Safety Management Framework for Information Handover Effectiveness in the Construction Industry (건설 안전관리 개념적 틀 및 정보이양 효율성 분석)

  • Safety management has been one of the most critical issues in the construction industry for a long time. Despite continuous efforts, it still shows a higher accident rate than other sectors. To reduce the accident rate, a lot of studies have been performed, mostly focused on contractors or construction phase. Although the initial stage of the construction project has the most significant impact on construction safety and decision-makers at the initial stage play an important role, the safety management system throughout the project entire life-cycle is still insufficient. In addition, although a great deal of information is generated in the construction project and the value is increasing, while it shows an inefficient aspect. This is believed to be due to insufficient information exchange and a lack of standards. In this context, this study aims to analyze the efficiency of information handover in construction safety. For this purpose, a safety management framework for systematically and efficiently managing and utilizing for construction safety information is referred to as 'safety business functions', 'project life-cycle', and 'industrial hierarchy'. The 'safety business functions' are classified into three levels. And then, in order to analyze the efficiency of safety information handover, 'importance of safety business function' and 'efficiency of safety information handover' were evaluated by interviewing with experts. This study can be used as reference data for implementing systematical and efficient safety management, and can also increase construction safety competency.

  • As buildings become higher and larger, the possibility of accident also increases, and recurrent accidents and serious accidents are also increasing. However, it is not possible to control all the hazardous activities in construction site. Therefore, hazardous activities with higher possibility should be identified and prioritized in advance so engineers and managers can control the activities in safe manner. For this purpose, this research adopts FMEA technique, which has been widely utilized in manufacturing industry. In order to apply FMEA technique in construction safety management, the process of construction work is divided into sub-processes or activities. Then FMEA technique is applied to quantitatively analyze the importance of each activity from the safety perspective.

  • For advanced construction safety, there frequently are repeated accident. Most of them are serious disasters which are continually concerned. But technical method of Safety organizations for construction project is still short, simple and unscientific. We suggest FMEA(Failure Mode and Effect Analysis) process on the safety management. The purpose of study is an establishment of safety system focused on scientific method by selecting priority unit and by figuring importance.

  • 건설업은 여러 가지 외부환경에 따른 위험이 동반되는 악조건이 항상 존재하고 있으며 또한 작업 공정이 사업계획에 따라 수시로 바뀌는 매우 열악한 작업환경을 갖고 있다. 따라서 건설업의 산업안전예방에 관한 정책으로서 안전관리자의 선임과 산업안전보건관리비계상 제도 등과 같이 다양한 안전예방사업이 시행되고 있으나 대부분 안전분야에 국한되어 있고, 보건관리에서는 최소한의 조치라 할 수 있는 특수건강진단과 작업환경측정 조차도 제대로 이루어지지 않고 있다.(중략)

  • 기술발전에 따라 건설현장은 스마트 안전관리기술을 활용한 안전관리의 변화가 예고되고 있다. 중대재해처벌법 시행(22.1.27)이후 50인 이상 사망사고는87건(96명)으로 전년 동기109건(111명)대비22건(20.2%), 15명(13.5%)감소한 것으로 나타났다(국토교통부,2022). 반면에 단순비교지만 일본0.14%, 미국0.37%, 영국0.03%에 비해 한국의 재해율이 높으므로 다양한 안전관리활동의 과제가 남아 있다. 이에 아차사고 유형이 건설현장 특성간의 민감도모델 제시를 기반으로 근본적인 재해관리가 연구의 목적이다. 이를 이루기 위해 국토교통부의 아차사고 발굴데이터를 분석하여 유형을 분류하고, 공사기간, 공사규모, 신체부위 등의 요인간의 아차사고 민감성요인에 대하여 Bayesian Network를 이용하여 아차사고에 영향을 주는 모델링을 제시하고자 한다.

  • Recently, the fatality rate in the construction industry has not decreased any more and is in a stagnant state, and there are efforts by various construction participants such as ordering, design, and construction, management to improve it. In order to reduce serious accidents in the construction industry, which is higher than in other industries, the government evaluates the safety level of construction participants and announces it to raise awareness. However, in the items, standards, and procedures of the safety management level evaluation, there are points that do not match the site situation, and it is necessary to improve them. In this study, in order to improve the safety management level evaluation for construction technology service providers who are in the worst situation for safety management, the safety management level evaluation result analysis and Focus-Group-Interview(FGI) were conducted. improvement direction was suggested.

  • Only one person should be responsible for many area of works at a small construction sites with less than contract amount of USD 0.3 million. therefore, he can not be an expert in one area. Actually, this kind of small projects are not controlled by the Government because those small size of projects are exempted in following the Government control, due to certain level of small size. The above reason makes those small projects loose with an aspect of safety management without safety consciousness and safety management. The Government makes his effort to decrease nationally accident occurrences but there is considerably deep limitation to achieve a certain level of goal despite a fact that there have been more than 100 workers died annually. It is expected that some proposed management ideas technique with behavior-based safety management can be contributed to decreasing accidents at small construction sites.
