세계의 중 $\cdot$ 저준의 방사성폐기물 천층처분기술

  • 우리 나라의 원전 사업을 착수한 이래 지속적으로 원전 사업을 추진하여 현재 전체 발전량의 약 1/3 이상을 원자력이 담당하고 있다. 이 과정에서 많은 기술과 경험을 축적하여 이제는 국내 업체가 주도적으로 국내 원전을 설계 $\cdot$ 제작 $\cdot$ 건설하고 있을 뿐만 아니라 해외로까지 기술 지원을 추진하고 있는 실정이다. 그러나 우리 나라의 원전 기술은 원자력 발전 분야에 너무 편중되어 있으며, 보다 진정한 원자력 기술 자립을 달성하기 위해서는 핵연료 주기, 특히 사용후 핵연료와 방사성 폐기물 관리 기술의 확보가 무엇보다 필요하다. 특히 방사성 폐기물의 관리는 원자력 발전을 포함한 원자력의 평화적 이용을 하나의 시스템으로 완결시키는 의미를 지니고 있기 때문에 이 분야에 대한 원자력계의 보다 많은 관심과 지원이 필요하다고 하겠다. 지난 10월 $21\~22$일 원자력환경기술원에서 열린 워크숍 내용을 소개한다.

Application of RFID Tag to Food Wastes Disposal System of Cheongju City (청주시의 음식물류폐기물 처리시스템을 위한 무선주파수인식태그의 적용)

  • In this paper, we propose an application of RFID(Radio Frequency Identification) tag to food wastes disposal system of Cheongju city. The existing system of Cheongju city is monthly fixed amount levy system. The weak point of this system must pay a same commission in spite of each other different food wastes quantity. Also the accurate occurrence quantity of the food wastes and present condition grasp of control are impossible. It will not be able to reflect to a policy decision because does not manage the control of the food waste efficiently. On the other hand, when a food wastes measuring system using RFID is executed tag, it will manage and analyze automatically the obtained data. And collecting, transporting and handling of the food wastes come to be very easy. Also the reproduction and embezzlement of the tag are impossible. As a result of this system, it brings the decrement of the food waste. Therefore the economic effect could be come true and the food wastes is controlled environment-friendly. The food wastes disposal system using RFID tag will be able to contribute in u-city constructions with RFID/USN technology which pursues from the government.

  • 1970년대 이후 중화학공업을 중심으로 산업이 발전하면서, 위험한 기계·기구를 사용하게 되었다. 더 나아가 각 산업마다 새로운 공법을 채용하면서 산업재해가 과거에 비해 더 빈번하게 나타나고, 그 피해 역시 과거에 비해 매우 광범위하게 나타났다. 특히, 유해물질을 대량으로 사용하는 산업이 다양해지고, 작업환경 역시 각 산업에 따라 다른 모습을 보이자 이에 따른 직업병의 발생이 기하급수적으로 증가하였다. 이러한 위험은 직접적으로 근로자의 생명과 건강을 해칠 뿐 아니라 사용자에게도 경제적 피해를 주게 되었다. 이러한 위험에 효율적으로 대처하기 위하여 적극적·종합적인 산업안전보건관리가 필요하게 되어 산업안전보건법이 제정되었다. 하지만 산업안전보건법이 제정된 이후에도 같은 사고가 재발하고 현장관리의 소홀, 노동환경 개선 등이 이루어지지 않으며 비슷한 사망사고가 재발하였다. 이러한 산업재해사고를 막기 위해 다양한 방법을 강구하여 왔지만 큰 실효를 보지 못하자 실질적인 효과를 보기 위해 영국의 '기업살인법'을 참고하여 사업주, 경영주, 경영책임자에게 직접적인 책임을 묻고 중대재해 예방과 일하는 사람과 시민의 생명·신체를 보호함에 있음을 분명히 하기 위해 중대재해처벌법이 제정되었다. 이러한 법률이 제정됨에 따라 재해 및 안전에 관한 관심이 전국민적으로 증가하게 되었고 과거보다 많은 관심을 받게 되었다. 그에 따라 본 연구에서는 최근 10년간에 발생한 산업, 중대재해 등에 대하여 발생 사고, 발생 원인, 발생 기간에 따라 정리하였다. 본 연구는 향후 산업, 중대재해 등에 대한 기초자료로 활용될 수 있을 것이다.

사용후핵연료 파이로공정 시설의 안전성 연구현황

  • 전세계적 고유가 및 $CO_2$ 배출로 인한 지구 온난화 문제 동 앞으로의 에너지 개발은 지속가능하며, 환경친화적이어야 한다. 따라서 가장 값싼 에너지원의 하나이며, 또한 환경문제에서도 유리한 원자력 에너지에 대한 세계적인 관심이 지난 약 30년 정도의 침체기간을 거친후 미국, 중국, 인도, 유럽, 아시아 등을 중심으로 다시 부활하고 있다. 그러나 미래 원자력에너지의 활발한 이용 및 지속 가능성을 위해서는 고준위 방사성 폐기물의 처리문제가 반드시 해결되어야 하며, 그 중에서도 사용후핵연료의 관리문제는 원자력 발전소의 계속 운전을 위해 시급히 해결되어야 한다. 한국원자력연구원도 2008년 12월 결정된 정부의 "미래 원자력시스템 개발 Action Plan" 을 통해 이러한 사용후핵연료의 관리문제를 해결하기 위한 연구 과제를 10여년 동안 수행해오고 있으며, 그 중 하나가 파이로(Pyroprocess) 공정개발이다. 1997년부터 관련연구가 착수되어, 2001년부터는 약 6년간에 걸쳐 파이로의 전처리 공정 및 전해환원 공정에 대한 실험실 규모 실증시설인 ACPF(Advanced spent fuel Conditioning Process Facility)를 개발한 바 있다. 또한 향후 파이로 기술의 상용화를 위해 2016년 까지 약 10톤/년 규모의 공학규모 파이로 실증시설(ESPF)을 건설하고 이를 기초로 2025년까지 100톤/년 규모의 파이로 상용시설 (KAPF) 을 건설하여 여기서 나온 우라늄 및 TRU 물질을 이용해 2030년까지 개발 예정인 소듐냉각 고속로에 필요한 핵연료를 제작, 공급하는 계획을 가지고 있다. 이 논문에서는 파이로 시설개발의 가장 중요한 인자중 하나인 시설의 안전성 확보를 위해 외국 및 국내에서의 연구개발 현황을 알아보고 안전성 분석 및 평가방법에 대한 기본 인자들을 도출해 보았다. 또한 파이로 시설의 인허가를 위한 사용후핵연료 처리시설 규제관련 국, 내외의 연구현황도 알아보았다.

  • A lot of buildings, especially apartment housing, have been dismantled so as to enhance the value of the building without exact assesment for the service life and deterioration degree of the building. Remodeling for an aged building is becoming a hot issue to owners in the public sector and the private sector. Peoples including owner, tenants, constructors recognize the fact that the efficient maintenance of the building during the service life and lengthening the practical service life are very important in point of minimizing LCC. This study suggest a decision making system to judge whether to remodel(renovate) or to reconstruct an aged building. The system is composed of structural performance assesment elapsed(or practical service) life evaluation against whole service life, deterioration assesment of the building equipment, dweller's satisfaction, etc.

Management of Automated Vacuum Waste Collection Systems in Suburban Apartment Complexes (신도시 아파트단지의 생활폐기물 자동집하시설 운용 및 관리실태)

  • The purpose of this research is to explore both on-site manager's and resident's assessment of the Automated Vacuum Waste Collection System (AVWCS) in suburban apartment complexes. In doing so, a self-administered questionnaire survey was conducted in 10 districts and their 11 apartment complexes in the Seoul Metropolitan Area. The main findings can be summarized as follows: the managers considered the AVWCS to be economically efficient and environmentally fiendly, and suggested that the system be managed in a more professional way, with an advanced technology and by more qualified technicians. The recommendation was related to residents' complaints and frequent mechanical failures frequently occurring in waste inlets and waste transport piping of the system. For residents using the system, the system was satisfactory, and should be necessarily improved with more user-friendly features. Further, most comments made by the residents were relevant to waste inlets such as safety, cleanliness, prompt repair, odor reduction, waste separation. It's of significant to train residents with how to properly use the system, which is expected to substantially fall a number of residents' complaints. Therefore, both professional management of AVWCS and regular workshops on how to utilize it are crucial in order to heighten its strengths.

  • Recently, the scale and technical complexity of agricultural production has been growing. Therefore, agricultural facilities are being gradually diversified, expanded, and made more complex. To furnish Korea's agricultural industry with international competitiveness, it is thus necessary to introduce new management techniques. The PCM (procurement-construction-maintenance) information management system for agricultural facilities is established by setting up its WBS (work breakdown structure). In this study, the WBS of a facility such as facility, space, element, works, and resources is analyzed. Following this analysts, a WBS of an agricultural facility that is appropriate for the PCM information system of an agricultural facility, is proposed by deriving it from actual WBS.

Evaluation of the Stability of Geomembrane Liner System in Closed Waste Landfill (사용종료 폐기물 매립장의 멤브레인 차수시스템 안정성 평가)

  • Recently, the effective use of closed waste landfill nearby urban areas has been demanded, because of the lack of the usable land. However, the reuse of closed landfill is needed an adequate stabilization of liner system. But most of these places are consisted of steep slope and hence it is necessary to use the geosynthetics liners in there. Liner system of waste landfills is an important facility which prevents leachate outgoing from the landfills and also groundwater infiltrating from surroundings into the landfills. During the waste disposal stage, differential settlement and tensile stress of the geosynthetic materials could occur due to impact load of trucks and dozers, waste loads and weak foundation soils. In this study, the tensile strength and tracer test were performed to evaluate the stability of geomembrane liner systems. Based on the tensile strength test result of in-situ geomembrane sample, the yield tensile strength maintain the suitable strength by specification and current law. However, according to the tracer test, the damage of geomembrane liner was detected on sanitary landfill section.

Evaluation on Feasibility of Industrial By-products for Development of Mono-Layer Landfill Cover System (산업부산물을 이용한 단층형 매립지 복토시스템 개발을 위한 적용 타당성 평가)

  • In order to investigate the applicability and suitability of the industrial by-products to apply mono-layer cover system for non-sanitary landfill sites, 6 different industrial by-products, such as construction waste, bottom ash, gypsum, blast furnace and steel manufacture slags, and stone powder sludge, were evaluated. Various physicochemical and hydrodynamic properties of the industrial byproducts were investigated. The environmental safety was monitored using batch and long-term leaching tests as well. In addition, the flexibility of plants was observed by cultivating them in the industrial by-products. The results for physicochemical properties indicate that most of the materials considered appeared to be suitable for landfill cover. Particularly, the concentration levels of hazardous elements regulated by the Korean Law for Waste Management did not exceed the regulatory limits in all target materials. In addition, the concentrations of regulated elements for the Korean Soil Conservation Law were examined below the regulatory limits in most of materials considered, except for the stone powder sludge. The results of batch and long-term experiments showed bottom ash and construction waste were the most suitable materials for landfill cover among the industrial by-products considered. The results of plant studies indicate that the bottom ash among industrial by-products considered was most effective in developing vegetation on landfill site, showing fast germination and large growth index. At the final covering system made of mixture of soil and bottom ash, the optimum application rate of farmyard manure was observed to be 40-50 Mg/ha.

Analysis of On-Site Inspection Results for Establishing Cost Estimation Standards for Selective Dismantling Projects (분별해체 대가기준 수립을 위한 현장실사 결과분석)

  • The government has enacted legislation to enforce selective dismantling in order to increase the recycling of construction waste. Therefore, this study aims to propose a standard quantity per unit estimation method, crucial for determining the expenses associated with large-scale demolition projects necessary for public development, particularly in the context of extensive land development ventures. Four individual houses were thoroughly examined and tested. We surveyed the house to create a floor plan and conducted a detailed investigation of interior materials in order to propose a Standard Quantity per Unit for cost estimation of the selective dismantling work. The process encompassed precise measurement of the houses, creation of schematics, thorough scrutiny of interior materials, and division of the dismantling process into components such as ceilings, walls, and floors. The duration of each dismantling task was meticulously documented. Particular emphasis was placed on refining the methodology to accommodate factors such as window openings, thereby ensuring a heightened level of precision compared to preceding studies. The outcomes of this study are anticipated to serve as practical benchmarks for estimating costs in demolition projects, thereby fostering sustainable development within the construction industry.
