similar defects based on the experience and tendencies of the construction experts asked to make a judgment. For this reason, this research aims to present defect managers with a more reasonable and objective estimation criteria and a system to determine the repair cost of defects based on an analysis of relevant factors. The research findings show that the historical cost system is applied first, and then a standard of estimation is used to estimate the cost for the items that are not included in the historical cost system. The criteria for the repair cost for each defect is as follows: the repair cost for defects arising from a regulation violation is determined by calculating the reconstruction cost of the parts in question after demolishing them; the repair cost for progressive defects is determined based on a contribution ratio proportional to the age of the building; the repair cost for repetitive defects is calculated by considering an alternative to maximize the intended function of the defective parts; and the repair cost for value depreciation defects is determined based on the ratio of the warranty period to the lapsed years. However, repair cost estimation for dual value depreciation defects should be studied in future research.

There are many apartment buildings with the government's policy of increasing the supply of residential houses in Korea. Roughly 60% of the Korea population are living in apartment buildings. Since the 1970s, the Korean economy has grown enormously, the economic and social structure was radically transformed to industrialization and urbanization step. A village has grown into a large town in Korea and apartment buildings was constructed to solve national housing shortage by the Korean government and the construction company. Since the 2000s, this apartment buildings which was built in the 1970s and 1980s had become gradually deteriorated. So, reconstruction and remodeling project of apartment buildings have been come into request in Korea. There are two way to improve the residential environment. The one is remodeling of apartment buildings and the other is reconstruction of that. Therefore, we carried out questionnaire and survey study of the preference on the reconstruction and remodeling of old aged apartment which were located in daejeon province. As a result, the preference rate of remodeling is increasing instead of reconstruction because reconstruction of apartment buildings takes more money and needs long construction period.

As large-scale buildings, skyscrapers, and multi-purpose buildings recently increase in numbers dramatically, the internal space of such buildings becomes more and more large and complicated accordingly. Since such structures usually accommodate a number of random people, the potential possibilities of disastrous tragedies are high, and the rates of injury and physical damage caused by the complicated system of the building also increase as well. However, most of the shelter designs of the existing buildings are based on the specifications according to the assigned laws and involved regulations. In this case, only general criteria are referred to regardless of the characteristics of each structure while other disaster-related features are not taken into consideration sufficiently. Since any actual fire may cause a terrible calamity, in such plans, shelter inducement can be neither safe nor effective. Thus, this study examines and analyzes currently run disaster prevention systems and shelter inducement facilities with COEX Mall as its subject, and analyzes the responding system to each situation based on the fire scenarios by means of As-Is Model. Through this analysis, presented are the measures to solve the problems of current disaster prevention systems and to improve shelter inducement methods effectively.

Korean Government is implementing green remodeling projects on existing buildings and structures in a way of promoting low carbon green growth. However, the current regulations and systems do not clearly define the scopes and contents of the green remodeling. Also, the lack of the inducement measure is another reason of the low engagement of the private enterprises to the green remodeling business. Therefore, this study proposes a tax exemption plan to promote green remodeling business implementation, with the consideration on practical applicability. And the proposed plan was applied to the green remodeling pilot project case in2 014 and the effect was quantitatively analyzed. The result is expected to be used as a base data to improve the tax exemption benefit system to invigorate green remodeling later.
In Korea, the relevant laws and regulations for fire safety in buildings have been revised. Since 2011, Performance-based Design has been conducted for large-scale or high-rise buildings. However, the Korea's performance-based design is still at a level where life safety evaluation using fire and evacuation simulation tools is compared with existing methods. Although related studies have been conducted continuously for the mandatory performance-based design, the fact that it is relatively unsatisfactory for design and construction of fire-fighting facilities as it mainly focuses on administrative and institutional improvement measures or computer simulation. This study collected 91 performance-based design documents that were carried out nationwide at the initial stage of implementation until 2016 to analyze the status of performance-based design of fire-fighting facilities. As a result, fire-fighting facilities, except for fire extinguish system facilities, were not properly designed for performance. Furthermore, the designers found that if corresponding facilities or higher-level equipment with upgraded performance is additionally installed, the performance-based design fared well compared to the existing the prescriptive-based design.
Securing fire safety using only fire-fighting facilities is difficult because causes of modern fire vary, such as architectural structures and building use patterns. In order for fire safety to be guaranteed by enacting and revising fire regulations reflecting the fire hazard characteristics and user's characteristics, the introduction of fire influence evaluation (fire risk assessment) system needs to be considered in a timely manner to be adopted but unfortunately two attempts before have failed. In this study, a fire case of urban lifestyle housing was surveyed to introduce a fire influence evaluation system and a field survey on the actual condition of the 414 urban lifestyle housing buildings and fire & evacuation simulation results of one representative building in Suyoung-gu and Nam-gu District of Busan Metropolitan City were analyzed. The necessity, procedures and implementation method of fire influence evaluation system were questioned and tested by the professional fire experts, fire officers and firefighters and architects. On the basis of these facts, introduction of (fire influence evaluation system) should be absolutely adopted and the fire department and fire regulation are eligible to implement the system. Therefore, fire regulation needs to be enacted or revised in accordance with the new fire environment and fire safety system that needs to be built up. Accordingly, aggressive promotion through public hearings on the necessity of fire impact assessments, consensus among departments and fostering experts to carry out fire influence evaluation system will be the core.

To establish an infrastructure for technology and information in the domestic construction industry, several construction regulations pertaining to construction information have been institutionalized. However, there are major problems with the domestic information classification system, earned value management (EVM) and project management information system (PMIS). In particular, the functions of the current PMIS have consisted of a builder-oriented system, and as EVM is not applied to PMIS, the functions of reporting, analysis and forecast for owners are lacking. Moreover, owners cannot confirm information on construction schedule and cost in real time due to the differences between the EVM and PMIS operation systems. The purpose of this study is to provide a framework that is capable of operating PMIS efficiently under an e-business environment, by providing a proposal on how to establish a work breakdown structure (WBS) and an EVM - PMIS integration model, so that PMIS may provide the function of EVM, and stakeholders may have all information in common. At the core of EVM - PMIS integration is the idea that EVM and PMIS have the same operation system, in order to be an activity-based system. The principle of the integration is data integration, in which the information field of an activity is connected with the field of a relational database table consisting of sub-modules for the schedule and cost management function of PMIS using a relational database management system. Therefore, the planned value (PV), cost value (CV), actual cost (AC), schedule variance (SV), schedule performance index (SPI), cost variance (CV) and cost performance index (CPI) of an activity are connected with the field of the relational database table for the schedule and cost sub-modules of PMIS.
The purposes of this research are to select the appropriate kinds of landscape woody plants for afforestation artificial ground and to find out the way of developing planting-tree area of artificial ground through test planting and case study. The summary of the research is as follows; As a result of observing the state of trees' growth, trees on artificial grounds grow as well as, or even better than those on natural grounds. The kinds of trees which represent better growth states on artificial soil of rooftop test area are Thuja occidentalis, Prunus armericana var. ausu, Acer palmatum, Viburnum sargentii for. sterile, Buxus microphylla var. koreana, etc. In addition, soils than on natural soils. As a result of investigating the tree's growth state according to soil beds of artificial soils, shrubs don't represent distinct differences. They show that shrubs can be planted on 30cm soil bed. The rest of trees no differences according to the variation of soil beds, and they are in normal condition or have slight damage. This means that though arbor planting area of artificial ground is made 45~60cm, it is possible for trees to grow on it. In consequence of analyzing the cases on areas of landscaping artificial grounds, as the appropriate kinds of trees for afforestation artificial ground, Diospyros kaki, Hibiscus syriacus, Syringa dilatata, Magnolia kobus, Acer ginnala and cornus alba are selected in Capital region, and Nandina domestica, Taxus cuspidata, Ilex crenata, Viburnum awabuki, Aucuba japonica and Euonymus japonica are selected in southern region. In addition, Juniperus chinensis, Zelkova serrata, Juniperus chinensis var. kaizuka, etc. are selected regardless of regional character. In accordance with the state of soil it shows great difference, namely, fertilization once or more a year and irrigation for drought is advantageous to tree's growth. This research represents that it is necessary that standards related to landscaping artificial grounds are subdivided. In addition to it, the plan for revising related to regulation is drawn up.

Due to urban growth and increasing population density, many large cities contain building forests. Moreover, due to increasing demands for pleasant residential environments, there is growing concern over the encroachment of sunshine. Although research on related laws and other related fields is emerging, there is a limit to the extent to which the public can easily determine the amount of sunshine per building without referral to specialized agencies. Therefore, in this study, the duration of sunshine per building object was calculated via a simulation of urban shaded area using a spatial information open platform application programming interface. The study area was the'L'apartment complex located in the new city, Haeundae, Busan, China. To perform the duration of sunshine simulation for three-dimensional urban spatial objects, the building height was extracted from pre-built three-dimensional spatial information data, and the position of the sun was determined from calculations of the altitude and azimuth of the sun. This study provides a more precise and easier method of judging whether sunshine is impeded from reaching buildings by quantitatively analyzing sunshine and classifying the total duration of sunshine and the continuous duration of sunshine on each object.
