Development on Identification Algorithm of Risk Situation around Construction Vehicle using YOLO-v3 (YOLO-v3을 활용한 건설 장비 주변 위험 상황 인지 알고리즘 개발)

  • Recently, the government is taking new approaches to change the fact that the accident rate and accident death rate of the construction industry account for a high percentage of the whole industry. Especially, it is investing heavily in the development of construction technology that is fused with ICT technology in line with the current trend of the 4th Industrial Revolution. In order to cope with this situation, this paper proposed a concept to recognize and share the work situation information between the construction machine driver and the surrounding worker to enhance the safety in the place where construction machines are operated. In order to realize the part of the concept, we applied image processing technology using camera based on artificial intelligence to earth-moving work. Especially, we implemented an algorithm that can recognize the surrounding worker's circumstance and identify the risk situation through the experiment using the compaction equipment. and image processing algorithm based on YOLO-v3. This algorithm processes 15.06 frames per second in video and can recognize danger situation around construction machine with accuracy of 90.48%. We will contribute to the prevention of safety accidents at the construction site by utilizing this technology in the future.

A Study on Map Mapping of Individual Vehicle Big Data Based on Space (공간 기반의 개별 차량 대용량 정보 맵핑에 관한 연구)

  • The number of traffic accidents is about 230,000, and due to non-recurring congestion and high driving speed, the number of deaths per traffic accident on freeways is more than twice compared to other roads. Currently, traffic information is provided based on nodes and links using the centerline of the road, but it does not provide detailed speed information. Recently, installing sensors for vehicles to monitor obstacles and measure location is becoming common not only for autonomous vehicles but also for ordinary vehicles as well. The analysis using large-capacity location-based data from such sensors enables real time service according to processing speed. This study presents an mapping method for individual vehicle data analysis based on space. The processing speed of large-capacity data was increased by using method which applied a quaternary notation basis partition method that splits into two directions of longitude and latitude respectively. As the space partition was processed, the average speed was similar, but the speed standard deviation gradually decreased, and decrease range became smaller after 9th partition.

A Study on Risk Factor Identification by Specialty Construction Industry Sector through Construction Accident Cases : Focused on the Insurance Data of Specialty Construction Worker (건설재해사례 분석에 의한 전문건설업종별 위험요인 탐색 : 전문건설업 근로자 공제자료를 중심으로)

  • The number of domestic construction company is expanding every year while the construction workers' exposure to disaster risk is increasing due to technological advancements and popularity of high-rise buildings. In particular, the industry faces greater fatalities and severe large scale accidents because of construction industry characteristics including influx of foreign workers with different language and culture, large number of aged workers, outsourcing, high place work, heavy machine construction. The construction industry is labor-intensive, which is to be completed under given timeline and consists of unique working environment with a lot of night shifts. In addition, when a fixed construction budget is not secured, there is less investment in safety management resulting in poor risk management at the construction site. Taking account that the construction industry has higher accident risk rate and fatality rate, risky and unique working environment, and various labor pool from foreign to aged workers, preemptive safety management through risk factor identification is a mandatory requirement for the construction industry and site. The study analyzes about 8,500 cases of construction accidents that occurred over the past 10 years and identified risk factor by construction industry sector to secure a systematic insight for risk management. Based on interrelation analysis between accident types, work types, original cause materials and assailing materials, there is correlation between each analysis factor and work industry. Especially for work types, there is great correlation between work tasks and industry type. For reinforced concrete and earthwork are among the most frequent types of accidents, and they are not only high in frequency of accidents, but also have a high risk in categories of occurrence.

  • The risk assessment under the Occupational Safety and Health Act was implemented in 2013, but since it is not mandatory, companies are operating it as a formality. Although legal obligations have been strengthened, such as the recent comprehensive revision of the Occupational Safety and Health Act and the enforcement of the Act on Punishment for Serious Accidents, the death rate has remained stagnant. Even if a risk assessment plan is properly established in order for employers to prevent industrial accidents through necessary measures, it is necessary to involve relevant workers so that they can understand and implement the contents of the risk assessment. In this regard, this study proposed applying efficient worker participation measures through on-site surveys to activate the participation of vulnerable workers in risk assessments. Improvement of Fall Prevention Method in Construction Site through Comparison with Advanced Countries' Cases (해외 사례 비교를 통한 건설현장 추락재해 예방기법 개선방안)

  • Although the domestic industrial accidents have been decreased gradually, deaths in the construction sites have been occupied 49.9 percent of the total industry and deaths from fall accident have been accounted for 59.7 percent of the construction industry. In order to prevent fall accident, various safety activities and policy have been carried out. However, the impact on the domestic construction industry was inadequate. On the other hand, in advanced countries, such as the United States, Japan, EU, and Singapore Industrial accidents have been lower than domestic industry due to safety activities, the regulations and policies appropriate for each country's situation. In this study, we compare the major points of the Industrial Safety and Health Act in developed countries with those in South Korea to reduce the number of falls, and propose a revision. As a result of conducting research, three revisions have been proposed as 1) Enhance standards for fall height, 2) Improvement of upper safety rail height on guardrail, 3) Revision and research on Horizontal Sarety bar attachment system. This study will be utilized as a basic study for the analysis of cases in advanced countries.

Analysis of Major Issues in the Serious Accidents Punishment Act (SAPA) (중대재해처벌법의 주요쟁점 해소 방안)

  • The purpose of this study is to clearly recognize critical issues and to suggest relevant solutions for the issues since too many deaths and injuries due to industrial accidents has been going on for a long time, also the deaths of workers is a problem that affects not only one person's death but also many people connected with it and society as a whole. And the need for a strict Serious Accidents Punishment Act is sympathetic. However, the current Severe Accident Punishment Act is not welcomed by both labor and management due to its ambiguity, and it is suggested that the punishment and legislative content of the management manager who violated the duty to ensure safety and health is abstract and the level of punishment is excessive. In addition, due to the ambiguous part of the management manager's interpretation and serious industrial accidents, most companies appoint large law firms to receive legal interpretation and advice, so only law firms are getting full, and the cost that companies invest to protect the CEO is actually a safety accident. It is suggested that the current enforcement ordinance, which has ambiguity, needs to be revised because it must be entered into as a preventive cost.

Effectiveness Analysis of NCAP(New Car Assessment Program) on Traffic Safety (자동차 안전도평가제도의 정량적 효과분석)

  • New Car Assessment Program(NCAP) provides consumers with vehicle safety information, primarily front and side crash rating results, and more recently rollover ratings, to aid consumers in their vehicle purchase decisions. NCAP is a system to improve driver and passenger safety by providing market incentives for vehicle manufacturers to voluntarily design their vehicles to better protect drivers and passengers in a crash and be less susceptible to rollover, rather than by regulatory directives. NCAP have been performed since 1999 in Korea by the government in order to reduce fatalities and injuries caused by traffic accidents. Although as the number of vehicles models increases, more vehicle models are required to be test and NCAP is evaluated as a valuable system for vehicle safety, the expansion of the system is slow. It looks like that the benefit of NCAP quantitatively was not verified. In this study, based on the idea that the benefit of the NCAP is defined as the decrease of traffic accident severity by improving vehicle safety, a methodology to analyze the effectiveness of NCAP quantitatively in terms of traffic safety was developed. According to the developed methodology, the reduced numbers of fatalities and injuries were 1.51 and 466 in 2005.

Selection of Retaining Wall System for Underground Parking Lots Expansion of Apartments (거주중 공동주택의 지하주차장확대를 위한 흙막이공법 선정)

  • Rapidly increasing automobile supply rate according to improved economic level of life makes lack of parking space of apartments. Even though the initial design of parking space compiled with old regulations, it may not observe either new laws or requirement of inhabitants. Even if old apartments have no structural durability problem, outworn facilities and insufficient parking area may be a main reason for reconstruction. It causes waste of national resources and makes recycling issues. Additionally, irregularly parked cars make traffic obstruction to a fire engine and result in many fire accident victims. Parking problems of apartments are not only inconvenience but also serious safety issues. From these points of view, remodeling only for parking area expansion is necessary to avoid overall reconstruction of apartments. The purpose of this study is to suggest a retaining wall selection method for apartments underground parking lots expansion without evacuation of resident people. Effect factors to select retaining wall system are analyzed and weight values are calculated by applying AHP. One selection method of retaining wall is proposed by evaluating applicability and its sensitivity analysis is executed. This selection method is expected to help decision-making of retaining wall system selection.

The Study on the Situation and Development of High Speed Rail in Each Countries (각국의 고속철도 현황과 발전에 관한 연구)

  • 우리나라는 2004년 4월 경부고속철도개통을 앞두고 마지막 준비를 하고 있다. 1964년10월 고속철도를 가장 먼저 개통한 일본을 비롯한 프랑스, 독일 등은 이미 고속철도가 철도교통의 중심은 물론 각국의 교통수송에 높은 비중을 차지하고 있다. 2001년에 일본이 경우 1일 773,951명을 수송하고 있으며, 프랑스는 228,714명을 수송하고 있다. 세계적으로도 고속철도는 2000년 현재 유럽이 15,350km, 아시아는 2,152,9km를 운영 중에 있는데 이는 2010년에는 유럽은 41,350km, 아시아는 4,755.7km로 증가될 전망이다. 특히 아시아는 2005년 10월 개통예정인 대만의 타이페이와 카오슝의 345km를 비롯하여, 중국은 상해~북경의 1,330km를 2008년 ㅂ구경올림픽에 맞추어 개통을 준비하고 있다. 일본, 프랑스, 독일 등 고속철도의 운영국가들은 고속철도수송의 수송량이 급격하게 증가하고 있다. 프랑스는 인기준으로 1996년에 비해 2001년에 49.3%, 독인은 1996년에 비해 2001년에 70.1%의 증가치를 보이고 있다. 철도수송에서의 고속철도의 비중도 높아 인${\cdot}$km기준으로 일본은 29%, 프랑스는 48.3%, 독일은 15.9%를 차지하고 있다. 이러한 고속철도가 발전한 요인은 항공기와도 경쟁이 될 정도의 빠른 속도와 안전, 높은 사회경제적 효과에 기인하고 있다. 고속철도의 비중이 높은 일본의 경우는 개통 이래 현재까지 약 62억명을 수송하고 있는데 사망사고는 한건도 없었다. 또한 1개 열차의 정시도착 오차는 24초에 불과하고, 항공기와도 경쟁력이 될 정도의 속도와 수송능력을 보유하고 있다. 실제로 500~700km구간에서 항공기와 고속철도이 경쟁이 치열한데 고속철도의 분담율이 67%를 차지하고 있다. 이러한 고속철도 발전으로 철도수송의 증가율에도 큰 영향을 미치고 있다. 프랑스와 독일의 경우는 자동차수송보다 철도수송이 최근 4년간 약 10%이상 증가하고 있는 것도 고속철도의 영향에 기인하고 있다. 고속철도의 또 다른 특징으로는 높은 유발수요효과로 일본의 신간선개통전후를 비교해 보면 예상치보다 약 6%~23%의 높은 수요유발효과를 보이고 있다. 이 결과 각궁의 고속철도는 매우 높은 수익성을 기록하고 있는데 일본은 개통 후 3년째 흑자를 기록하였고, 중국도 개통 후 7년에 단년도 흑자를 예상하고 있다. 이러한 고속철도의 발전에 기초해 유럽을 비롯하여, 아시아 등에서 고속철도의 건설이 더욱 가속화 될 것으로 예상되는데, 이러한 새로운 변화의 고속철도시대에 대비하여 우리나라도 장차 건설계획수립, 해외수출, 고속철도의 상호운영 등을 지금부터 계획을 수립하여 집행해야 할 것이다.

A Study on the Application of BIM for the Improvement of the Effectiveness of the Safety Assessment Regulations (유해·위험방지계획서 현장 활용도 제고를 위한 BIM 적용 필요성에 관한 연구)

  • An annual average of more than 100 casualties occur on construction sites designated by the occupational safety and health law despite the safety assessment regulations from Korea Occupational Safety & Health Agency. Even if those sites involve more harmful or hazardous work than other sites, the result creates doubt regarding the effectiveness of the safety assessment regulations. The safety of construction sites is difficult to maintain continuously and instantly because ofthe variability in the construction industry despite inspecting workers, equipment, and facilities by managers. Many discussions on how to utilize BIM have been made to improve the productivity of construction projects, and BIM-based modeling and simulation would bring many benefits to safety. This study examined the hindrance factors of field utilization of the safety assessment regulations through a research literature survey, disaster situation analysis and questionnaire, and suggests the necessity of the application of BIM that enhances the effectiveness of safety assessment regulations by identifying the relationship between the hindrance factors and the function of BIM.
